BACKGROUND AND OBJECTIVES. Significant contradiction between the need of modern Ukrainian society in innovation-oriented specialist personality, on the one hand, and the level of readiness of university graduates to innovative professional activities, on the other hand, generates the problem of finding ways and means of formation of innovative potential of personality in scientific and educational environment of university on the basis of holistic dual educational concept. Problematic issues of how to organize the process of professional training of future specialists, how to promote the development of their innovative potential, what are the conditions and mechanisms of this process constitute the problem field of this studyMETHODS. The research used methods – activity approach to the problem of personal development; personality-oriented approach to professional training of students; competence approach to university training of students; acmeological approach to the study of human development; mutual influence of personal and professional development; environmental approach – to the problem of formation and development of students' innovation potential. Processing of the results of the survey to determine the proportions of the main components of students' innovation potential on the basis of Hackathon ecosystem was carried out by expert method.FINDINGS. The mechanisms for implementing the concept include the integration of education, science and practice; analysis of innovation needs and innovation capabilities of subjects of education; creation of infrastructure elements necessary for the functioning of the innovation system at all stages of the educational process; formation of a data bank of innovative projects, ready for implementation, technology platforms, information support for the development of innovative youth potential in the scientific and educational environment of the university.CONCLUSION. Scientific and educational environment of the university is a synthesized integrated phenomenon that systematically combines the structures of research, scientific, pedagogical and other activities in their complex interaction to implement the goals and objectives of training and professional and personal development of specialists, ready for innovative activity in the conditions of lifelong learning. The expected results of the concept are expressed in the transition to the use of modern dual educational programs, methods and technologies of educational process implementation in the university, aimed at continuous development of innovative thinking of young people, improving skills and motivation, identifying and setting tasks of creating new knowledge aimed at their solution, information search and processing, independent and teamwork and other competencies of innovative activity based on knowledge of its essence and on practical experience.

The article proposes innovative methods of development of educational process in higher education institutions (ZVO) of Ukraine. The educational services market has an unstable situation. ZVO needs to be viewed from the perspective of adapting to the changing situation in the educational services market. The example of the university examines the essence of innovative development of ZVO, foreign experience and scientific approach to evaluating the innovation potential of a similar institution. The main factors of external and internal influence on innovative development and innovative potential of the university and stages of its development are determined. It has been shown that innovation is based on increasing the interest of students and teachers in obtaining and selecting new ideas, their relevance to modern scientific and technological progress, financial support and creating an overall favorable environment for innovation implementation. Various innovative methods of pedagogy have always been successfully used in the educational process, the basis of which is the interactivity and maximum closeness to the real professional activity of the future specialist. Attempts by individual teachers to diversify the learning process should be widely supported by students. The importance of maintaining the university's innovation potential has been proven, as the amount of research conducted on the university's base and publications made on its behalf contributes to a better investment climate for employers by employers. Thanks to quality education, the University can benefit not only for its own success, but also to raise the city's rating, to further attract students, tourists and businessmen. The experience of recent years shows that it is much more difficult to implement a certain idea in Ukrainian educational institutions than in Europe or the USA, for example, so in domestic defense institutions they often rely on foreign experience rather than support new ideas from their own participants in the educational process. The problem of motivating an individual to be active in the society is always relevant in different fields of science, since the availability of appropriate motives determines appropriate response of each person. The purposeful formation of students’ study and professional motivation is one of the main tasks in higher education, and identifying different aspects of such motivation in first-year students gives an opportunity to have feedback and improve the living conditions of young people. In this article it has been established that student’s educational motivation can be considered as a complex system of factors and motives (goals, needs, interests, tendencies, successes, etc.) that are constantly changing and are mutually influential; it makes students acquire knowledge, development and develop their abilities, skills, personal qualities, a positive attitude to their future profession and the world around. The purpose of this work is to study the indicators and peculiarities of the motivation to study of first-year students. At this stage, among the main tasks is the determination of indicators and dynamics of motivation of first-year students at the classical university based on the example of the Uzhhorod National University using the results an electronic questionnaire for first-year students. The article reveals a peculiarity of students’ motivation to study, which lies in the fact that it is not only polimotivated, but also one of the important results of the adaptation process (that is, the process and result of adaptation as a factor of motivation) and at the same time one of the mechanisms/factors of adaptation of young people to the educational process in higher education. The Empirical research proves that at the university, the majority of students (over 70%) have optimal motivational complexes during all the academic years under research, which contributes to successful professional training. There is also a general tendency for both the university as a whole and for most faculties, namely higher indicators of internal and external positive motivation in comparison with indicators of external negative motivation.

The article defines the role of the electronic information and educational environment (EIEE) of the university in modern education. The advantages of the implementation of didactic principles in modern university training using integrative and competent approaches are considered. It is indicated that the electronic information and educational environment provides access to high-quality educational e-resources that have passed scientific and methodological expertise and creates conditions for solving the problem of searching for reliable educational data. ICT included in the electronic information and educational environment allow conducting all types of tutorials and attestations using remote educational technologies and e-learning. The content of the digital educational product, which is determined by pedagogical goals and didactic principles of higher professional training is discussed. The educational process in the EIEE should be carefully planned and provided with methodically proved educational content and contain a valid complex of methodological and assessment materials. It is underlined that the effectiveness of the EIEE application in the educational process depends on the quality of the electronic educational and methodological complex. The article deals with the didactic principles of training, which realization is facilitated by using electronic information and educational environment. It is noted that the most significant digital technologies for studying at the university are: virtual and augmented reality, artificial intelligence and the technology of electronic identification of the trainee. It is indicated that chat bots are effective to provide feedback and assistance in mastering the content of educational disciplines. Advantages of the visibility principle implementation in digital education with the use of means of virtual and augmented reality, as well as the principle of individualization of training using programs for determination of cognitive abilities level of trainees are described. It is noted that the EIEE allows the use of the educational technology of “flipped classroom or flipped learning”.

