One of the oldest human activities is the trade of goods, services, money and other property values both within a country and abroad. Foreign trade business has an exceptional importance for socio-economic relations between countries. Each state independently regulates the trade of goods and services. However, no state economy is self-sufficient, so its need to join the international markets is quite justified. Through a mutual trade cooperation, states transfer the effects of the concluded agreements beyond their borders, and the need for the unification of certain norms is absolutely necessary, as well as the regulation of the issue of a breach of contractual obligation and compensation for damages as a consequence resulting from such a thing. Some countries have a fear of ratifying the international rules, because they think that the accepted solutions would be contrary to their national legislation. There is mentioned only one of the reasons for the states resistance, as well as the difficulties in achieving the unique acceptable solution. This paper analyzes the concept, the importance of foreign trade business for countries, then the rights and obligations of the contracting parties and the compensation for damage due to a breach of a contractual obligation by non-performance in the sales contract.

The article examines the dynamics and features of the trade and economic partnership between Spain and Russia from 2014 to the present, considering the latest challenges. The once promising trajectory of the development of bilateral trade and mutual investment has undergone significant tests: in addition to the sanctions pressure of the collective West countries, the situation has been complicated by the global crisis in the world economy, significant changes in world markets for goods and services, and the COVID-19 pandemic. In these conditions, the study of indicators of Russian-Spanish trade and economic interaction is of interest both from the point of view of forming a forecast for the development of bilateral economic relations and highlighting those industries towards which the emphasis in trade and investment is gradually shifting. The question arises: is it possible to return to the indicators of bilateral trade and investment inherent in Russian-Spanish economic relations before the imposition of sanctions? The data on the bilateral trade presented by the Russian and Spanish national statistics differ insignificantly in terms of the total trade turnover but have severe differences at the level of the trade balance. Based on both countries’ statistical databases, the author of the article presents the possible reasons for such discrepancies and considers the general dynamics of the state of foreign trade between Russia and Spain. In addition to stating the negative trends in foreign trade, there are problems in investment cooperation, which until recently was considered one of the “strongholds” of bilateral cooperation under the pressure of sanctions.

Subject. The article discusses the international economic relations. Objectives. I determine Russia's position in the economic relations of the USA and China. Methods. The study is based on the systems approach and the method of statistical, neural network and cluster analysis. Results. I discovered the persisting dominance of the USA over the world economy due to a growth in broad money supply, which makes it the leader in food exports, trade balance and industrial exports. The same reasons helps the USA constrain some material aspects of economic growth in Russia and China, such as inflation, direct foreign investment, ultimate consumption spending, real interest rate, the ratio of broad money supply to total reserves, total value of traded stocks, export of food, goods and services. Trends in SPX, SHCOMP, RTSI и DXY, USDRUB, USDCNY, USDBRO shows that China strives to reach the U.S. economic level given the stable exchange rate. Raising USDRUB, Russia approaches DXY. In case of low USDBRO, RTSI growth will be significantly curbed. Considering commodities within foreign trade between Russia, the USA and China, I should point out resource exports, while importing technology from the USA and equipment from China. Conclusions and Relevance. Studying Russia's position in the U.S.–Chinese economic relations, I found that the Russian government should revise foreign trade priorities to end the political and economic independence on the above relations. The findings contribute to the knowledge and competence of the Russian government members for making complementary administrative decision on sources of foreign trade and seizing opportunities for encouraging it.

The most important part of Ukrainian-Polish cooperation is trade and economic sphere. Exactly it represents the real state of cooperation between the two countries at the regional level, but not only declares Partnership in official documents, are shown. Republic of Poland is the largest trade partner of Ukraine among the countries of Central and Eastern Europe and occupies a fourth place on results 2015, as well as in previous years (since 2007), after the volumes of export-import operations by the partner of Ukrainian the world (after Russia, China and Germany). Therefore, enhancing and strengthening trade relations Ukraine with Republic of Poland is extremely important and necessary to improve the socio-economic situation of the regions as well as in the whole country, are investigated. Contemporary characteristics of trade and economic cooperation between regions of Ukraine and Republic of Poland are explored. Foreign trade turnover (goods+services), exports and imports of goods and services regions of Ukraine with Republic of Poland for 2007-2015 years, are analyzed. Detailed characteristics of these indicators in a regional context and established the trend for the years 2007-2015 years dynamics are given. Ukraine regions with the largest foreign trade turnover (goods + services), exports and imports of goods and services described with Republic of Poland are disclosed. The strongest foreign economic relations of regions of Ukraine with Republic of Poland during the analyzed period are revealed. In the regional aspect the largest external trade (goods + services) in Ukraine with Republic of Poland for 2007-2015 year are: Kyiv region with city Kyiv – 13680,1 mln. USD (27.9%), Lvivska – 7524 mln. USD (15.3%) and Dnipropetrovska – 6467,5 mln. USD (13.2%) regions. The high volume of foreign trade show Donetska – 3239,5 mln. USD (6.6%), Zaporizka – 2706,4 mln. USD (5.5%), Ternopilska – 1941 mln. USD (4.0%), Luhanska – 1920,2 mln. USD (3.9%) and Volynska – 1785 mln. USD (3.6%) regions.

