Development of human society also implies modernization, respectively extension a road and railway transport structures. From this perspective, in order to achieve performance in the field of traffic safety, actions are also required to monitor the slopes, tailings dumps (active or greened) adjacent to transport routes where there are uncertainties regarding their stability. Ignoring stability and landslides can lead to loss of life, as well as significant material damage. Thus, the paper mainly addresses the issue of monitoring the slopes adjacent to road and rail transport routes where there are uncertainties regarding the control of landslides, as well as possibility of alerting before this occurs. From the multitude of possible solutions to be applied in the field, an equipment was developed and realized, which was experienced in real working conditions, and the results confirm validity of assumptions and certify the operation.

The article presents the significance of the analysis of threats related to the human factor in the rail transport system. The place and role of the human factor in the Directive on railway safety is described. Railway incidents in 2010–2017 were analyzed in terms of events caused by the direct action of employees in positions related to the safety and conduct of railway traffic. Methods that infrastructure managers and rail operators can use to correctly define the place and role of individual work posts in the organization and their impact on rail traffic safety are indicated. In addition, the article proposes a procedure for identifying threats in the area of the human factor, the interfaces associated with the work position of the traffic dispatcher are defined.

The JSC «RZD» Long-term program up to 2025 envisages a digital transformation of railway transport. It dedicates a special attention to information and digital technologies of modeling advanced development of infrastructure for provision of growing traffic, increase of production efficiency, provision of expected result of traffic safety and industry economics in whole. The paper presents a design of the information model for infrastructure control within the framework of introduction of the BIM RZD Automated Control System on the example of organization of transport production of permanent way work.

The features of management of domestic railway transport at different stages of its development have been disclosed. The main principles and conditions of structural reform in the industry have been formulated. The main models of management of the railway complex, principles and features of the organization of suburban railway communication in different countries have been characterized. Statistical data on suburban rail transport on the infrastructure of JSC «Russian Railways», confirming their importance and significance for the Russian Federation, have been adduced. The economic results of the activity of domestic suburban passenger companies have been considered. The shortcomings of the existing methodology for assessing the financial condition of suburban passenger companies have been indicated. The proposals to improve the current methods of calculations taking into account the conditions of prospective development of companies have been given. The scheme of scientific and methodical approach to the analysis of economic condition of the suburban passenger companies, including set of procedures of calculated and analytical character, has been offered.

Over the last few years, there has been a clear increase in interest in rail transport among local authorities, especially the agglomeration rail. A particular emphasis in this respect is being observed in large agglomerations and the surrounding suburban areas, where transport problems are becoming increasingly frequent. The fact that the number of passengers of agglomeration and regional railways in Poland is growing gives a positive overtone to the issue in question. The project of creating a system of Suburban Rail in the Podkarpackie Voivodeship is to significantly affect the development of the region. A reduction in commute time, the improvement of the transport offer and the increase in the accessibility to rail transport in Rzeszów area and thus the improvement of mobility of the society are some of the advantages of the investment. The project will encompass municipalities located within railway lines running from Dębica to Przeworsk and from Kolbuszowa to Strzyżów. The aim of the article is to present general assumptions of the project and to estimate the benefits resulting from the project for the region and its inhabitants. The research methodology and data sources consist mainly of an analysis of the documents concerning the Feasibility Study for the project The Construction of Suburban Rail obtained from the Marshal's Office in Rzeszów, with particular emphasis on Stage II - A marketing analysis of investment variants and Stage III – A technical analysis of all investment variants of the project together with cost estimation. The basis of the study also included research of the subject literature and interviews with the people responsible for project implementation. Fatigue as a term does not represent a disease, but a state of reduced mental and/or physical potentials and requires an interdisciplinary approach to detecting and managing risks in mutually related and conditioned work processes. Knowing the principle of fatigue allows us to discover, understand, predict and reduce the possibility of escalation of problems in a timely manner. Today, fatigue is recognized in civil aviation as the direct cause of more than 20% of incidents. Security and safety management measures are mainly aimed at reducing threats from a technical or procedural aspect while ignoring the fact that inadequate management of the Human Factor causes 80% of injuries, loss of life and material damage.

The problems and the tasks of land provision for construction of transport facilities which are recognized as «public need» are analyzed in the article. The study also illustrates the peculiarities of Ukraine in the development of transport and the importance of road and rail transport for the economy. The specifics of the construction of road and railway transport objects consist of their large lengths and the need for a huge number of land plots of private property to be bought. In the article, the method construction of transport facilities with land compulsory purchase is proposed. This method is based on the generalized foreign experience on compulsory purchase and Ukrainian legal regulations and existing practice of transport facilities construction in urban condition and natural environment.

This article experimentally proves the negative (destructive) effect of chloride DIR on railway transport facilities. The ways of chloride DIR getting of various objects of railway transport are shown. The relationship between the usage of chloride DIR and the violation of traffic safety in railway transport is being proven. Possible scenarios of the occurrence of a violation of traffic safety without taking into account the occurrence of human casualties are presented.

Rail transport has unmistakable sustainable (environmental and economic) advantages in goods transportation on a massive scale. Goods loading constitutes an important segment of goods transportation by rail. Incorrect loading can be a serious threat to traffic safety as well as a generator of unforeseen expenses related to goods, railway infrastructure and vehicles. At the beginning, the paper identifies the presence of incorrect loading into freight railcars. The analysis of the available loading software has led to the conclusion that no software offers adequate support to the planning and monitoring of the loading of goods into a covered railcar using a forklift truck. For this reason, the main aim of the research is to formulate a mathematical model that includes real-world constraints, as well as the design and implementation of an original user-friendly load planning and monitoring software system. Experimental evaluations of the implemented software have been made based on single and multiple railcar pallet loading problems, considering the following three optimization criteria: maximization of wagon load weight, maximization of wagon volume utilization and maximization of weighted profit. By testing the optimization and visualization features of the software and analyzing the results, it has been concluded that it can offer full support to real load planning and monitoring problems.

The volumes of freight and passenger traffic on the railways of the Russian Federation are increasing every year. Along with the increase in the transportation work, the likelihood of occurrence of undesirable incidents in railway transport increases. The assessment of the level of comprehensive (integrated) safety is an important scientific and technical problem in the current conditions of the functioning of railway transport. The methods used to assess the level of safety do not always meet the requirements of complexity in view of comparison of various-scale violations of traffic safety (crash, accident, faulty operation). The paper proposes a mathematical method for assessing the level of integrated safety in railway transport and calculation of the safety index of train traffic. For the calculation, statistical data for a certain period are used. These data summarized in a specialized dictionary of traffic safety violations, the mathematical treatment of which provides information on the level of integrated safety in railway transport in the Russian Federation. The proposed index allows determining the effectiveness of management decisions in the field of train traffic safety, as well as assessing the effectiveness of implementing certain innovations in the field of traffic safety. It is possible to use data on integrated traffic safety to reduce insurance premiums for cargo insurance on railways.

The article analyzes the trends in the functioning of railway transport in Ukraine, which allowed to identify the manifestations of the systemic crisis in the industry. On this basis, the risks and threats to the economic security of rail transport are highlighted. The concept of management of economic safety of railway transport is formed. The object and subject of management of economic safety of railway transport, principles and purpose are defined. The tools of management of economic safety of railway transport in the following directions are revealed: formation of institutional and organizational basis of development of railway transport; providing innovative transformations to improve technological capabilities and raise the level of security; ensure social development and competencies of staff to increase loyalty; create communications to maintain effective communication of railway transport and development of partnerships.
