This research aimed to anlayze the implementation of border management policies in Riau Islands Province, which at the provincial level, state border management policies were coordinated through government bureaus and borders. Research problems included the coordination of the implementation of state border development programs that have not yet been integrated, the weakness of institutional institutions that oversaw national border policies and the needs for commitment by state administrators to be carried out in the form of programs/ activities in border areas. This study used a qualitative approach with descriptive methods. Data analysis was conducted based on George Edward III's Policy Implementation theory, covering aspects of communication, resources, disposition and bureaucratic structure. The conclusion of this study was that the implementation of sectoral coordination and ego was still a problem, including bureaucratic fragmentation with diffused subjects, making implementation of policies less directed and integrated. Strengthening the border issues became the development program in the Riau Islands Provincial Government to to improve the welfare of the people in the border areas. The program should be then included in the Regional Development Plan (RPJMD).

This article was written with the aim of discussing the situation of the people who live on the borders of the Unitary State of the Republic of Indonesia, which are classified as far from the reach of the government regarding justice and justice. The lack of concern for the conditions of life in the border region is a rebellion which has an effect on the sense or spirit of people's nationalism towards their own homeland. The method used in this article is a case study type qualitative approach. This article explains the definition of justice obtained from accountable sources and in this article discusses the conditions and situations of the people who live in the border area as a measure for the realization of equitable justice and justice. This article can later be used as a reference in realizing the welfare and justice of communities in border areas.

In the Riau Islands Province which is a problem in the border region, among others, is the very wide stretch of border areas, still lack of management of potential and natural resources both state and private, handling border areas that have not been maximized and are still partial or sectoral, education and welfare levels which is still low compared to people in neighboring countries such as Singapore and Malaysia, the lack of security and defense facilities and infrastructure which can lead to weak supervision of violations of state borders, and the lack of integration of programs and activities in border area development.The formulation of the problem in this study is: How are the efforts to Build a Border Area in the Riau Islands Province in order to find a solution to improve community welfare on the front islands. The aim of the study was to find out how the government's efforts in Building Border Areas in the Riau Islands Province in order to improve Community Welfare on the Leading Islands. This study uses library research methods, namely by using secondary data from sources that are used as objects of research, both books or literature, electronic media (internet sites), online media, which have to do with the problem of this research. Data collection in this study was conducted using library studies. The efforts made by the Riau Islands Provincial Government to find solutions to improve the welfare of the people on the leading islands are the Launching of the Integrated Border Area Movement Development Program (Gerbangdutas) in Natuna Regency, Accelerating rehabilitation of habitable homes, markets, schools, health centers, Village and Village Development Acceleration Program (P3DK), efforts to resolve national borders, and increase electrification, especially in small islands and remote areas through the construction of solar power plants, micro hydro power plants and power plant technology development Electric Power and construction of ports / piers in the border area. On the other hand, because of the strategic nature of the Riau Islands Province, it needs to be supported by good connectivity, especially sea connectivity. Therefore, a number of ports and ferry boats are built which are a priority so as to reduce intra-regional and inter-regional disparities. Batam as a city that also borders directly with neighboring Singapore is used as an industrial, tourism, shipping and service area. Another form carried out in the context of building border areas is by implementing the Sea Toll Program. It is expected that with the relationship between sea ports, there will be smooth delivery of goods to border areas. The Sea Toll Program is carried out, especially for the Riau Islands Province because the Riau Islands region has many seas. Whereas in the field of infrastructure, especially related to infrastructure, the Provincial Government of Riau Islands and PT. PLN in Riau Region and Riau Islands faces many obstacles, especially for border areas with many disruptions and constraints, especially because the condition of the Riau Islands is the sea, in addition to weather and climate factors which are often uncertain and the absence of port loading and unloading facilities.

The existence of a market is one indicator of the economic activities of the people in an area. This research is motivated by the lack of optimal management of the Buduran Market by the Industry and Trade Office of Sidoarjo Regency. It can be seen from the supporting facilities and infrastructure in the Buduran Markets which are still inadequate and poorly maintained. This study aims to determine how the implementation of community market management policies in Buduran Market, Sidoarjo Regency. The research method used in this article is a descriptive research method with a qualitative approach by using a qualitative approach. The results show that the implementation of the people's market management policy has been implemented, but there are still problems in its implementation. The conclusion of this research is the implementation of the people's market management policy in its implementation is still not optimal, this can be seen from the indicators of the success of policy implementation.

