The pre-survey process showed that the report on performance was not optimal and human resources in the Department of Population and Civil Registry were inadequate and Minister of Administrative Reform and Bureaucratic Reform No. 38 of 2017 concerning the Competency Standards of the Position of the State Civil Apparatus which requires the State Civil Apparatus that has the competence, discipline, participatory, motivative and commitment in carrying out the performance of public services, then this study takes focus on the influence of competence, motivation and commitment to the performance of the State Civil Apparatus in the Population and Civil Registry Office of Situbondo Regency. This study aims to find out and analyze the competence, motivation, and commitment of employees to the performance of the Government of Situbondo Regency. This type of study is a quantitative study using a saturated sample of 29 State Civil Apparatuses in the Situbondo Regency Population and Civil Registry Office. Data collection techniques used in the study through surveys using questionnaires, interviews and documentation. Data from the subsequent studies were analyzed using multiple linear regression. Based on the results of the study it can be concluded that: 1). Partially, competence and commitment have a positive and significant effect on the performance of the State Civil Apparatus in the Population and Disability Service Office of Situbondo Regency. While motivation has a positive effect, but it is not significant on the performance of the State Civil Apparatus in the Population and Civil Disability Office of Situbondo Regency, and 2). Simultaneously the variable X together on the performance of the State Civil Apparatus has different results. Where the competency and commitment variables have a positive and significant effect, whereas motivation only has a positive effect. Keywords: Performance, Competence, Motivation and Commitment

Department of public work of Minahasa district is one of the agencies within the scope of governmental of Minahasa district which has responsibility to compose accountabilities Performance peport of Government instance. LAKIP is a form of the government accountability on  performance implementation which is carried out within a year estimates and as on of the manifestation of good governance. The purpose of this study was to analyze what factors caused the format of LAKIP formulation to the DPU not to fulfill the suitability of the elements of the formatting format in accordance with the Regulation of the Minister of State for Administrative Reform and Bureaucratic Reform number 29 year 2010 consisting of executive summary, introduction, planning and agreement performance, performance accountability, strategic plan, annual performance plan form (CTR), key performance indicators (IKU), performance agreement form, closing, attachments. The elements that are not yet in accordance with the regulations are the main performance indicators, covers and attachments. The methods of data collection which is used are interviews and documentation. The method of analyses of data which used is descriptive qualitative. The results of this study indicate that the format of the 2016 Minahasa DPU LAKIP drafting has largely compiled in accordance with PERMENPAN number 29 year 2010 but there are still elements in the format of the DPU LAKIP preparation that are not in accordance with the regulation.Keywords : LAKIP, good governance, accountability.

The aim of research to analysis factors that effect to absorption of the budget. The factors that affects the absorption of the budget are budget planning, Human resources kompetence, and commitment. Limited sources of state revenue require the government to prioritize activities and allocate effective and efficient budgets. Failure to target the absorption of the budget indicates an inefficiency and the ineffectiveness of budget allocations (Carsidiawan, 2009). This research will be conducted at LLDIKTI Region VIII, Denpasar-Bali. The sampling technique used is saturated sample because researchers want to make generalizations with relatively small errors.. The number of samples in this study is 36. Testing the effect of budget planning, HR competence on budget absorption using multiple regression analysis. Moderated Regression Analysis (MRA) with interaction tests is used to test the effect of the moderating variable interactions. The following equation model is used to answer hypothesis 1 (H₁), hypothesis 2 (H₂), hypothesis 3 (H₃) and hypothesis 4 (H₄). The result research show that: Budget planning has a statistically positive effect on the absorption of the Region VIII LLDIKTI budget. HR competencies have a statistically positive effect on the absorption of the Region VIII LLDIKTI budget. Organizational commitment strengthens the influence of budget planning on the absorption of the Region VIII LLDIKTI budget. Organizational commitment does not strengthen the influence of HR competencies on the absorption of the Region VIII LLDIKTI budget.

Human resources is one of the most important factors to achieve the goals of a company. Employee productivity is the ability of employees to complete a job effectively and efficiently. Employee productivity can be influenced by several factors, namely compensation, work discipline, and work motivation. This study was conducted to examine the significance of the effect of compensation, work discipline, and work motivation on employee productivity at Jimbaran Bay Seafood Café Kedonganan - Bali. 55 samples were used, with the saturated sample method. Data collection through interviews and questionnaires. The analysis technique used is multiple linear regression. The analysis showed that compensation, work discipline, and work motivation partially had a positive and significant effect on employee productivity. Theoretically this study also provides an understanding that compensation, work discipline and work motivation can significantly increase employee productivity, by increasing compensation, work discipline and work motivation, employee productivity will increase. The purpose of this research is to test and analyze the influence of human resource variables, supporting devices, leadership styles, organizational commitments and information technology to implement SAP-based accruals in the government of Lamongan Regency. This research was conducted in Lamongan Regency sample in this study as much as 97 respondents consisting of 36 SKPD in Lamongan Regency. Data analysis tools in this study use multiple linear regression analyses , use SPSS App version 20 help. The results of this study showed that the variables of human resources, supporting devices, leadership styles, organizational commitments and information technology to influence the implementation of SAP-based accruals in the government environment of Lamongan Regency. Simultaneously human resources, supporting devices, leadership styles, organizational commitments and information technology in the implementation of the positive effect of SAP based on accruals in the government environment of Lamongan Regency.

