The concept of “political design”: content and key approaches

Design is one of the most popular instruments for administration of policy in different fields and spheres. This is reinforced by creation, implementation, and support of numerous political projects of the local, regional, national, and global levels. At the same time, design and fulfillment of various political projects is complicated by the absence of sound understanding of the content and main approaches towards the key concept of project activity — “political design”. The modern social-humanistic scientific literature has formed explicit approaches towards understanding the stages of political design, the actors of project activity in the political sphere, resources of political design, criteria for the effective implementation of political projects, classification of political projects. However, the very concept of “political design” remains polemical. Its content is saturated with different meanings, which subsequently complicates the study of other aspects and vectors of project activity in the political sphere. This article aims to summarize the main approaches towards elucidation of the concept of “political design”, outline its key parameters, and formulate the relevant definition. Methodological framework for this article is comprised of the theoretical principles of the project approach towards interpretation of politics. The author provides the original definition of the concept of “political design”, systematizes the main approaches towards explanation of its structure and content, offers the socio-technological assessment of the key parameters of modern political projects, and develops additional grounds for their classification. The article identifies and compares the procedural, administrative, pragmatic, organizational, sociocultural, historical, and innovative models of project activity in politics, describes their heuristic capabilities and conceptual boundaries. The author also develops the criteria for assessing the quality of project activities in politics, and correlates them with the basic models of modern political design.

The concept of failed state came to the fore with the end of the Cold War, the collapse of the USSR and the disintegration of Yugoslavia. Political violence is central in these discussions on the definition of the concept or the determination of its dimensions (indicators). Specifically, the level of political violence, the type of political violence and intensity of political violence has been broached in the literature. An effective classification of political violence can lead us to a better understanding of state failure phenomenon. By using Tilly’s classification of collective violence which is based on extent of coordination among violent actors and salience of short-run damage, the role played by political violence in state failure can be understood clearly. In order to do this, two recent cases, Iraq and Syria will be examined.

The article is devoted to the problem of implementation of intelligent control systems in transport. An important task is to assess the information parameters of the control systems. In the existing works the question of definition of one of the basic parameters of functioning of locomotive control systems - information value of separate signs of a train situation is not considered. This does not make it possible to determine the order of signal processing at the input and assess their contribution to the adoption of a control decision. Moreover, informativeness is a relative value, which is expressed in the different information value of a particular feature for the classification of different train situations. Also, the informativeness of the feature may depend on the type of decisive rules in the classification procedure. The quality of recognition of a train situation in which the locomotive crew is, depends on the quality of the features used by the classification system. The decisive criterion for the informativeness of the features in the problem of pattern recognition is the magnitude of losses from errors. To determine the range of the most informative features of train situations, the method of random search with adaptation was used. The results of the work make it possible to optimize the operation of automated and intelligent train control systems by reducing the amount of calculations and simplifying their algorithm.

The paper concentrates on bistatic polar format algorithm (PFA) for focusing the spotlight bistatic Synthetic aperture radar (SAR) data. Exploring the imaging geometry of spotlight mode, a wavenumber vector Kbis derived according to the original definition of wavenumber. The direction of the vector Kb corresponds to the path from the transmitter to the target in the scene to the receiver in the bistatic SAR configuration. Using the vector Kb, a point target position vector in the scene can be expressed as the same form as that of conventional monostatic spotlight SAR. Based on the vector Kb, the spotlight bistatic PFA is derived and is presented concisely. In the simulation experiments, the presented PFA and BP algorithm process the same area target respectively. The result of the experiments show the PFA mentioned in this paper is valid. The quality of the processing result achieved by the PFA is not worse than that by BP algorithm.

As part of their “Revolution in Motion” advertising campaign in 1987, Nike introduced the controversial television commericial that featured, as a sound track, the 1968 Beatles song Revolution. Located within a contemporary framework of time and place, emotion and message, politics and consumption, and capitalism and pleasure, the commercial can be articulated to a critical debate that has increasingly come to determine our political and affective lives. This paper focuses on the nature of this debate as it has emerged over the last decade and addresses, among other things, the legacy of the 1960s, the rise of the fitness movement, the insertion of the Baby Boom generation into the marketplace, the definition of American quality of life, and the rise of the political New Right.