This research discussed the implementation of training and development programs in an organization. Undertaken deep interview as a method, it was reviewing the training and development programs of PT Bank Negara Indonesia Cabang Pasar Klewer di Surakarta (BNI CPKS) that covered the nature of training and development programs, training and development process, and behavioral aspects of the process. This research used the qualitative approach, consisted of literature theories and previous researches also explored analysis from the author by deep interview to 15 employees including management level of existing company’s unit/departments. The analysis was undertaken through collecting data first, presenting the training and development programs and then comparing them with the relevant theories. By having a well-implemented training and development programs, it was hoped that the effort would result from the accomplishment of short-term, midterm, and long-term goals of the company. As the conclusion, the work of training and development programs at BNI CPKS in overall is considered poor. The Human Resource Management, which is under administration level has no right to run its main responsibilities, which are to coordinate and arrange company’s training and development programs. Almost process of training and development program is set by central (Jakarta) or regional (Semarang) office. In addition, the behavioral aspect negatively affects to the training and development programs of BNI CPKS, inducing all management levels to participate the training and developments programs as a formality.

Leadership has long been recognized for having a significant impact on teacher learning. While research on development programs for mathematics teachers has suggested a change in focus from teachers being passive participants to becoming active learners in practice-based development programs, little is said about how this change in focus affects the principals’ role as leaders of teachers’ professional development (PD). In response to this, the presented study investigates how a Norwegian school management team facilitates and supports its mathematics teacher’s PD in their first year of participation in a particular practice-based development program. Findings from the study show that supporting teachers’ PD is easier said than done. The study highlights the importance of building teachers’ sense of ownership and having a shared overarching goal for participating in a practice-based development program. Moreover, there must be a structure and a practice for development work at school if a plan for development in practice is to be successfully implemented and fulfill teachers’ need for continuous development support. Based on the findings from this study and the use of cultural historical activity theory (CHAT) and the activity system, the article suggests that at least two prerequisites must be present for practice-based development programs to serve as mediating artifacts for teachers’ PD. First, the roles involved in the development work must be defined so that the work or goal-directed actions divided between the people in the shared community act towards the same object. Second, the school leader needs support in his work as a leader of teachers’ PD.

The construction of public participation has paid his dues. This is that in realizing development projects readily undergoing a failure that empowers people. The rural infrastructure development program (PPIP) is development programs community empowerment. Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Pengkalan Kuras, Langgam, Kuala Kampar, and Bunut Subdistrict, Pelalawan Regency. Petalangan tribe has various cultures in the traditions of life. A good introduction to cultural heritage by the next generation can strengthen the nation's tradition in responding to the increasingly severe challenges of the future in this era of globalization. Cultural heritage in the form of moral-spiritual inheritance, one of which is obtained and known through the tradition of belief in the traditional proverb that exists in the community. The traditional adage in the Petalangan community, among others, explains the perspective on community life. This study aims to describe the style of language in the customary proverb that is related to the perspective of life in society. This research uses a qualitative approach with descriptive analysis method. The data source used was the book entitled Pepatah Adat, Istilah, dan Kosa kata Masyarakat Petalangan Kabupaten Pelalawan, Riau. There are 16 traditional proverbs used as data in this study, which then obtained 3 language styles based on sentence structure and 2 language styles based on meaning. By knowing and learning the style of language in this traditional proverb, the philosophy of life and aesthetic tastes of the people of Riau can be understood. Petalangan merupakan salah satu puak asli di Provinsi Riau yang bermukim di Kecamatan Pengkalan Kuras, Langgam, Kuala Kampar, dan Bunut, Kabupaten Pelalawan. Suku Petalangan ini memiliki beraneka kebudayaan dalam kehidupan. Pengenalan yang baik terhadap warisan kebudayaan oleh generasi penerus dapat memperteguh tradisi bangsa dalam menjawab tantangan masa depan yang semakin berat dalam era globalisasi ini. Warisan kebudayaan yang berupa warisan moral-spiritual, satu di antaranya didapatkan dan diketahui keyakinan terhadap pepatah adat yang ada pada masyarakat. Pepatah adat dalam masyarakat Petalangan antara lain menjelaskan cara pandang mengenai hidup bermasyarakat. Penelitian ini bertujuan mendeskripsikan gaya bahasa di dalam pepatah adat yang berhubungan dengan cara pandang dalam hidup bermasyarakat. Penelitian ini menggunakanpendekatan kualitatif dengan metode analisis deskriptif. Sumber data yang digunakan adalah buku Pepatah Adat, Istilah, dan Kosa kata Masyarakat Petalangan Kabupaten Pelalawan, Riau. Terdapat 16 pepatah adat yang dijadikan data dalam penelitian ini, yang kemudian diperoleh 3 gaya bahasa berdasarkan struktur kalimat dan 2 gaya bahasa berdasarkan makna. Dengan mengetahui dan mempelajari gaya bahasa dalam pepatah adat ini dapat dipahami filsafat hidup dan cita rasa estetika masyarakat Riau.
