The article describes a number of reasons that actualize the regular interaction of state and public management institutions in the further development of Islamic education in order to strengthen the human resources of Islamic educational organizations, as well as to train qualitatively new specialists in the fi eld of Islamic theology. The importance of this topic increases due to the lack of mechanisms in the legislation for interaction between public and state management institutions in the system of Islamic education in the modern social and legal fi eld of Russia. The article focuses on the fact that the development of Islamic education in Russia should be considered in context of regional development and features.

In this study, a methodological approach based on the model of the differential equations system to determine the impact of the functions of public administration of the regional development in the context of digital transformation is proposed. As digital transformation involves changes in management models of systems at different levels in order to improve their efficiency, this also applies to public management of the regional development. Based on the system approach, social, reproductive and mobilizing functions of state management of the regional development were singled out. To determine the impact of public administration functions on the regional development, it is proposed to use a model of differential equations. Different weights of the influence of the functions of state management of the regional development in the conditions of digital transformation are characterized by dynamic changes in the amplitude of fluctuations of integral indices of the modules of the functionalities of social, reproductive and mobilization functions. Scientific novelty of this study is the development of a methodological approach based on the model of the differential equations system to determine social, reproductive and mobilizing functions of public administration of the regional development in the context of digital transformation.

These opportunities need to be fulfilled by utilizing all the positive potentials of globalization, spreading Islamic values ​​to the world as an effort to save humanity from the scularization virus that ignores the spiritual dimension in humans. The subject of the research in this article is to identify the role and importance of public management of labor resources in the region as a factor in the development of the mining industry by improving the level of professionalism of specialists who evaluate and analyze the labor resources of the mining industry. The purpose of the study is to prepare proposals aimed at implementing effective management of the mining industry's labor resources based on the use of modern methods of assessment and analysis. Research methods. The study used comparative and institutional approaches, as well as empirical methods – methods of observation and comparison. Research materials. In the preparation of the scientific article, statistical data were used to characterize the movement of labor and the use of working time, as well as working conditions and the level of injuries in the mining region of the Kemerovo region – Kuzbass. The analysis and eval-uation of the published data were carried out in the study in order to identify management reserves based on the evaluation and analysis of the data obtained. The results obtained can contribute to improving the performance of mining enterprises in attracting qualified personnel and effective management of labor resources. The study shows that only a scientific approach to the application of the functions of management, evaluation and analysis of public management of human resources could be considered as a factor in the development of the mining industry, which requires research attention, since problems can be solved only on the basis of their identification. As such, we have identified an underestimation of the role and importance of a comprehensive analysis and assessment of the problems of public management of human resources in the mining industry. The study showed that the system of human resources management in the mining industry in order to assess and analyze them on the basis of an integrated approach requires the organization and implementation of research related to the identification of correlations of key elements of the management system. The problem of reducing number of trained specialists and the professionalism of personnel remains a well-known problem in the mining industry in the Kemerovo region. The results of our research were discussed at annual scientific conferences devoted to topical issues of public administration development, including in the mining industry, with the involvement of officials of relevant structures of regional government bodies. In conclusion, it could be noted that the obtained intermediate scientific results of human resource management in the mining sector will significantly contribute to the timely introduction of modern and effective technologies into the practice of public administration.

The main goal of the article is to describe project management used in education. The concept of “project management” and its main components in the conditions of educational organizations as a system mechanism in resource management have been theoretically analyzed. The role of investments and state support for training and education on project management not only in the national but also foreign education has been shown. The main goals and areas of the implementation in the educational sector have been revealed through the example of the Education national project. The role of the methodology for network planning of the employees’ activities in an organization has been considered. This creates guidelines for organizing the research on optimizing human resources in the organization and improving their efficiency. The article has focused on one of the approaches in project management, namely, the projective-resource one, where the head of the educational organization plays an important role both in project management and in the formation of a team for its implementation.

The article is devoted to solving the problem of actualization, search, implementation and further development of the educational capacity of school tourism. Using the environmental approach to the organization of educational space of a school, the potential is defined as the aggregate of the environment cash, its resources and possibilities. The author, paying attention to the regent function of education in modern education, highlights the most significant directions of updating of educating potential tourist activity. These are methodical, psychological and pedagogical, organizational and managerial areas. Methodological direction is the methodical support of teachers, organizing school tourism, the design and implementation of the activities for updating and development of educating potential in the unity of curricular and extracurricular activities of students. Psycho-pedagogical direction focuses on the creation of the child-adult community, self-revelation and selfrealization potential of the individual as teacher and learner. Managerial direction is the development of professional and personal qualities of the teacher in the organization and implementation of tourist activity of pupils. The article presents a scheme of the implementation model of the above areas, which reflects the goals, objectives and their implementation. The article reveals the essence and summary of the main directions of development of educating potential of tourism activity in educational organizations. The presented materials will help in modeling the development of the educational system of school and will help to actualize educational function of tourism activity.

