Innovative development of the region implies creation and commercialization of innovations in the most favorable for the region business sectors. The priorities of the Irkutsk region development are to increase the innovation component, to develop high technology and to use the recreational resources of the region for the innovation development. Objective of the study: to determine the ways of using the recreational potential of Irkutsk Oblast for innovation development. The research methodology is based on a theoretical analysis of the main aspects of innovative regional development, innovation in the regional tourism and recreation industry. The information and empirical research base of the study was statistical data on the development of tourism in Irkutsk Oblast. The novelty of the research is in the formation of a conceptual approach to the use of recreational resources of Irkutsk Oblast for innovative development of the region through the creation and development in the region of world-class scientific centres in the priority sectors for the development of the region; the establishment in the Cisbaikalia of a geopark and biomedical cluster; development of congress and business tourism, both interregional and international, including transit tourism; engagement of areas not adjacent to Lake Baikal in the tourism industry. The author proposes to consider tourism as a form of export of high-tech eco-oriented living environment. The article provides an analysis of the national projects, programmes and strategies related to the development of innovations in tourism activities in Irkutsk Oblast.

The article deals with theoretical approaches to the essence of innovation development, its role in the formation and enhancement of international competitive advantages of the national economy in world markets. The problems of innovative development in the countries with a transformational economy, in particular Ukraine, are analyzed, the role of globalization in modern world processes is emphasized. The main factors of formation of innovation competitiveness of the national economy are investigated. Their influence on the development of innovation environment in Ukraine is considered. On the basis of the analysis, the ways of improving the innovation and investment climate in Ukraine and the possibilities of its integration into the world economic, scientific and technological space are outlined. The necessity of forming a long-term competitive strategy for Ukraine and carrying out radical reforms as the basis for the implementation of sustainable innovation development is substantiated. Modern tendencies in the development of production of innovative and high-tech products in Ukraine are researched. The results of using innovative potential in the development of high-tech branches of economy are analyzed. The recommendations for solving the main problems of increasing its export potential connected with insufficiency of investment support, imperfect innovation development and mechanisms of technology transfer are substantiated.

Today in Russia there is a definite situation in the field of innovative development, characterized by a number of distinctive features. In a dynamic environment of industrial production and entrepreneurship, the need for the formation and development of non-proprietary resources is beyond doubt. The dynamics of productivity growth, the development of new high-tech production systems, the growth of the patent base in enterprises, trends in innovative development in general in the sector of the economy and large-scale production.The state of development of the economic system, depending on the structure of the innovation development of the subjects. At the same time, the innovative development of companies is manifested both in investments in advanced production technologies and in the production of high-tech products. The purpose of the scientific article is to analyze the innovative development in the Russian Federation.The goal necessitated the following tasks:1. To analyze the indirect indicator of innovation development – the volume of domestic expenditures on research and development in the context of country adaptability;2. To analyze the innovation activity of organizations by districts of the Russian Federation;3. To produce a factor analysis of indicators on the innovative development of the Russian Federation;4. Tourism is one of the sectors that has been badly affected by the COVID-19 pandemic. Consequently, governments around the globe have taken measures to ease the effect of the resulting economic downturn on households and businesses in a bid to prolong survivability of the public. In the longer run, this tourism industry will desperately need to adapt to a post-pandemic “new normal” to sustain the income of its tourism players and operators. The alternative to coping with the new normal is to migrate from the classical model to an advanced or high-technology approach. “High-Tech” devices or tools can play an important role towards the recovery of the tourism industry following the upheaval caused by the pandemic. The new standard operating procedures (SOPs) to mitigate the spread of the disease, health consciousness and better hygiene protocols, and as well as social distancing are likely to remain in place for the foreseeable future. Touchless services delivery and investments in digital technology could facilitate an industry-wide recovery. The use of modern technology is quickly becoming a necessity for many destinations in order to stay competitive and attractive in the new norm of the tourism industry. A new form of technology that may be suitable for the tourism industry to use to regain some of its former glory is that of virtual and or Augmented Reality (AR). The aim of this paper is to give industry players an insight into the basic design of a mobile AR Tourism application for the state of Terengganu in Malaysia. Several interesting places will be selected for AR Tourism research and practice. The AR Tourism app will be designed to serve a specific purpose for the user, while multi-language functionality, ease-of-use and the capability to personalise the app are among the main requirements that need to be considered in attracting tourists and encouraging regular use among travel enthusiasts.

In the reseach the aprobation of proposed method is done based on the data of the cross-border region «Black Sea» by performing a comprehensive analysis of development of tourist and recreational complex ethnic regions, in the context of innovation development and clustering of economy. The first description of the innovation and clustering economic growth in the tourism industry of the cross-border region is presented. It was found that the growth of the cross-border region "Black Sea" is almost not associated with clustering and innovative development of the tourism industry of the cross-border region "Black Sea", but at the same time there is an absolute relationship with the level of employment in high-tech and medium-tech sectors of high level (0,91); positive relationship with population density (0,73), with business spending on science per capita (0,74), with government spending on science per capita (0,72).

The problems of the development of high-tech agriculture of Vietnam in the delta of the Red river in the conditions of innovative development have been considered. The current status of the development of high-tech agriculture and some models of the application of high-tech agricultural production in some areas of Vietnam have been presented. The influence of high-tech development of agriculture on the ecological-economic efficiency of agricultural lands of Vietnam in the delta of the Red river has been determined, the main obstacles to the development of high-tech agriculture at the present time have been highlighted. The ways of development of high-tech agriculture in Vietnam in terms of innovative development have been designated.