The main aim of the article is the conceptualization of the categorical apparatus of biopolitics. The focus is on biocentrism as one of the main categories of modern biopolitical discourse. It is stated that biopolitics today offers a variety of research directions and a specific categorical apparatus, while fluctuations in the interpretations of the main terms and categories should be noted. The main terms are considered: «biopolitics», «political man», biopower and biocentrism. The definition of the above terms in the biopolitics is systematized and proposed author’s definitions. «Homo Politicus» as a phenomenon was a complicated and problematic subject of scientific conceptualization. Proposed particulars of the biopolitical view on «Homo Politicus»: «Homo Politicus» is genetically related with another biological species and this definitely has influence to his behaviour in social and political sphere. For instance, any human being as any social primates has genetic inclination to adaptation, domination, subjugation. In case with «Homo Sapiens» this has a form of genetic and social adaptation, political domination and subjugation. The inclination to the domination from one side to the subjugation to another side is genetically «imprinted» in to the nature of the «Homo Politicus». However it is important to be mentioned that nevertheless the «Homo Sapiens» shares inclination of social primates for hierarchical social organization, at the same time he developed capabilities which are unique in animal world, such as: language, culture and morale. Thus, ideas and values created by the human being commenced changing of his behavior in social and political sphere. Author’s definitions: «Political man» as an individual with innate properties of the brain and the psyche that affects his social and political behavior can be adjusted in the process of socialization and education and change in accordance with the challenges of the twenty-first century. Biopolitics as a new evolutionary paradigm of contemporary political science that explores the «political man» as a biological species with an emphasis on psycho-physiological mechanisms of political behavior and their influence on the political process. Biopower as a new model of power relations, enshrined at the legislative level, designed to protect life in all its forms and manifestations. Biocentrism is aimed at protecting life in all spheres, understanding that a person is only part of the overall biodiversity, and therefore has no right to destroy the biosphere guided by economic benefits.

Flowers, ornamental plants, planting material (saplings) and other plants with regard to which the market with possibility of carrying out independent adequate marketing was formed, are the subject of evaluation by the experts in field of forensic merchandising. With the development of the market and market relations such goods as flowers, planting material and others are increasingly encashed in the market of Ukraine and become the objects of forensic merchandising examinations and expert researches. Special feature of merchandising researches of the plant origin objects is the use of the comprehensive approach to the estimation of their quality and cost. Researches are carried out with the purpose of determination of properties, consumer value, conformity to standards and specifications of plants certain kinds. When studying a considerable variety of flower plants, one distinguishes scientific and industrial classifications. In merchandising flowers industrial classification of flower ornamental plants which provides distribution of flower plants to the separate groups similar on biological properties, the agricultural technician of cultivation and practical application in gardening is used. During carrying out merchandising examinations on an establishment of consumer properties of certain kinds plants, namely establishments organoleptic indicators of quality and quantity of flower decorative production given for research, the expert checks conformity of this production to requirements of normative and technical documents. Requirements to quality of flower production are normalised by standards depending on production kind – cutf lowers, pottery blossoming plants, pottery decorative sheet plants, sprouts of flower decorative production, planting material, seeds of flower ornamental plants. At carrying out merchandising researches of flower decorative production, plants and saplings it’s necessary for merchandising experts to pay special attention on definition of quality indicators and a grade of plants according to standards, and also to consider data concerning age of a plant, novelty of a grade and origin country of production.

Subject. This article tends the approaches to identifying the category of subsidized budget in the Russian Federation and classifying the regions by level of their subsidy dependence. Objectives. The article aims to explore approaches to the interpretation of the category of subsidized budget, propose criteria for categorizing the regional budgets as the subsidy dependent ones, offer an original definition of the local budget subsidy dependence, and on this basis, classify the regions of Russia by level of subsidy dependence. Methods. For the study, I used the methods of comparative, logical, and statistical analyses, and grouping. Results. The article proposes an original definition of budget subsidy dependence and a classification of regions by subsidy dependence level. It also highlights the main problems of Russia's heavily subsidized regions. Conclusions and Relevance. The proposed identification and classification of subsidized regional budgets and analysis of their current state helped reveal the increasing financial dependence of regional budgets on Federal center grants. The results of the study can be used to further explore the area of modification of regulation of inter-budgetary relations based on the type of subsidization of Russia's regions.

