The outbreak of the COVID-19 disease, which afterwards became a pandemic, impacted the world. Because the rapid spread and ongoing research, WHO and the government had created regulations that are changing constantly. President Joko Widodo has recommended the unused buildings be used as emergency hospitals in order to accelerate the handling of the Covid-19 virus in Indonesia. Lippo Group's owner wants to assist the government by converting Plaza Mampang Mall into Siloam Hospital (a Covid-19 emergency hospital), which will be housed in the same building as the Nine Residence Apartments. As a result, the inhabitants of the unit protested to the role being transferred. The author focuses on the process of transferring functions from the building owner to the Nine Residence mall-apartment, which serves as a Covid-19 emergency hospital, as well as the building owner's obligation for the function transfer. For COVID-19, not only Nine Residence mall-apartment, but also some hotels served as emergency hospitals. This study employs normative juridical research, with the law approach and the case approach as approaches. Secondary data was used as a source of information, and the research material was obtained through a library study. The findings of this study show that the building owner's procedure of transferring function to the mall-apartment must meet administrative and technical requirements in accordance with the building's purpose. Nine Residence, but if the transfer of function results in losses, the building owner is responsible to the building inhabitants.

This paper aims to explain how aggressive the Turkish movement is under Erdogan's leadership and the domination of the ambitious AKP in an effort to restore the glory of Islam and spread its spirit of struggle on Turkish soil amidst secularism that has deeply rooted itself to dominate every aspect of life there. The synergy between the two slowly led to rivalries between authoritarian secularism and democratic nationalism with a touch of moderate Islamic nuances and Neo-Ottomanism which prioritized the freedom and welfare of the people, as well as reviving the power of the Ottoman Empire in a region that had previously entered its expansion area. Erdogan's actions, influenced by his life background, finally realized diplomacy in the form of Islamization in the form of changing the function of Istanbul's holy building, the Hagia Sophia, into a mosque while strengthening Erdogan's influence and Turkey's position in the international political arena, thus changing the direction of domestic policy as well as Turkish foreign policy despite steps This is also considered a controversial one-sided decision and poses a potential threat to peace in one's own country.

It is known that South Tangerang City is one of the fastest growing cities. This indicates that the increasing number of users of transportation means that facilities for transportation users need to be considered, one example is pedestrians. The unrealized development of pedestrian facilities is caused by the transfer of function of pedestrian facilities for public needs and insufficient space for pedestrians. The lack of pedestrian facilities causes pedestrians to pass by and has an impact on public transportation that is currently operating, causing congestion. Sudimara Station is located in Ciputat District, South Tanggerang City, with a population growth rate of 3.0% in 2019. All buildings are provided for pedestrians to provide services to pedestrians so as to improve pedestrian smoothness, safety and comfort. The purpose of this study was to analyze the performance of pedestrian facilities at Sudimara Station. The method used is direct field survey and data processing using Microsoft Excel, AutoCad. The results of the author's research include the minimum width of the sidewalk in 2020 and 2025 of 1.5 - 1.6 meters and the service level of pedestrian facilities is classified as A, which means that pedestrians can walk freely, including being able to determine the direction of walking freely, at speed. relatively fast without causing interference between pedestrians. the existing conditions of the sidewalks in 2020, namely there are several obstacles for pedestrians such as the presence of street vendors, public transportation parking carelessly, and several motorbikes parked carelessly, buying and selling activities in markets close to Sudimara station and the absence of integration facilities around the place. the. Planning that the authors do is to increase the width of the sidewalk to 1.5 meters, and the addition of street lighting facilities.

The article is devoted to the study of the forms of transfer of functions for the provision of public services. The article reveals the administrative and legal characteristics of outsourcing in the provision of public services against the background of economic and legal characteristics. From an economic point of view, outsourcing is a tool for optimizing an organization, expressed in the transfer of certain activities from one organization to the implementation of another organization specializing in the relevant field. From the point of view of the place of outsourcing, the forms of transferring the performance of a function (activity) from one subject to another have been investigated, with the help of which it has been established that outsourcing can be applied in the public and private spheres. Outsourcing is essentially a form of public-private partnership, if the latter is understood broadly. It is highlighted that outsourcing should not be equated, firstly, with the complete transfer of the function (activity) in the private sector with the refusal of the state to participate in its implementation through its bodies and subordinate organizations, and secondly, with the permission of an indefinite number of subjects of the private sphere activities along with the state and local governments. The goal of outsourcing is to create competitive advantages that arise, firstly, due to saving time by eliminating the need to optimize your own business processes on your own; secondly, thanks to savings in financial and material resources; thirdly, due to the better performance of the business process by another organization, if it really is a professional.

Abstract The studies reported here examine how participants distribute resources to arbitrary stimuli in an equivalence class after one stimulus is given a social label. In Experiment 1, two 3-member equivalence classes were established with nonsense syllables (Class 1: A1 (ZID), B1 (YIM), C1 (FAP) and Class 2: A2 (VEK), B2 (RIX), C2 (KUD)) using matching-to-sample training. A social function was then assigned to B1 only, using the simple verbal statement "YIM is a Good person." Next, participants were instructed to allocate tokens to stimuli in whatever way they consider appropriate. In general, the percentage distribution of tokens allocated to Class 1 was greater than those allocated to Class 2. Participants were then informed that a mistake had been made “Sorry I have made a mistake. YIM was actually a bad person not a good person.” Participants were again asked to allocate tokens. In general, results showed a reduction in the distribution of tokens allocated to Class 1, with a relatively higher decrease for B1, and an increase in the distribution allocated to Class 2. Experiment 2 replicated Experiment 1 with the addition of a baseline assessment of token distribution prior to examining the effects of adding a social function to B1. During this baseline, the distribution of tokens was relatively similar across both classes. When social functions were added, marked differences occurred in the distribution depending on whether YIM was described as a “Good” or a “Bad” person. Results are discussed regarding transfer of function and its relevance to experimental social psychology.

Growing evidence shows that dogs can complete complex behavioral tasks, such as learning labels for hundreds of objects, readily learning the name of a novel object, and responding differentially to objects by category (e.g., “toy,” “ball,” “Frisbee”). We expand here on the evidence for complex behavioral abilities in dogs by demonstrating that they are capable of concept formation by strict criteria. A German shepherd responded differentially to two sets of objects (“toys” and “non-toys”) in Experiment 1. Additionally, the dog’s differential responding in Experiment 1 occurred from the first trial, indicating that he entered the experiment with this stimulus class already differentiated from his day-to-day exposure to contingencies. In Experiment 2 we used a common response (tug-of-war) with three objects that were not retrieved in Experiment 1 to attempt to add these objects to the stimulus class. After repeated sessions of tug-of-war, the dog began retrieving all three objects in the retrieval test, although the rates of retrieval varied between objects. Finally, in Experiment 3, we conducted a transfer of function test in which the dog emitted a new response to untrained exemplars suggesting that his differential responding in Experiment 1 was indicative of a concept by the strictest criteria. Additionally, he reliably emitted the new response in the transfer test to one of the three new objects from Experiment 2, suggesting this object had been reliably added to the conceptual class.
