AbstractThe pandemic has made deeper problems more transparent and has stimulated many to realize that there may be an opportunity over the next period to pursue much needed innovations in learning. In this essay we describe the ways in which the pandemic has provided the conditions for new human development that joins two powerful forces: the pulsar model which elevates human potential with respect to student learning, and new, deeper forms of collaboration that have long eluded those interested in system change. In this article we show how ‘spirit work’ and collaboration can combine to develop schools systems that are essential for coping with the new post-pandemic conditions facing humanity. We also identify spinoff opportunities arising from the pandemic, and a corresponding pressure that could generate more widespread system improvement designed to improve learning for all, including advances in both equity and excellence.

The article highlights the problems and prospects of human development, which is the basis for the long-term strategies of social and economic growth of different countries and regions at the present stage. Submitting strategies of this type provides an opportunity to focus on individual empowerment and to build a favorable environment for effective management decisions in the field of forming, maintaining, and restoring human potential. The analysis of the Vinnytsia region human potential dynamics in the regional system of social and economic development factors was carried out. Application of generalized assessment of the regional human development index components allowed the identification of the main trends that characterize the formation of human potential of the territory, including the reproduction of the population, social environment, comfort and quality of life, well-being, decent work, and education. The article emphasizes that despite some positive changes in the social and economic situation of the region and in assessing the parameters of its human development level relative to other regions of Ukraine, Vinnytsia region is now losing its human potential due to negative demographic situation and migration to other regions and countries. The main reason for such dynamics is proven to be related to the outdated structure of the region's economy, the predominance of the agricultural sector, the lack of progressive transformations in the development of high-tech fields of the economy. An important factor is the low level of urbanization of the region, which leads to the spread of less attractive working conditions and less comfortable living conditions. The key factors that cause the growth of urbanization in the region have been identified, including the significant positive impact of the transport and social infrastructure expansion, the lack of which in rural areas leads to a decrease in the level and comfort of life. Without progressive structural changes in the economy and the resettlement system, the loss of human potential will continue.

The article argues that considering the individual as an economic and social actor in a socio-economic System makes it possible to look into various aspects of human development at different levels in interrelation. The main indicators of the economic and social subsystems are analyzed, which characterize the development of human potential in Russia in the period 2010-2019. A number of measures for the development of social responsibilities of the state, charity and volunteering have been substantiated.

The article examines how the moral values inherent to human-oriented economy are being shaped in actual Russian society. For this purpose, the author analyzes the peculiarities and contradictions of the value aspect that were characteristic of the national human potential during the Soviet period as compared to the values of modern Russians.  An assessment is made of feasibility and prospects for partial regeneration of the Soviet value system including non-acquisitiveness, disapproval of social inequality, respect for education, and striving for challenging job.

Study of labor potential most actually from a line item of an assessment of implementation of potential of the person in the given working conditions as gives a certain idea of the strong and weaknesses of control of regional development as a whole. The characteristic of labor potential is provided in this article taking into account two pacing factors of its formation and development: 1) human potential (potential of human development), 2) potential of regional social and economic subsystems. Authors gave detail statistical data across Primorsky Krai, the population characterizing a standard of living, expected life expectancy in case of the birth, a health care status, an education level — indexes which define component values of an index of the human development, published in the annual report «About human development in the Russian Federation». The assessment of perspectives and threats of reproduction of labor capacity of Primorsky Krai has the high practical significance. Special attention is deserved by calculation of security of strategy of social and economic development of Primorsky Krai made by authors till 2025 human resources. Support of the high level of quality of life of the population is offered As the main action for increase of use and development of labor potential of the researched region.

