The formation and development of the waste processing industry is important in the social and economic life of society. Ensuring environmental safety, rational nature management and minimizing the negative impact of waste on the environment are priority areas for the development of the Voronezh region. Currently, the regional system for managing municipal solid waste is being modernized through the formation of inter-municipal environmental waste processing clusters (IEWC). In this regard, the need to study the issue of assessing the effectiveness of ongoing measures to form an integrated infrastructure for safe waste management is very relevant, especially in the context of digitalization. The analysis of the system of target indicators of the federal and regional levels for the disposal, disposal and disposal of waste. As a result of the study, it was concluded that environmental indicators prevail in the management system in the field of safe waste management. The team of authors examined the variety of properties and characteristics of socio-ecological clusters and, on the basis of a comparative analysis, highlighted criteria by which it is possible to assess the results of digital transformation and the efficiency of the functioning of the sphere of safe waste management in our region. Using the results of this study will make it possible to analyze and control the degree of achievement of the objectives of the regional program for the modernization of the waste management sector in order to make effective management decisions in the context of digital transformation.

In the article the estimation of ecological safety of schemes of handling was executed building wastes that are used presently. А comparative analysis is conducted with the perspective methods of handling wastes (recycling, incineration). Basic indicatos are set for the estimation of ecological safety of construction. The quantitative values of environmental indicators for each of the ways of waste management have been deter-mined. Results show that in terms of the Global Warming Potential, the most environmentally friendly treat-ment was recycling, followed by incineration and lastly landfilling.

The analysis of the structure of consumption of primary energy resources in the world and in Ukraine are carried out. It is shown that in recent decades the share of coal is stable at 25–30 % and does not show a tendency to decrease. Similar patterns are observed in Ukraine too. It is established that in Ukraine the energy potential of reserves of substandard carbon-containing raw materials is commensurate with the deposits of conditioned coal and can be used to increase the country's energy security. At the same time, the deterioration of environmental indicators in the world and in Ukraine requires an increase in the level of environmental safety in the use of carbon-containing raw materials and appropriate environmental modernization of its thermochemical conversion methods. The paper reviews the methods of thermochemical processing of substandard carbon-containing raw materials (pyrolysis and coking, hydrogenation, gasification) and shows that the gasification process, which allows processing of various substandard fuel resources in terrestrial and underground conditions, is the most promising for environmental safety use. It is shown that developed terrestrial gasification methods are characterized by insufficient productivity of gas generators, significant capital costs for their installation and negative impact on the environment. In addition, terrestrial processing of low-quality coal is not a waste-free technology and does not solve the problem of “secondary” gasification residues recycling. Some of these shortcomings can be eliminated by using the method of underground gasification, in which there is no need to extract coal to the surface, and secondary waste remains underground.

Waste management is a systematic, comprehensive, sustainable activity that includes waste reduction and handling. The existence of waste can have a health effect on the environment and society if it is not handled seriously. The influence of waste on the environment that can damage the aesthetics of the environment and for health can indirectly be in the form of vector-borne diseases that breed in the waste. This study was conducted to determine the description of the waste management system in Soe City. The research method used is a descriptive survey where the research is carried out with the main aim of making a picture or description of a situation objectively. The number of samples in this study were 26 TPS and 1 TPA and the managers of each TPS and TPA. The analysis used is univariate analysis. Based on the results of the study, it showed that of the total 26 TPS in Soe City, 3 (11.5%) were in the good category, while 23 (88.5%) were in the bad category. The waste management system that starts from waste sorting is 26 (100.0%) TPS is bad in sorting waste, bad waste collection is 17 (65.4%) while good is 9 TPS (34.6%). The process of transporting waste from TPS to TPA is still bad at 17 (65.4%) TPS and 9 (34.6%) TPS have good category, for waste processing from 26 TPS no one does waste processing, and final waste processing Soe City TPA is still bad at destroying waste. The Soe City Government is expected to pay attention to waste management issues as well as support and facilitate the solid waste management system in Soe City, in order to reduce the negative impact on environmental health and public health