The planned modernization of the higher education system should be based on the analysis of the initial state of the system at the present time, problems encountered in recent years and suggestions from all stakeholders. The quality of education of graduates (level of competence) depends on the organization and implementation of the educational process (the contribution of the University) and the activity of students (the contribution of students). Considered the expediency of using the results of student’s surveys to adjust the educational process. Shown that the educational program can take into account the propensity of students to a particular type of activity (technologist, organizer, researcher). Determining the causes of students ’ anxiety helps to improve the educational process and relations with students. Argued that the quality of education increases with earlier adaptation of students to the educational environment of the University. It is shown how the degree of formation of volitional qualities of students affects the manifestation of such properties as responsibility, discipline, organization and diligence. The success of professional activities of graduates of educational organizations will be determined by the direction of their life goals. The assessment of life goals of students shows the need for continuous improvement of socio-cultural (educational) environment in universities. Measures for improvement of educational process and improvement of pedagogical qualification of teachers are offered.

In the context of the environment approach, the social professionals’ training is seen as a holistic system, the components of which are interconnected. It has been found that improving the quality of social professionals’ training, in particular social workers, can be ensured by developing and introducing strategies for building the educational environment of the university. Social innovations are presented as an important resource for developing the social workers training that contribute to the innovative educational environment development of the university. The article notes that the values of the innovative educational environment of training are the norms of all participants interaction in the educational process, and strategies become the basis for improving the social workers’ training. A critical analysis of the possibilities of highlighting strategies for building an innovative educational environment of the university was carried out: partnership between all participants in the educational process and specialists in social institutions; engaging teachers in innovation; support the process of mainstreaming the future social workers’ innovative potential. The article presents the professional training should be aimed at the social specialist development capable of introducing innovations of social work, taking into account the clients’ needs and the realities of modern practical activities. Emphasis is placed on the importance of developing appropriate scientific and methodological support for the social workers training.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

Globalization, informatization, digitalization, led to large-scale changes that have problematized the modern process of upbringing. The modern practice of upbringing in Kazakhstan is aimed at solving the problem of forming an intellectual nation. The key figure in the upbringing process is the teacher. The modernization of public consciousness taking place in Kazakhstan, the renewal of both the content of education and the system of upbringing require understanding not only the content, but also the methodology of the professional training of teachers for the upbringing of children, for the organization of the upbringing system in educational organizations. We believe that the analysis of traditional and clarification of modern methodological foundations of professional training of future teachers of Kazakhstan for upbringing work will give us the opportunity to develop a strategy for training future teachers in the conditions of spiritual renewal of Kazakhstan's society. The article reveals the experience of Abai KazNPU. As a result of the conducted research, we came to the conclusion that the process of training a teacher in Kazakhstan, who has a high degree of ethnic, cultural, and religious diversity, requires strengthening the upbringing and socializing components of the educational process of the university. The strategy of professional training of a modern teacher should be a polyparadigmatic concept with the leading role of ideas of personality-oriented, competence paradigm.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

This work considers the use of digital traces in the educational environment and the specifics of their collection and analysis at the university. One way or another, all participants in the educational process, as well as those who can potentially become them, for example, applicants, leave digital traces in the digital environments of the university and the Global Network in general, and these traces can be analyzed. At the same time, even the university itself as an organization leaves a certain digital footprint on the Internet. At the moment, most researchers are very optimistic, contemplating on what positive changes can be brought by the analysis of digital traces of applicants, students and teachers for the development of the university itself, the educa-tional process, and the formation of individual learning paths. In contrast to this, the author identifies a number of possible prospects for the analysis of Big Data and the use of Artificial Intelligence for education at the university of the future. Attention is focused on how this can affect the safety of the environment and conflict with ethical standards. Participants in the educational process, falling under the analysis of their digital traces, can both suffer because of them, even if their activities have not been in any way connected with the university, and begin to hide their true digital identity, creating «false» digital traces and becoming anon-ymous. The author assumes that an increase in such control covering actions, thoughts and emotions naturally results in the emergence of the concept of a «Dark» University, which distances itself as much as possible from such methods of analyzing personal data.

Изменения, происходящие в обществе, усложнение профессиональных задач делают актуальным запрос к высшими учебными заведениями о подготовке специалистов к инновационной деятельности. Для развития инновационного потенциала студентов современный образовательный процесс в высшем учебном заведении должен иметь личностно-профессиональную направленность. Значимым фактором развития инновационного потенциала студентов является образовательная среда и психолого-педагогическое сопровождение образовательного процесса. Changes in society, the complexity of professional tasks actualize the request to universities to train specialists who are ready for innovation. To develop the innovative potential of students, the modern educational process in universities should be focused not only on the professional training of students, but also on the development of personality. Innovative activities, solving creative tasks to create new products and technologies require active work of the intellect, motivation and will, and this stimulates the development and selfdevelopment of a person. An important factor in the development of innovative potential of students is the educational environment. The functioning of this environment should be based on a systematic analysis of the object, subject, processes, and conditions of innovative development. In addition, it is important to determine the criteria for the effectiveness of the innovation environment, as well as to implement the principle of ensuring the continuous development of students. For the development of innovative potential, it is necessary to use psychological and pedagogical support of the educational process. The main principle of psychological and pedagogical support of the educational process is to take into account the individual characteristics and capabilities of students, the development of their resources. Psychological and pedagogical support of the educational process should be aimed primarily at the actualization of personal competencies that determine innovative activity. For the development of innovative potential, students should participate in the choice of an individual educational trajectory, show educational initiatives and implement them in research activities.