Perubahan sebagai suatu keniscayaan tidak dapat dipungkiri juga telah merambah dunia pendidikan sebagai jawaban atas fenomena kehidupan masyarakat yang terus mengalami dinamika. Perubahan diperlukan untuk menyiapkan generasi muda dalam menyongsong Indonesia emas yang sangat membutuhkan sumber daya manusia yang berkualitas dan siap bersaing di pasar global. Dalam pendidikan Islam, perubahan kurikulum ini memberi arah yang menguntungkan di beberapa aspek. Dimulai dari tujuan pembelajaran yang mengintegrasikan tiga domain pembelajaran, proses yang lebih “manusiawi” serta evaluasi sebagai akhir yang mengakomodasi seluruh potensi peserta didik. This paper is intended to review the phenomenon of changes inthe 2013 curriculum. The changes are an undeniable necessity; it also penetrated the education world as an answer to the phenomenon of a dynamics society living. Changes are needed to prepare young generation in facing great Indonesia that needs qualified and ready human resources to compete in the global market. In Islamic education, curriculum change is to give direction favorable in some aspects. It is starting from the learning objectives that integrate the three domains of learning, a process that is more ”humane” as well as a final evaluation that accommodate all potential learners.

The article studies the Turukhansk region as a territory with distinct climatic conditions and, consequently, with distinctive state management institutions and does so in the context of modernization processes of late 19th – early 20th century. This part of the Yenisei gubernia having become a region of mass exile after the First Russian Revolution of 1905–1907, its integration into a general system of management slowed down. Private letters of exiles are an important historical source, they reveal many aspects of the daily life of the persons under supervising in the inter-revolutionary period. The ‘Turukhansk revolt’ in the winter of 1908/09 revealed not only the ineffectiveness of exile as a penal measure, but also severel major problems of the region: archaic and scanty management institutions, lack of transport communication with southern uezds of the gubernia, underpopulation, and also gubernia and metropolitan officials’ ignorance of local affairs. The agencies of the Police Department of the Ministry of Internal Affairs expanded the practice of perlustration as involvement in the revolutionary movement grew. Siberian exiles had their correspondence routinely inspected, and yet in most cases they were inexperienced enough not to encrypt their messages. Surviving perlustration materials offer an ambivalent picture of the ‘Turukhansk revolt’: there were both approval and condemnation of the participants’ actions. The documents tell a tale of extreme cruelty of the punitive detachments even towards those who were not involved in the resistance. The subject of the Siberian exile of the early 20th century has research potential. There is virtually no scholarship on the exiles’ self-reflection concerning the ‘common violence’ of both anti-governmental groups and state punitive agencies. Diversification in political/party or social/class affiliation is not enough. The new materials have revealed a significant gap between several ‘streams’ of exiles: those banished to Siberia in midst of the First Russian Revolution differed from those exiled in 1910s. The article concludes that, having departed from the previous approach to studying the exile, ego-sources cease to be of lesser importance than other types of historical sources. Their subjectivity becomes an advantage for a high-quality text analysis.

Islamic education is one field of Islamic studies who received a lot of attention from scientists. This is because in addition to a very strategic role in order to enhance human resources, as well as in Islamic education there are a variety of complex problems. Ibn Taymiyyah for example, he was known as a scholar, thinker and politician. The thinking in the field of education is a response to the various problems facing the Islamic society that demands split logically through education. Philosophy of education, he said, should be built on the foundation of monotheism, the belief in the oneness of God. Monotheism which is the basis of education include; rububiyah monotheism, monotheism asthma wa uluhiyah and nature. Based on the insights of faith is then Ibn Taymiyyah describes the purpose of education, students, teachers, curriculum and so on.

The method proposed in this paper allows us to determine the most promising areas of regional development within the framework of The national technology initiative (NTI) concept, taking into account the region's industry specialization. According to this method, the priority NTI markets for the Vladimir region were evaluated, and a map of the innovation ecosystem was compiled for the TechNet market, which received the highest points in the evaluation. The map shows the main stakeholders of the regional market “TechNet”, such as key enterprises in this area; educational organizations that train qualified specialists in this field; regional executive authorities responsible for legal regulation of innovation activities in the region, etc.
