Modern realities of sustainable development of the agro-industrial complex require new trends and tools. The article considers digital technologies as one of the key parameters for the development of the agricultural sector of the economy in increasing production efficiency. The greatest emphasis is placed on the formation of territorial - innovative models of the agrarian sector of the republic’s economy, considering the growth of the gross domestic product, but at this time, the agrarian sector is not technologically modernized enough for the development of these platforms. First of all, it is necessary to resolve the issues of staffing with highly qualified specialists, which will allow to deploy digital technologies and reduce costs by 23%, since the average cost savings in land use using GPS navigation technologies is 11-14%, with differentiated fertilization - 8-12%. In addition to the growth of economic components, this development path ensures the environmental safety of agricultural production.

The article is devoted to the problem of modern science studying the process of digitalization of the agrarian sector of the economy and the search for theoretical approaches to the typology of the ongoing digital transformation of agriculture. The main directions of the introduction of digital technologies in the agricultural sector are considered by the authors from the point of view of the two dominant approaches today ¬ “instrumental” and “project”, which have their own advantages and disadvantages.

The agricultural sector of the economy is system-forming for Ukraine, guarantees the provision of food security of the state, forms the basis for the development of rural territories, influences environmental security, stimulates the development of other sectors of the economy. The level of financial security of the agrarian sector of the Ukrainian economy is caused by a number of factors, such as seasonal nature of production, limited shelf life of products, price disparity, low profitability, etc. Therefore, the purpose of the article is to analyze the development of the agro-industrial complex of Ukraine and the activities of the leading agroholdings of Ukraine, as well as to develop proposals for strengthening the financial security of the agricultural sector based on the results obtained. The goal of the study is based on a systematic approach and comparative economic analysis. The methodological basis is the general scientific methods and mechanisms for ensuring the financial security of enterprises. The conducted research has made it possible to establish that in recent years the financial security of the agricultural sector in Ukraine is carried out mainly through a set of programs, each of which is aimed at improving production efficiency. Over the past five years, capital investment and credit in agriculture have increased significantly. The article substantiates the need to manage the financial security of agro-industrial enterprises at the present stage of socio-economic development of Ukraine. The practical significance of the obtained results is determined by the fact that the conclusions and proposals can be used in the formation of the financial security strategy of the agricultural sector and the development of a mechanism for its implementation.

The article discusses the main directions and forms of adaptation of agricultural production experience to integration into digital platforms for the functioning of the agricultural sector. The informational and statistical basis of the study is determined; a circle of modern research centers that deal with the use of digital technologies in the agricultural sector is outlined; the technologies used in the agricultural sector are classified based on the cliometric approach, that demonstrated by analyzing the yield of grain crops in Russia from 1850 to 2019. Digital platforms for the functioning of the agro-industrial complex are highlighted, allowing to implement areas and forms of adaptation of agricultural production experience to integration into them. Concrete recommendations are given on the use of digital technologies in the field of agricultural production from the standpoint of increasing the competitiveness of agro-food products.

The paper features digital technologies in satellite farming and introduces a quantitative methodology to evaluate various types of their effectiveness. The authors determined the main types of efficiency and components of evaluation and substantiated the algorithm of analysis. The paper also contains a list of related economic, environmental, and social components, as well as a set of formulas and dependencies. The methodology for assessing the effectiveness of digital technologies has a two-block structure. The first block determines the needs and opportunities for the implementation of digital technologies and helps to define the enterprises that may benefit from digital technologies. The second block involves a direct evaluation of the results and efficiency of the digital technologies to be implemented and substantiates management solutions. The paper describes approaches and procedures that help to assess the biological, technological, and economic benefits of digital technologies for an agricultural enterprise. The authors quantified the structure of the environmental effect of the introduction of digital technologies and introduced some dependencies can determine profitability and cost recovery indicators. The research used the methodological approach to assess the environmental and social efficiency of digital technologies for an agricultural enterprise. The approach corresponds with the requirements of sustainable agricultural development declared by the UN. The results can be used by enterprises of the agro-industrial complex and suppliers of digital technologies.

Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Today there are serious difficulties in staffing of agricultural economy. The article analyzes the reasons for the decline in the level of staffing in this sphere. There are objective factors that are associated with the urbanization process at the global and regional levels. In Russia this is accompanied by the change in t social expectations of rural youth. At the same time, there is still a rather high need for staffing in specific sectors of agriculture. It is obvious that with the introduction of digital technologies and modern agrobiotechnologies, automation and robotization of agricultural sector, the list of specialties and competencies of agricultural workers will expand. The authors pay due attention to the problems of employment of graduates of agricultural universities. As an example of a positive solution to this problem, the issues of organizing employment of graduates of Kazan State Agrarian University (KSAU) are considered. The authors believe that the paper will be useful to the heads of agro-industrial complex and agricultural universities in the further development of theoretical and practical issues of agricultural sector staffing.

Digitalization in the article is considered as a key factor in the further development of rural areas and agriculture. Attention is paid to the backwardness in the digital development of our country from world powers and to significant interregional as well as intersectoral imbalances in the digitalization of the economy and society as a whole. Objective and subjective reasons for the insufficient use of digital technologies in the agricultural sector are given, taking into account regional specifics. The main drivers of agribusiness digitalization and the potential for their use in the region are identified. Particular attention is paid to the problems of the development of electronic commerce in the agricultural sector, distance learning for rural schoolchildren and agricultural specialists, Internet services for rural residents, the use of ICT in agricultural production.

The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

The modern directions of the implementation, application and use of modern digital technologies in the agricultural sector are reviewed and evaluated. The implementation of the Digital AIC platform will create a new model of economic behavior of agricultural producers and give them additional income, many times exceeding all state support for the AIC. A methodology for the analysis and synthesis of the implementation of digital technologies in the Russian agro-industrial complex has been formed in the article, which will allow to determine the laws and factors of the formation of problems of the implementation of digital technologies in the agro-industrial complex, to study trends in the dynamics of digital technologies in order to identify promising areas for expanding the implementation of digital technologies. As a result of application of the methods of analysis and synthesis (literature analysis, analysis of modern documents, analysis of the results of the introduction of digital technologies), the causes and factors “inhibiting” the introduction of digital technologies in Russia are identified, trends and factors affecting the growth (decrease) rate of the introduction of digital technologies are identified in Russia.
