The theory and practice of management in the Russian Federation continues to transform and adapt in the context of the economic crisis and a high degree of uncertainty of external factors for enterprises of all industries and forms of ownership. The activity of a leader in an organization is associated with overcoming the problems of internal variable factors, the change of which is most often due to threats and the impact of the external environment. The classical postulates of management theory have been mastered and applied for a long period, but modern conditions of domestic enterprises require the development of new ones, simplification of complex ones and the addition of working methods to work with situations that help managers and specialists in achieving their goals and objectives. In this regard, the application of the most well-known approaches in management is analyzed, an additional application of the personal approach is proposed, and its management rationale is given. Management at agro-industrial enterprises has specific features that are determined by characteristics of agriculture and problems of the national economy. Management activity at agro-industrial complex enterprises requires from managers high professionalism, great practical experience, selfless work, dedication to work and this industry. The developed approach will make it easier to carry out goal-setting, personally consolidate functions and tasks, delegate them according to the personal factor and the best performance, show a mixed management style focused on relationships and strategic goals.

The purpose of the article is to study the main problems of lending to agro-industrial enterprises with state support in market relations and propose measures to implement a new mechanism of subsidized and compensatory budget support for agriculture, aimed at its effective functioning. Historically, Ukraine is an agro-industrial country with rich natural resources and opportunities. However, to make a decent profit, the agro-industrial complex needs regular cash infusions and complete modernization. Given these factors, farmers in Ukraine are increasingly resorting to such an ancillary method as a loan for agricultural development. The long history of the Ukrainian economy, multiplied by current trends in crop production and animal husbandry, forces banks to consider lending to agriculture as a promising profitable business, which can and should be lent. The urgency of the study is due to the growing need to address one of the priority sectors of the economy-agriculture, by increasing the role and availability of credit for farmers, improving lending conditions, improving the efficiency of monetary institutions lending to agricultural enterprises, as well as development forms of their support. Problems of improving the lending system, investment activity of enterprises, lending mechanism and state regulation in the field of agriculture were covered in the works of a number of scientists and practitioners: G. Bezorna, H. Borkhunov, I. Buzdalov, A. Gataulin, A. Golovanov, A. Gordeeva, L. Kolichev, K. Koroleva, A. Kupavykh, D. Murzin, E. Mezentsev, A. Ponomareva, E. Sagaidak, A. Sidoruk, Y. Trushin, D. Epstein and some others. In the foreign economic literature, the main attention is paid to the forms of state support for agricultural producers, assessment of the impact of subsidies in terms of efficient use of public funds and the functioning of agricultural banks, but at the level of microfinance. These problems are reflected in the works of foreign authors: N. Gow, K. Hoff, M. Zeller, A. Sarris, J. Swinnen, J. Stiglitz, J. Yaron, M. Schreiner, Le Min Tu, and others. The changing conditions of the market environment pose new challenges to the subjects of credit relations, and then there are problems of agricultural lending in the changing conditions of the country’s economy, which need to be addressed. Formulation of the goals of the article (task statement). The purpose of the article is to generalize the theory and practice of agricultural lending when there are new economic relations, financial and credit opportunities of the Ukrainian economy.

Soil, performing a number of important functions is the geomembrane and affects the flow of most processes in the biosphere. Wherein geochemical processes occurring in the soil play an important role in the fate of contaminants as organic matter while controlling their redistribution in the ecosystem between its various components are generally leads to the formation of stable areas of contamination. The soil not only geochemically components accumulates contaminants, but also acts as a natural buffer that controls the transfer of chemical elements and compounds in the atmosphere. Around industrial enterprises formed geochemical anomalies with high content of pollutants, which can reach a radius of 10-50 km, and the impact of large industrial centers can be traced to a distance of 100 km. All known processes of metal accompanied by the formation of large amounts of waste that pollutes air, water and land surface. Mechanical engineering is an important industry of the Orenburg region and is represented by enterprises of the military-industrial complex, agricultural machinery, machine tools, equipment for ferrous and non-ferrous metals, vehicles, electric household appliances. In the machine-building complex of the Orenburg region includes more than 70 large enterprises. The share of engineering products in the volume of industrial production is about 8%. In this case, the natural environment of the city of Orenburg slabozaschischena from most adverse geo-environmental factors. Based on this, we carried out a study on the quality of soil and environmental situation prevailing in the city of Orenburg, in the zone of influence of the enterprise Plant drilling equipment.

The enterprises of the military-industrial complex, whose main income comes from the state defense order, under the conditions of the current pricing for products supplied to state customers, do not form a sufficient amount of net profit, which could be used for investment in research and development. This fact also causes difficulties in attracting bank loans and other borrowed funds to finance such projects. This article describes the practical experience of a holding company in the ammunition industry in managing the process of investing in innovative developments and problematic issues concerning funding sources for these projects.

To minimize the impact of industrial enterprises on water objects, a wide variety of adsorbents (based on activated carbon, natural materials, nanomaterials, vegetable waste of agro-industrial complex, etc.) is used. Recently, chitin and chitosan have attracted the attention of scientists due to a number of unique physico-chemical and biological properties (adsorption, antioxidant, radioprotective, immunomodulating, lamina-forming). We have improved the method of obtaining powdered chitosan and established the basic physical and chemical parameters (bulk density, humidity). The method of obtaining chitosan granules and composite materials based on chitosan and modified sunflower husks (MSH) has been further developed by the "drip method". The adsorption properties of powder chitosan, chitosan granules and MSH were studied. It is set that a granular adsorbent has a high adsorbtivity in comparing to the original chitosan. Efficiency of wastewater treatment with the use of chitosan granules and MSH is equally high (up to 98%). The optimum amount of adsorbent for effective cleaning of contaminated water is 1% of its volume. The use of the results of the conducted research allows us to obtain an effective adsorbent for the treatment of industrial waste water.

