Abstract The fishery business area in Molawe Village is a minapolitan area for capture fisheries and fish processing products it has been declared by the North Konawe district government. Existing fishery businesses are expected to be able to serve and encourage fishery development activities. However, until now there are still some obstacles that cause the development of the Minapolitan area is not optimal. The purpose of this research is to develop the concept of developing the Minapolitan Area, Molawe Village. The analytical method used includes qualitative descriptive analysis. The problems that exist in this area are that there are still facilities and infrastructure that are not utilized according to their functions, there is still a lack of types of processed products, existing institutions have not played an active role such as cooperatives and counseling and lack of market information. Through the development of minapolitan activities, it is hoped that these problems can be minimized. There are several sub-developments, namely upstream, downstream production chain systems and supporting facilities. Determine the location of the Minapolitan area development center so that it is more focused and integrated into the fisheries business system that can increase employment and business opportunities for the community.

The objectives of this study were to evaluate the management of Government Fixed Assets inPegunungan Bintang Regency. The analysis technique used in this study was descriptive analysis.The paper described the Analysis of Regional Property Administration Evaluation in thePegunungan Bintang District Government. The data was shown in tables with numbers andpercentages to be analyzed further with descriptive analysis. In analyzing research data the authoruses qualitative descriptive analysis, also known as content analysis.The results of the study showed that the administration of regional fixed assets in terms of recordingthe assets, The Financial and Asset Management Agency (BPKAD) in Pegunungan BintangRegency has carried out the bookkeeping. This comprises of process of recording regional fixedassets in lists of its users, the inventory cards, and in the database of regional’s fixed assets. Beforerecording the assets, at first, Asset have been identified into its classification based on the type andcodes of regional fixed assets. Thus, in general, it can be concluded that the implementation ofaccounting in the administration of fixed assets in The Financial and Asset Management Agency ofPegunungan Bintang Regency has been well implemented. Evaluation of administration of regionalfixed assets to the inventory on The Financial and Asset Management Agency in PegununganBintang Regency has been carried out in accordance with mandated regulations. This can be seenfrom the evidence of inventory execution such as the existence of recording documents, theDatabase of Inventory, and documented in Inventories Books. In addition, there are reportingdocuments such as List of Inventory Recapitulation and List of inventory Mutations. Evaluation ofadministration of regional fixed assets in terms of reporting to The Financial and AssetManagement Agency in Pegunungan Bintang Regency is carried out in stages based on informationcontained in the list of assets keepers and a list of the authority of its users and keepers. Authoritiesof fixed assets users have to submit assets User Reports every semester, yearly, and 5 years toassets keepers.

Abstract The purposed of this paper is to find out the empowerment efforts by government to developing the local communities at tourist attraction of Lemo, especially in the field of tourism. Thus, it’s expected the local communities can play an active role in developing of tourism industry in their place. The author directly go to the field for observation and data collection in order to know the existing problems. The collection of data used in this study were obtained through observation techniques, documentation, library research, and interviews on informers.  Informers are deemed to know about the problems in community empowerment, by using a qualitative descriptive analysis. The author found out that  there are many constraints faced by the local communities such the lack of knowledge of the local communities in the field of tourism and the lack of the number of people who can speak  foreign languages, so it’s need participation from government and other related sector in overcoming the obstacles encountered by the community.

The purpose of this paper is to strategy to overcome the level of dependence of regional governments on the balance funds in Konawe Utara District and analyze the level of dependence of the North Konawe District government on balance funds. The research method used is a qualitative research method using descriptive analysis method. Through this process, it is expected to emerge a new hypothetical proposition through the interpretation of interactions between attributes and propositions which are then used to construct categories and provide explanations of the phenomena under study. Data collection techniques are in-depth interviews and document studies. Based on the results of the study, the strategy of the North Konawe District Government in managing the level of dependence on balancing funds in supporting the Regional Expenditure Budget was carried out with 2 (two) patterns: 1) Intensification, namely the North Konawe District Government to optimize Local Revenue by optimizing existing regional tax sources and regional levies; 2) Extensification is to control the level of dependence on balance funds by increasing the revenue of the District of North Konawe by placing more emphasis on expanding new sources of income, namely by developing retribution on fees from the development of market services, parking fees and other fees. The level of regional dependence on balancing funds consisting of Revenue Sharing Funds, General Allocation Funds and Special Allocation Funds is 78.90%, which indicates that the balancing funds contribute significantly to the district's income Konawe Utara. This means that the level of dependence of regional governments on balancing funds is still quite high, which can be reduced by optimizing other sources of income. Keywords: Strategy, Local Government, Balancing Fund

