The importance of scientific research and technological development is reflected in the fact that it is a fundamental contributor to meeting the needs of the industrial and economic sectors, creating job opportunities, and enhancing revenues by employing its outputs, in addition to its effective role in community building, development and welfare. In this paper, we have chosen the Syrian Arab Republic as an example for the analysis of the innovation system and technology transfer. We review the status of scientific research and technological development in Syria, since its official inception in 1958 until the present time. We conduct an analysis of strengths, weaknesses, opportunities and threats in the innovation and technology transfer system in Syria (SWOT analysis). In order to reach an integrated system based on scientific research, we present a set of recommendations that help enhance strengths and overcome weaknesses. These recommendations also help to exploit the available opportunities and turn them into strengths, in addition to finding appropriate solutions to the risks faced by the innovation system in Syria.

In the context of the need for sustainable development of the national economy and joining the group of leading countries — technology suppliers, the organization of a technology transfer system, which ensures the transition of the results of innovative activities from the stage of scientific research to the stage of practical application, becomes one of the most important tools for the scientific and technological development of the country. Technology transfer is a rather complex system with a sufficient variety of participants and resources, which are the “tool of the initiative and communication plan” that promote and are necessary for continuous innovation in the modern economy. The tools and mechanisms of technology transfer are discussed in the article, a model for the implementation of international technology transfer in UkrISTEI through the Automated system for the formation of interstate information resources, the International technological platform for the technology transfer of collective use, the Interregional Office for the Transfer of Knowledge and Technologies, the Open Innovation Platform was presented; these objects are participating parts in export and import of innovative technologies and form a modern mechanism for the transfer of these technologies between countries. The process of technological transfer necessary to assess the benefits obtained as a result of technology transfer and ways to achieve these benefits has been investigated. The authors of the article presented the relevance of scientific research in the field of technological transfer, which is explained by the following reasons: effective organization of the technology transfer process contributes to an increase in the implementation of state innovation programs in relation to the modernization and innovation of the real economy; technology transfer facilitates the continuous movement of research and development results (projects) into the industrial sector of the economy; the efficiency of technological transfer makes it possible to accelerate the formation of scientific, technological and industrial ties, as well as to strengthen the position of national production in the world market of science-intensive developments.

In order to avoid social inequality of opportunity and improvement of local economies have become government policies in Turkey, as it is in other countries around the world. Incentives, regional development agencies, techno parks and also local entrepreneurs play crucial role in the improvement process of local economies. The increasing rivalry and globalization concept necessitate entrepreneurs to take more risks, to reach innovations to seize opportunities in optimum level. Entrepreneurship is a motor vessel in financial growth and in development, and entrepreneurship is also the source of innovation and creativity. In this regard, the more entrepreneurship develops in a country, the higher level of welfare possesses the chance to advance. The purpose of this report, in which it has been aimed to reveal vital role of entrepreneurship in the progress of local economies, is emphasizing the status of entrepreneurship that transformed Gaziantep’s socio-economic level of development into its present position. Thus with this aim a SWOT analysis, in terms of Gaziantep’s economic entrepreneurship has been carried out. Positive contributions of Gaziantep’s immensely developed industry, facilitation of local innovative entrepreneurs’ involvement in various local economic sectors and in accordance channeling immigration into deployment in local economy have been observed in this study. Significantly it has been observed that plenitude of “opportunist entrepreneurship” or in other words “the entrepreneurs with strategic growth plans” in this region contributed local economy positively.

Organizations managing technology transfer from universities to the private sector, although born in Poland with a significant delay compared to Western European countries, are currently important actors in the Polish innovation system. The article summarizes the process of shaping the role and models of the functioning of these organizations. It discusses the status and functions of technology transfer centers and the institutional environment of academic technology transfer in Poland: legal framework, support programs, and partner organizations. Furthermore, it highlights the importance of cooperation networks in technology transfer and draws attention to specific initiatives focused on technology transfer in the biotechnology and pharmacy sectors.

Introduction. The article is devoted to the study of the current state of the research and development sector in the Russian Federation during the transition from the first to the second stage of the implementation of the Strategy for the Scientific and Technological Development of the Russian Federation. In addition, the authors also prepare proposals for improving the state scientific and technical policies. Methods. This paper employs theoretical methods, including non-comparative and comparative analysis, cognitive synthesis, abstraction and concretization, systemic approach and structural-functional method. Results and Discussion. The paper presents the dynamics of changes in the key indicators of scientific and technical activity in the Russian Federation as well as significant risks and threats/challenges constraining scientific and technical activities, which are divided into two groups: organisational and economic (internal) challenges and global technological (external) challenges. The main research results are: a set of measures in the framework of the state scientific and technological policy, ensuring the further scientific and technological development of the Russian Federation, including the improvement of the public administration system through the development of mechanisms for financing research and development; creation of favourable conditions for involving enterprises of the real economy and other companies in all stages of research and development; creation of an integrated system for assessing scientific, research and technology results; introduction of a holistic system to support scientific, research, technological and innovation activities, providing targeted support at every stage of the innovation life cycle; introduction and development of the mechanism of scientific diplomacy in Russia; development of science and technology at the regional level; development of mechanisms for involving qualified personnel to scientific activities; development of a holistic system of expertise, monitoring and forecasting for scientific, research and technological activities. Conclusion. Results of this research substantiate the assertion that such areas as science, technology and innovation should operate as a whole structure integrated into the socio-economic system of the country and ensuring the technological selfsufficiency and competitiveness of the national economy.

