The agricultural sector of the economy is system-forming for Ukraine, guarantees the provision of food security of the state, forms the basis for the development of rural territories, influences environmental security, stimulates the development of other sectors of the economy. The level of financial security of the agrarian sector of the Ukrainian economy is caused by a number of factors, such as seasonal nature of production, limited shelf life of products, price disparity, low profitability, etc. Therefore, the purpose of the article is to analyze the development of the agro-industrial complex of Ukraine and the activities of the leading agroholdings of Ukraine, as well as to develop proposals for strengthening the financial security of the agricultural sector based on the results obtained. The goal of the study is based on a systematic approach and comparative economic analysis. The methodological basis is the general scientific methods and mechanisms for ensuring the financial security of enterprises. The conducted research has made it possible to establish that in recent years the financial security of the agricultural sector in Ukraine is carried out mainly through a set of programs, each of which is aimed at improving production efficiency. Over the past five years, capital investment and credit in agriculture have increased significantly. The article substantiates the need to manage the financial security of agro-industrial enterprises at the present stage of socio-economic development of Ukraine. The practical significance of the obtained results is determined by the fact that the conclusions and proposals can be used in the formation of the financial security strategy of the agricultural sector and the development of a mechanism for its implementation.

The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Scientific novelty. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Practical significance. The main provisions and conclusions set out in the article contain certain methodological and practical recommendations for assessing the state of innovative development of AIC. Not only key institutions of the agricultural sector of the economy are analyzed, but also scientific activity in the field of agro-industrial complex and market innovation infrastructure, which has an impact on the innovative development of the agrarian sector. Modern realities of sustainable development of the agro-industrial complex require new trends and tools. The article considers digital technologies as one of the key parameters for the development of the agricultural sector of the economy in increasing production efficiency. The greatest emphasis is placed on the formation of territorial - innovative models of the agrarian sector of the republic’s economy, considering the growth of the gross domestic product, but at this time, the agrarian sector is not technologically modernized enough for the development of these platforms. First of all, it is necessary to resolve the issues of staffing with highly qualified specialists, which will allow to deploy digital technologies and reduce costs by 23%, since the average cost savings in land use using GPS navigation technologies is 11-14%, with differentiated fertilization - 8-12%. In addition to the growth of economic components, this development path ensures the environmental safety of agricultural production.

The article deals with the problems of investment attractiveness of the agricultural sector in Ukraine. It is defined that engaging investment in agricultural sector is based on a wide range of aspects that go beyond agricultural policy, in particular macroeconomic policy. Such coherent policy is an essential part of a beneficial investment climate for both native and foreign investors. The definition of investment attractiveness has been determined that is one of the most relevant and frequently used in economy today. It was found that for UAH1 of capital investment for the manufacturing of food and tobacco products in January-March 2019, UAH 3, 38 was accounted for agricultural sector. Rating of investment attractiveness of agrarian branches is stated. It is outlined that Kyiv and Kyiv region agro-industrial complex is ranked the first position as well as the second, third and fourth positions are shared by Zaporizhia, Dnipropetrovsk and Poltava regions. . It should be noted that over 10 years the share of investments in financial and insurance activities has significantly decreased. The foreign and native experience has been studied, and an effective transformation of the agrarian sector of economy has been established that is based on the intensification of investment activities and a significant increase in the levels of investment. It has been determined that during the period of constrained investment resources at the state level, the investment attractiveness of the region is the key requirement through which the investment strategy and investment policy of enterprises and the state as a whole are formed. Consequently, the issue of increasing relevance becomes the investment activity of individual regions and identifying promising ways to attract resources. It was determined that nowadays the priority area for investment in agriculture should be updating and modernization of agricultural equipment. Therefore, it is necessary to carry out technical re-equipment and reconstruction of livestock farms and complexes, to update the vehicles with high-quality, modern machines of the new generation. It is necessary to create a comprehensive strategy for increasing the investment attractiveness of Ukraine, which includes a number of aspects in the context of support and development of both the current comparative advantages of the economic system and the prospective ones, correspond to the development trends of the global economy and provide the foundations of Ukraine's economic safety. It is proposed that the first step in restoring investment attractiveness is the adoption of the law on state support for investment projects with substantial investments.

The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.