The article considers the peculiarities of Ukraine’s foreign economic relations with Germany; basic principles of formation and development of foreign trade relations between Ukraine and the Federal Republic of Germany. The structures of export and import of goods and services are analyzed. Problems and prospects of cooperation between the countries are revealed, and also ways of improvement of cooperation between Ukraine and Germany are outlined. The problems of trade structure in Ukrainian-German relations are analyzed. The economic conditions of long-term cooperation in foreign trade relations between the countries are revealed. The dynamics of goods and services in the foreign trade relations of Ukraine with the Federal Republic of Germany is studied. The purpose of the study is to analyze Ukraine's foreign economic relations with Germany; features of export-import and investment activity of Ukraine and Germany. The ways of solving the main problems in foreign economic relations between Ukraine and the Federal Republic of Germany are considered and offered. Foreign trade occupies a leading place in the system of international relations, because with the effective use of the whole complex of modern forms and methods of international economic relations can influence the technical improvement of production, increase productivity and quality of products. The exchange of goods and services at the international level is a prerequisite, consequence and cause of the international division of labor. In addition, foreign trade is a major factor in ensuring the stable functioning of the world economy. That is, in the context of globalization of economic activity for many countries relevant from a theoretical and practical point of view is the study and scientific justification of promising and new areas and forms of their foreign economic relations. For countries transitioning from closed national economies to open-minded economies such as Ukraine, such studies are particularly relevant.

Abstract Introduction. Nowadays the foreign economic activity of the regions serves as a factor contributing to improving the population well-being, improving its life quality, as well as territory socio-economic development and increasing its competitiveness. The purpose of the article is to analyze the foreign trade in services at the regional level and to identify its features. Results. The comparative analysis of the services export dynamics was conducted in the studied regions for the period from 1996 to 2018: the periods of growth, reduction, peak values were identified, the leader – Odessa region was determined. At the same time, it is emphasized that due to the decrease in the indicator in Odessa region and the growth in the Mykolaiv region, the gap between them narrowed significantly for the period from 2012. The dynamics of the services import volume in the economy of the studied regions has been analyzed. Determination of the leader – Odessa region was done, the trends of dynamics for the studied period are considered. The dynamics calculation of the foreign trade balance in services in the Mykolayiv region is given. The calculation of the chain gains index of the services foreign trade balance in the Mykolaiv region is given, which indicates a considerable amplitude of fluctuations and reduction from 2014 to 2016. Results. The foreign trade balance in services in the studied areas was calculated and analyzed: the Odessa region was the leader before 2010. After in accordance with the services export dynamics in Odessa and Mykolaiv regions, their convergence to the actual equalization in 2018 is observed. The positive value of the balance in all the regions for the whole study period is noteworthy. The analysis makes it possible to confirm the significant dependence of the foreign regions economic activity of the Black Sea region on the general situation in the country with divergent tendencies of indicators changes, which allows to define it as heterogeneous. The development of Russian foreign trade during the previous five years is analyzed. It is stated that, in terms of value, exports of services and imports of goods and services steadily grew during the first four years of the period under review. Exports of goods also rose during three years, but in 2014 both exports and imports again fell in comparison with the previous year as was the case five years ago. The composition of the Russian exports and imports of goods did not change radically during the previous years. The main items of export are, as always, mineral products, metals and fertilizers. Import is prevailed by foodstuffs, chemicals and heavy engineering equipment. The current situation is featured by the reduction of world oil prices, slump of the domestic economy and war of sanctions with the Western countries. All this substantially impairs the conditions of Russia’s foreign trade activities and inhibits its development in the upcoming years. In the author’s view, the implementation of measures worked out by the government – correction of tariff liabilities before the WTO, redirecting of trade streams from the European to the Asian markets, import substitution and export support – will unlikely improve the situation. Revision of the liabilities before the WTO in the conditions of the decrease of the internal demand and serious devaluation of Ruble is considered as inappropriate and counterproductive. “Asiatic turn” is only capable to compensate to a certain respect the loss of supplies of some food products from Europe, but cannot fully offset the loss of potentialities of the acquisition of modern technologies and equipment from the developed countries. It is doubtful that it will be possible to dramatically cut the import dependence. It is necessary to replace many kinds of foreign goods, but it is impossible to implement a frontal substitution of import in all directions. Excessive stress on the import substitution might lead to the emergence of shortages and poorer availability of some goods at the internal market and, at the worst, to self-isolation and economic autarky. The attempts to build up an effective system of export support might be successful only in the conditions of the establishment of the large-scale production of goods and services which would be comparable with the foreign analogues in respect to the criteria of price and quality. Taking this into consideration the technological renovation of production processes, first of all in the manufacturing industry, and on this basis rising up of the competitiveness of plants and factories are the most important prerequisites for encouraging export activities and formation of the new export specialization of the country.