The goal of this paper is to develop a consistent framework for a phenomenological discourse analysis of political debates. The political sphere arises through the questioning of taken-for-granted definitions of reality: a crisis. During a crisis meaning has to be restored, and different interest groups will try to push their definition of reality, which is advantageous for them. For the analysis of such a political discourse phenomenology provides several tools that can help us to understand the background of the discourse, the severity of the crisis, the level of expertise of the participants, the source of the information, discourse strategies and what arguments the audience accepts. These tools allow a unique phenomenological approach towards political discourse analysis.

A notion of "essentially contested concepts", introduced by a prominent British philosopher W. B. Gallie in 1956, still remains practically unknown or at least not sufficiently well researched in the Ukrainian political science. In order for this notion to be applied as a tool in empirical studies either using data on political processes in Ukraine or studying external processes from a Ukrainian perspective, it has to be defined and discussed. This article provides an original definition of essentially contested concepts as it was introduced by Gallie, and his seven original criteria for defining a given concept an essentially contested are presented and commented. As a great master of his mother tongue – the English language – W. B. Gallie used a plethora of opportunities provided to him by the richness of his language to put forward and advocate for his idea of essential contestability of some concepts. Consequently, a number of criteria for defining essentially contested concepts possess some unique qualities that may be lost once translated into another language – which is also the case with Ukrainian translation. This article points to a number of such instances, of which Ukrainian scholars should be aware, namely: the original component "contested" provided for a whole stream of discussion regarding the "contestedness" of some concepts as a genuine quality of phenomena that will inevitably become objects of constant disputes and contestations. Secondly, the criteria of "appraisiveness" and "diverse describability" are not easily translated and need to be taken care of when applying them as practical characteristics of concepts under study. This article lists the original criteria for the essentially contested concepts: appraisive character of such concepts, their internal complexity, diverse describability, openness, recognition of their contested essence by the contending parties, existence of an exemplar that anchors conceptual meaning of such a concept, and progressive contestation by means of which a better coherence of concept’s usage can be achieved. Moreover this article also pays attention to a number of additional nuances articulated by Gallie that are of great importance when dealing with essentially contested concepts: the lack of any quantitative scheme or general rule for deciding on the best concept in any contestation regarding the correct use of such a concept and the fact that the uses of essentially contested concepts are discussed and debated "aggressively and defensively" by the contesting parties. Despite the fact that Gallie didn’t pay any attention to the linguistic side of concept’s studies, this article shows that a search for an original meaning of any concept can be misleading – or even illusory. Using two examples of contested concepts – "populism" in the works of two German scholars J.W. Müller and B. Stegemann and the “virus of dictatorship” by the Dutch social psychologist F. Schaper, this article demonstrates that the essence of such concepts can be contested based on the ideological stances taken by the contesting parties, as well as because of the choice of terms and methodologies embodied into the discussion of the correct uses of such concepts. Finally, this article calls for further enquiries into the studies of the nature of modern discourses in which different concepts are debated and contested.

Introduction: For the educational world to achieve its existence and taste of creation and existence, there is always that need to promote and expect quality education, and this can only be realized through the analysis of its basic concept and formalities put in place. It is in this lane that an article and research is considered necessary. Purpose: To recognize the undeniable importance of creating a reliable and transparent system of accreditation of educational institutions, the introduction of an independent system of education quality assessment, by the way of scientific analysis and comparison. The subject matter of the article consists in the concepts and forms of the quality of higher education. Methodology: Based on the analysis of scientific points of view, the authors have suggested their own definition of the concepts of “quality of higher education” and “form of assessing the quality”. The classification of forms of assessing the quality of education has been provided and its procedural forms have been defined. Conclusions: The authors have formulated propositions for improving the accreditation process in Ukraine. It has been noted that the issues related to the process of providing education in Ukraine are currently under close attention of both state authorities and international experts and public organizations.
