A model for assessing the competitiveness of rural areas in the region has been developed, which allows analyzing the parameters of the actual socio-economic situation on the basis of statistical data and expert assessments in order to make management decisions aimed at leveling and mitigating the consequences of crisis phenomena. The system of indicative indicators for assessing the main areas of rural life: economic, institutional, innovative, social, labor, and environmental. The integral indicator of the competitiveness of rural areas based on an assessment of the extent to which the characteristic levels of performance target values, the position of the state management and key customers. To calculate the indicator, we used the multivariate average method, which generalizes the levels of characteristics of the studied sample in order to further rank the elements. The weight coefficients for each component of the model were determined by the expert assessment method based on a survey of respondents – rural residents and experts in the field of rural development. The results of testing the model on the materials of rural areas of the Rostov region are presented.

Using diagnostic techniques based on comparing parameters characterizing economic and environmental indicators, an attempt was made to assess the competitiveness of regional development. The approach to comprehensive assessing competitiveness of the territories in this case is based on building a multidimensional model with a hierarchy. The content of the adaptation mechanism will be the calculation of an integral indicator based on a comparison of statistical data characterizing the state of the socio-economic and environmental spheres of the region, which will make it possible to evaluate and change its competitiveness in the desired direction. The proposed integral indicator is based on assessing the degree of correspondence of the indicators’ characteristic levels to the target values from the position of the state and the main consumers. To obtain an integral indicator for assessing competitiveness, we will apply the multivariate average method, which summarizes the levels of characteristics of the studied sample in order to further rank the elements. The weight of each component of the proposed hierarchical model is determined by the method of expert assessment based on a survey of respondents belonging to teachers of higher educational institutions of agricultural orientation. Depending on the objectives of the study, the model can be supplemented with a number of indicators; in particular, it is of interest to compare the indicators of the export potential of the industries of specialization in the region. Basing on the convergence factors, an integral indicator of the region’s competitiveness is formed.

In modern realities, increasing the competitiveness of products and improving their quality are synonymous, and the search for ways to achieve these goals has become key. This article discusses the concepts of competition and presents one of the effective ways to achieve competitive products in the engineering industry - the qualimetric method of expert assessments. This method is effective, universal and convenient for solving various problems. The application of the method of expert assessments allows the company to constantly improve the shape of its products, determine the necessary quality indicators, increase the material interest of workers, improve working conditions in the workplace and much more. Thus, the method becomes an effective "tool" that allows to maintain a stable position of the enterprise on the market and provide one of the key principles of QMS, TQM - customer orientation, which includes identifying possible causes of product defects and conducting market research to determine customer needs.

Purpose of the study. The main goal of this research is to identify key aspects of expert assessments and offer high-quality recommendations for their improvement.Materials and methods. Foresight is built on the basis of expert assessment method, includes: active formation of the image of the future instead of its probabilistic prediction, focus on identifying key development priorities, participation in the study of key stakeholders, the relationship with the management decision-making process. The methods of analysis used in the work suggest methods of theoretical research in the form of analysis and modeling. In the course of the research, the following tasks were solved: firstly, the Expert model was formed based on the necessary and sufficient criteria for selecting respondents to the foresight study; secondly, the main characteristics of the Delphi method for consensus decisions in expert groups were identified. The research work considers various sources of information, which became the basis for the further development of the Expert model, based on an integrated approach based on the statistical, sociological and economic fields of science.Results. On the basis of bibliometric analysis, important criteria for the selection of experts were highlighted: a practical component, a theoretical component, a creative component, an assessment of belonging to a field of study, an assessment of work in a study, an adjustment of results. The relevance of the selection of an expert greatly influences the result of the foresight, therefore, there is a need for a balanced selection of respondents to the study. Foresight studies have a distinctive feature from other areas in that the result is the achievement of consensus between experts in the subject area. Decision makers are drawn from three areas of activity business, government, science. In this regard, criteria for the selection of respondents were formed, which imply the necessary and sufficient conditions. The necessary criteria are understood as such parameters, without which the characteristics of the expert do not allow the respondent to be an expert for this study. A sufficient condition for the participation of the decision maker in the foresight analysis implies such selection criteria, which are complementary characteristics of the expert, which do not need to prove that the expert is a suitable expert for a specific study. As a result, four necessary criteria for the selection of experts for groups were identified, as well as individual sufficient criteria for each group. The process of carrying out the Delphi method is considered, the advantages and disadvantages are determined, on the basis of which the resulting indicator is proposed the foresight research reliability index.Conclusion. The method of selection of experts allows a comprehensive approach to the problem in the field of formation of expert groups based on the introduction of digital technologies that improves the qualitative characteristics of foresight research. The confidence index, as a result indicator, determines the objectivity of the study based on expert assessments.

