RESUMENExisten numerosos trabajos sobre temas de calidad educativa. Parece necesario reflexionar sobre aspectos que, en principio, no afectan de manera directa a toda la comunidad educativa: la atención a la diversidad y las necesidades educativas especiales (NEE). Elaboramos unos instrumentos para identificar aquellos elementos que pudieran ser identificativos de una atención a la diversidad de calidad y para que el profesorado, familia, inspección educativa, ... nos diesen su opinión sobre ello. Partiendo de lo anterior: a) Se enfocó hacia la atención a la diversidad en los centros educativos de educación secundaria integrando aspectos referentes a la planificación, organización, materiales, ... b) Se estructura de forma similar al modelo CIPP de Stufflebeam (Context, Input, Process, Product) para analizar los aspectos contextuales, de entrada y recursos que condicionan una atención de calidad para evaluar la utilidad y calidad de los resultados obtenidos.ABSTRACTThere are many works about quality education themes. It seems necessary think about some aspects that, at the beginning do not affect in a direct way to all educative community: the attention to the diversity and special educative necessities. We elaborated an instrument to identify those elements which could be identificatives of an attention to the quality diversify and for teachers, family, educative inspection, ... give us their opinion about them. a) It was focused towards the attention of diversity in the educative centers of primary and secondary education including aspects which make reference to planification, organisation and materials. b) It is structured in a similar way to the model CIPP of Stufflebeam (Context, Input, Process, Product) to analyse the contextual aspects of entry and and materials which cause an quality attention and evaluate the utility and quality of got results.

Abstrak: Lembaga Penjamin Mutu Pendidikan Provinsi Bali atau disingkat LPMP adalah unit pelaksana teknis kementerian Pendidikan dan kebudayaan. LPMP mempunyai fungsi sebagai pengendali penyelenggaraan Pendidikan oleh satuan Pendidikan untuk mewujudkan Pendidikan yang bermutu. Tugas LPMP adalah melakukan penjaminan mutu Pendidikan dasar dan menengah berdasarkan kebijakan Menteri Pendidikan dan Kebudayaan. Guna mewujudkan visi dan misi dari LPMP Bali, salah satu kegiatan yang secara berkala diadakan adalah kegiatan seminar/workshop kepada para guru. Kegiatan seminar/workshop kepada para guru ini bertujuan untuk meningkatan mutu Pendidikan dasar dan Pendidikan menengah dalam pencapaian standar nasional. Sebagai bentuk bukti partisipasi bagi para guru maka setiap guru yang mengikuti kegiatan seminar/workshop akan mendapatkan sertifikat. Proses pengelolaan dan penerbitan sertifikat kegiatan di lingkungan LPMP Provinsi Bali saat ini masih dilakukan secara sederhana menggunakan aplikasi Microsoft office sehingga diperlukan suatu sistem yang dapat mengelola data sertifikat. e-Sertifikat LPMP Bali merupakan sistem manajemen sertifikat elektronik yang diperuntukkan di lingkungan LPMP Provinsi Bali guna memudahkan penyelenggara kegiatan di LPMP Provinsi Bali dalam memanajemen sertifikat yang akan diberikan kepada peserta dan narasumber dan pengarsipan dapat berjalan dengan baik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberikan sosialisasi cara penggunaan e-Sertifikat kepada seluruh pengguna sistem di lingkungan LPMP Provinsi Bali. Hasil dari kegiatan ini, mitra dapat melakukan pengelolaan, input peserta, penerbitan dan distirbusi sertifikat menggunakan sistem e-Sertifikat.Abstract: LPMP is the technical implementation unit of the Ministry of Education and culture. LPMP has the function of controlling the implementation of education by the education unit to create quality education. The task of LPMP is to guarantee the quality of primary and secondary education based on the policies of the Minister of Education and Culture. To realize the vision and mission of LPMP Bali, one of the regularly held activities is seminar/workshop activities for teachers. This activity aims to improve the quality of primary and secondary education in achieving national standards. As proof of teacher participation, every teacher who participates in the seminar/workshop will get a certificate. Managing and issuing activity certificates in the LPMP Bali is still used only using the Microsoft office application. A system that can manage certificate data is needed. The e-Certificate of LPMP Bali is an electronic certificate management system intended for the LPMP Bali to make it easier for activity organizers in the LPMP Bali to manage certificates given to participants and resource persons, and archiving can run well. This community service activity aims to provide socialization on e-Certificates to all system users in the LPMP Bali. As a result of this activity, partners can manage, input participants, issue, and distribute certificates using the e-Certificate system.

