The influence of the globalization process on the world food market as a basic element of ensuring the domestic needs of the national economic system and affecting the level of economic security of individual states is analyzed. It is shown that the effectiveness of the import substitution policy pursued in the Russian Federation is related to the sanctions pressure and the devaluation of the national currency, while increasing the level of food security associated with self-sufficiency in basic food products is accompanied by a drop in the quality of domestic producers' products. Formation of a quality and safety management system for food products is possible within the framework of the creation of regional agro-industrial clusters, the use of which will also make it possible to apply the available technological, human and scientific and production potential more efficiently through more optimal interaction between economic agents.

The article is devoted to the study of the influence of the development of innovations on the economic security of the regions. Based on the assumption that innovative development plays a key role in the process of ensuring the economic security of the region, the authors proposed a system of indicators for assessing the innovative component of the economic security of the region, including the indicators of economic security reflected in the Decree «On the Strategy of Economic Security of the Russian Federation for the Period up to 2030». The impact of innovations is realized through the achievement of the goals of ensuring the country's security, among which is the dynamic and progressive development of the economy. The authors proposed a methodology for assessing the innovative component of economic security based on the scoring method, developed an assessment scale for interpreting the results of calculations, assessed the innovative security of regional economic systems of the Federal Districts of Russia for the period 2015–2019. As a result of the analysis, factors were identified that hinder innovative development and negatively affect the provision of economic security at the regional level: underdevelopment, low efficiency of the innovation infrastructure, reduction of internal costs for research and development, a decrease in the number of developed advanced production technologies, and others. It has been established that the economic security of a region depends on its ability to perceive innovations, while institutional factors have a significant impact on the pace of development. The work has improved the methodological tools for diagnosing the innovative security of the regions of the Russian Federation by optimizing the system of criteria for its assessment. The results of the empirical studies carried out confirmed the possibility of practical use of the developed methodology for diagnosing the innovative security of the regions of the Russian Federation and identifying priority areas for its improvement.

The article describes in detail two key elements of Russian food security: self-sufficiency and the potential of the domestic food market. It is these two factors that are regulated at the state level through the standards included in their composition. The article shows how the state policy of the Russian Federation for the regulation of food markets changed from the reform period to the present. Our studies have shown that the strengthening of measures for import substitution after 2014 has not yet allowed us to achieve complete self-sufficiency in all types of food. This is partly due to objective restrictions (for vegetables and fruits) and insufficient efforts to develop the industry (dairy and meat cattle breeding). In addition, by those types of food, according to which the thresholds of self-sufficiency are made, the dependence on imports is shifted to the area of industries that provide means of production (seeds, technique, etc.). A detailed analysis of food imports showed that after 2014 its volume decreased (as a result of a reduction in the effective demand and growth in agricultural production), while its commodity structure has practically changed. Analysis of the capacity and structure of the food market of the Russian Federation showed that the Russian population in long-term dynamics due to low income is not balanced. In addition, the reduction of disposable income over the past 6 years leads to a change in the structure of consumption towards an increase in the share of cheap poor-quality products. Thus, the issue of ensuring food security remains relevant and paramountable at the state level.

The article is devoted to the problem of ensuring the food security of the Russian Federation and the issue of import substitution in the context of increasing geopolitical confrontation, the adoption of sanctions and retaliatory measures, and the deterioration of the economic situation due to the pandemic. The article examines the dynamics of the processes of ensuring the country's food security in the last three decades. The expediency of using the import substitution policy as a tool for ensuring food security is justified. Recommendations are formulated to optimize the processes of import substitution and increase the level of food security. The authors propose comprehensive measures based on current global trends in macroeconomic development and the state of food security in the Russian Federation. Special attention is paid to the expediency of carrying out large-scale work on scientific justification, strategic goal setting and planning, the development of multi-variant scenarios for the development of the situation in the field of food security under the influence of changing factors, with the involvement of a large number of experts and the use of advanced approaches and modern methods.