The examination for the estimate of the environment effect upon a regional social-economic system for the formation of a knowledge base of a corresponding information system is a sequence of separate procedures. Expert assessments are processed in the corresponding information system (CIS). In the paper there is shown an algorithm for a computation of an expert weight at the formation of a knowledge base of a corresponding information system, and also a mathematical apparatus of expert response processing is presented. The author’s experience in the application of the expert assessment method in the estimate of the presence both a connection force between environment, and a regional social-economic system. For the assessment of the effect force as a mathematical apparatus the theory of a fuzzy set was used. The expert response processing has shown that 487 variants of connections under analysis can be divided into groups of a strong, medium and weal effect taking into account their belonging to the groups Sm . The computation of the concordance factor W and checkup for the expert response co-ordination of this stage of the examination have shown a high degree of coordination of expert opinions. The amount of 445 connections obtained as a result of the examination characterizing a strong and medium influence of environment upon a regional social-economic system were loaded into a knowledge base of CIS as the most sig-nificant ones. The CIS processes and analyzes exami-nation results after which it offers the selection of concrete measures of a management type allowing either increasing, or grading their influence depending on the context. Therefore, the developed CIS increases the efficiency of processing and analysis of expert assessments, which on the whole ensures effective decisionmaking by managers and specialists.

Expert assessments of the ungulate influence on tree regeneration (essay) Roe deer, red deer and chamois browse on shoots of tree saplings or fray and peel their bark. This ungulate influence can be so strong that it changes the composition of the tree species mixture and the number of stems. Repeated expert assessments of tree saplings allow a comprehensive statement about the strength and development of this ungulate influence and provide a basis for discussions about possible actions to be taken. However, this only applies if the expert assessment describes the influence of ungulates objectively, transparently and neutrally. In the text, the authors – members of the working group Forest and Wildlife of the Swiss Forestry Society – propose a concrete procedure for the expert assessment. The core of which is the assessment of the impact of ungulates in four classes. The use of these ungulate influence classes makes it possible to evaluate objectively the vertical growth of main and admixed tree species as well as the vertical growth of ungulate-sensitive and non-sensitive tree species. These classes enable a calculation of the proportion of forest area where browsing does prevent silvicultural objectives from being met with respect to i) the composition of ungulate-sensitive main and admixed tree species and ii) the number of stems (target values for regeneration). A harmonization of ungulate influence classes facilitates the assessment of canton-wide wildlife management units and gener ally simplifies the dialogue between cantons.