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

    This study aims to analyze the effect of price and location on Alfamidi's customer satisfaction in Pagelaran Village, Bogor. The method used is descriptive and associative quantitative analysis, data collection used in this study using primary data sourced from questionnaires distributed to customers of Alfamidi Raya Ciomas who are in Pagelaran Village. Sampling using the saturated sample technique where the sample is consumers who have shopped at Alfamidi in the performance village. The sample used was 100 Alfamidi customer respondents in Pagelaran Village. Based on the results of the study showed that 1) price had a positive and significant effect on customer satisfaction, 2) location had a positive and significant impact on customer satisfaction, 3) price and location together had a positive effect on customer satisfaction. positive and significant impact on customer satisfaction in shopping for Alfamidi customers in Pagelaran Village.

Inovasi layanan drive-thru perpustakaan merupakan sebuah layanan yang diciptakan Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Inovasi layanan drive-thru ini berbentuk tempat / loket untuk melayani kebutuhan pemustaka tanpa harus turun dari kendaraan. Inovasi ini bertujuan untuk memudahkan pelayanan kepada pemustaka dengan harapan dapat meningkatkan budaya literasi.. Tujuan penelitian ini adalah untuk mendeskripsikan inovasi layanan drive-thru di Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Fokus penelitian ini adalah Kriteria Inovasi menurut PermenPANRB nomor 3 Tahun  2018 meliputi 5 variabel yang terdiri atas Kebaruan, Efektif , Bermanfaat , Dapat direplikasi, dan Berkelanjutan. Jenis penelitian ini adalah jenis deskriptif dengan pendekatan kualitatif. Untuk teknik pengumpulan data yang digunakan adalah wawancara,observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, pemaparan dan penarikan kesimpulan. Untuk hasil penelitian menunjukkan inovasi layanan drive-thru memiliki kelebihan dan kekurangan. Pada kriteria kebaruan menunjukkan inovasi drive-thru merupakan suatu penemuan baru serta menawarkan cara baru dalam melayani pemustaka melalui loket. Untuk kriteria efektif tujuan dari diciptakannya drive-thru adalah untuk memudahkan pemustaka sudah memenuhi, tetapi untuk meningkatkan budaya literasi belum tercapai. Untuk kriteria bermanfaat sudah dapat memberikan manfaat bagi masyarakat dan bagi dinas yang menerapkannya. Pada dapat direplikasi inovasi ini dapat menjadi contoh/rujukan karena sudah ada beberapa instansi yang menduplikasinya, lalu kriteria terakhir keberlanjutan untuk kedepan inovasi ini akan tetap dipertahankan karena mendapat dukungan dari berbagai stakeholder. Saran yang dapat diberikan adalah lebih menggalakan sosialisasi agar drive-thru ini bisa lebih berkembang dan dimanfaatkan oleh lebih banyak orang.    Kata kunci : Inovasi Layanan, Drive Thru Perpustakaan, Budaya Literasi   The library's drive-thru service innovation is a service created by the Library and Archives Office of East Java Province. This drive-thru service innovation is in the form of a counter to serve the needs of visitors without having to get off the vehicle. This innovation aims to facilitate service to users in the hope that it can improve literacy culture. The purpose of this study is to describe the drive-thru service innovation in the Department of Library and Archives of East Java Province. The focus of this research is the Innovation Criteria according to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform (PermenPANRB) number 3 of 2018 covering 5 variables consisting of novelty, effectiveness, benefit, transferbility, and sustainability. This type of research is a descriptive type with a qualitative approach. For data collection techniques used are interviews, observation, and documentation. The data analysis technique used was data collection, data reduction, data presentation, presentation and conclusion drawing. The research results show that drive-thru service innovation has advantages and disadvantages. The novelty criterion indicates that drive-thru innovation is a new invention and offers a new way of serving visitors through the counter. . For the effective criteria, the purpose of creating a drive-thru is to make it easier for users to fulfill it, but to improve literacy culture has not been achieved. For useful criteria, it can provide benefits for the community and for the agencies that implement them. If this innovation can be replicated, it can be used as an example / reference because there are already several agencies that duplicate it. Then the last criteria for sustainability for the future of this innovation will be maintained because it has the support of various stakeholders. Suggestions that can be given are to promote more socialization so that this drive-thru can be more developed and utilized by more people. Kebijakan kurikulum 2013 yang dikeluarkan oleh Pemerintah merupakan upaya dari penyederhanaan pembelajaran dan adanya penilaian sikap dalam struktur kurikulumnya yang bertujuan agar peserta didik memiliki kompetensi sikap, ketrampilan dan pengetahuan yang