The article analyses the level of food security of the Russian Federation as a determinant of political risk in the agricultural sector of the country. The author presents calculations of indicators of ensuring food independence of the Russian Federation on priority types of food products; assesses the level of import dependence of the agricultural sector; regards the dynamics of personal food consumption in the country. The author notes that at present, the domestic agricultural complex operates in conditions of constant economic and geopolitical transformations. It directly affects the emergence and growth of political risk in this sector of the economy. Sanctions imposed on Russia by Western countries since 2014 predetermined the direction of development of the agricultural sector of the Russian Federation and revealed the need for thinking long-term and systemic solutions from the state in the field of import substitution and improving the quality of life of the Russian population.

Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term “food security”. Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.

The modern economy of the Russian Federation is in a difficult foreign economic situation, due to the sanctions pressure forced import substitution in a number of sectors of agricultural production. The sanctions imposed by developed countries led to a response from Russia, which imposed an embargo on certain groups of agricultural raw materials and food products. The aim of the research is to develop and implement software for fuzzy cognitive modeling of the level of food security in the context of import substitution, taking into account food exports. To determine the perspective directions of numerical estimation and increase the level of FS in modern Russia, by modeling and justifying import substitution, the method of fuzzy cognitive mathematical modeling is used, which allows us to build models of the evolution of the emerging level of interaction of key factors of the simulated system. The conducted cognitive modeling of the FS level showed that import substitution increases infrastructure costs and has a positive effect on the overall economic situation, as it determines the development of production. The study of the mutual influence of the import substitution factor, within the framework of ensuring the required level of FS, is limited by the existing conditions, largely determined by the sanctions pressure on the Russian Federation. It is shown that a promising area of research is the analysis of the sensitivity of the cognitive model to the influence of all key factors, as well as the search for factors that are most responsive to the control actions of the governing bodies.

Subject. I devise a system approach to identifying and evaluating threats in ensuring the economic security of regions. Objectives. The study focuses on threats to the socio-economic development of regions in difficult geopolitical situations and determines how they can be eliminated. IT is important to determine key threats to the socio-economic development and the way they can be eliminated regionally. Methods. The article employs the multilevel and integrated approaches, a set of methods, such as systems, comparative and structural analyses, road mapping. Results. The article sets forth a road map for eliminating threats to the socio-economic development of regions, metrics to monitor the current situation and identify threats. I analyzed the socio-economic development of regions in the Ural Federal District and pinpointed the main threats. I conducted the comparative analysis of indicators to monitor the socio-economic development of regions, illustrative the cases of the Russian Federation, Ural Federal District, Sverdlovsk Oblast for 2018 year-on-year. The Ural Federal District and Sverdlovsk Oblast were found to exceed Russia’s average indicators in terms of directions of eliminating threats. It is indicative of opportunities to effectively employ the high production capacity of the old industrial region. Conclusions and Relevance. To settle directions of the socio-economic development of regions, economic agents should consider the elimination of threats, such as the new industrialization, comprehensive integration of innovation throughout economic sectors, import substitution, integration of production and social sector. The findings can be used by constituent entities of the Russian Federation to comprehensively assess the socio-economic development of regions, discover the main threats, and choose what should be done to eliminate them.

The article discusses the issues of import substitution in the market of agricultural products and resources for their production in Russian Federation, ensuring the country's food security. Research results show that since 2014, when the active import substitution policy began, there have been significant changes in the agri-food trade, characterized by a decline in imports and an increase in exports. However, in different product segments of the market the speed of these changes varies. Despite ensuring the country's food independence for most types of agricultural products, the dependence on the import of resources for its production remains significant. At the same time, the demand for agricultural products remains under pressure from declining household income, as well as a significant income differentiation. In this regard, suggestions were made for making adjustments to the doctrine of food security, primarily in terms of assessing the economic affordability of food. Also, an assessment was made of the changes made to the state program for the development of agriculture in conjunction with the strategic objectives of the development of the Russian Federation defined for the period up to 2024. The need to ensure consistency between the tasks assigned to the agro-industrial complex to achieve the country's food security, increasing the export potential of the domestic agri-food products and resources allocated for development, was noted.