Purpose. Analysis of the efficiency of the operation of passenger ships. Methodology. The study was carried out using the method of expert assessments. Findings. Using the method of expert assessments, experts evaluate factors that are difficult to formalize, which allows them to make a well-founded conclusion about the operation of the object under consideration in certain conditions. In the study, such criteria as technical, service, organizational and economic, marketing and safety were proposed as criteria for assessing the efficiency of the operation of passenger ships. The components of these criteria reflect the efficiency of the operation of passenger ships, both from the position of the ship owner and the position of the passenger, which is important for ensuring the demand for water passenger transport services. The sequence of operations, according to the expert assessment of the selected criteria, is as follows: development of the questionnaire; selection of experts; determination of the competence of experts; survey of experts; analysis and generalization of survey results; determining the consistency of expert opinions; implementation of results. The expert assessment method determines the operational efficiency of each vessel and shows how each of the criteria affects the efficiency. And also, it allows you to determine the weight of each criterion, which, in turn, allows you to determine the ways to improve the efficiency of the passenger fleet operation. Originality. The presented method, in contrast to other methods, makes it possible to give a comprehensive assessment of the efficiency of the operation of passenger ships using both quantitative and qualitative criteria. This takes into account the requirements for operational efficiency both on the part of the ship owner and on the part of passengers. Practical value. The results of the research carried out can be used by shipowners to assess the efficiency of the operation of their fleet, the fleet that can be attracted on lease terms, as well as to determine the strategy for increasing the efficiency of the fleet.

Corruption is an extensive phenomenon that is difficult to formalize. Application of the expert assessment method to analyze the effectiveness of the fight against corruption can contribute substantially to the assessment of the anti-corruption movement and the development of the national anti-corruption policy. The purpose of this article is to analyze the gaps in the existing expert assessments and validate an advanced formalized model of corruption assessment with respect to conditions in Russia. Its novelty lies in the methodology of analyzing preferred means of corruption control, proposed by the author, and the formalization of experts’ assessments regarding the subject. The obtained results can be used in the development of systemic anti-corruption policies, given that those anti-corruption tools that receive the highest marks, are of top priority to be implemented first.

Subject. This article explores the economic relations of economic entities concerning effective investment activities, combining elements of investment control and assessment of related risk. Objectives. The article aims to analyze and logically substantiate the stages and types of investment activities of enterprises and investment projects in-progress, as well as define a methodological approach to assessing project risks. Methods. For the study, we used a structural and logical analysis, and deductive reasoning. The methodological base of the study is based on the principles of the theory of finance, investment and risk management. Results. The article defines stages of assessing the financial condition of enterprises and proposes a methodological approach to assessing certain risks of an investment project based on the risk ranking by degree of probability and significance of an event through applying the expert assessment method. The article also presents a practice-oriented risk map for investment projects and clarifies the concept of Investment Control. Conclusions. The results of the study can help address the significant for the Russian economy issue of stimulating and developing investment activities at enterprises, as well as implementing and evaluating the effectiveness of investment projects at the micro-and macro-levels of the country's economy.

Subject. This article deals with the issues related to the formation and implementation of the innovation capacity of the Russian Federation subjects. Objectives. The article aims to develop the organizational and methodological foundations for the formation of a model of the regional innovation subsystem. Methods. For the study, I used the methods of analysis and synthesis, economics and statistics analysis, and the expert assessment method. Results. The article presents a developed basis of the regional innovation subsystem matrix model. It helps determine the relationship between the subjects and the parameters of the regional innovation subsystem. To evaluate the indicators characterizing the selected parameters, the Volga Federal District regions are considered as a case study. The article defines the process of reconciliation of interests between the subjects of regional innovation. Conclusions. The results obtained can be used by regional executive bodies when developing regional strategies for the socio-economic advancement of the Russian Federation subjects.

The research describes one of the approaches to designing a productive mechanism for migration temperature control considering it as an integral qualitative and quantitative indicator of the social and economic problems level associated with migration processes. The analysis of various approaches to studying migration processes impact on socioeconomic situation in recipient countries has been carried out. Some cognitive models have been developed basing on the questionnaire results’ analysis, expert assessments, statistical data. A series of simulation experiments have been carried out using software specially developed to automate the cognitive modeling processes.In the course of our experiments, some changes in the target factor. i.e., in migration temperature, have been detected as a result from different intensity impulses impacting on individual controlling factors. Within the developed models framework, several proposals have been put forward concerning the productive mechanism for migration temperature control.
