The development of public sewerage systems in Slovakia is significantly behind in the state of supply of drinking water. The number of inhabitants connected to the public sewerage system in Slovakia is considerably lagging behind in the state of the population supplied with drinking water, by about 28.4% less in the number of connected inhabitants. Designing sewerage in urbanized areas improves the quality of the environment and the quality of life of townspeople and municipalities. The aim of the paper is the processing of basic information about the current status of the affected area, designing alternative solutions for the sewerage subject area, a comparison of alternatives for proposed activity and the rationale for the selection of the optimal solution. An area of interest for the design of sewerage is the Čierna Lehota – Slavošovce – Rochovce agglomeration, which is located in the Košice Region in eastern Slovakia. The problem of this agglomeration is the method for the disposal of wastewaters, which are disposed of in non-ecological septic tanks or discharged directly into a local stream. In the paper are three proposals in the form of three different variants of sewage system according to relevant standards and documentation. At the end of this paper, an evaluation of the individual variants is presented.

The article highlights the author’s approach to improving coopera- tion mechanisms of the State Border Service of Ukraine with public organiza- tions and population. There has been analyzed public control as a means their cooperation and priorities of improving the cooperation, particularly, forms and methods of organizing citizens’ feedback, introduction of the assessment pro- cedure of the efficiency of the SBSU and population and public organization. There have been stated conceptual pillars of the public control development in the SBSU, developed by the author, including public control forms and resource provision. There has been considered a mechanism algorithm of the public par- ticipation in the development of the border administration through submitting petitions or proposals concerning a legally enforceable enactment draft (or the legally enforceable enactment currently in force). There has been represented a mechanism model of discussing legally enforceable enactments and public peti- tions, developed by the author. It is noted that one of the mechanisms of interac- tion of the SBSU with the public is effective public control, which becomes an in- tegral part of ensuring national security and political stability. The conditions of permanence of Ukraine's threats in the border area, and in certain areas and their exacerbation, along with further reforms of the institutes of Ukrainian statehood, cause the problem of establishing and implementing public control in the border area as an important and urgent one.It is proved that public control is intended to determine the correctness of the military-force policy in the border area, the validity of the scale and optimality of the forms of activity of the border guards. In accordance with all this, in the subject area of public control should be: political decisions on issues of border security, including international agreements; the expediency and validity of government programs for the provision and reform of the border authorities of Ukraine, assess- ment of the effectiveness of these programs and the procedure for making changes to them.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

Purpose The purpose of this paper is to identify the influence exerted by a quality management system (QMS) under ISO 9001: 2015 on the quality of public services organizations in Mexico. Design/methodology/approach The methodological design was quantitative, explanatory, observational and transversal, for which a sample of 461 public servants from the state of Guanajuato, Mexico was obtained. To test the hypotheses, a structural equation model (SEM) was developed through the statistical software Amos v.21. For the analysis of the data, software SPSS v.21 was used. Regarding the goodness and adjustment indices of the SEM (χ2 = 720.09, df = 320, CFI = 0.933, TLI = 0.926 and RMSEA = 0.05) which, therefore, proved to be acceptable. Findings According to the results obtained through the SEM model, the QMS under ISO 9001: 2015 is positively and significantly influenced tangible aspects (β1 = 0.79, p < 0.01), reliability (β2 = 0.90, p < 0.01), related to response quality (β3 = 0.93, p < 0.01), guarantees (β4 = 0.91, p < 0.01) and empathy (β5 = 0.88, p < 0.01) of the quality related to public services in Mexico. The study’s key contribution is that it discovered that implementing a QMS in accordance with the ISO 9001: 2015 standard has an impact on the quality of public services, with the most influential quality of response. Similarly, the assurance and dependability of service quality turned out to be important in providing public service quality. Research limitations/implications In this paper, the QMS was only evaluated as a variable that intervenes in the process of obtaining quality in public service under the ISO 9001 standard in its 2015 version. In this regard, the results’ trustworthiness is limited to the extent that the findings may be generalized in the state of Guanajuato, Mexico’s public service. As a result, the scientific community is left primarily focused on service quality to promote new future research. Practical implications The ISO 9001: 2015 standard’s QMS is one of the tools for success in both the commercial and government sectors. However, there are practical limitations, which focus on the time during which managers exercise their vision in the public sector: first, the dynamics that managers play in public policy; second, the length of time they have served in public office; and third, the interest of directors of public institutions to improve the quality of service provided by the government. Other practical consequences concern organizational culture and identity, public servant commitment, senior management or secretaries of government, as well as work and training. Originality/value The findings of this paper are important and valuable because they foster knowledge generation in the public sector through the ISO 9000 quality area. A model that permits the adoption and implementation of a QMS based on the ISO 9001: 2015 standard in public organizations that seek to provide quality in their services offered to the user is also presented to the literature. Similarly, the paper is important because there is currently insufficient research focusing on the variables examined in the context of public service in Mexico.

