The results of an automated online survey of parents of schoolchildren in the Kabardino-Balkarian Republic (Russian Federation) are presented. The aim of the survey was to study the satisfaction of the parents of schoolchildren with the form of organization and the results of the educational work of the educational organization. The average indicators of parental satisfaction with various aspects of educational work are analyzed. It was revealed that the satisfaction of parents in the areas of educational work differs. Parents are little satisfied with how the school forms positive life goals, high life needs, tolerance for the views and opinions of other people, the development of volitional qualities, and independence. Parents believe that the school does not help the child to believe in themselves, learn to solve life problems, overcome difficulties does not teach the correct behavior in difficult life situations. From their point of view, the school does not sufficiently teach their children to reject nationalism, extremism, corruption; prevention of alcohol and drug addiction and smoking. Also, parents believe that the school does not prepare well enough for a meaningful choice of profession. To increase the efficiency of the organization of educational work, it is recommended to improve the training of future teachers in the process of obtaining higher education. It is necessary to prepare them for professional activity in modern conditions of digital transformation of society and education on the basis of a systematic approach to the organization of educational work and the use of innovative technologies.

The article examines the General part of the Criminal Code. It is considered from the point of view of a systematic approach, questions are raised about the meaningful relationship between the norms of the General Part and the Special Part of the Criminal Code of the Russian Federation. The historical aspect of the formation of the current structure of the Code is given, and the question of whether the General and Special parts of the Criminal Code of the Russian Federation are identical parts or not. The sections of the General Part are analyzed in order to identify their functional load and significance for law enforcement.

The article examines the content of professional adaptation of employees of internal affairs bodies, as well as the reasons that complicate their adaptation. Using a systematic approach to the study of professional activity, a number of features of adaptation of employees at the stage of training in the main vocational training programs are revealed. In particular, it emphasizes the importance of studying the formation of a student's own ideas in the educational organization of the Ministry of Internal Affairs of Russia about the profession of an employee of internal affairs bodies at the early stages of professional development. By them, the article proposes to un-derstand: 1) the very first stage of recruitment (including during the period of the beginning of training in the system of professional training in the main vocational training programs); 2) the process of vocational training (including prior to its completion); 3) completion of vocational training and independent performance of official duties by employees of the internal affairs bodies who have undergone professional training. The article proposes specific ways of creating conditions for professional adaptation of students of vocational training. It is concluded that the study of the indicated issue will strengthen the human resources of the internal affairs bodies, form professionally significant qualities of the employees of the internal affairs bodies, and also increase the efficiency of their activities.

Purpose. To study the impact of the COVID-19 pandemic on the professional activities and health of ophthalmologists in the Russian Federation. Material and methods. The All-Russian online survey of ophthalmologists «Impact of the COVID-19 pandemic on the professional activity, lifestyle and health of ophthalmologists in the Russian Federation» was conducted. The results are presented in % of those respondents who are engaged in the relevant activity. Results. The survey involved 582 ophthalmologists from various regions of Russia. In April 2020 (in the first month of non-working days throughout the Russian Federation), the work load as a whole became less than usual for 54.8% of respondents. In addition, 18.4% of respondents stated that they did not work during the entire April 2020. The number of face-to-face consultations decreased in 74.3% of the surveyed ophthalmologists. The number of telemedicine consultations decreased in 27.0% of respondents, and increased in 34.1%. The number of emergency and urgent surgery decreased in 25.0% of respondents, and increased in 23.2%. The number of planned surgery decreased in 80.4% of respondents. 23.9% of respondents began to provide medical care in an additional and new profile of ophthalmological care (which they do not usually do). Salaries in April 2020 decreased for 66.7% of respondents, in August 2020 – in 41.4% of respondents. Ophthalmologists have become more engaged in the study of professional literature on ophthalmology and coronavirus, as well as writing scientific products (articles, patents, etc.), preparing reports and presenting them. In 57.8% of cases of infection of ophthalmologists with COVID-19 was associated with their professional activities and 37.3% of infection with an ophthalmic patient. In 83.3% of cases, ophthalmologists were treated for COVID-19 on an outpatient, in 16.7% of cases – in an inpatient. In 66.7% of cases the health status of ophthalmologists after the coronavirus infection COVID-19 was poor. Conclusion. The COVID-19 pandemic had negative impact on the professional activity and health of ophthalmologists in the Russian Federation. The article analyses the experience of the Russian Federation and the Kyrgyz Republic in implementation of the provisions of the UN Convention Against Corruption on the necessity to assess relevant legal documents in order to determine their conformity from the anti-corruption point of view. The article compares regulatory actions for the subject of anti-corruption expert examination, the concept of ‘laws and regulations’ as a subject of anti-corruption expert examination, powers of bodies and organizations that conduct the examination, methodology of conducting anti-corruption expert examination, response measures when corruptogenic factors are reveled. General and special methods form the basis of the research methodology: dialectic, comparative legal, analytical method and others that are used in juridical sciences. Following the results of the research, the author sets forth the conclusion that the legislation of the Russian Federation and the Kyrgyz Republic, regulating carrying out of the anti-corruption expert examination, requires improving: it is necessary to specify the subject of the anti-corruption expert examination, in the Russian Federation it is necessary to legislate the concept of a regulatory act, and in the Kyrgyz Republic, for the efficient corruption prevention, it is necessary to confer the powers to carry out the anti-corruption expert examination to State government bodies, not to scientific organizations.