The production and promotion of high-tech products and new technologies to the global market is an essential condition for the competitiveness of the country. Some states that do not have abundant natural resources have made a stake on the development of advanced technologies. This secured them a place among the world leaders in terms of economic growth and population’s living standards. In-depth analysis of world practices of facilitating innovation is a pre-requisite for formulating the recommendations on the conditions for innovative development and competitiveness of Russia. From this point of view, the experience of Finland and Israel, which have managed to solve the respective problems is very interesting. Besides Finland and Israel, a similar model of innovation development is used in Sweden, Norway, Iceland and several other countries. The advantage of this model is that it creates an opportunity for national leadership at the world market of innovation. The national companies engaged in the development of new technologies create markets for themselves. Namely, they generate new needs and satisfy them, thus, they do not have to follow the market.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

Today's idea of the living environment is inextricably linked with the high-tech development of the construction industry, the result of which is the creation and transformation of areas into a spatial system of comfortable living and successful business. Innovative development of the construction complex involves the implementation of national, regional, sectoral and corporate innovation programs and projects, the development of innovation potential and innovation culture of enterprises in the industry. Currently, Ukraine faces the task of modernizing the national economy and its transition to an innovative path of development. One of the most important sectors of the economy is the construction industry, which also needs innovation and technological re-equipment. Creation and introduction of innovative technologies in construction, new building materials, management systems of innovative activity will allow to modernize a building complex that in turn will promote increase of rates of economic growth of our country. Despite the development and use of new technologies, the construction industry is slow and reluctant to respond to innovation. One of the factors hindering the innovative development of the construction industry is conservatism in relation to the introduction of innovations. The article considers the main directions of innovative development of construction, the theoretical foundations of innovations in construction, analyzes the state of the construction industry of Ukraine over the past five years. The main advantages and disadvantages of the construction industry are identified, the innovations used in construction are considered, the problems that hinder the innovative development of the construction industry are highlighted. It is established that the development and implementation of innovative technologies, materials, systems are conditioned by the need to solve problems of modern construction, which affect the development and improvement of the entire construction industry and increase the economic growth of the construction industry. For successful activity and innovative development of construction enterprises it is necessary to create such conditions that promote further implementation of innovations.

The pragmatic role of financial mechanisms in the paradigm of innovation development on the basis of fundamental principles of national science and practice is explored. It is proved, that the key parameters of modern innovation development show steady tendencies of decreasing entropy of financial mechanisms of the state. It was clarified that the transfer of emphasis on the use of advanced technologies, the transition to the release of high-tech products, the adoption of progressive organizational and managerial decisions in innovation activities should be based on the principles of innovation imperative and autocratic mechanisms in the country's economic policy. It was stated that the intensification of innovation processes in the state should be based on the principles of interaction between subjects of scientific and technical and entrepreneurial activity, in particular, to minimize the consequences of changes in the structure of economic activities. It has been established that the paradigm of innovation development requires the formation of an effective financial policy of the state, the main tasks of which are activation of innovation activity of economic entities and the creation of a coherent system of their financial support, taking into account an effective financial mechanism. This will be facilitated by systematization of state financing and stimulation of innovative development of the national economy.

Purpose. The aim of the article is determined on the basis of a systematic approach and generalization of theoretical and scientific-practical approaches of discovering conceptual bases of formation of mechanisms and determination of economic interpretation of the process and stages of innovative development for the transition from low- to high-tech innovation economy. Methodology of research. Historical, systemic and logical-dialectical approaches have been applied to achieve this goal; the following methods are used: abstract and logical – in setting the goals and objectives of the study; analytical and monographic – when studying literary sources, legislative or other normative legal acts and practices of mechanisms of innovative development; by means of the comparative method the differences in the mechanisms of realization of the state innovation policy of Ukraine and the countries with developed market economy are determined; systematization – at systematization of mechanisms of innovative development of enterprises; statistical and economic – when collecting and processing statistical data; analysis and synthesis – to develop directions for improving the innovative development of enterprises. Findings. Conceptual bases of formation of mechanisms of innovative development of the enterprises are revealed and theoretical and scientific-practical approaches to economic interpretation of the process of innovative development are determined. The essence of innovation development as a systematic management of innovation activity, aimed at shaping and ensuring achievement of economic growth through rational use, increasing and distribution of innovative and economic and technological potential at different stages, namely: in the process of creation and transfer of innovations, development of mass production and financial mechanisms and commercialization of development, legal protection and use of intellectual property objects and establishment of Ukrainian relations Certain innovators with partners, creating favorable conditions for retaining specialists. Originality. It is determined that one of the main tasks of innovative development is to increase the level of innovation activity, which to a certain extent depends on the structural elements of the national innovation ecosystem and stages of innovation development. The scientific and methodological approaches of formation of mechanisms of innovative development are improved, on the basis of consideration of functional connections, ensuring rational use of resources, obtaining synergistic effect of contractual relationships and aggregate investments. Practical value. Formed mechanisms to ensure the activation of innovative development as an orderly set of institutional settings include defining the goals, objectives, increasing the ability to solve problems and attracting investment to ensure the effectiveness of innovation, which allows economic entities to achieve strategic development goals, solve problems of ensuring effective interaction of the state science and business to innovate, and as a systematic process that implements a competitor no benefits, ensuring sustainable growth, improve the quality and standard of living by harmonizing the interests of its members.
