The present paper concerns the theoretical and methodological foundations and development of recommended practices for managing the innovative development of food industry business entities. The analysis of scientific and methodological approaches to the management of innovation activities and their possible application to the management of innovative development of food industry enterprises has been carried out. Management of business entities innovative development has been considered as a set of processes and activities of the management cycle, forms and methods of its organization, aimed at ensuring the innovative development of business entities, achieving the stated mission and innovative goals using a targeted impact on the components of the innovation potential. The key problems of innovative development of food industry enterprises have been identified. The article summarizes the dayto-day realities and defines the prospects for innovative development of food industry enterprises amid the pandemic.

The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

The article presents the research findings on optimization of funding sources, the selection of the structure of sources of investment assets accumulation and developing practical recommendations for effective managerial decision-making on the choice of relevant financing alternatives for innovations funding. Evidence is provided that efficient performance of innovative enterprises contributes to the overall national economic development and makes a significant source of budget replenishment at all levels. Enhancing innovative entrepreneurship is a critical economic driver that challenges effective government support and investment. Under limited availability of investment assets there is an urgent need to identify the best method of their distribution, in particular, to estimate a rational share of investment which could be used to foster innovation activities. Implementation of the national economy and business entities innovative development model depends critically on the availability and accessibility of multiple investment sources. This issue is particularly acute for business which lays the basis for the development of the key sectors of economy. The paper seeks to substantiate an adaptive procedure for the investment structure optimization to facilitate innovative development of economic entities subject to optimality criteria, from the perspectives of both the investment recipient and the investor. A methodological approach has been suggested that allows for better visual perception to evaluate the contribution of particular investment sources in increasing the efficiency of investment process to boost business innovative development, compare different options for choosing the investment structure as well as to optimize the structure of an investment package.

The article presents the results of research of separate aspects of the process of complex assessment of the strategic management level of the enterprise innovative development on the basis of the methodology of multi-purpose analysis of the situations of making managerial decisions in conditions of uncertainty, conflict and risk. An appropriate system of generalized and partial indicators of the functioning of the enterprise, which influence the level of its innovation development, is formed. It includes: 1) a subsystem of the indicators of a generalized assessment of the state of organizational, technical and economic development of the enterprise; 2) a subsystem of effective quality indicators for assessing the level of strategic management of innovative development of the enterprise. In order to carry out the analysis of the factors impact on the results of the innovation activity of the enterprise, a modified aggregate rating criterion is chosen. It is based on the average geometric value of the detailed indicators. The above-mentioned facts allow obtaining integrated assessments of the level of strategic management of innovative development of the enterprise by reducing the negative impact of the levelling of individual indicators, the values of which fall out of the general trend of the studied processes. It is noted that the property of taking into account the antagonism of the economic environment is inherent to the recommended for use in the process of integrated assessment of the level of strategic management of innovative development of the enterprise by the average geometric meanings of the detailed indicators that characterize the situation of making innovative decisions. Thus, to some extent, it is possible to take into account the continuous overall impact of the competitive environment of the enterprise. In order to carry out an in-depth study of assessments of the level of strategic management of innovation development and innovative activity of the enterprise as a whole, a structural diagram of construction of a functional of estimating the integral indicator of the formalized situation of making innovative decisions is formed. The basic scheme of estimation of the level of strategic management of innovation development of the enterprise is developed. According to this scheme, we have determined the key stages of the research. They are the monitoring of key partial performance indicators of an enterprise, which affect the final results of innovation activity; the assessment of the organizational and technical level of development of productive forces of the enterprise; the integral assessment of the level of security and effectiveness of strategic management of innovation activities; the integrated assessment of the level of effectiveness of strategic management of innovative development of the enterprise. The indicator "stock of financial strength" has been determined as a priority indicator in assessing the situation of the adoption of innovative solutions.

