The paper presents an assessment of the current state of grain production in the region, determines the main sectoral strategy of increasing the economic efficiency of grain production. The comprehensive analysis of the development of the industry made it possible to compile a correlation and regression model of the grain yield and leguminous crops, which allowed determining the most significant factors – the expenses of fertilizers, plant protection agents and the maintenance of fixed assets. A methodological approach to the grouping of regions according to the level and efficiency of grain production is proposed, which allows identifying the main zones of concentration and specialization of grain production. The formation of the regional grain cluster, uniting all participants in the production, processing and sale of grain and grain products, stimulating an increase in the volume of grain production in agricultural organizations of the region by 2024 up to 13614.3 thousand centners, the profitability of the industry – up to 31.04 % is substantiated.

In view of the significant increase in grain production in Russia, a methodological approach is proposed to analyze the significance of regional factors of grain crop yield growth in the country in recent years, especially against the background of the lack of expansion of acreage under grain crops. Based on the results of the calculations, the effectiveness of the influence of climatic, financial, infrastructural and production factors on the growth of grain yield was described. It is concluded that various factors had different effects on the growth of grain crop yields in regions with high-, medium - and low-intensity grain production complex. The role of reducing the influence of financial factors on the growth of grain yields and a sharp increase in the role of agro-climatic conditions is noted. The revealed trend of increasing depreciation of fixed assets of agriculture as a whole is particularly emphasized, with a slight increase in the volume of their renewal and modernization in the leading regions in terms of grain crop yield growth. Without taking appropriate measures to reduce the depreciation of fixed assets in the near future, this will result in a sharp decline in the achieved volumes of grain production in the country.

The purpose of the article is to conduct a comprehensive analysis of the efficiency of grain production in Ukraine, to identify priority factors of influence and to justify directions for its further improvement. Research methods. In the process of research a number of methods were used: abstract-logical - to formulate conclusions; comparative analysis - to compare the efficiency of grain production and identify trends in their change; tabular - for a visual representation of the results of the study; statistical - in determining the variation of production volumes and efficiency indicators of grain crops; calculation-constructive - for calculation of indicators of efficiency of production of grain crops and substantiation of their normative indicators; monographic - when detailing the current level of efficiency of the grain economy of Ukraine; factor analysis - to determine the factors influencing the profitability of grain production. Research results. Research has established a trend of stability of grain production in Ukraine. The progressive dynamics of growth of size and transformation of structure of expenses for production of grain crops is established, imbalances between growth of expenses and results of managing of commodity producers of grain crops in the context of regions of Ukraine are revealed. A comprehensive analysis of indicators of absolute and relative efficiency of grain production. The factor analysis of change of indicators of profitability of production of grain crops in Ukraine is carried out. The levels of normative prime cost and equivalent price of 1 ton of winter wheat and corn for grain are calculated. The main directions of increasing the efficiency of grain production are proposed. Scientific novelty. Methodological and practical aspects of studying the efficiency of grain production and substantiation of the directions of its increase have been further developed. Practical significance. These approaches and research results can be used by public and sectoral authorities in the organization of monitoring and development of priority measures to improve the efficiency of the domestic grain industry. The purpose of the article is to conduct a comprehensive analysis of the grain market of Ukraine and justify priority measures for its further stabilization, increase competitiveness and increase efficiency. Research methods. In the process of research a number of methods were used: abstract-logical - to formulate conclusions; comparative analysis - to compare indicators and identify trends in their change; tabular - for a visual representation of the results of the study; statistical - in determining the variation in the volume of grain production; calculation and design - to develop balances of cereals and justify their forecast indicators; monographic - detailing the current state and problems of the grain market of Ukraine; graphic - to illustrate market trends in the studied grain market. Research results. The tendency of significant growth of production and export of grain crops in Ukraine is revealed. It is investigated that there is a steady increase in supply in the grain market, which is formed mainly due to production volumes. The result of a comprehensive analysis of export flows in the grain market of Ukraine is a developed forecast of grain exports. The forecast balance of grain and leguminous crops by main types has been developed. The price situation on the domestic grain market in terms of major crops is analyzed and the world grain market situation is studied. Priority measures have been systematized that will contribute to the further development of the domestic grain market and the strengthening of Ukraine's leading position in the world grain market. Scientific novelty. Methodological and practical aspects of studying the problems of the grain market and developing directions for sustainable development of the grain complex of Ukraine have been further developed. Practical significance. These approaches and research results can be used by public and sectoral authorities in the organization of monitoring and development of priority measures to increase the competitiveness of domestic grain potential in world markets. The level of providing the population with livestock products at the expense of their own production largely depends on the development of grain production, which is an important strategic component of the country's food security. Achieving this goal is possible only with the stable functioning of the entire agricultural sector, the main direction of which is to increase the volume of grain production and increase the economic efficiency of its organization and management. Grain farming is the basis of agricultural production, which has a decisive influence on the development of all its branches. In connection with the above, the analysis of the state of grain production in the Russian Federation in the conditions of transition to export-oriented production becomes relevant. In this connection, the analysis of the sown areas of grain and leguminous crops in farms of all categories, in the context of the main categories of farms of the Russian Federation, was carried out. In addition, a study of the yield of grain and leguminous crops in the context of the main categories of farms of the Russian Federation was conducted, all this allowed us to state that the intensive development of grain production for the period from 2016 to 2020. it became possible due to a change in the structure of sown areas, an increase in the yield of grain and leguminous crops. Thus, in the main category of grain producers, the gross harvest increased by 8.1 %, amounting to 93.2 thousand tons. in peasant (farm) farms, the volume of grain production increased by 17.7 % or from 33.47 to 39.41 million tons. In the households of the population, the gross grain harvest was distinguished by a downward trend – from 1023 thousand tons to 858 thousand tons, or by 16.1 % compared to the level of the base year

