The subject of the research in this article is to identify the role and importance of public management of labor resources in the region as a factor in the development of the mining industry by improving the level of professionalism of specialists who evaluate and analyze the labor resources of the mining industry. The purpose of the study is to prepare proposals aimed at implementing effective management of the mining industry's labor resources based on the use of modern methods of assessment and analysis. Research methods. The study used comparative and institutional approaches, as well as empirical methods – methods of observation and comparison. Research materials. In the preparation of the scientific article, statistical data were used to characterize the movement of labor and the use of working time, as well as working conditions and the level of injuries in the mining region of the Kemerovo region – Kuzbass. The analysis and eval-uation of the published data were carried out in the study in order to identify management reserves based on the evaluation and analysis of the data obtained. The results obtained can contribute to improving the performance of mining enterprises in attracting qualified personnel and effective management of labor resources. The study shows that only a scientific approach to the application of the functions of management, evaluation and analysis of public management of human resources could be considered as a factor in the development of the mining industry, which requires research attention, since problems can be solved only on the basis of their identification. As such, we have identified an underestimation of the role and importance of a comprehensive analysis and assessment of the problems of public management of human resources in the mining industry. The study showed that the system of human resources management in the mining industry in order to assess and analyze them on the basis of an integrated approach requires the organization and implementation of research related to the identification of correlations of key elements of the management system. The problem of reducing number of trained specialists and the professionalism of personnel remains a well-known problem in the mining industry in the Kemerovo region. The results of our research were discussed at annual scientific conferences devoted to topical issues of public administration development, including in the mining industry, with the involvement of officials of relevant structures of regional government bodies. In conclusion, it could be noted that the obtained intermediate scientific results of human resource management in the mining sector will significantly contribute to the timely introduction of modern and effective technologies into the practice of public administration.

The article examines the development of public management in the process of establishing e-democracy and e-governance in Ukraine, which will contribute to the achievement of key goals of sustainable development of the region in the 21st century, with a revolutionary breakthrough in human resources development. The main purpose of the study is to influence the formation of leadership qualities in the subjects and objects of innovative management in the context of public administration and e-democracy as a key communicative problem of e-government. The systematization of literary sources and approaches to solving this problem shows that the scientific discourse has not yet touched upon the sphere of e-government. The urgency of developing the human resources leadership potential is driven by the rapid progress of universal globalization, which is based primarily on marketing and innovation management in public administration. The logical sequence of the research involves the analysis of the practical achievements of the progressive countries of the world in the field of e-governance and the study of the innovative role of managers in public administration; identifying the benefits of e-democracy; generalization of the sociology of leadership in the context of information society formation and competence of public administration managers; research of elite component of public management and definition of strategic guidelines of the state policy on formation of the information society in Ukraine. The methodological basis of this research is the concepts of marketing and innovation management in public administration, e-democracy, the information society; known theories of sociology of leadership. The subject of the study is Ukrainian public management in the conditions of formation of e-government in accordance with the standards of the European Union, the course for membership in which is enshrined in the Constitution of Ukraine. Accordingly, the author's vision of strategic approaches to managing organizational changes in management structures related to the implementation of modern information and communication technologies of e-governance, strategic directions of the state personnel policy for the development of leadership potential as a key factor in the success of not only managers of all management is presented. of spheres and levels, but also of civil society as a whole, as well as exploration of the further development of the theory of sociology of leadership in the context of the transformation of industrial society into information (post-industrial). The research confirms and theoretically proves that human resource development is key in innovation processes. The pragmatic results of this study should contribute to the intensification of the introduction of e-democracy and e-governance in the field of public administration, thanks to the development of leadership potential of all participants in this process, even in the architectural conditions of modern Ukraine.

