In order to study calculation technology of global structure strength for the deep water typical Spar platform its global structural strength analysis is completed. The dynamic-part and a low frequency-part loads are considered in this analysis. First, according to the 100-year return storm design wave parameters are obtained through search. wave loads with design wave parameters are calculated, and are applied to the structural model built. The stresses of global structure are gotten by finite element structural analysis. Then, low frequency-part loads which include wind, current and mooring forces also are applied to the structural model. The stresses produced by low frequency-part loads are gotten by finite element structural analysis. Finally the stresses produced by dynamic-part and a low frequency-part loads are combined to form total stresses of structure of Spar, and evaluation of structural strength of Spar is made in term of the rule. Analysis method for the structural strength of the deepwater typical Spar platform can be used as reference for relative technical people.

The article gives the grounds of the author’s approach to the content of the mechanism of administrative-legal regulation of migration safety and security in Russia (hereinafter referred to as the mechanism of migration security and security). Some specifics of the mechanism of migration safety and security are described. Static and dynamic approaches to understand the content of migration safety and security are pointed. In the context of static approach the author reveals the indications of administrative-legal remedies and enumerates them referred to as the elements of the mechanism of migration security. It is paid the attention on dynamic part of the mechanism of migration security considered as the system of interrelated, specifically ordered, followed each other stages leading with the help of corresponding forms and methods to concrete results — the stage of protection from menaces and the stability of the law and order. In conclusion the author formulates the concept of the mechanism of administrative-legal regulation of safety and security.

The cemetery areas, which are shaped in line with the beliefs and traditions of every society, are generally idle in our country; they have become places that cannot nourish neither the human soul nor the city of which they once had a memory. However, cemetery areas are considered as a dynamic part of the urban landscape and it is clear that if all the processes are planned correctly from the site selection decision to the final shape it will have, it will have a positive effect on the city. In this context, the current spatial and design conditions of six city cemeteries in Altınordu district in Ordu province were analyzed and a survey study was conducted to learn the expectations of the visitors. In addition, evaluations were made on the need for cemetery in Ordu city center. As a result of the study, it was found that the existing cemeteries have spatial adequacy, but they need appropriate spatial arrangements in order to contribute to urban landscape.

Recently, the High-G MEMS accelerometer (HGMA) has been used in navigation, mechanical property detection, consumer electronics, and other fields widely. As the core component of a measuring system, it is very crucial to enhance the calibration accuracy of the accelerometer. In order to remove the noises in the accelerometer output signals to enhance its calibration accuracy, a combined denoising method which combines variational mode decomposition (VMD) with permutation entropy (PE) and wavelet threshold is given in this article. For the sake of overcoming the defect of signal distortion caused by the traditional denoising methods, this joint denoising method combines the good decomposition characteristics of VMD and the good denoising ability of wavelet threshold and introduces PE as a judgment criterion to achieve a good balance between denoising effect and signal fidelity. The combination of PE and VMD not only avoids the phenomenon of mode aliasing but also improves the ability to identify the noise components, which makes the wavelet threshold denoising more specific. Firstly, some intrinsic mode functions (IMFs) are obtained by using VMD to decompose the complex signal containing noise which is outputted from the accelerometer. Secondly, the IMF components can be divided into noise IMF components, mixed IMF components, and useful IMF components by PE algorithm. Thirdly, the noise IMF components can be discarded directly, and then the mixed IMF components can be denoised by wavelet threshold to obtain the noiseless IMF components; in addition, the useful IMF components need to be retained. Finally, the final denoising signal can be obtained by reconstructing the IMF components which have been denoised by the wavelet threshold and the useful IMF components retained before denoising. The experimental results prove that the combined denoising algorithm combines the merits of VMD, PE, and wavelet threshold, and this new algorithm has a good performance in the calibration denoising of accelerometer. Compared with the serious signal distortion caused by using only EMD or wavelet threshold, this method not only has a good denoising effect (the noises in the static part are eliminated by 99.97% and the SNR of the dynamic part is raised to 18.56) but also can maintain a good signal fidelity (the error of shock peak amplitude is 3.4%, the error of vibration peak amplitude is 0.4%, and the correlation coefficient between the denoising signals and dynamic part is as high as 0.982).

The presentation presented the concept and characteristics of civil and economic contracts, as is the necessity of their distinction from the aspect of the application of maternal and procedural rights. They are analysed and compared to the solutions in terms of regulating contract contracts in the light of two opposing theoretical settings – monist, which believes that it should not be separated by civil and economic contracts and the dualist, which finds that the contracts in the economy are completely separate from the civil society contract, which is why it should be separately regulated in a special trade code, which, apart from the status and static, would contain a dynamic part concerning the contract in the economy. We looked at the criteria for determining the terms of the contract of civil rights and the economy contract, and highlighted the characteristics that make them different. Special attention is given to the notion of contract on the turnover of goods and services that have been referred to in the general deposits for trade goods, in addition to purchasing and selling of goods, replacement of goods, and business intermediation, advocacy, commissions, transportation, freight forwarding, storage and insurance.“

Light-weight flexible steel net barriers catch coarse debris, but let some of the fine material and water pass through the net. They are difficult to design so that they can withstand the impact pressures of both boulder-laden granular and water-saturated debris flows. Using results from laboratory and full-scale field tests, a debris flow load model has been developed for flexible barriers in torrent channels. The model accounts for the forces of initial impact as well as the filling process discretized stepwise over time (barriers in the field and laboratory fill continuously). Laboratory tests with fast debris flow front velocities revealed a run-up behaviour that was not observed in the field (“pile-up”). The load model divides the flow forces into a hydrostatic component and a dynamic part depending on a pressure coefficient, the flow velocity, and the density of the flow. This dynamic part, which is more complex to quantify, accounts for the wide-ranging debris flow characteristics from watery and muddy debris floods to granular friction-dominated mass flows.

Person re-identification (ReID) is gaining more attention due to its important applications in pedestrian tracking and security prevention. Recently developed part-based methods have proven beneficial for stronger and explicit feature descriptions, but how to find real significant parts and reduce miscorrelation between images to improve accuracy of ReID still leaves much room to improve. In this paper, we propose a dynamic part-attention (DPA) method based on masks, which aims to improve the use of variable attention parts. Particularly, a two-branch network with a dynamic loss function is designed to extract features of the global image and the parts of the body separately. With the comprehensive but targeting learning strategy, the proposed method can capture discriminative features based, but not depending on, masks, which guides the whole network to focus on body features more consciously and achieves more robust performance. Our method achieves rank-1 accuracy of 91.68% on public dataset Market1501, and experimental results on three public datasets indicate that the proposed method is effective and achieves favorable accuracy when compared with the state-of-the-art methods.