The aim of the study is to improve the efficiency of technology transfer management in public works by developing a model for the reasonable definition of transfer objects and their components. The subject of the study are models of reasonable definition of technology transfer objects and their components. The basis of the methodology of research are the principles and models of technology transfer, methods and models of the theory of project management, as well as system analysis. The paper shows that for the formation and implementation of public works for various purposes, the goal of using technology transfer processes should be considered the achievement of the highest level of technological development. Under the conditions of the technological development processes analysis of the individual economic sectors, possible models to achieve different levels of technological development and technical-technological indicators of public works are defined. These include the "gradual" transition model, the "jumps" model, and the "big jump" model. These models are characterized by the following: the model of "gradual" transition assumes that its main feature should be considered a gradual transition from the actual level of technological development to the one following it; for the model of "jumps" the main feature should be considered the possibility of transition to a higher level of technological development bypassing the next in order from the actual level; the "big jump" model differs from the "jumps" one in that a significantly low initial level of technological development immediately reaches the maximum level, which takes place for a certain time. The chosen model of processes to achieve different levels of technological development significantly affects the planning of qualitative and quantitative indicators of public works. Identification of potential objects of transfer and their components is proposed to solve through the development of classification features of public works and programs, as well as the formation of their information models. The main classification attributes of public works should be considered: organizational, technological, as well as equipment and materials. As the main indicators to ensure effective management decisions in the planning of public works should be used the cost of transfer, as well as the timing of delivery of objects. The conditions for selecting the object of transfer and its components in terms of cost and time for different models of acquisition of the appropriate technological level are defined. A model of technology transfer object distribution and an algorithm for planning public works using technology transfer was developed. The implementation of the research results on a number of public works for the development of municipal heating and water supply systems has proven their effectivenessTaking into account the significant resources needed for public works and programs, the research findings should be considered important for various sectors of the economy.

Universities and R&D institutions undertake projects to create technological solutions, and at the same time, they teach, produce new knowledge, and learn. Since most universities in the developing world lack industrial production capacities, the technology they create is considered pre-competitive. However, a major goal of technological development is to create products and make them available in the market to different economic sectors in order to help people to solve problems and improve their quality of life. Due to its limitations to accomplish this goal, the university needs to transfer its propriety technology to industrial or entrepreneurial partners. Nevertheless, the definition of technology transfer agreement terms represents a complex communication problem, particularly the appraisal of the value of the technology made by both counterparts. This is partly because current technology valuation methods often disregard the point of view of both counterparts, even though the university’s interests are completely different from the firm’s interests. This paper proposes a technology valuation method using an analogy taken from physical systems, the method of impedance matching in electrical circuits, which intends to engage both parties in a common project with a common aim. The proposed method is tested using a technology transfer contract signed between the Applied Sciences and Technology Institute (UNAM) and a producer of biomedical prostheses.

Based on the provincial panel data of 30 provinces in China from 2009 to 2018, this paper uses the system GMM estimation method to examine the impact of university efficiency and financial development on technology transfer from the perspective of economic innovation, and validates the hypotheses of theoretical analysis. The research results show that university efficiency may promote technology agglomeration, but significantly inhibit technology transfer, which is not conducive to directly promoting economic innovation; while financial development significantly promotes technology transfer, which is conducive to promoting economic innovation. Finally, based on the above conclusions, in order to better promote economic innovation and technology transfer, and promote the sustainable development of the national innovation system, this article puts forward corresponding policy recommendations.

AbstractIntellectual property plays an important role in the sustainable development of an university. Nowadays we can not talk about economic growth respectively about innovation and technology transfer if there is no analysis regarding the place and role of intellectual property protection in universities done. In this context, the authors conducted a study and have expressed a view on how the Intellectual Property policies must be understood and implemented later in an advanced scientific research and education university.

Measurement of the egg's electrical activity, the fertilization potential or the activation current (in voltage clamped eggs), provides a means of detecting the earliest perceivable response of the egg to the fertilizing sperm. By using the electrical physiological record as a “real time” indicator of the instant of electrical continuity between the gametes, eggs can be inseminated with sperm at lower, more physiological densities, thereby assuring that only one sperm interacts with the egg. Integrating techniques of intracellular electrophysiological recording, video-imaging, and electron microscopy, we are able to identify the fertilizing sperm precisely and correlate the status of gamete organelles with the first indication (fertilization potential/activation current) of the egg's response to the attached sperm. Hence, this integrated system provides improved temporal and spatial resolution of morphological changes at the site of gamete interaction, under a variety of experimental conditions. Using these integrated techniques, we have investigated when sperm-egg plasma membrane fusion occurs in sea urchins with respect to the onset of the egg's change in electrical activity.

The theme of this study is how the strategy planning in optimizing market levy in Bantul Regency. During 2012-2015, the levy achievement always exceeded the market target, but based on the potential data from Kepala Seksi Pendapatan in Kantor Pengelolaan Pasar, the specified target is too low, so that, the market levy still has potential to be optimized. Therefore, the aim of this study is to formulate the strategy to optimize market levy in Bantul Regency.The data used in this study was obtained from employees of the Kantor Pengelolaan Pasar both in the field and administration sector, also traders in Bantul district markets. The data was obtained through a questionnaire distributed to 34 employees of Kantor Pengelolaan Pasar, and interviews with market traders. The analysis mehod used is descriptive analysis and SWOT analysis.Based on the SWOT analysis, it is obtained the strategies for optimizing market levy in quadrant III by reducing the weaknesses to rise the opportunities. The implementation of the strategy, by the Kantor Pengelolaan Pasar, firstly by committing traders data validity, which is continued by collecting in an integrated system, that is a book keeping system. The officer made the routine administration after collecting, and traders who often do not pay the levy (in arrears) are required to pay the levy directly to BPD DIY.