La formación, y más concretamente la gestión del conocimiento, es un factor de cambio que debe incidir en la modernización y calidad de la acción administrativa. Por ello, el conocimiento a través de la formación continua del personal empleado público debe adaptarse a una nueva Administración que reconozca dicha formación, no sólo como un derecho de sus recursos humanos, sino como un elemento de profesionalización y cambio para una gestión más eficaz y eficiente. Por esta razón, desde la Escuela de Formación e Innovación de la Administración Pública de la Región de Murcia (en adelante EFIAP) apostamos por la gestión del conocimiento como la herramienta esencial para la innovación, el cambio en la Administración y la motivación de su personal, inculcando el valor de lo público en todas las acciones formativas. Abstract: One of the main challenges facing the public administration today is to have sufficient capacity to adapt to the continuous and rapid changes that the society it serves experiences. In reality, public administration must not only be sufficiently agile to adapt to the changing environment, but it would be desirable if it were able to anticipate these changes. Training, and more specifically knowledge management, is a factor of change that must affect the modernization and quality of administrative action. Therefore, knowledge through the continuous training of public employed personnel must be adapted to a new Administration that recognizes such training, not only as a right of its human resources, but as an element of professionalization and change for more efficient and effective management. For this reason, from EFIAP we are committed to knowledge management as the essential tool for innovation, change in administration and the motivation of its staff, instilling the value of the public in all training actions. In this study, a methodological approach based on the model of the differential equations system to determine the impact of the functions of public administration of the regional development in the context of digital transformation is proposed. As digital transformation involves changes in management models of systems at different levels in order to improve their efficiency, this also applies to public management of the regional development. Based on the system approach, social, reproductive and mobilizing functions of state management of the regional development were singled out. To determine the impact of public administration functions on the regional development, it is proposed to use a model of differential equations. Different weights of the influence of the functions of state management of the regional development in the conditions of digital transformation are characterized by dynamic changes in the amplitude of fluctuations of integral indices of the modules of the functionalities of social, reproductive and mobilization functions. Scientific novelty of this study is the development of a methodological approach based on the model of the differential equations system to determine social, reproductive and mobilizing functions of public administration of the regional development in the context of digital transformation.

Purpose. The aim of the study theoretical foundations of public administration and develop a scientific approach on this basis to assessing the effective management of the budgetary funds in accordance with international rankings. Methodology of research. The results of the study are based on the use of abstract and logical (when examining existing approaches to public administration assessment) and statistical analysis (when calculating the indicator of the effective management of budget funds of Ukraine in accordance with international ratings). The theoretical and methodological basis of the study is the key provisions, principles and methods of modern economic theory, finance and economics. Findings. It is substantiated that successful functioning of the budgetary system is possible provided that the real state of management of the formation and use of budgetary funds is monitored, and the effectiveness of managerial making decisions in the budgetary process is evaluated. It is proved that the current state of economic development of Ukraine is characterized by instability, stagnation, and lack of effective state management of budgetary funds. Global approaches to assessing public administration performance based on GRICS and the Budget Transparency Index are explored. This made it possible to propose a scientific and methodological approach to assessing the effective management of the budgetary funds. Originality. The scientific and methodological approach to assessing the effectiveness of the budgetary funds management is proposed, a feature of which is the introduction of the calculation of an appropriate indicator of efficiency with the separation of direct (transparency in the budget sphere, citizen participation in the budget process, budget surveillance) and indirect (political stability, government efficiency, rule of law, control over corruption) factors and levels (high, relatively high, medium, low and critical) of efficiency. This approach enabled both to analyse practically the efficiency of budgetary funds management in Ukraine during 2008-2017, and determine its position among other countries of the world for 2017. Practical value. The developed scientific approach enriches the theory and practice of the management process of budgetary funds as a component of state regulation system and can be applied in the activity of legislative and executive bodies of state power and bodies of local self-government in the development and making management decisions in budgetary area. The purpose of the article is to generalize the trends in the development of social risks in modern society and to identify the features of public administration in minimizing their negative consequences. It is established that changing social positions and public consciousness in conditions of openness of social systems creates new risks, and the analysis of their influence on social behavior becomes one of the most relevant areas in public-management science. The need to study this problem is also conditioned by the need to find ways to minimize risks and influence them in favorable directions for social development. This problem in the conditions of the Ukrainian society, being in the conditions of increased risk, acquires a special urgency. It is substantiated that with the development of scientific knowledge of risks, the latter are increasingly being considered as a systemic object of study. With this approach, given the relevance of this topic, the state-managerial aspect of risk is put on the forefront as the basis for its perception, formation and reproduction. It is proved that risk is an integral component of the knowledge society, its reverse side. If we consider knowledge as a prerequisite for social action and proceed from its relative completeness, then the risk assuming the necessity of making a choice in the conditions of incomplete information becomes its logical consequence and integral characteristic. It is determined that in order to overcome the contradictions in the formation and development of social risks in modern society, it is necessary to expand research capabilities and knowledge itself, primarily in the direction of scientific justification of the state influence on prevention of social risks or minimization of their negative consequences. It is found out that modern social risks have the ability to transform into other types of uncertainties, therefore the knowledge society is able not only to accumulate risks, but to cause really explosive situations. It is proved that risk, like any phenomenon, can be considered as a process that takes place in time, but the dynamics of risk is extremely complex, and the identification of the stages of its development is relatively arbitrary. It is substantiated that the most important from the point of view of public management is the stage of potential risk, as consideration of its content creates the basis for a more integrated and focused approach to minimizing the possibility of a social crisis, reducing its dangerous consequences, preventing state management loss, and systemic collapse. The main feature of this stage is social tension, which requires effective measures on the part of the state. Thus, the modernization of society is steadily leading to an increase in the number of its constituent elements, an ever increasing variety of their interrelationships. As a result, the qualitative and quantitative nature of the consequences of this process changes: the probability of the emergence of new forms of social contradictions increases, and the scale of potential social cataclysms grows. This situation requires drastic changes in the system of public administration with regard to the formation of appropriate mechanisms to prevent and minimize the consequences of new types of social risks.

