<p>Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) is an institution established by the Government of the Republic of Indonesia through Presidential Regulation (Perpres) No. 9 of 2013 on the Management of Upstream Oil and Gas Business Activities. The task of SKK Migas is to manage the upstream oil and gas business activities based on cooperation contracts. The purpose of the establishment of this institution so that retrieval of natural resources of oil and gas owned by the State can provide maximum benefit and acceptance for the state to the greatest prosperity of the people. Based on these tasks and objectives, SKK Migas is responsible to the state and all Indonesian people to work properly, honestly, fairly, cleanly, transparently and competently in order to achieve good governance of state institutions. Therefore, internal monitoring (internal audit) and accountability of its human resources are required. This research has a purpose to test the influence of internal audit and human resource accountability to the achievement of good governance at SKK Migas institution. This research uses survey method with population of all staffs of SKK Migas. Sampling method used is sampling with purposive sampling technique. In this study, 145 samples were taken. Methods of data collection was done by using questionnaires containing several questions with the method of data analysis using multiple regression. The result of this research is to accept both hypothesis which is internal audit have positive effect toward the achievement of good governance in SKK Migas. And the accountability of human resources positively affect the achievement of good governance in SKK Migas.</p>

Based on longterm statistical and primary reporting data, the article examines and evaluates the impact of the results of business activities of enterprises, including joint ventures operating in the oil and gas industry of Azerbaijan, on the implementation of targeted and social projects both in the republic and in foreign countries. The activities of similar structural units are analyzed, and the results of business activities of joint ventures in the oil industry are obtained. At the same time, special attention is paid to the analysis of the results of business activities of the studied enterprises. The content of the implementation of targeted and corporate social projects is disclosed, as well as the issues of the formation of income of the State Oil Fund, the allocation of funds from it for the implementation of a wide network of social infrastructure facilities, social events and maintenance of intellectual property. The key aspects of SOCAR’s activities on the expansion of the foreign market were considered. Specific target projects of SOCAR in different countries of the world have been analyzed. The potential and dynamics of the number of employees of SOCAR joint companies and their main financial indicators are shown. The essence and significance of the implementation of corporate social projects that contribute to raising the company’s image among the population of the country and in the world community are revealed. The necessity of developing and implementing larger investment and innovation projects in the context of new global challenges and requirements has been substantiated. The expediency of expanding the activities of SOCAR and its subsidiaries abroad in the short and long term was considered. The importance of SOCAR’s activities in solving social and economic problems of the population and enhancing the development of the country’s economy is revealed. The efficiency of SOCAR joint ventures in solving multifunctional tasks facing this large company in the modern period was noted. A number of recommendations were prepared and a group of substantiated proposals for organizing business activities of joint ventures in Azerbaijan was presented, their role in the implementation of targeted and social projects was disclosed.

The article considers a comprehensive analysis of the oil and gas complex of the regions of Eastern Siberia and the Republic of Sakha (Yakutia). The features of the structure of the raw material base were revealed – a low degree of exploration and the rate of reproduction of stocks, imbalance in categories of stocks. The state of oil production in the region with differentiation by field is presented, the current state and prospects of expansion of the ESPO pipeline are analyzed.

The oil industry, like the world economy as a whole, has been shaken by the previously unseen crisis triggeredbytheCOVID-19pandemic.Urgentmeasuresrequires tochallenge andovercomeit. Believing that only reliance on innovation, technological progress, human capital will ensure the survival of the industry, the article below outlines the essence of fundamentally new, patented or diploma-protected scientific discoveries, technologies that address to resolve the challenges and ensure the Kazakhstan’s economic, environmental and commercial supremacy in every step of oil production – from oil exploration all the way to a gas tank. The National Engineering Academy of the Republic of Kazakhstan has accumulated a large base of such solutions. In the field of exploration: space sciencecomplimenting geologicalinnovative methods, both regional and detailed, allow for an order of magnitude cheaper, more accurately identify promising search sites and discover new oil and gas fields. In the field of oil production and transportation: GALEX technologies will ensure the production of ultra-viscous, hard-to-recover oil, high water cut, depleted fields at a cost of not exceeding 4–5 dollars per barrel; transportation by pipelines of oil volumes times greater than the base volume at no costs increase. Inthefieldofoilrefining:low-temperaturehydro-conversiontechnology,technology foron-site synthesizing petroleum products from crude oil will allow deep processing of hydrocarbon products of any specifications at relatively low temperatures, produce market-demanded products with the possibility of rapid reprofiling of production. In the area of hydrocarbon fuel efficiency and environmental efficiency: to reformat hydrocarbon fuels prior being burned in internal combustion engines with savings of 30% or more, 10 НЕФТЬ И ГАЗ 2020. 3–4 (117–118) АКТУАЛЬНО with a reduction in greenhouse gas emissions by 30% or more, the elimination of poisonous substances emissions into the biosphere by 95–98%, can be used with patented andproven SALF technology and devices. In the field of renewable energy: renewable energy technologies will significantly reduce the energy intensity of the entire industry, provide the population of hard-to-reach and remote areas with cheap energy and fresh water. The references in the text are a database of scientific publications, discoveries, engineering and engineering, protected patents and diplomas, recommendations created by scientists, oil professionals, inventors of the National Academy of Engineering of the Republic of Kazakhstan, which can be submitted for use for purpose in the oil and gas industry