Introduction. A socially oriented state should strive to provide conditions for the harmonious development of its citizens. The solution of this task is often associated with a number of difficulties and threats, and therefore requires a detailed scientific substantiation. The purpose of this study is to trace the change in Russia’s position in world rankings in terms of humanitarian development, identify the main driving forces, problems and suggest ways to solve them. Materials and Methods. Data from the United Nations, Federal State Statistics Service of Russia and publications by scientists involved in the study of this problem were used as the materials for this research. The methods of demographic, economic and statistical analysis were employed. Results. The dynamics of the human potential of Russia has been characterized: in 2018, Russia first entered the group of countries with a very high level of human development. The main problems in human development in the Russian Federation have been identified: low standard of living, long-term permanent decline in real monetary incomes of Russians (2014–2018), a high degree of material inequality, low life expectancy of the population, high excess mortality of certain categories of the population, a sharp drop in the number of students enrolled in higher education programs (per 1,000). Discussion and Conclusion. In order to strengthen the human potential of Russia, it is necessary to concentrate efforts on overcoming supermortality, increasing productivity and the availability of quality education while reducing infant and maternal mortality, income inequality. The results of the study can be used by the authorities when planning and adjusting socio-economic development programs related to population management, to the organization of health care and education, and the fight against poverty.

Abstrak: Kohlberg sangat memperdulikan perkembangan manusia, sehingga dia mengemukakan tiga tahapan perkembangan potensi manusia, sedangkan Islam sebagai agama yang rahmatan lil ‘alamiin sangat memperdulikan perkembangan manusia, sehingga mengemukakan konsep tentang perkembangan tersebut dalam hadits dan al-Qur’an. Persamaan antara kedua teori tersebut adalah sama-sama mengungkapkan tahapan-tahapan perkembangan anak dan perkembangan potensi anak. Kemudian juga mengungkapkan tahapan pendidikan yang harus dilaksanakan kepada anak supaya anak dapat berkembang sesuai dengan bakat alaminya. Perbedaannya mulai dari perbedaan epistemologi dan juga perbedaan pengembangan konsep fitrah.   Kata kunci: Potensi Anak Usia Dini, Teori Kohlberg Abstract: Kohlberg really cares about human development, so he put forward three stages of human potential development, while Islam as a religion which is rahmatan lil 'alamin really cares about human development, so he put forward the concept of this development in the hadith and the Qur'an. The similarities between the two theories are that they both reveal the stages of child development and the development of children's potential. Then also reveal the stages of education that must be carried out to children so that children can develop according to their natural talents. The differences start from differences in epistemology and also differences in the development of the concept of fitrah.   Keywords: Early Childhood Potential, Kohlberg's Theory

Ухудшение качественных характеристик населения (показателей здоровья, уровня культуры и образования) необходимо относить к наиболее значимым негативным факторам социального развития России и ее регионов. В статье дана оценка современного уровня развития человеческого потенциала в России и субъектах Дальнего Востока России на основе данных индекса человеческого развития (Human Development Index – HDI). Проведено сопоставление HDI России HDI с некоторых стан Европы и Азиатско-Тихоокеанского региона, имеющих самые высокие значения (баллы) индекса за период 1990–2018 гг. В межстрановом сравнении выявлены наиболее проблемные компоненты человеческого потенциала для России. В межрегиональном сравнении за 2000–2016 гг. проведена группировка регионов по HDI, направленная на выявление и сравнительную оценку перспективности субъектов Дальнего Востока России по формированию, развитию и возможному сохранению человеческого потенциала. С помощью корреляционного анализа выявлена зависимость между значением инвестиций в основной капитал на душу населения и индексом HDI, а также составляющими его индексами долголетия, доходов. Результаты группировки субъектов Дальнего Востока России по HDI и по качеству жизни населения за 2010–2016 гг. в определенной степени совпадают. Показано, что сдерживающими факторами социально-экономического развития регионов, а следовательно, низких значений HDI и индексов качества жизни населения являются недостаточное развитие социальной сферы, низкие уровень и качество жизни населения, ухудшающие качество человеческого потенциала и препятствующие его повышению. Необходимо проводить более эффективную политику в социальной сфере с акцентом на увеличение бюджетных и привлечение частных инвестиций в экономику регионов. The deterioration of the qualitative characteristics of the population (health indicators, insufficient level of culture and education) should be attributed to the most significant negative factors in the social development of Russia and its regions. The article assesses the current level of human development in Russia and the Far Eastern regions on the basis of human development index (HDI) data. The HDI of Russia is compared with that of some countries of Europe and the Asia-Pacific region, which have the best values (points) of the human development index for the period of 1990–2018. In a cross-country comparison, the most problematic components of human potential for Russia were identified. In the interregional comparison for 2000–2016, a grouping of regions by HDI was carried out, aimed at identifying promising and less promising subjects of the Far East for the formation, development and possible preservation of human potential. Using the correlation analysis, the relationship between the value of investment in fixed assets per capita and the HDI index, as well as its indices of longevity and income, is revealed. The results of the grouping of FER subjects by HDI are confirmed by the types of regions according to the quality of life of the population for 2010–2016. It is shown that the low level of development of the social sphere, the level and quality of life of the population, which reduce the quality of human potential and prevent its increase, are the constraining factors of the socio-economic development of the regions and, therefore, low HDI and QOL values. It is necessary to pursue a more effective social policy, with a focus on increasing budgetary and attracting private investment in the regional economy.