Customs payments are an important regulator of the country's economic presence in foreign economic relations and trade relations. Customs receipts serve as a landmark indicator that provides the revenue side of the budget in its significant income, and also determine the place of the state in the system of the interna-tional division of labor and its corresponding place in the value chain. Customs duties (CD) act as a kind of regulator of the amount of goods imported into the territory of the state, taking into account the state and conditions of the domestic market and the country's balance of payments. The positive financial and economic multifactorial nature of CD is manifested in stimulating the optimization of the structure of imports of goods and services, and in addition, it can act as a tool to protect domestic producers from external competitors, and strengthen the state's trade balance.

The article offers a classification of types of economic security and separately identifies foreign trade security as the most important element of the states economic security in the context of global escalation of trade contradictions in international trade. The essential characteristics of foreign trade security, characterized by permanent external influence, are revealed. Based on the identified features and characteristics, the definition of foreign trade security is given as a state of protection of exports and(or) imports from threats caused only by external influence, but not internal, in contrast to other types of economic security. It is shown that it is impossible to achieve the state of full provision of foreign trade security of the state in the conditions of participation in international economic relations. To resolve the contradiction between the goal of maximizing the effect of foreign trade activities and the simultaneous need to ensure security, we propose the formation of a scientifically-based system for ensuring foreign trade security and identify its main constituent elements.

A significant place in the social and economic development of each country belongs to the problems of the budget, because the budget belongs to the sphere of public life that directly affects the interests of all members of society. The budget of any country reflects the important economic, social and political problems of the state and each person in particular. At the same time, the successful solution of budget problems is possible only if a proper understanding of its essence, role and place in the system of economic relations. For any country, the state budget is the main link in the financial system. As part of this system, it combines the main financial categories: income and expenditure of the country, the tax system, public credit, public debt in their closest coexistence. The budget as a financial plan of public expenditures and sources of their coverage plays an important role in the activities of the state. It determines its capabilities and development priorities, its role and forms of implementation of the functions assigned to it. It is an effective regulator of that economy reflects the amount of financial resources required by the state, determines specific areas of use of funds, directs the financial activities of the state. The article analyzes and defines the essence of revenues and expenditures of the state budget. The state and dynamics of state budget revenues and budget expenditures are studied. A comparison of state budget revenues and expenditures was made and it was investigated that expenditures significantly exceed revenues, and therefore the state budget is in deficit. The factors of formation of revenues and expenditures of the state budget at the present stage are determined. The dynamics of GDP growth rates and state revenues are analyzed budget, as well as the impact of GDP on the state budget. The peculiarities of the influence of the foreign trade factor on the revenues and expenditures of the state budget are determined. The influence and shares of exports and imports in the state budget revenues are studied. The current problems of imbalance of the state budget and the causes of the state budget deficit are identified. Ways to balance revenues and expenditures at the present stage are proposed. The dynamics of indicators of export and import of Ukraine is analyzed. The problems of Ukraine 's foreign trade at the present stage are investigated and perspective directions of improvement of the existing state of the export – import policy of the state are determined.
