Modeling efforts focused on future greenhouse gas (GHG) emissions from energy and other sectors in California have shown varying capacities to meet the emissions reduction targets established by the state. These efforts have not included potential reductions from changes in ecosystem management, restoration, and conservation. We examine the scale of contributions from selected activities in natural and agricultural lands and assess the degree to which these actions could help the state achieve its 2030 and 2050 climate mitigation goals under alternative implementation scenarios. By 2030, an Ambitious implementation scenario could contribute as much as 147 MMTCO2e or 17.4% of the cumulative reductions needed to meet the state’s 2030 goal, greater than the individual projected contributions of four other economic sectors, including those from the industrial and agricultural sectors. On an annual basis, the Ambitious scenario could result in reductions as high as 17.9 MMTCO2e⋅y−1 or 13.4% of the state’s 2030 reduction goal. Most reductions come from changes in forest management (61% of 2050 projected cumulative reductions under the Ambitious scenario), followed by reforestation (14%), avoided conversion (11%), compost amendments to grasslands (9%), and wetland and grassland restoration (5%). Implementation of a range of land-based emissions reduction activities can materially contribute to one of the most ambitious mitigation targets globally. This study provides a flexible, dynamic framework for estimating the reductions achievable through land conservation, ecological restoration, and changes in management regimes.

Abstract Agriculture, Forestry and Other Land-use (AFOLU) are thought to play a vital role in long-term GHG emissions reduction, especially for their importance in non-CO2 emissions, bioenergy supply and carbon sequestration realized by afforestation. Several studies have noted potential adverse impacts of land-related emissions mitigation on food security, due to food price increases, but these studies have not disaggregated the individual aspects of land-related emissions mitigation that impact food security. Here, we show the extent to which three factors—non-CO2 emissions reduction, bioenergy production, and afforestation—change the food security and agricultural market conditions under 2 °C climate stabilization scenarios, using six global agro-economic models. The results show that afforestation, often implemented in the models by imposing carbon prices on land carbon stocks, causes the largest impacts on food security, followed by non-CO2 emissions policies, generally implemented as emissions taxes. Respectively, these measures put an additional 41.9 and 26.7 million people at risk of hunger in 2050. This study highlights the need for better coordination of emissions reduction and agricultural market management policy.

Abstract The present research is aimed at contributing to the Latvian national climate policy development by projecting total GHG emissions up to 2030, by evaluating the GHG emission reduction path in the non-ETS sector at different targets set for emissions reduction and by evaluating the obtained results within the context of the obligations defined by the EU 2030 policy framework for climate and energy. The method used in the research was bottom-up, linear programming optimisation model MARKAL code adapted as the MARKAL-Latvia model with improvements for perfecting the integrated assessment of climate policy. The modelling results in the baseline scenario, reflecting national economic development forecasts and comprising the existing GHG emissions reduction policies and measures, show that in 2030 emissions will increase by 19.1 % compared to 2005. GHG emissions stabilisation and reduction in 2030, compared to 2005, were researched in respective alternative scenarios. Detailed modelling and analysis of the Latvian situation according to the scenario of non-ETS sector GHG emissions stabilisation and reduction in 2030 compared to 2005 have revealed that to implement a cost effective strategy of GHG emissions reduction first of all a policy should be developed that ensures effective absorption of the available energy efficiency potential in all consumer sectors. The next group of emissions reduction measures includes all non-ETS sectors (industry, services, agriculture, transport, and waste management).

Despite four decades of resilience research, resilience remains a poor fit for practice as a scientific construct. Using the literature, we explored the concepts attributed to the development of resilience, identifying those that mitigate symptoms of distress caused by adversity and facilitate coping in seven classes of illness: transplants, cancer, mental illness, episodic illness, chronic and painful illness, unexpected events, and illness within a dyadic relationship. We identified protective, compensatory, and challenge-related coping-concept strategies that healthcare workers and patients use during the adversity experience. Healthcare-worker assessment and selection of appropriate coping concepts enable the individual to control their distress, resulting in attainment of equanimity and the state of resilience, permitting the resilient individual to work toward recovery, recalibration, and readjustment. We inductively developed and linked these conceptual components into a dynamic framework, The Resilience Framework for Nursing and Healthcare, making it widely applicable for healthcare across a variety of patients.