This research aims to present the evaluation result of a remedial program using the Context, Input, Process, Product (CIPP) model based on Technical Guidance by High School Directorate year 2010 in Physics Study in SMAN 1 Sekadau Hulu. This study is evaluative research with a descriptive quantitative approach. The data collection techniques used are by employing a questionnaire to the students of the MIA (Mathematics and Natural Sciences) Program, interviews with the school principal, deputy head of curriculum, and one teacher of Physics, as well as documentation. The research data analysis is through steps such as data reduction, data presentation, and conclusions. The data validation techniques used are the source and technique triangulation. The findings showed that (1) context evaluation carried out results in a percentage of 74.73%, categorized as sufficient. (2) Input evaluation carried out results in a rate of 56.88%, classified as low. (3) Process evaluation conducted results in a value of 74.07%, categorized as sufficient. (4) Product evaluation administered results in a percentage of 78.70%, categorized as high. The overall score of assessment on the remedial program in Physic instructions using CIPP evaluation is 71,09% with a category corresponding to the technical guidelines for the remedial program by the directorate of high school development year 2010. Therefore, this research is expected to contribute to improvements in remedial programs as a continuous effort in improving the quality of education programs.Keywords: CIPP Model, Evaluation, Remedial Program

The aim of this research is to evaluate the implementation of Teaching Factory Learning Program inSUPM Negeri Tegal. This research is a qualitative research using CIPP Model (Context, Input, Process, Product).The main subjects of this research were the teachesr of Teaching Factory and the students of class XII in FishProcessing Technology. The data were collected through participant observation using interview, observation,document study, and questionnaire. The research found that the implementation of the learning program TeachingFactory in SUPM Negeri Tegal are generally in good condition. This can be seen from the evaluation result that (1).Context Components show a good category; (2).Input Components show a good category; (3) Process Componentsshow a very good category;.and (4) Product Components show a good category. The quality of the Teaching Factorylearning program can be improved by treating the aspects of the low category in each stage of evaluation. The main topic of the paper is the analysis of a state of physical education in primary and secondary education in the Czech Republic. The paper is engaged in an issue of the pupils (and their legal representatives) approach to the physical education as well as of the curricu-lar grounding of the physical education. The next viewpoint is an analysis of a general social and individual value of physical education with the respect to a quality of life of a certain in-dividual. As the last but not the least thing is that the paper evaluates current attitudes to the physical education. The main goal of the paper is to analyse some of main problems to which the physical educa-tion in the Czech primary and secondary education currently is facing (namely big increase of exemption in secondary school and motivation to attend physical education classes). Partial goals are on one hand to uncover less obvious problems connected with above-mentioned, on the other hand point out some of the causes of a current state of physical education. The last partial goal is to offer a possibilities of a solution of the certain state. The methodological background of the paper has a qualitative character, while the main method is the content analysis when the inductive approach prevails. A reason for using such method is its suitability for processing a new topic. Further, due to the interpretation of gained data we use also the phenomenological approach. Except of aforementioned, we realized open interviews with Heads of schools. The author finds out that the physical education is currently facing to serious problems when some of them markedly overlaps the sphere of the physical education and their solution is not committed only to the sphere of physical education. Among the other things, these problems may negatively influence a quality of life of the Czech population. Finally, the paper offers possibilities of solution of a current negative evolution.

Diabetes Gymnastic program is a system organized by a clinic in implementing Social Insurance Administration Organization for Health (thereafter called BPJS Kesehatan) and proactive approach conducted in integrated manner by involving patients developing some diseases, one of which is type-2 diabetes mellitus, to achieve the optimum quality of life with efficient and effective healthcare service.CIPP (Context, Input, Process, Product) evaluation consisted of Context, a basis of evaluation aiming to provide reasons in setting out the objective. Input is an evaluation aiming to provide information to determine how to use thee available components including human resource, infrastructure, cost, and procedure. Process is an implementation of activity planned in the field and Product is to measure the success and to interpret the achievement of program’s objective specified.  This research aimed to find out and to describe the background of program creation, program benefit, program development procedure, patient admission, infrastructure feasibility, costing/funding, implementation, monitoring, progress and output of diabetes gymnastic program in Imron Medika Primary Clinic.The study was evaluative qualitative research using descriptive method with CIPP model. This research attempted to describe the reality existing concerning a condition found objectively. Basically this study discussed the concept of diabetes gymnastic program implemented in Imron Medika Primary Clinic. Techniques of collecting data used in this study were interview, observation, questionnaire and documentation. The procedure taken in analyzing the data of research included: (1) data collection, (2) data reduction, (3) data display, and (4) conclusion drawing/verification. Data validation was carried out using source triangulation technique. Sampling technique employed was purposive sampling one.From the result of research, it can be seen that all aspects have been implemented well, but there is still some problem in input aspect related to the program development procedure not consistent with the specified one. In addition, there is still a debate in input aspect due to different ratings from the data sources leading to less comfort to some certain parties. What is still doubted in process aspect is the program progress that could not have been assessed entirely because the program is still too premature to be assessed from health point of view.