Investing in agro-industrial enterprises ensures the competitiveness of agro-industrial formations through the use of innovations to improve their positions in both domestic and foreign markets; achieving economic and food security; improving the social infrastructure of the village translator. Investment activity is a determining factor in the effectiveness of the formation and use of investment potential of agricultural enterprises. The analysis of statistical data on the volume of investments in agricultural enterprises of Lviv region at the expense of district budgets in 2019–2020 indicates an increase in investment resources invested in Horodok, Zolochiv and Stryj districts. However, the total approved amount of investments in the region in 2020 (1913.0 thousand UAH) decreased by 2.3 times compared to the funded volume in 2019 (4394.9 thousand UAH), which indicates the unstable rate of investment activity of investments in agro-industrial enterprises in terms of districts of Lviv region. During 2016–2020, there is a positive trend to increase the share of investments in the agro-industrial complex of Lviv region from the budgets of all levels, which, given the leading role of the national agricultural sector, is quite natural. This figure will reach its maximum value in 2020, which is 15.3 more than in 2016, at the expense of the state budget and 1.6 times more – at the expense of the regional budget. During 2019 (52 enterprises) 2.5 times compared to 2016 (22 enterprises) increased the number of agricultural enterprises in Lviv region, which used the program of interest compensation on loans in the amount of 68.4 million UAH. at the expense of the regional budget, which is 3.1 times more than in 2016 (UAH 22.0 million). The program of compensation of interest on loans from the state budget in 2019 was used by 41 enterprises of the agro-industrial complex of Lviv region, which is 3.2 shirts more than in 2016. However, funding decreased from UAH 334.1 million. in 2016 to UAH 173.8 million. in 2019. In 2019, UAH 11.5 million was financed for the implementation of business plans at the expense of soft loans of Lviv region. at the expense of the state budget and UAH 6.8 million. at the expense of the local budget. This allowed 34 businesses to purchase 14 units of agricultural machinery, plant 18.7 hectares of orchards and berries, purchase 24 heads of breeding animals, 21 formations to modernize technological processes and create an additional 30 jobs. Investments are an important guarantee of effective economic development of any enterprise, region, country. At the present stage, the main task is to take all possible measures to create an attractive investment climate and intensify investment processes at both the regional and national levels.

Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

Formulation of the problem. Effective management of the competitiveness of the agro-industrial complex of the Komi Republic is a way to improve the main parameters of economic activity. The purpose of the study is to improve the mechanism for managing the competitiveness of agro-industrial enterprises. The subject is the deployment of a scientific approach to solving key tasks and goals for stable development of the agro-industrial complex of the region. Research methods. The paper uses analysis and synthesis, complex-system approach, scientific abstraction, historical and logical methods, methods of operations research, generalization, and observations. The hypothesis of the study is that progressive principles can improve the efficiency of managing the competitiveness of the agro-industrial complex. Presentation of the main material. The focus is put on increasing financial resources and ensuring regular modernization of agricultural enterprises in the region, the formation of innovative marketing. The originality and practical significance lie in the correct combination of production and market areas, solution of their problems in a single context, but with different degrees of detail. Conclusions. The main conclusion is that the applied system-integrated approach to managing the competitiveness of the agro-industrial complex requires a combination of multidimensional tasks.

The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

At the moment, the researchers of the market and economic indicators (cycles) scarcely use (due to the utter skepticism) for their calculations mathematical techniques to find fractal patterns (self-similarities) determining the movement of the studied indicators trend (or some state of the studied sector of the agricultural economy). These tools showed their efficiency in predicting the macroeconomic time series of performance indicators of some regional participants in the sugar sub-complex of the agro-industrial complex. Some elements of such patterns have proven themselves well in the construction of indicators of advanced development. They belong to the class of express methods of trend identification. In terms of efficiency and time expenditures, they are significantly superior to mathematical tools such as artificial neural networks, genetic algorithms, fuzzy logic methods, etc. The paper implements the search for stable price patterns in the history of price quotations similar to the current values. The idea is that any price pattern has taken place in the past: having this pattern properly identified, it is possible to predict to a high precision the behavior of any segment of the agro-industrial market. The author considered the forecasting methods belonging to the class of phase-fractal analysis and self-similarity methods. Besides, the author emphasizes the adaptation of such techniques when predicting the indicators of regional participants in the sugar sub-complex of the agro-industrial complex. Within the practical part of the work, the author applied the elements of phase-fractal analysis for the spurious response rejection. It allowed significantly decreasing the information noise in one dimension spectra. The results of applied calculations and practical implementation confirmed the possibility of using the tool in predicting the economic performance of large industrial enterprises of the sugar sub-complex. The results obtained for the described models allow performing multivariate calculations for the same indicators. The results of using phase-fractal analysis and self-similarity methods in forecasting tasks demonstrated the possibility of solving them and confirmed their practical significance.

The purpose of the article is to substantiate the theoretical and methodological provisions and develop applied recommendations for scientific and economic support of investment in the agricultural sector and increase its economic efficiency. Research methods. The study uses: dialectical method of scientific knowledge (in relation to socio-economic processes of investment in the agricultural sector and its economic effectiveness in their relationship and interdependence); analysis and synthesis (to study the state and dynamics of investment in the agricultural sector), the system method (to summarize the conclusions and justify the proposals); comparison (to compare the investment processes of agriculture and other sectors of the economy). Research results. The significant weight of capital investments of the agricultural sector in the national investment result has been established. It is determined that the investment attractiveness of agriculture is inferior to most sectors of the economic complex of the country. It is recommended to maintain state support of agriculture and agro-industrial complex to increase the economic efficiency of investment in the agricultural sector; to ensure the development of industrial, economic, social and market infrastructure in rural areas. Scientific novelty. Substantiation was further developed on the need for scientific and economic support for investment in the agricultural sector and increase its economic efficiency, improve the investment attractiveness of agriculture and the implementation of this set of economic, social and institutional measures. Practical significance. It consists in the development of recommendations for investment in the agricultural sector and increase its economic efficiency, which can be used by both public authorities and local governments, as well as businesses in the formation and implementation of investment programs and projects.