<p>Os atos, condutas e comportamentos do Poder Público gozam de presunção de legitimidade, gerando, em diversas situações, expectativas nos indivíduos. Pode o Estado, no uso de suas prorrogativas, violar aquelas expectativas, causando efeitos negativos à ordem econômica, por despertarem desconfiança e instabilidade nas relações com o Poder Público. Delimitada a ênfase do presente trabalho à função administrativa do Estado, visou-se compreender o princípio da proteção da confiança como instrumento de tutela da expectativa legítima do indivíduo, por impor limites à Administração Pública na anulação de atos administrativos. Nessa situação, viu-se que referido princípio pode conflitar com a legalidade e a autotutela, sendo o caso de se buscar um juízo de ponderação, que resultará na manutenção do ato ou na sua anulação, esta podendo ser com efeitos <em>ex tunc</em>, com efeitos <em>ex nunc</em> ou com a modulação temporal dos efeitos para um determinado momento futuro.</p><p> </p><p>The acts, practices and behaviors of the Public Power in the exercise of legitimation, can generate, in several situations, expectations in individuals. The Estate, in use of its prerogatives, can breach expectations, generating a negative economic response, lack of confidence and instability in its relations. Thus, the principle of protection defends the preservations of these state acts, which effects extend in time, giving the individual an expectation of continuity, even if they are illegal or unconstitutional. Delimiting the emphasis of the present work on the administrative function of the State, it was intended to understand the principle of the protection of trust as an instrument to protect the legitimate expectation of the individual, for imposing limits to the Public Administration in the annulment of administrative acts. In this situation, it was seen that this principle may conflict with legality and self-assessment, being the case of seeking a weighing judgment, which will result in the maintenance of the act or its annulment, this being possible with the temporal modulation of the effects for a certain future moment.</p><p> </p><p> </p>

The Sharia Hisba is an integrated Islamic system of pillars and construction whose theme is enjoining good and forbidding evil, and aims at stabilizing societies and the supremacy of virtue and high morals in it, and rejecting vice and bad morals from it. The legal public prosecution system is an accusatory system that seeks to safeguard the right of the state and the right of the individual to the public order to ensure a society free from apparent crimes, and a regular picture of the state and individuals is formed in a coherent body without chaos. The Hisba system is a symbiotic social system that moves through the community’s control of the community, while the public case system and its tools from the Public Prosecution and other institutions is a deterrent institutional system that moves in the light of the law and deals in accordance with its principles and limits.