Рассматриваются основные цели и задачи внеаудиторных мероприятий, особенности их проведения, требования к ним, а также роль внеаудиторной работы в процессе подготовки будущего лингвиста. Систематизирован теоретический и практический опыт внеаудиторной работы в современном учебном заведении, приводятся примеры авторских разработок внеаудиторных мероприятий, проектной работы студентов. Приводится анализ внеаудиторной воспитательной работы по иностранному языку с точки зрения совместного творчества преподавателя и студентов. Определяется сфера профессиональной деятельности будущего лингвиста. Отмечается важность внеаудиторной работы в повышении уровня культуры студентов и повышении мотивации студентов к изучению иностранного языка. Предлагается совершенствовать уже известные формы внеаудиторной работы для повышения эффективности и мотивации изучения иностранного языка студентами. The main goals and objectives of extracurricular activities, the features of their implementation, requirements for them, as well as the role of extracurricular work in the process of preparing a future linguist are considered. The theoretical and practical experience of extracurricular work in a modern educational institution is systematized; an examples of author's developments of extracurricular activities and students’ project work are given. The analysis of extracurricular educational work in a foreign language from the point of view of joint creativity of the teacher and students is given. The sphere of professional activity of the future linguist is determined. The importance of extracurricular work in raising the level of students' culture and in increasing the motivation of students to learn a foreign language is noted. It is proposed to improve the already known forms of extracurricular work to increase the efficiency and motivation of students learning a foreign language.

The aim of the study was to study the ethical and deontological aspects related to the professional activities of pharmacists. Materials and methods. To achieve the goal of the study, an analysis of scientific sources on ethical and deontological issues related to the professional activities of pharmacists (pharmacists) was carried. During the research, the methods of information search, systematization, comparison, and generalization, as well as sociological research methods were used. The object of the study was the results of questionnaires and interviews of visitors and employees of pharmacy chains of KP “Prymula”; pharmacy chains that are part of the company “Apteka-Mahnoliia”: Pharmacy ANC, Kopiika and pharmacies of the social project “Blahodiia”; pharmacy chains that are part of the company Med-service. Descriptive statistics methods were used to present the obtained data. To determine the significance of individual factors (Wij), obtained because of the questionnaire are listed to the corresponding specific weight of the component. Results. The systematization of the following factors: which determine the quality of service; related to the purchase of drugs (medicines); which determine the priority of qualities of pharmacies; determining the relationship between a pharmacist and a doctor. It was found that the most negative impact on pharmacy visitors, from the point of view of consumers, was the inattention of the pharmacist, his mistakes, irritability, rudeness, incompetence, as well as the high price of drugs, queues, and slow service. From the point of view of pharmacists, pharmacy visitors were most negatively affected by rudeness, incompetence of pharmacy employees, irritability, the price of drugs, the range of drugs, the presence of queues, and slow service. The results of the assessment of the parameters that determine the relationship between the pharmacist and the doctor showed that, in general, pharmacists maintain the authority of the doctor in the eyes of visitors and, along with the latter, carry out educational work among the population. However, a fifth of respondents assume the functions of a doctor, which is completely unacceptable. Using the technology of sociological survey, the analysis was carried out and, based on ranking, the leading rational and emotional factors that form loyalty for certain segments of the professional activity of pharmacies using ethical and deontological principles were identified. Conclusions. The systematization of the following factors: which determine the quality of service; related to the purchase of drugs that cause dissatisfaction; which determine the dissatisfaction of visitors to pharmacies; which determine the priority of qualities of pharmacies; determining the relationship between pharmacist and doctor. Using the technology of sociological survey, the analysis was carried out and, based on ranking, the leading rational and emotional factors that form loyalty for certain segments of the professional activity of pharmacies using ethical and deontological principles were identified. It is established that the views on consumer dissatisfaction with visiting pharmacies differ insignificantly from the views of pharmacists. Pharmacist visitors are most negatively affected by the inattention and rudeness of the pharmacist, the high price of drugs, the presence of queues and slow service. It is established that, in general, pharmacists maintain the authority of the doctor in the eyes of visitors and, along with the latter, conduct educational work among the population.

The article examines the legal and moral and ethical aspects of a misdemeanor that discredits the honor of an employee of the criminal Executive system. The considered reason for dismissal has the main feature associated with the integration of legal and moral norms, which often raises a lot of questions about the attribution of a particular offense to this basis. Using the analysis of normative legal acts, the authors attempt to identify the signs that contribute to the separation of the studied grounds for dismissal from all their diversity. The classification of offenses that discredit the honor of an employee of the criminal Executive system is presented, which allows to systematize and organize the knowledge obtained about the considered grounds for dismissal. The analysis of a misdemeanor that defames the honor of an employee of the penal system from a moral and ethical position gives an understanding, first of all, that it does not have a clear regulation from the point of view of the law, but the consequences of committing such a misdemeanor are clearly legal. The concepts of “honor” and “dignity” are considered as ethical categories and are analyzed as personal qualities that are manifested in an employee of the penal correction system during the period of service. These categories in the behavior of a person or employee are manifested both externally (assessment from the outside) and internally (self-assessment). The article describes the value orientation of an employee of the criminal Executive system to ethical standards in professional activity, which is an integral part of the moral and ethical side of a misdemeanor that discredits the honor of an employee.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.