Grain production has always been and is a strategic branch of the country’s economy. Grain, being the main food for people, presents itself as a necessary element of fodder for the production of livestock products. Therefore, the grain industry is an indicator of the level of development not only of agriculture, but also of the country’s economy as a whole. In addition, grain acts as a technical crop, as a raw material for the production of alcohol, starch and biofuel. Grain production is a source of income for agricultural producers. It is easily possible to realize as it is constantly demanded production. But here it should be noted the need to continuously increase production volumes, both by expanding the sowing areas, and increasing the productivity. So it is necessary to work on improving technology, applying fertilizers, plant protection products against pests and diseases. In order to increase the economic efficiency of grain production for agricultural producers, along with the increase in output, special attention should also be paid to product quality. In many farms, more accurately in most of them, the quality of grain is low, the content of gluten in it is only 14-17%, and therefore it can be used only as feed for livestock, as it does not meet the requirements of food grains. In this regard, as a result, the low price of its sale, which leads to low profitability of agricultural producers. As a result of our research, it is established that 70-75% of grain in the Republic of Tatarstan does not meet the food criteria. Rainy summer of this year formed a record harvest not only for winter crops, but also for all spring crops. At the same time, it is the main factor of poor quality products. However, there are many examples where, in such conditions, they have obtained high-quality grain. A positive example is the activity of “Krasnyy Vostok”, agricultural holding, where the gluten content is 27-28%. This is achieved through the use of promising varieties, for example winter wheat “Moskovskaya 39”, and “Moskovskaya 40”. We studied the territory of the Volga of Zelenodolsky municipal district, where 32.7 thousand hectares is the land use of “Krasnyy Vostok” agricultural holding. Here, the productivity of winter wheat of these varieties was 56 centners per hectare in standings at the elevator. The gluten content was 27-28%. This indicator is only at a level of 14-16% at all neighbors. We have established the factors that led to such high results.

In the production of planting material, it is important to choose a healthy, highly productive source material, with typical varietal characteristics, and, if necessary, their disinfection), as well as reliable protection against dangerous pests at further stages of cultivation. This requires a scientifically based methodological approach and phytosanitary measures in several areas. First of all, it is required to study and classify in detail hazardous pests and pathogens, select methods for accounting and identifying in accordance with their degree of danger and the quality category of planting material. Apply comprehensive measures to prevent the entry of pests in the territory of growing planting material and timely eliminate the centers of potential threat.

The article presents the current state of soybean grain production in Russia. The necessity of using ecological methods of its cultivation is shown. Some of the existing methods of growing soybeans without pesticides and mineral fertilizers are described. Also given are examples of biological protection of soybeans against weeds, diseases and pests.

In order to identify the technological level of crop production development in the federal districts of the Russian Federation a rating assessment of technological efficiency was carried out using the methodological approach of calculating the Technological Efficiency Index for the period from 2016 to 2020. Each federal district has a rating based on the calculated indices in statics and dynamics for the main crops are cultivated in the country, including grain and leguminous crops, corn for grain, sugar beet, soy, potatoes, vegetables, fruits and berries. As a result, of the conducted research were obtained the rating assessment for the dynamic index of technological efficiency taking into account the calculation of the average indicator for 2016-2020, the growth rate and the prevailing technological features of the district as of 2020. The obtained results of the rating assessment allowed us to identify the five federal districts of the leaders in the technological efficiency of crop production in Russia. This rating approach can be used in relation to various territorial units and is adapted to any agricultural crops.

Целью исследования являлась оценка двухфакторной производственной функции, характеризующей взаимосвязь обо-рота микропредприятий от величины заработной платы работников и потока инвестиций в основной капитал. Рас-смотрена производственная функция, аналогичная функции Кобба-Дугласа, без ограничений на сумму степеней при факторах. Исследование базировалось на статистических пространственных данных, использовалась информация по 82 регионам России за 2017 г. Производственная функция представляет собой эффективный инструмент управления. Полученные новые знания имеют научное и практическое значение. The goal of the research was to estimate the two-factor production function, which characterizes the relationship between the microenterprise turnover and the employees rate of wages and the flow of investments into the fixed assets. The research examined a production function similar to that of Cobb-Douglas function, without the restrictions on the sum of degrees under factors. The research was based on statistical spatial data; using the information on 82 regions of Russia for 2017. The production function is an effective management tool. The new knowledge obtained is of scientific and practical im-portance. The methodological approach and tools proposed in the article for evaluating the production functions, describing the set of the microenterprises activities in the regions, can be applied in scientific research on the entrepreneurship issues, as well as in justifying the programs of this economy sector devel-opment at the federal and regional levels. The methodology and tools that were used in the research process can be applied in similar studies in the countries with a significant number of territorial (administrative) units. Further research is related to the evaluation of production functions for a set of microenterprises that are specialized in various types of economic activities, as well as those located in municipalities of specific regions.

The paper deals with the problem of comprehensive analysis of heat supply reliability for consumers. It implies a quantitative assessment of the impact of all stages of heat energy production and distribution on heat supply reliability for each consumer of the heat supply system. A short review of existing methods for the analysis of fuel and heat supply reliability is presented that substantiates the key approaches to solving the problem of comprehensive analysis of heat supply reliability. A methodological approach is suggested, in which mathematical models and methods for nodal evaluation of heat supply reliability for consumers are developed and the studies on the impact of different elements of fuel and heat supply systems on its level are described. Mathematical modeling is based on the Markov random processes, models of flow distribution in a heat network, deterministic dependences of thermal processes of heat energy consumption and some other models.