In the context of the global concept of human development, human development is one of the ultimate goals of economic growth, which is embodied in the development strategy of the regions, Chernihiv region in particular. Demographic indicators of the region have a negative trend. In 1995-2019, the population of the region decreased by 27.5%. Migration growth is also negative. As a result, the regional human development index is low (16 out of 22 positions). To radically change the situation, administrative and social measures are required above all for "comfortable life", "social environment" and "decent work" blocks. In the context of decentralization of power, these issues should be solved at the regional level. The article presents the most acute problems and priority measures that will improve the human development index. The creation of new jobs will reduce the unemployment rate, which is at the level of 11.2% of the economically active population. Besides only by increasing household incomes it will be possible to raise the share of expenditures on health care, education, and cultural development. In 2017, households in Chernihiv region in the village spend UAH 214.80 on health care per month per household, for education - UAH 9.60. per family, in the city - UAH 337.55 and UAH 103.76, respectively. Leisure expenses also differ significantly and amount to UAH 155.45 in the city and UAH 43.42 in the village per month per household. The development of competencies and skills on the basis of lifelong learning will allow equalizing the personnel imbalance in the labor market. The approximate financial plan for 2021-2023 for the implementation of the program “Human Resources Development” is UAH 2,102,801. Implementation of the main provisions of regional human development policy will ensure the optimization of the territorial organization of regional economic systems, increase the efficiency of social production, improve the quality of life of the territorial communities’ population, and accelerate region’s development.

The relevance of the human development study in the context of mobile processes is substantiated. The difference between human development and the level and quality of life, well-being, human resources development, and sustainable development is determined. Problematic aspects of human development in Ukraine are analyzed. Negative economic determinations of human development in Ukraine intensify mobile processes, which is confirmed by the migration situation. The country's economy is becoming dependent on migration, which creates numerous risks of socio-economic and political nature. It is necessary to develop the conceptual foundations of human development policy in a highly mobile society for their leveling. Such a policy is proposed to be considered as a set of measures aimed at forming a favorable internal environment of human life with respect for the rights and freedoms of choice and movement, preserving the possibility of return and protection of citizens regardless of location. An appropriate concept for the formation of human development policy in a highly mobile society in Ukraine should be developed. The concept should combine three blocks of goals: general provisions of security, principles of regulation of movements, which apply to all categories of mobile persons, the purpose of which is to preserve social unity in conditions of a highly mobile society by increasing its spiritual and informational mobility; internal mobility with the aim of ensuring the redistribution of human potential according to the peculiarities of regional development, the high-quality infrastructure of internal movements for the formation of flexible relational human space, as well as direct and indirect impact on mobility through improving the human development environment (output vector). The latest paradigm of human development of a highly mobile society should be formed on the basis of the concept implementation in the ideological plan at the national level.