The purpose of this article is to conduct a comparative analysis of customs regulation procedures for the import of vehicles operating in the G20 countries, to determine the possibility of adapting and using their experience in order to improve the customs procedure in force in Ukraine. Since most researches of Ukrainian scientists mainly concern the adaptation of existing customs procedures to the requirements of the Ukraine– EU Association Agreement and the search for ways to solve the problem of shadow schemes of vehicle import, the selected research purpose is relevant. The subject-matter of the study is the procedures for customs regulation of the import of vehicles of the G20 countries. Methodology. To achieve this purpose, a set of general scientific methods was used that ensure the objectivity and validity of the results obtained, namely, methods of abstraction, comparison, analysis and synthesis, generalization. Results. The research results showed that Ukraine is far behind the leading countries in terms of implementing the standards of environmental and technical safety of imported vehicles. If compliance with the requirements of environmental safety, namely compliance with European standards, is still taken into account when importing, then the issues of technical safety are not regulated by the current customs procedure. Secondly, the system of taxes and payments that are paid in Ukraine upon importation, namely duty, excise duty, and VAT, does not provide for compensation for the negative impact of imported vehicles on the environment. Thirdly, comparing the practice of temporary importation of vehicles operating in the G20 countries and Ukraine has allowed highlighting a number of inconsistencies. So, in the G20 countries, only non-residents can use this regime in the vast majority. Citizens of the country are entitled to temporary admission only if strictly defined requirements are met. However, unlike Ukrainian practice, the very procedure for temporary admission implies the absence of requirements for payment of customs duties and other payments, regardless of whether the person who uses it is a resident or non-resident of the country. Practical significance. The conclusions made allow proposing the necessity to amend the current procedure by introducing the practice of confirming the conformity of imported vehicles with the technical requirements for their operation, increasing the tax burden on vehicles with low environmental efficiency, settling the issue of the availability of the regime of temporary admission of vehicles and strengthening control over compliance with this regime. Relevance/originality. Proposals for the adaptation and use of the experience of the leading countries in the field of customs regulation of import of vehicles are a way to prevent the negative phenomena in Ukraine in this area.

The paper analyzes the methodological approaches to the sole environmental-economic estimation of natural measures. The issues of the improvement of environmental-economic mechanism and ensuring environmental safety towards the formation of ecological measures in the construction of oil-gas objects within SOCAR strategy of steady economic development have been studied, the analysis on the waste management within SOCAR carried out and as a result of conducted research, the priorities in the spheres of environmental protection and rational nature management of business entities in the oil-gas industry specified as well.


Siakregency is located in an area that extends from the coast of the sea (the Strait) to the mainland of Sumatra and irrigated by the Siak River which is the deepest river in Indonesia. The dynamics of community and industrial activities in this area have a negative impact on the amount of waste production every day which is not properly managed. This study aims to analyze the waste management in Siak Regency, and to create a waste management model in Siak Regency. The research method used is a survey, literature study, and interviews with the government involved in waste management, private parties / companies and respondents in 14 sub-districts in Siak Regency. The results showed that the waste management by Siak Regency was still low with the existence of environmentally unfriendly waste management practices and the implementation of the 3R System was low. To achieve a good environmentally friendly waste management, the waste management model in Siak Regency is formulated schematically from the existing conditions related to the 5 (five) main points of waste management, namely: (1) promoting the understanding of the concept of zero waste to minimize waste production; (2) developing waste banks and creative waste-based industries and increasing the role of garbage scavengers and collectors to apply the waste sorting method; (3) develop techniques and transportation of segregated waste to facilitate the final waste in the final dumpsite (TPA); (4) carry out a backfill system in local waste processing; and (5) developing an integrated waste processing method to obtain the benefit value of the waste. Abstract In the collective authors’ work, based on the analysis and generalizing of published scientific researches, regulatory and technical documentation and legal acts in the field of waste management and environmental protection, was undertaken an attempt to develop, on a single methodical basis, a set of consolidated resource-saving and environmental indicators characterized the process of prevention environmental hazard caused by anthropogenic influence of waste generated in construction and urban economy.The main purpose of the research is to form theoretical foundations, develop methods for a complex assessment of the environmental hazard of solid urban and construction waste, generated in the process of repair and construction, dismantling works, maintenance of the buildings, exploitation of engineering systems and technical means of buildings and urban services in the life support system of municipalities and regions, in order to ensure protection of the environment and humans from the anthropogenic influence of waste, creating favorable conditions for life of the humanity.In the research was realized scientific and practical tasks: was formulated a hierarchy of priorities for the state of environmental safety; was highlighted the main factors of the environmental hazard of waste of the economy; was developed a mathematical model for an integrated assessment, management (rationing, regulation) of the level of environmental hazard of waste; interconnection and consolidation of environmental and resource-saving indicators was carried out on a uniform information and analytical platform for a comprehensive assessment of environmentally safe waste management. The results of the research can be used in the investigation and engineering work related to the assessment of the anthropogenic impact of waste on the environment, planning measures to prevent it.

