In the article, the author examines the building of the Astronomical Observatory (1833-1837), which was a part of the architectural ensemble of Kazan Imperial University in the first third of the 19th-early 20th centuries (now – Kazan Federal University). The primary purpose of the study is to identify the specific features of the university ensemble. The task is to set the value of the Astronomical Observatory as the basic identifier of the ensemble. The research methodology is based on the theory of identity in architecture and urban planning and the application of a systematic analysis of the ensemble and its components. The author determined the importance of the Astronomical Observatory's building in the university ensemble in the context of the theory of identity. The features of the space-planning solution of the observatory building, its placement in the city landscape, and its great importance in the formation and development of astronomical science in Kazan allow us to conclude that the Astronomical Observatory was one of the identifiers of Kazan Imperial University ensemble. The significance of the research results lies in the development of the theory of identity when one of the objects of the ensemble becomes its identification code.

The Internet is shaking up the expertise and production of knowledge in the planning institution. Digital citizens are searching for information from different places, combining formal and informal sources without apology, and are debating and speaking out on matters. Public planning organisations will be fully stretched to adapt their practices and services to meet these demands. This chapter will present the research results of a project that embarked on gathering and combining local information and knowledge on urban planning on Internet forums. Interactive applications were also developed for these forums to support public participation in ongoing land use planning and development projects in the City of Espoo, Finland. The research results demonstrate how fragmented local, place-based knowledge is, how difficult it is to combine informal and formal information in urban planning, and how inaccessible public data systems still are.

The article discusses the main aspects of the formation of the planning structure of the central part of Tyumen relative to the localization of the administrative center of the city. The problems associated with the features of forming the urban planning fabric in the historical part of the city are identified. When it becomes necessary to form a new administrative center of the city, an analysis of examples of space-planning decisions from foreign and domestic practice is given. The analysis reveals the features of the formation of administrative and business centers of cities such as Berlin, Brussels, Nur-Sultan, Moscow and Perm. The causes and patterns, as well as social, historical political conditions that determine the nature of the planning structure and architectural environment of the new administrative and business centers are investigated. The article systematizes the main models and ways to solve the issues of localization of new administrative and business centers, their connection with the existing architectural and planning fabric of the city, the construction of their spatial environment and the features of functional zoning. The positive and negative aspects of the experience in building new administrative and business centers identified in the process of their functioning are determined. The most acceptable options for the formation of a new center for the placement of administrative and managerial structures in the city of Tyumen (based on the analysis and evaluation of the considered examples) have been identified, which will ensure the uniform growth of urban planning entities in the future and ensure the stable coordinated functioning of all urban infrastructure systems.

A modern composition of industrial and utility enterprises, intended for placement in the modern structure of large urban formations, is considered in the study. By the example of the planning design of a large urban territory of Moscow, a set of unresolved problematic issues characteristic of modern urban planning practices associated with the unsatisfactory architectural, planning and transport organization of public utilities in relation to public residential areas of the city is revealed. A fundamentally new methodical approach to the design of urban utility enterprises based on the formation of cooperative industrial and utility complexes as part of groups of specialized low-waste modular-type enterprises intended for system placement in the structure of developing cities is proposed.Subject of study: the problems of planning design of modern urban development and urban facilities for industrial and utility purposes. Results: a number of problems are identified in the system of industrial and utility facilities of large urban formations in Russia; a number of architectural and urban planning measures, potentially leading to the improvement of the functioning of the system of such objects, are proposed; a model of the functional design of an interdistrict industrial and utility complex (IIUC) of a new type is proposed as part of a number of technologically-connected industrial facilities and a system of economic interrelations with designated territories of the supported residential development of the city.

The paper includes the analyses of university cities role in Europe, their properties and their origin causes. The main purpose of the article is the European university cities characteristics determination. The author clarified a concept of university city, since there is no clear scientific definition because each country has its own understanding of the university city meaning. In a narrow sense a university city is, as a rule, a small or medium-sized city, where the main socio-economic processes are closely related to the university and scientific activities. The general characteristics for a classifying a city as a university city is the historical and economic universities role and the total number of students and scientific workers. In Europe, most university cities are formed due to the long history. In medium and small university cities, the scientific and university cluster plays a city-forming role. Usually in older university cities, the university and campus occupy a vast area.In the research, the author analyzes specific examples of university cities. Attention is also paid to urban planning aspects because universities occupy vast city’s territory. Now in a knowledge-based society, universities play an important role including the linkages between the local and global levels of the knowledge economy. The city and university interaction is shown on the example of German university cities: Heidelberg, Göttingen, Marburg and Tübingen. It has been found that a young population structure is observed in these German cities. There is also a large proportion of young people among immigrants and residents with a migratory background.

Evinç Doğan (2016). Image of Istanbul, Impact of ECoC 2010 on The City Image. London: Transnational Press London. [222 pp, RRP: £18.75, ISBN: 978-1-910781-22-7]The idea of discovering or creating a form of uniqueness to differentiate a place from others is clearly attractive. In this regard, and in line with Ashworth (2009), three urban planning instruments are widely used throughout the world as a means of boosting a city’s image: (i) personality association - where places associate themselves with a named individual from history, literature, the arts, politics, entertainment, sport or even mythology; (ii) the visual qualities of buildings and urban design, which include flagship building, signature urban design and even signature districts and (iii) event hallmarking - where places organize events, usually cultural (e.g., European Capital of Culture, henceforth referred to as ECoC) or sporting (e.g., the Olympic Games), in order to obtain worldwide recognition.
