The article examines the strategic experience of introducing smart specialization in Ukraine using the methods of strategic analysis, financial analysis, generalization, statistics, critical thinking. It has been proved that the state priorities of Ukraine's strategic development have changed. The concept of providing state aid to industries that cannot withstand competition has been changed to the concept of identifying specialized functional areas based on the principles of reasonableness, sustainability and inclusiveness of development, the ability to integrate into value chains of world markets. The above more locally meets the requirements of the competitive environment, minimizes the risks of scattered financing, increases the level of effectiveness of strategic planning, innovative and technological development of the state as a whole. The inconsistency of the state and regional strategic support for the introduction of reasonable specialization was established against the background of determining the effectiveness of the use of such forms of cooperation as the cluster model and cross-functional interaction. The need for standardization and greater regulation of the smart specialization procedure at both the conceptual, methodological and practical levels is determined. Ukrainian smart specialization is constrained by the insufficient potential for the implementation of regional development strategies, the urgent need to adapt the method of assessing smart specialization in the format of entrepreneurial discovery to the Ukrainian realities of types of economic activity, insufficient funding of potential functional territories, low initiative, diversification and self-organization. The delay in the implementation of reasonable specialization of activities in Ukraine is explained by the need for additional time to reconfigure the socio-economic system at all levels and to understand the territorial needs, the prospects of choosing from existing opportunities and its consequences.

Increasing the competitiveness level of regions based on smart-specialization is one of the foundations of regional development policy in Ukraine until 2027. Ukrainian regions have identified areas of their smart-specialization and formed projects for their implementation to achieve this goal. However, the smart-specialization projects require considerable financial resources. Identify and assess the financial sources for smart-specialization projects in Ukrainian regions, describe the weaknesses of the financial support mechanism for regions’ smart-specialization and suggest possible ways to eliminate them is the goal of our research. We analyzed regional development strategies and medium-term action plans of strategies’ implementation for identifying smart-specialization projects and the expected sources and scope of their financing. Then, we evaluated the possibility of financing the smart-specialization of Ukrainian regions from the expense of state and regional budgets, international organizations and domestic enterprises. State budget funds are the main financial resource for the introduction of regions’ smart-specialization. On average, almost half of the total planned funding for the regions’ smart-specialization projects comes from the state budget. The own funds of enterprises, grant funds, resources of international financial organizations, etc. – cover the second planned half of the regions’ smart-specialization projects’ cost. Funds from regional budgets will provide only a small need for funds for regions’ smart-specialization projects implementation. However, we found the absence of a separate financial support mechanism specifically for regions’ smart-specialization projects at both the state and regional levels. Conclusion. In Ukraine, there are sources of funds to start financing smart-specialization of regions. The range of tools for financial support of smart-specialization projects is quite wide. Besides, we propose to allocate part of the funds within the state and regional programs exclusively to the implementation of regions’ smart-specialization projects. We recommend introducing the funding for relevant projects on a revolving basis alongside non-repayable financial instruments to support regions’ smart-specialization.

The exploitation of Arctic resources is becoming now one of the most important directions of Russia’s strategic development. The coordination center for this project is St. Petersburg. The article assesses the potential of this region which forms an essential prerequisite for the effective implementation of the given work from the standpoint of the state and prospects of industrial clusters formed in its territory. The subjects of the cluster environment of St. Petersburg relevant programs of state support are divided into three categories: 2 innovative territorial clusters, 3 territorial clusters, 9 territorial clusters administered by the Center for cluster development. Specific recommendations for them are proposed on the basis of analysis of their strengths and weaknesses, as well as assessment of opportunities and threats to their development.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

Abstract The mosaic approach to conflict requires redefinition of some doctrinal concepts that can influence the way in which the response to the risks and threats to the state of security, the future of military actions and the acceptance that the technological development will be a factor for the success of the wars future. The issues addressed could be important elements in the architecture of a possible future strategic concept of integrated use of the basic elements of national power - diplomatic, informational, military and economic. At the same time, the results of this theoretical approach can contribute, as a reference point, to proposing viable and innovative doctrinal and operational solutions to counteract aggressions to national security, regardless of their nature or origin.

Purpose:the purpose of the article is to study the state of technological structures of the subjects of the macroregion, to determine the factors influencing its formation and development, to justify the ways of modernization of technological development.Methods:the methodological base of the research is based on the use of a systematic approach and General scientific methods: scientific abstraction, analysis and synthesis, generalization, system-structural analysis.Results:the analysis of the state of technological structures of the studied macroregion is carried out, the dominant structures are identified, the factors, among which are investments, commissioning of fixed assets and the level of education, which influence the formation and development of the technological structure, are considered. The direct correlation of the increasing level of technological structure with the increase of the educational level of the employed in the economy is revealed. The possible ways of technological development modernization for the macroregion are determined on the basis of the selection of the catching-up and advanced development strategy.Conclusions and Relevance:the main result of the research is the conclusion that the knowledge of the state of the technological structure of the region will allow to outline the strategy of its development, that the high educational level of the employed in the economy and social sphere will allow the region to move more rapidly to a higher technological structure. The implementation of the catch-up and advanced development strategy is designed to implement technological innovations that should lead to increased productivity, renewal of fixed capital and competitiveness, which will change the structure of the economy, to determine the most important areas of its modernization.

This article presents a new methodology that integrates Competitive Technical Intelligence with Blue Ocean Strategy. We explore new business niches taking advantage of the synergy that both areas offer, developing a model based on cyclic interactions through a process developed in two stages: Understanding opportunity that arise from idea formulation to decision making and strategic development. The validity of our approach (first stage) was observed in the evaluation of an exotic fruit, Anacardium Occidentale, in the South of the State of Veracruz, Mexico with the support of the university ITESM, Campus Monterrey. We identified critical factors for success, opportunities and threats. Results confirm the attractiveness of this crop.

With the development of megalopolises, constant expansion of their borders and chaotic and – to a greater extent – unreasonable territorial division of lands, potential recreational areas are experiencing colossal anthropogenic load and can be found in the state of oppression, gradually moving into an industrial functional zone, from the environmental point of view. For the preservation of ecosystems and rational planning of urban development, it is necessary to pay special attention to the functional purpose and mode of use of the sites, which are the essence of zoning and governance in the field of urban development of land. This paper presents a geoecological assessment of the dynamics of changes in pollution halos among the functional areas of the Eastern Administrative Okrug of Moscow over the past 30 years. Geochemical series of pollutants were compiled with the help of methods of preliminary preparation and statistical data processing. A forecast of the spread of pollution in the surface horizon for the next 100 years is presented, taking into account the hydrogeological features of the territory of the Eastern Administrative Okrug of Moscow.

In the article, contemporary requirements and shortages of the integration processes in the fields of science, education and business has also been revealed, principles of national strategy of the scientific development and contemporary international models of the science-business collaboration has been researched and relevant suggestions have bee made for application of them in Azerbaijan.