In the Strategy for socio-economic development of the Voronezh region for the period until 2035, one of the main problems in the field of waste management is the rather low level of waste involvement in economic turnover. Improving of the current situation is expected by introducing resource-saving and low-waste technologies; implementation of a territorial and regional waste management program, as well as through the creation of an environmentally friendly waste management infrastructure. The implementation of these measures is expected within the framework of the state program "Protection of the Environment and Natural Resources" in order to increase the level of development of human capital and the quality of life of the population of the Voronezh region. In a scientific study a comparative analysis method was used. This article discusses the essence of the concept of the infrastructure of a waste processing cluster, infrastructure facilities are classified. The urgency of creating and the need to develop the infrastructure of a waste processing cluster on the territory of the Voronezh region is formulated. The main problems of the transition to a new waste management system are identified.

Social entrepreneurship development in Ukraine is a priority guideline based on the creation and improvement of government policy on ecosystem orientation and inclusion, which provides public access to tourism and natural resources. The main component of inclusive development of social entrepreneurship emphasizes the basic principles of its existence, such as the ability to achieve one’s own goals, despite the economic effect of one’s activities. In the quantitative comparative analysis and need to reach economic indicators, the main factors are determined by the idea of inclusive development in nature management, as a field of activity in which not only the state but also multidisciplinary international organizations invest. The aim of the article is to identify opportunities for inclusive nature management development in social entrepreneurship in Ukraine by summarizing the existing practice of using indices and identifying indicators that will correspond to inclusive nature management parameters. Determining the position and directions of social entrepreneurship development in Ukraine was determined using an index approach, which, in contrast to others, allows one to identify indicators that characterize the sphere of development on economic and environmental influence of the country on the basis of inclusivity. The analysis of international rating assessments and Ukraine’s place in them requires a rethinking of existing approaches to the search for economically feasible ways to improve socio-economic and environmental indicators and their rating positions. The method of multi-indicator immersion is used in the article to identify the main indicators of economic, inclusive growth and social components, which are due to the experience in nature management and characterize the development of social entrepreneurship. The calculations of the Inclusive Development Index of Social Entrepreneurship in Ukraine as a consolidated index according to the geometric formula, which comprised synthetic indicators of the human capital index to outline the inclusive range of components, brand index and index of environmental indicators, proved that today the ecological state of environment and health of the population have a significant negative impact on economic growth and welfare of the population.

Abstract Annotation. The results of a study on the water quality, bottom sediments and coastal soil based on the level of anthropogenic pollution by heavy metal compounds and organic polutants are presented. The most commonly used integral and complex indicators used to assess the environmental safety of territories have been calculated. A comparative analysis, using the Shannon Biodiversity Index, highlighted the total pollution index (Zc) as the most informative, among those analysed, in terms of the impact of anthropogenic pollution on biota. The results established a methodology for assessing the environmental safety of territories that needs to be improved. By using the Maximum Permissible Exceedance (MPE) indicator, objective data will be available when determining the negative impact of pollution of natural environments on the state of ecosystems.