However in the companies where the overall performance is characterized by use of human resources, everything is not so simple. State Management and Public Administration Teaching is an actual matter of all civilized countries. Educated state officials who have profound knowledge in these subjects are more effective than public servants who have received the general education. Performance at work and decisions made by the effective public servants are directly reflected on country’s success. Thus, different countries more or less successfully considered that the money spent by the state is much less than the impact received from learning. In this work we are trying to briefly overview the international experience and based on this reveal the effective teaching tools. Also, we present the possible ways to measure the efficiency of training. The work is focusing on the approaches and challenges of new public management, which require constant improvement in management. Therefore, it is necessary to update the teaching approaches to the State Management and Public Administration periodically. In addition, the work is analyzing the current condition of state management and public administration teaching in Georgia. Based on the public sector reform progress and produced analysis the tasks for improving the teaching approaches is introducing.

In the article the problems of relation of the concepts of «public manage­ment», «state management», «public administration» are considered in the conditions of transformation of state management and in accordance with new trends in the development of the state and society. The discussion issues of formation, development and essence of these categories are analyzed. In the science of administrative law, there is a need to rethink the category of public admi­nistration, determine the scope of its application in administrative law, and study its connections with related categories and the possibilities of their application in the Ukrainian legal space. Public administration as a complex phenomenon is associated with various concepts and categories that can be considered related to a certain extent, such as state regulation, management, public administration, and public management. Among these categories, public management and public administration have become increasingly common in recent years. Becoming and development of public management in Ukraine is impossible without a clear interaction of all its elements, which requires the development of a single conceptual framework with its fixing in laws, clear definition of authorities for all subjects of administrative process, use of modern effective methods and technologies of management, to provide citizens at the level of the world standards.

Abstract The New Public Administration (NPA), guided by the Principles of Public Administration (PPA), has incorporated several approaches to promote more effective management. Among these is the lean perspective, focused on eliminating waste and improving organizational processes. Thus, the present study aims to analyze the relationship between types of waste and PPA. To that end, the investigation uses data triangulation from the focus group, and workshop and participant observation as methodological approaches, demonstrating that process waste can compromise PPA. However, adhering to the principles can benefits process execution by reducing rework, for example. This perception contradicts common sense, which presupposes increased bureaucracy to address legal issues or constitutional principles. Thus, lean waste analysis according to PPA may prove to be relevant and a new perspective for improving organizational processes in public management.