Ntroduction. The assessment of water quality and safety of centralized water supply systems in the Primorsky Krai was carried out in order to assess hygiene levels of public health risks associated with drinking water from the distribution network. Material and methods. The data of laboratory studies on sanitary and chemical parameters in drinking water of the distribution network of the Primorsky region were used. Hygienic assessment of drinking water was carried out according to regulatory requirements, the effect of summation of biological effect was calculated. The work used methodological recommendations for calculating the index of chemical water pollution and the utility coefficient, as well as a guide for assessing the health risks of the population when exposed to chemicals of a non-carcinogenic and carcinogenic nature. Non-carcinogenic and carcinogenic risks were calculated for all potable water of centralized water supply based on the average daily intake dose and the reference dose of chemicals supplied with drinking water. The risk profile for carcinogenic and non-carcinogenic effects was achieved by comparing exposure levels with reference concentrations (safe) for human health. The risk profile for the combined effects of chemical compounds is based on the calculation of the hazard index (HI). A study on carcinogenic risk was carried out for substances that are identified as carcinogens according to the classification of an international agency for the study of cancer. For the analysis and statistical processing of information, the program "MS Excel" was used. Results. An assessment of the sanitary and epidemiological safety of centralized systems of domestic and drinking water supply in the region showed that the highest contribution to poor health is made by the content of arsenic, nitrates, iron, silicon, and petroleum products in drinking water. According to the values of hazard indices, the skin and mucous membranes, the central nervous system, the immune system, the endocrine system, the circulatory and digestive organs are exposed to adverse effects from chemicals in drinking water. The individual carcinogenic risk ranges from negligibly small to the upper limit of acceptable carcinogenic risk. Assessment of the potable water value indicator revealed a deficit situation in calcium, sodium, fluorine and general mineralization of water. The risk assessment for arsenic, tetrachlorethylene, and chloroform, which have carcinogenic properties and are the most important pollutants of drinking water, has shown that the individual risk levels for these substances are within the first and second ranges, which corresponds to the allowable and maximum allowable risk. Discussion. Arsenic concentration in adults was found to be not detected with risks greater than one, while for children, the non-carcinogenic risk from arsenic exceeded the level of safe exposure (HQ> 1), because children are more susceptible to toxic substances due to their relatively large volume of respiration and the rate of gastrointestinal absorption (due to greater permeability of the intestinal epithelium), and also due to the immature system of detoxification enzymes and a relatively lower rate of excretion of toxic chemicals. According to the level of non-carcinogenic risk for children, nitrates follow arsenic. Nitrates have a hypoxic effect, increasing the concentration of the irreversible form of hemoglobin - methemoglobin. The toxicity of nitrates is related to their transformation into the human body into nitrosamines. As a result, the child's organism responds more sharply than in adults to the presence of chemicals in the water. The general mineralization of drinking water is one of the integral index of the quality of drinking water. Calcium and magnesium deficiency can be an independent risk factor for the development of various diseases and manifest pathologies of the cardiovascular system: coronary heart disease, hypertensive disease, myocardial infarction, etc. The tap water is known to be is not overloaded with carbonates, since they can lead to spoilage of water pipes. Therefore, to enrich the water with calcium and magnesium, the technology of creating bottled water uses mineral additives, which means that such water can become an additional source of minerals. Conclusion. Sanitary and hygienic assessment of centralized systems of domestic and drinking water supply in the Primorsky Territory has shown that the quality of drinking water depends on the concentration of arsenic, nitrates, iron, silicon and petroleum products. It should be noted that with the daily use of water from the distribution network throughout life, the likelihood of developing harmful effects on the health of adults and children is insignificant.

The implementation of national projects requires a new quality of prosecutorial oversight so that the human rights and law enforcement potential of the prosecutor’s office really contributes to the development of a democratic rule of law. The prosecutor's office as one of the state legal institutions plays an extremely important role in the public and state life of the Kyrgyz Republic. As you know, the successful implementation of socio-economic and socio-political transformations in the state largely depends on existing laws, the observance of which the prosecutor's office is called upon to monitor.

Parliament in the course of a century after 1547 became almost certainly the best-recorded institution in Britain. This essay considers the nature of institutional memory in the late sixteenth-and early seventeenth-century House of Commons. It concerns firstly the nature and quality of institutional memory, and how, while it relied considerably on non-inscribed memory, it changed with the growth of the written record. It discusses the importance of precedent to parliamentarians, and how precedents were identified and selectively used. But more broadly it considers how written records, both of a formal and official nature and a private and unofficial kind, were developed over the sixteenth and seventeenth centuries in order to generate a narrative about parliament that helps to consolidate its landmark status. As a result, parliament came to be recognised and revered as the key institution in the relationship between the state and the individual.

This chapter suggests a human rights–based justification for national basic income schemes, contrasting it with justifications based on welfarist principles or notions of entitlement to a share of the global commons. Starting from the premise that a state is a collective enterprise that generates a surplus, it contends that any human being who is an “obedient” member of that state has a right to some share of the surplus. That right—which arises from the relationship between the individual and the state, and is independent of need—could justify the entitlement to a basic income. Such income should be provided in cash, not in kind, because the latter risks depriving the individual of the enjoyment of his share of the surplus—in effect, forcing him to forfeit or transfer it to others if he does not use the public goods or services provided by the state.
