The global innovation trends involve ever new and more flexible systems for the development of industries, goods, and services. The consumer ability of society creates stable needs for new state-of-the-art goods, technologies, and products. Within this context, the need to develop innovations as a way to achieve market demands can hardly be overestimated. The article includes an overview of a number of important innovation-based factors, such as the share of domestic spending on research and development in GDP in the Russian Federation, domestic current spending on research and development in the Russian Federation, the overall level of innovative activity of industrial organizations, etc. Besides, following the study, it was found that the overall level of innovative activity of industrial organizations has a direct notable correlation dependence on domestic current spending on research and development.

The strategic factor for economic growth of the Russian regions is the activation of innovative processes. The problem of increasing innovative activity has been particularly acute in recent years due to the unfolding crisis and extended restrictions on the budget expenditures. The goal of this article consists in the analysis of indicators of innovative activity, and assessment of the impact of budget investments in fixed capital upon the indicators of innovative process in the Central Black Earth Region. The analysis employs the available statistical data on financing of investment processes and results of innovative activity in the Russian Federation, Central Federal District, and Central Black Earth Region. The research relies on the system approach, economic-statistical, logical and expert methods of analysis. The conducted analysis reveals the insufficient level of innovative development in all six zones of the Central Black Earth Region. The innovative processes in the Central Black Earth Region are characterized by low output of innovative products and investment in research and development. The dynamics of innovative processes in the region is of differential nature. There are substantial interregional differences in the indicator values of the expenditures for research and development, and innovation activity, as well as the volatility of indicators of production of innovative goods and services. The clear outsider in the Central Black Earth Region in the Oryol Oblast. The author formulates recommendations that can be used by the authorities of the constituent entities of the Russian Federation in elaboration of state support measures for innovative activity in the Central Black Earth Region aimed at acceleration of their economic development.

The article examines the innovative activity parameters of industrial enterprises in the Russian Federation, studies the main development trends. The dynamics of the main indicators of industrial organizations subdivisions carrying out research and development are presented and the main types of applied innovations are identified. Also, the costs of technological innovations and the sources of their financing were analyzed within this studys framework. The main reasons for the decline in industrial enterprises innovative activity are listed. In addition, the main trends influencing the development of industrial enterprises were presented. The directions of improving the innovative activities management system of industrial enterprises are grounded on the basis of the project approach use. The general characteristics and properties inherent in an innovation and a project are presented. Domestic enterprises awareness of project management prospects will contribute to their sustainable growth and innovation activity indicators improvement.

In the presented study, an assessment was made of the innovative development of agriculture in the Russian Federation. As part of the study, it was found that innovative development is the effectiveness of the type of activity, which consists in increasing the use of new technologies, saving resources, reducing operating and capital costs, reducing environmental impacts, etc. In this regard, the work analyzed indicators reflecting energy capacity, internal research and development costs and the volume of innovative goods and services. The analyzed indicators indicate that in agriculture there is no tendency to switch to innovative technologies, as a result, the study proposed a model for ensuring the innovative development of agriculture. At the end of the study, conclusions are drawn from the results of the work.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

Subject. The article investigates a Russian approach to ensuring economic growth. Objectives. The aim is to identify the basis of the Russian approach to ensuring economic growth. Methods. The study rests on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. The paper defines the structural importance of exports of goods and services, and changes in inventories. It highlights significant links with public consumption expenditures. The Russian approach to ensuring economic growth comes down to devaluation of the national currencyб resulting from the loss of the real inflationary potential of economic growth to maintain the volume of exports of goods and services in the context of maintaining public consumption expenditures. The increase in M2 forces the Central Bank of the Russian Federation to increase its foreign exchange reserves. This has a restraining effect on the growth of Russian Ruble’s monetary exchange rate. This phenomenon causes a drop in the Russian federal loan bond (OFZ) index and a replacement of strategic priorities with tactical ones. Conclusions. The basis of the Russian approach to ensuring economic growth is a reflection of the limits of the Russian economy development and the effectiveness of the Government of the Russian Federation.

he article presents an analytical review of the All-Russian Library Congress, held in Vladimir — the Library Capital of Russia 2018 — on 12—18 May 2018. The Congress was devoted to the theme “Ba-sing on the Past, We Build the Future. The Role of Cultural Heritage in Transforming the Librarianship in Russia”. The Congress held an open Discussion on the concept of librarianship development in the Russian Federation; it adopted the Guidelines on local lore activities for public libraries of the Russian Federation and approved the Regulations on the Council for Professional Qualifications in the Field of Library and Information Activities, planned for creation under the Russian Library Association. The Congress worked in various formats: pre-session events, plenary sessions, section meetings by library types and activity areas, and special events. The 19th Exhibition of Publishing Products, New Information Technologies, Goods and Services complemented the Congress. The Congress determined Tula to be the Library Capital of Russia 2019.

The paper is devoted to financial control exercised over the implementation of “megasience” class scientific projects. In order to create an innovative economy, the State continues to develop research and development, in particular the creation of unique projects of the “megasience” class. Funding for such studies is usually carried out from budgets of various levels of the Russian Federation’s budgetary system as part of priority national projects or federal programs. Therefore, state financial control over the effective and targeted use of funds of the budgets of the budget system of the Russian Federation gains importance. The paper discusses the current conditions of state financial control over the implementation of scientific projects of the “megasience” class, defines the list of subjects possessing the powers of both internal and external state financial control, highlights their differences and characteristics. The author carries out the analysis of monitoring as one of the activities of the Accounts Chamber of the Russian Federation, where emphasis is made on budgetary monitoring. The paper analyzes problems and shortcomings in the implementation of state financial control over the scientific projects. It also describes the features of the current state of state financial control and highlights tendencies of its development and improvement.