The essence of the concept of «innovation potential» as an economic category highlights the essence of the concept of innovation potential and scientific approaches to its interpretation. The concept of «innovation potential» has become «a conceptual reflection of the phenomenon of innovation activity». An enterprise can develop innovation activities only if it has sufficient innovation potential. Innovative development depends on the size and structure of the innovation potential. That is, if an enterprise has the necessary resources, it can develop and implement various innovations in its economic activities. If innovation opportunities are limited, then it is necessary to increase them and choose a follower strategy, that is, to implement improving technologies. Innovation potential as a set of resources, the use of which will lead to the achievement of advantages and strategic goals, needs to be increased and developed. The views of various foreign and domestic scientists on the concept of innovative potential are systematized. Various scientific views of domestic and foreign scientists on the essence of the concept of innovative potential are studied. Interpretation of the concept of innovation potential can be carried out from different approaches, namely: structural-functional, integral, behavioral and process approaches. Each approach has its own understanding of the essence of innovation potential. Scientists have not yet given a general definition of the concept of innovation potential, so depending on the scope of application, innovation potential can be considered as a set of material and non-material resources, as a process of using innovations in economic activities, as the ability of an enterprise to adapt the internal environment to change environmental factors with the use of available resources and opportunities. The components of innovation potential are characterized in accordance with various scientific approaches. It is proposed to define the innovative potential of the enterprise as a set of integrated characteristics, existing and hidden opportunities that allow efficient use of innovative resources (raw materials, labor, information, technology) through innovative competencies and innovative organizational skills to achieve innovative development goals.

Innovation plays a decisive role in the long-term perspective of an enter-prise. The relevance of the research topic is determined by the need for knowledge and understanding of the theoretical foundations and patterns of formation, structure, sources of increase, assessment methods and directions for the effective use of innovative potential. This knowledge will make it possible to evaluate and develop new areas of innovative activity of the enterprise. Also form an effective strategy for the innovative development of the enterprise. This is a prerequisite for its competitiveness. The purpose of the study is to determine the components of the innovative potential of an enterprise and analyze approaches to assessing the innovative potential of an enterprise in order to effectively manage its development. Innovation potential is the main category that reflects the state of the innovation component in the development of any enterprise. The author's approach to defining the components of the innovative potential of an enterprise is presented. The review of the factors influencing the formation and development of innovative potential is carried out. Assessment of innovative potential is a complex task that requires an integrated approach. The purpose of assessing the innovative potential is to obtain complete and objective information about the state of internal subsystems, which is necessary for the successful innovative development of all enterprise subsystems. A review of modern methods for assessing the innovative potential of an enterprise is carried out. There is no consensus on the issues of assessing and predicting the level of innovation potential and the effectiveness of innovation activities of enterprises. When considering the techniques, the general disadvantages inherent in most theories were highlighted. The conclusion is made: when assessing the innovative potential, it is necessary to take into account the innovative capabilities and the current level of innovative activity of the enterprise. The information processing process is the final stage of the analytical work to assess the innovative potential. Information processing techniques and techniques are important elements in conducting an assessment.

The manufacturing industry for a long period of time remains the most important and vital economic activity in the international arena, is a priority in ensuring the security of the state, forming the structure of export trade, promoting the development of other industries. In carrying out the research, the main problem that is relevant in today's conditions is identified - the main imperatives of the development of processing industries on an innovative basis. The peculiarities of the innovation activities of the processing industries, including through the development of scientific and industrial parks, clusters were covered in their scientific works by eminent specialists. The problems of functioning of the food and metallurgical industries on an innovation basis, including through the creation of organizational forms of innovation, are actively investigated by scientists. However, it requires a more detailed further study, in particular, in the development of proposals for the improvement of legislative and other regulatory acts on the activities of scientific, industrial and technological parks, clusters, which can be mechanisms for the innovative development of processing industries. The setting of tasks consists in defining the basic principles for the development of innovative activities of the processing industries in the context of Ukraine’s European integration the study of the main trends in the innovative development of the processing industry in Ukraine in recent years, as well as the development of proposals for improving legislative and other regulatory acts on the activities of science parks, industrial and technological parks, clusters. The aim of the study is to identify innovative aspects of the activities of industrial enterprises of the processing industry of Ukraine. The main methods that were used in the process of conducting a study are analysis, statistical, comparisons, research of documents, legal regulation. Review of domestic experience in the functioning of the processing industry, in particular the food industry and the development of metallurgy in Ukraine in modern conditions of European integration. The features of the current state of development of the food industry in Ukraine are investigated. An assessment of the main economic indicators of the domestic food industry on an innovative basis. The positive aspects of development and the factors constraining the functioning of the food industry are identified. The main development trends are analyzed, the problems and risks of the innovation activities of domestic metallurgical enterprises are identified. Potential areas of cooperation in the functioning of the food and metallurgical industry, particularly in the aspect of the development of special forms of organization of innovation in the context of Ukraine’s European integration, are substantiated. Certain features of the institutional support of the functioning of the processing industries of Ukraine on the basis of innovation. Developed proposals for the further functioning of the processing industries in Ukraine. The field of application of the research results is socio-economic development. One of the main prerequisites for sustainable economic development of the country is the accelerated expansion of the processing industry in Ukraine. The growth of the level of competitiveness of domestic producers is possible through the introduction of institutional mechanisms of state regulation. Considerable attention should be paid to increasing the volume and quality of products in the food and metallurgical industries through systematic technical and economic renewal of enterprises, introduction of innovations that contribute to creating high-quality and safe products, creating and developing forms of organizing innovative activities, as well as attracting investments and creating favorable investment climate.