The common methods of rapid implementation of commissioning of low-power private production should include the development of entrepreneurs on the basis of lease/purchase of empty industrial buildings, previously operating as part of an industrial facility located in the existing industrial area and represented or individual enterprises, or complex production of various industrial orientation, or provided for the reconstruction of a private enterprise already operating in a particular technogenic zone with an increase in its capacity.The possibility of placing diversifi ed industrial enterprises in a functioning industrial complex with the justifi cation of excluding the probability of the impact of industrial emissions of each of the newly placed or reconstructed facilities on the quality of products manufactured for the needs of the population is considered.The technical level of future production, the envisaged measures to prevent the formation and capture of air pollutants in General meet modern requirements for the safety of enterprises and for workers and for the population, the  optimization of working conditions.

Three basic variants of the strategy for ensuring corporate security of an industrial enterprise (“survival”, “stabilization” and “support”) are proposed, the choice of one of which is associated with the results of assessing the level of corporate security. By applying the hierarchy analysis method for one of the studied enterprises, threats were identified that can have the most significant impact on the implementation of the basic strategy, therefore, they require the use of appropriate tactical countermeasures and make it possible to achieve strategic goals. Article theoretically generalizes and resolves the scientific and practical problem, which consists in developing the theoretical and methodological foundations for ensuring corporate security in the context of countering external and internal threats. In the process of research, methods of expert evaluation were used, as well as hierarchical ordering methodologies together with the use of a matrix of pairwise comparisons. It is substantiated that in conditions of high dynamics of changes in the environment of enterprise functioning, there is a need to predict changes in the influence of threats (strengthening, unchanged, weakening), combined into the groups “internal” and “external”. The calculations carried out provided the formation of the necessary information basis for planning and implementing tactical protective measures based on the increased influence in the conditions of the functioning of enterprises in Eastern Europe, these are precisely internal threats. The value of this study lies in the fact that such a system for assessing external and internal threats that affect the corporate security of industrial enterprises will allow to quickly and efficiently form a system to counter the impact of these threats.

The agro-industrial complex of Ukraine is one of the most relevant segments of the national economy, which provides an adequate level of food security of the regions and the state as a whole, as well as forms a significant amount of domestic expert material. However, institutional miscalculations of the state, underestimation of the peculiarities of the formation and functioning of domestic and foreign food markets, as well as ignoring the role of local governments and civil society institutions in rural development, led to agricultural enrichment, dominance of small-scale production, lack of motivation for integrated development formations, and depopulation of rural areas. The essence of modern EU agricultural policy in the third millennium and the need for our country to join it are studied. Methodological approaches to assessing the impact of agro-industrial enterprises on the integrated development of territorial communities in the context of decentralization of power are developed. The multifaceted nature of the process of functioning of agro-industrial production in the direction of ensuring the development of communities determines the influence of a significant number of factors. Generalizing scientific approaches in this area, all factors can be combined into several aggregate groups: production, consumption, social, institutional, and environmental orientation. The proposed methodological approaches to assessing such impact, in addition, provide an opportunity to develop areas for long-term mutually beneficial development of the entities in this system. The purpose of such promising parameters should be to develop mechanisms to ensure the production of high-quality food products, primarily for domestic consumption; to improve the level and quality of life of rural residents; to improve the system of management of territorial communities and formation of effective schemes of their interaction with business entities; to stimulate the activity of the population of the territories as a locomotive of these processes; to ensure the improvement of the ecological condition of settlements and environmental protection.

The active economic transformations, caused by the global financial crisis, prompted many business entities to reconsider their positions in planning the indicators of various spheres of their activities (from production to management) both in the current and strategic perspective, focusing not only on personal achievements and world experience, but also actual trends within a particular type of activity. Accordingly, the effectiveness of detection and analysis of current trends inherent in a particular sphere of the economy depends on the efficiency of the economic entities functioning located there. The study of the innovation management issue was conducted on the example of enterprises of the agro-industrial complex in the Republic of Tatarstan in 2010-2016. At the same time, probabilistic forecasts for 2017-2018 were compiled. The following methods were used for the research: analytical, graphic, economic-mathematical and abstract-logical. As a result of the study, the following conclusions were obtained: in the period from 2012 to 2016, the activity of the economic entities of the Russian Federation increased substantially (by more than 35%) in the aspect of modernizing their management processes; the actual tendencies of innovation management at the enterprises of the agro-industrial complex of the Republic of Tatarstan in 2012-2016 were: increased emphasis on the introduction of managerial innovations with a minimum payback period (no more than one year); activation of the development of original managerial innovations by involving the human resources of agro-industrial enterprises; implementation of the developed managerial innovations only with the involvement of professional consultants. In the resultant part of the study, in order to improve the efficiency of innovation management, it was suggested to approach the issue of studying the above-mentioned trends more comprehensively and plan its activities taking into account the nature of their progress, as well as the impact of a complex of factors of the external and internal environment.

Achieving competitiveness in the global world economy system requires strengthening the innovative direction of representatives of the domestic agro-industrial sector. The innovative component of the agricultural sector also plays an important role in solving the country’s food security. The article considers the basics of the development of innovative activity of agro-industrial enterprises and the impact of innovative activity in the agro-industrial complex on the country food security. Obstacles are analyzed and priority directions of innovative development of agro-industrial enterprises are reflected.