In improving the quality of schools and education is closely related to school-based management (SBM), in terms of developing primary and secondary education. In the current conditions, SBM has not received good attention, and even tends to not be understood by the school as one of the important factors in supporting the expected implementation governance of educational sector. Schools have a duty to manage fincances based on financial management principles so that the money in circulation can be utilized optimally. Optimal school financial management forces schools to make the process of school financial management as good as possible. For this reason, efforts are needed in improving school financial management that can increase transparency and public accountability. In terms of school financial management, the role and competence of Human Resources (HR) are major factors in improving the quality of school financial management. It aims to characterize the profession of teaching and objectively draw the portrait of the Moroccan teacher to identify the business improvement routes, so the education system. This paper deals with the teaching profession in all cycles of education and training: a detailed analysis of the state of the trade is proposed for primary and secondary education, supplemented by the results of the survey, opinion on these cycles; for higher education and vocational training, a brief description of the state of business is provided in this paper.

Penelitian ini bertujuan untuk mengetahui, 1) upaya peningkatan mutu pendidikan melalui penerapan manajemen berbasis sekolah pada pen-didikan dasar dan menengah di Provinsi Banten, dan mengetahui, 2) Kontribusi Manajemen Berbasis Sekolah Terhadap Prestasi Ujian Nasional pada Pendidikan Dasar dan Menengah di Provinsi Banten. Penelitian ini merupakan penelitian deskriptif eksploratif. Data dikumpulkan melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan teknik kualitatif dan kuantitif. Dari hasil penelitian dapat dinyatakan bahwa; 1) upaya pe-ningkatanan mutu pendidikan melalui penerapan manajemen berbasis sekolah pada pendidikan dasar dan menengah di Provinsi Banten, dapat dinyatakan bahwa secara keseluruhan telah menerapkan manajemen ber-basis sekolah dalam mengelola Sekolah Dasar, Sekolah Menengah Pertama dan Sekolah Menengah Atas, yaitu rata-rata lima komponen (0,635), dari delapan komponen garapan MBS, dan 2) kontribusi manajemen berbasis sekolah terhadap prestasi ujian nasional pada pendidikan dasar dan menengah di Provinsi Banten, dinyatakan berpengaruh dengan besaran kontribusi adalah masing-masing 0,216 persen untuk sekolah dasar, dan 0,242 persen untuk sekolah menengah pertama serta 0,202 persen untuk sekolah menengah atas, atau rata-rata 0,229 persen untuk pendidikan dasar dan 0,202 persen untuk pendidikan menengah.Kata kunci : kontribusi manajemen berbasis sekolah ______________________________________________________________ EDUCATION QUALITY IMPROVEMENT OF BASIC AND SECONDARY IN THE BANTEN PROVINCE BY OPERATION MANAGEMENT SCHOOLAbstract The objectives of this research are to know: 1) effort to improve the quality of education through school-based management in the primary and secondary education in Banten Province, and 2) contribution of school-based management toward the national test achievement for primary and secondary education in Banten Province. This research is explorative descriptive. Data were collected through interview, observation, and docu-mentation. Data were analyzed quantitavely and qualitavely. The result shows 1) effort to improve the quality of education through school-based management in the primary and secondary education has been implement-ted. The average of five components was 0.635. 2) School-based manage-ment contributed to the national test achievement as much as 0,216% for primary schools, 0,242% for junior high, and 0,202% for senior high schools. In average, it is 0,229% for primary schools and 0,202 for secon-dary schools.Keywords: school-based management contribution