The problems of valuating and recording the value of innovation objects in the system of accounting and reporting are investigated. It is argued that one of the factors hindering the development of innovation is insufficient information support covering a set of primary and consolidated data, the organization of storage of accumulated information and methods of its presentation and transformation. The main valuation models used by business entities to include the value of innovation objects in the economic transactions are identified. It is established that the commercial use of innovation objects requires calculation of market or other value. The main methodological approaches to valuation of innovation objects  and their impact on the formation of the value of innovation objects are proposed, taking into account these objects’ characteristics, specifics of the economic activities in which they are exploited, and availability of information on a group of objects, which determines the choice of appropriate valuation approach. The ways of valuating innovation objects at company level are highlighted. Methodological approaches to recording business transactions with innovation objects in the accounting and reporting system are elaborated, which will contribute in the sound assessment of innovation objects and their correct recording in the accounting system of a business entity and ensure effective management of innovation.

The article aims at studying the trends in the current state of the innovative activity at Ukrainian enterprises and its financing. The current state of the innovative activity at Ukrainian enterprises is analyzed; the financing of such an activity is explored. Trends in the innovation activities of Ukrainian enterprises during 2015–2019 indicate the presence of significant problems and a low level of innovation development, which, in turn, has a negative impact on product competitiveness and economic development, in general. So, according to the Global Innovation Index-2019, Ukraine ranks 47th among 129 surveyed countries. As for industrial enterprises, only 782 of them are innovatively active, making up 15.8% of their total number. It has been found out that the introduction of innovations in industrial enterprises in Ukraine is slowing down due to the lack of financial resources. The financial resources of enterprises remained the main source for funding innovation during 2015–2019. The role of the state in financing innovation is not significant, so almost the whole financial burden falls on business entities, which naturally hinders the increase in the innovative activity at enterprises. The problems of innovative development of enterprises in Ukraine have been identified and it has been established that the current state of innovation is a consequence of the lack of strategic vision and consistent state policy in transiting Ukraine to an innovative development path. The results of the research carried out shows the necessity of designing the Strategy for innovative activity development till 2030.

The article examined the prerequisites, potential opportunities and prospects for the innovative development of the national economy. The views of leading foreign and domestic scientists on the role of science and innovation in ensuring the dynamic development of countries are revealed. It was determined, that in the works of these scientists it was substantiated, that the sustainable dynamic development of the national economy can only be ensured by the country, that comprehensively supports the activities of scientific, research institutions and business entities that implement innovative projects. The legislative base of Ukraine and the activity of institutions whose task is to ensure the innovative development of the national economy are analysed. It is highlighted that the legislative and normative acts regulating research and innovation in Ukraine during the period of independence were not systemic and were not provided with full-fledged state funding, which caused the loss of competitiveness of a significant part of domestic products in the Ukrainian and international markets. It is determined that despite the permanent financial and economic crises over the past thirty years, Ukraine has managed to maintain significant scientific, innovative and industrial potential, which, if used effectively, can ensure the renewal of domestic products and access to world markets. It is shown that the priority financial support by the state of research and innovation activities of the relevant entities is the only effective way to ensure the dynamic development of the country. The ways of financial stimulation of innovative renewal and the national economy dynamic development ensuring are proposed. The necessity of increasing government spending on financing scientific activities and introducing benefits for enterprises’ implementing innovative projects has been substantiated.

The assessment of the state of the innovation sphere of Poland in relation to the world level shows that Poland has educational and scientific potential allowing to produce scientific ideas and developments but the level of their commercialization remains low. As a result, Poland lags in terms of such criteria for the development of innovation sphere as labor productivity and financial support for innovation activities. The methodological basis of the study is the theory of fuzzy sets and the matrix approach — in modeling the selection of strategies to stimulate innovative development of industrial enterprises. The construction of a matrix of strategies is based on the diagnosis of the total potential of industrial enterprises and the level of its implementation in the innovation sphere. Modeling of the selection of innovation development strategy for industrial entities based on the use of fuzzy set theory in assessing the level of investment attractiveness and innovation potential of enterprises is carried out. Based on the proposed methodological approach, the strategic directions of innovative development of three Polish industrial enterprises are substantiated.
