AbstractMichael Cernea’s key insight was that the core concepts of sociology and anthropology—social organization, culture, participation, and symbolic construction—could improve the quality and effectiveness of development. His key achievement was in the fact that he and the people he inspired were able to bridge the gap between analyst and practitioner to show that these anthropological and sociological concepts really could make a difference in how development affected the poor. In this article, I’ll do my best to use describe my own journey from naïve graduate student to World Bank team leader for the Kecamatan Development Program, one of the world’s earliest and largest community development programs.

The results of the research show that the assistance activities through training, consultation and technical assistance, and similar activities have not been coordinated with other supporting programs, making it difficult for the facilitator task as a program facilitator. Empowering the poor through the provision of facilities, has not been able to improve the capacity of the community. The low capacity and quality of service of government apparatus from the local level to the rural level, so that the provision of facilities does not allow the involvement of the poor. A highly centralized bureaucratic system and a highly authoritarian political system that has been practiced for more than four decades in Indonesia, brings out the weaknesses of the bureaucratic character. Promotion activities in the context of empowering the poor as an activity aimed at developing responsive services, the reality has not been effective in helping facilitate the poor to access various development programs that are beneficial to improving the welfare of the poor by earning productive employment. Activities that require synergies of cooperation between institutions / organizations (Government, Private, NGOs), difficult to realize because the dominance of egoism interests of each stakeholders in addressing every village development program. It is recommended to optimize training, consultation and technical assistance activities, as well as similar activities coordinated with support programs. Provision of adequate supporting facilities that can empower the poor on an ongoing basis, and streamline promotion to develop responsive services that enable poor people to access programs.Need to pay attention to communication factor, resources, attitude, and bureaucracy structure,so asnot tohinder the smooth implementation of poverty eradication program based on empowerment society.

Awa-ai is the indigo plant and dye made famous hundreds of years ago in Japan by the people living and working in the region now known as Tokushima Prefecture. This article explores the core concepts that link the aged traditions of indigo production, processing and dyeing with contemporary sound practice, and outlines the facets of a collaboration in which disparate fields not only coexisted, but used their technological and cultural differences to strengthen one another. Live field recordings, audio interviews and the sounds of Awa indigo production and practice were used in a large-scale, transcontinental installation which featured over 200 pieces of indigo-dyed cloth and multichannel, interactive sound. The collaborative nature of this project allowed the artists involved to understand and conceptualise their work in new ways, and can serve as an example for the ways in which syncretic exploration energises creative thinking and output.

This article focuses on the analysis of the development discourse from the viewpoint of critical decolonial perspective informed by the work of scholars such as Walter Mignolo that privileges ‘border thinking’ and is predicated on the notions of ‘I think from where I stand’. Its proposition is that there is a need for decolonization and ‘Africanization’ of the development discourse to reflect the core needs of the African peoples, particularly the poor. The paper starts off with a critique of mainstream development discourse and also proceeds to make a case for a new African development discourse that takes into account African historical experiences and indigenous African thought. This new African development discourse will put the African people first and be constructed from their core values, needs and demands.

The essence of national development is to build on a solid foundation and strong foundation in the form of certain conditions in various national life. Community development there are two challenges that need to be considered to build the organization (organization development) and economic development (economic development). In the development of organizations, the organization is the frame work of every form of cooperation to achieve a common goal, therefore it needs to be built on the basis of a democratic, dynamic and harmonious relationship. Likewise with the elderly community groups, based on Boyle's taxonomic thinking about the type of non-formal education is divided into three types: developmental, institutional, and informational. Developmental programs are also called community development programs, where the main program objectives are solving social, economic, cultural, political, and defense and security problems facing the target group through action programs. An instituional program is also called a training program aimed at mastering a set of capabilities (knowledge, attitudes and / or skills) by the target group. This chapter is about the emergence of new ways of seeing poverty: its redefinition and conceptualisation. It is also about anti-poverty strategy and the role of community development in the pursuit of social justice. In the USA, this process was grandly called the ‘War on Poverty’. The war was ultimately one of ideas and values. The situation in Ireland reflected these debates and, ultimately, the power of the rich to curtail the rights of the poor. Social policy and the widening gap between rich and poor emerge at the core of anti-poverty strategy in a society moving sharply in that direction. The welfare state is very much consigned to the shadows of this debate, reflecting its ideological marginality in Irish political discourse.