lebih baik dalam proses pembelajaran. Tujuan penelitian ini adalah untuk mendeskripsikan Evaluasi Pelaksanaan Kurikulum 2013 di Kelas IVB UPT SD Negeri 144 Gresik Kecamatan Driyorejo Kabupaten Gresik. Penelitian dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan penyimpulan. Hasil penelitian didapatkan bahwa pelaksanaan K-13 sudah berjalan dengan baik tetapi masih terdapat kendala dalam pelaksanaannya yaitu melihat dari efektivitas dalam pelaksanaannya belum  sesuai karena materi ujian nasional masih berdasarkan KTSP; terkait dengan efesiensi jumlah guru masih kurang; terkait dengan kecukupan dalam materi K-13 belum mendukung kompetensi belajar peserta didik untuk materi ujian nasional, terkait dengan perataan masih belum merata karena kelas satu sampai kelas enam tidak semua melaksanakan K-13, terkait dengan responsivitas yaitu adanya respon dari peserta didik maupun wali murid dalam pembelajaran yang mudah diterima dan terkait dengan ketepatan dalam pelaksanaannya sudah tepat sasaran kepada peserta didik. Simpulan dari peneliti masih ada kendala yaitu jumlah SDM yang kurang memadai, semua guru belum mendapatkan pelatihan, dan tidak sinkronnya materi UN (Ujian Nasional) dengan kurikulum yang berlaku. Disarankan sebaiknya dilakukan penambahan Sumber Daya Manusia atau guru (tenaga pendidik) dan ruang kelas, Sinkronisasi materi UN (Ujian Nasional) dengan kurikulum yang berlaku serta pelatihan guru yang dilaksanakan oleh semua guru.   Kata Kunci : Evaluasi, Pelaksanaan Kurikulum 2013, UPT SD Negeri 144 Gresik   The 2013 curriculum policy issued by the Government is an effort to simplify learning and the existence of an attitude assessment in the curriculum structure that aims to make students have better competency attitudes, skills and knowledge in the learning process. The purpose of this study was to describe the 2013 Curriculum Implementation Evaluation in Class IVB UPT SD Negeri 144 Gresik, Driyorejo District, Gresik Regency. The research was conducted using a qualitative approach with descriptive methods. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique used was data collection, data reduction, data presentation and conclusion. The results showed that the implementation of K-13 has been going well but there are still obstacles in its implementation, namely seeing the effectiveness in its implementation is not appropriate because the material for the national exam is still based on KTSP; related to the efficiency of the number of teachers is still lacking; related to the adequacy of the K-13 material, it does not support the learning competence of students for the national exam material, related to evenness it is still not evenly distributed because not all grades one to six grades implement K-13, related to responsiveness, namely the response of students and guardians in learning that is easily accepted and associated with accuracy in its implementation is right on target for students. The conclusion from the researchers there are still obstacles, namely the number of human resources is inadequate, all teachers have not received training, and the material is not synchronized with the applicable curriculum. It is suggested that the addition of human resources or teachers (teaching staff) and classrooms, synchronization of National Examination (National Examination) material with the applicable curriculum and teacher training carried out by all teachers. The economic development in Indonesia from period to period until now is increasing because Indonesia is very rich with natural and human resources, only quality human resources need to improve their quality in order to be able to develop better economy in the future, however unemployment and poverty rate of Indonesia is still high compared to some other countries in the world, therefore it is necessary jointly between individual society, private and the government has maximum efforts to reduce unemployment and poverty in Indonesia, by increasing the growth of gross domestic product (GDP) contribution by business field can reduce poverty level in Indonesia. The result of multiple regression analysis shows that the contribution of GDP according to business field can decrease poverty level in Indonesia. This condition indicates that agriculture, forestry, fishery sector has a negative effect on poverty rate in Indonesia which means any decrease in agriculture, forestry, fishery by one unit affect the decrease of poverty level of 0.203 at constant -7,70, while the other three factors mining and quarrying, processing industry factor and trade factor have a positive effect on poverty level which means that every increase of one unit leads to a significant increase in poverty not yet able to reduce poverty level but has significant influence on all variables to poverty level in Indonesia. The results of multiple correlation coefficient analysis indicate that from each sector, agriculture, forestry, mining fishery, excavation, processing industry and trade are very strong together that is equal to 97,70%, besides coefficient value of determination equal to 0,96% whereas the remaining 4% of the poverty rate is influenced by other factors