The state of Rhode Island (RI) has established its greenhouse gas (GHG) emissions reduction goals, which require rapidly acquired and updatable science-based data to make these goals enforceable and effective. The combination of remote sensing and soil information data can estimate the past and model future GHG emissions because of conversion of “low disturbance” land covers (e.g., evergreen forest, hay/pasture) to “high disturbance” land covers (e.g., low-, medium-, and high-intensity developed land). These modeled future emissions can be used as a predevelopment potential GHG emissions information disclosure. This study demonstrates the rapid assessment of the value of regulating ecosystems services (ES) from soil organic carbon (SOC), soil inorganic carbon (SIC), and total soil carbon (TSC) stocks, based on the concept of the avoided social cost of carbon dioxide (CO2) emissions for RI by soil order and county using remote sensing and information from the State Soil Geographic (STATSGO) and Soil Survey Geographic Database (SSURGO) databases. Classified land cover data for 2001 and 2016 were downloaded from the Multi-Resolution Land Characteristics Consortium (MRLC) website. Obtained results provide accurate and quantitative spatio-temporal information about likely GHG emissions and show their patterns which are often associated with existing urban developments. These remote sensing tools could be used by the state of RI to both understand the nature of land cover change and likely GHG emissions from soil and to institute mandatory or voluntary predevelopment assessments and potential GHG emissions disclosures as a part of a climate mitigation policy.

In Spain doctoral studies underwent a major legal reform in 1998. The new legislation has brought together the criteria, norms, rules, and study certificates in universities throughout the country, both public and private. A brief description is presented here of the planning and structuring of doctoral programs, which have two clearly differentiated periods: teaching and research. At the end of the 2-year teaching program, the individual and personal phase of preparing one's doctoral thesis commences. However, despite efforts by the state to regulate these studies and to achieve greater efficiency, critical judgment is in order as to whether the envisioned aims are being achieved, namely, that students successfully complete their doctoral studies. After this analysis, we make proposals for the future aimed mainly at the individual period during which the thesis is written, a critical phase in obtaining the doctor's degree. Not enough attention has been given to this in the existing legislation.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The present paper reveals the significance of the National Archival Fund for preservation of the historical and cultural memory of the Bulgarian nation and the formation of historical consciousness. The National Archives Fund is defined as the largest collection of documents with historical, scientific, social, economic, cultural significance as an essential part of the cultural and historical heritage of Bulgaria.It treasures documents about the history of thousands of institutions and prominent figures of the state, economy, culture and art, of ordinary citizens whose activity is historically important in one respect or another.The emphasis of the study is on the main factors determining the daily enrichment of the National Archival Fund with new documents. Among these key factors are development of documentaristics and archivistics, trends in social development, ideological and political climate, financial stability and attitude of the society as a whole, of the istitutional leaders and administrative heads, creating documents, in particular, of the non-governmental organizations and even of the individual citizen to the problems in the field of archivistics.In the focus of the paper as well is the leading role of the state archives for the formation of the National Archival Fund of Bulgaria and the opportunities for cooperation with museums, libraries, community centers and other institutions of memory working with the same purpose and vision.

After had being carried out nationalization and hostility against west countries, the New Order regime made important decision to change Indonesia economic direction from etatism system to free market economy. A set of policies were taken in order private sector could play major role in economic. However, when another economic sectors were reformed substantially, effords to reform the State Owned Enterprises had failed. The State Owned Enterprise, in fact, remained to play dominant role like early years of guided democracy era. Role of the State Owned Enterprises was more and more powerfull). The main problem of reforms finally lied on reality that vested interest of bureaucrats (civil or military) was so large that could’nt been overcome.