AbstractThe 1945 Constitution of the Republic of Indonesia regulates natural recources in its particular article. Then, the Energy Law and the Oil and Gas Law regulate the state’s control of oil and natural gas. In the sectoral regulations of oil and gas, there is a public service obligation (PSO) which must be assumed by the Government and State Owned Enterprises (SOE). Meanwhile, in the SOE Law introduced entity Perum and Persero. Where in Perum entities carrying out public service, while the Persero entity to assume the role for profit. But in practice found a PSO on the oil and gas sector carried by state-run entities Persero. IntisariDalam Undang-Undang Dasar Negara Republik Indonesia 1945 diatur penguasaan negara terhadap sumber daya alam. Kemudian UU Enegi dan UU Minyak dan Gas Bumi mengatur penguasaan negara terhadap minyak dan gas bumi. Dalam pengaturan sektoral di bidang tersebut juga mengatur kewajiban pelayanan umum yang harus diemban oleh pemerintah dan BUMN. Sementara itu dalam UU BUMN diperkenalkan  entitas Perusahaan Umum (Perum) dan Perseroan Terbatas (Persero). Dimana entitas Perum mengemban peran pelayanan umum (public service), sementara entitas Persero mengemban peran mencari keuntungan (profit oriented). Namun dalam praktek ditemukan kewajiban pelayanan umum pada sektor minyak dan gas bumi diemban oleh BUMN dengan entitas Persero.

The article presents the results of the study of the geological structure of oil and gas deposits in Botuobinsky horizon, affecting the gasification of producing wells and gas breakthrough into the oil rim in the conditions of field development. In the course of the research, a characteristic of the reservoir was given, and the optimal gas-free flow rate was determined by a computational method, which allows us to limit the gas inflow for the operating conditions of the Srednebotuobinskoye oil and gas condensate field. The field under consideration is one of the unique storehouses of the East-Siberian oil cluster located in the Republic of Sakha (Yakutia). The main factors influencing the effective development of oil reserves of gas and oil deposits within the Central block and the Kurung license area are substantiated.

The Republic of Tatarstan has accumulated vast experience in the exploration and development of oil fields of various ranks – from small and smallest to giant and supergiant. Approaches for the rational development of various groups and categories of deposits have been found. The most effective methods of prospecting, exploration and additional exploration of oil fields, the most advanced hydrodynamic methods of developing fields with active and hard-to-recover reserves, including those at the late and post-late stages of development, have been worked out. Methods of enhanced oil recovery have found wide application for various geological and physical conditions, including the extraction of residual reserves from long-term exploited fields. A great deal of experience has been accumulated in the development of complex small fields with hard-to-recover oil reserves. Research work is underway to find effective methods for the development of unconventional oil deposits (high-viscosity, ultra-high-viscosity oils and natural bitumen, in shale and similar deposits), to study the phenomenon of replenishment of sedimentary cover deposits with deep hydrocarbons through the crystalline basement. This experience of advanced development of the republic helps in the formation of the principles of a new paradigm for the development of the oil and gas industry.

Recently, in the Republic has been deploying drilling explorations from the eastern part to less studied central and western areas. In this reason, had a particular importance the generalization of the available geological and geophysical materials related to the new focus territory, the evaluation of the prospects of individual lithologic-stratigraphic complexes and the forecasting of deep-seated oil and gas reservoirs. Studies carried out in this direction are given in this paper, which describes the analysis of different petrophysical data. At the same time were re-interpreted reservoir and petrophysical properties of rocks, mesocenozoic deposits taken from the drilled exploratory wells and geological material of the areas of oil and gas bearing area, where are widely distributed deposits of the productive strata (PT-lower Pliocene). As a result of analysis and interpretation of geological, geophysical and petrophysical date, it has been established that oil-and- gas-bearing reservoirs are mainly fractured volcanogenic-sedimentary and carbonate rocks.