Based on the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration of the Republic of Indonesia Number 13 of 2020 concerning Priorities for the Use of Village Funds in 2021, SDG's Desa contains 18 development visions that are adapted to the customary conditions of each village. In realizing this vision, one of the obstacles to be overcome is the lack of community participation. This is also experienced by the Karangpawitan Village in Karawang Regency.   The method used in this research is descriptive analysis method using a qualitative approach. The results showed that since the end of 2019, community participation began to grow and resulted in development programs such as the Waste Bank and BSF Maggot Farm Greenday. The program is supported by the active role of the Karangpawitan sub-district government to the maximum so that it has succeeded in massively increasing community participation while producing various benefits.

Abstract:The development of the city is inseparable from the development of increasingly diverse community needs, including sports activities that are now not only as basic needs but also become the lifestyle of the community. These developments require the availability of sports venues with centralized and comfortable facilities. Kendal District Government is developing the Kebondalem Stadium in order to accommodate this development. Kebondalem Stadium is in a strategic location with a main building in the form of a soccer field and other supporting facilities. The purpose of this study is to conduct a study of the feasibility of the Kebondalem t stadium. The method used is a qualitative research method. Data is obtained through field observations and document review. The analysis was carried out by qualitative descriptive analysis of the feasibility of the Kebondalem Stadium. The results of this study indicate that the condition of the Kebondalem Stadium access and parking area is not sufficient to accommodate the activities of the Kebondalem Stadium, so that a design alternative is needed in the form of a new access construction connected to Jl. Soekarno Hatta and the addition of a more adequate parking area.Keywords: Feasibility; Access, Sport Stadium. Abstrak:Perkembangan kota tidak terlepas dari perkembangan kebutuhan masyarakat yang semakin beragam termasuk aktivitas olahraga yang sekarang tidak hanya sebagai kebutuhan dasar akan tetapi juga menjadi gaya hidup masyarakat. Perkembangan tersebut menuntut tersedianya tempat olahraga yang fasilitasnya terpusat dan nyaman. Pemerintah Kabupaten Kendal melakukan pengembangan Stadion Kebondalem agar dapat mewadahi perkembangan tersebut. Stadion Kebondalem berada pada lokasi strategis dengan dilengkapi bangunan utama berupa lapangan sepakbola dan sarana pendukung lainnya. Tujuan penelitian ini yaitu untuk melakukan kajian studi kelayakan stadion kebondalem Kendal. Metode yang digunakan adalah metode penelitian kualitatif. Data diperoleh melalui observasi lapangan dan telaah dokumen. Analisis dilakukan dengan analisis deskriptif kualitatif terhadap kelayakan Stadion Kebondalem. Hasil dari penelitian ini menunjukkan bahwa kondisi akses masuk Stadion Kebondalem dan area parkir belum memadai untuk mewadahi aktivitas Stadion Kebondalem, sehingga diperlukan alternatif perancangan berupa pembangunan akses baru yang terhubung ke Jl. Soekarno Hatta dan penambahan area parkir yang lebih memadai kapasitasnya.Kata Kunci:Kelayakan; Akses; Stadion Olahraga

ABSTRAKPentingnya multilingulisme pada aktivitas pariwisata dipicu oleh adanya hambatan komunikasi dan budaya antara pengelola daya tarik wisata dengan wisatawan. Penelitian ini bertujuan untuk mengidentifikasi program-program yang telah dilakukan oleh pengelola daya tarik wisata di Kawasan Bandung Utara. Penelitian ini dilakukan selama empat bulan di tahun 2020 dan dilaksanakan di kawasan pariwisata di Bandung Utara yang difokuskan pada dua daya tarik ikonik yaitu Taman Wisata Alam Gunung Tangkubanparahu dan Tebing Keraton. Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan data primer dan sekunder. Data primer didapatkan melalui observasi lapangan dan wawancara dengan pengelola dua daya tarik wisata. Data sekunder didapatkan melalui penelitian terdahulu, kebijakan pemerintah setempat, dan media digital melalui situs web dan media sosial. Metode analisis menggunakan analisis deskriptif kualitatif melalui tahapan analisis sebelum di lapangan, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa daya tarik wisata Tebing Keraton dan TWA Tangkubanparahu memiliki komunikasi multi bahasa melalui media daring dan luring. Pesan yang disampaikan mengenai kondisi, posisi, dan peraturan bagi wisata selama di daya tarik wisata. Kata kunci:      Daya tarik wisata, Gunung Tangkubanparahu, Multilingualisme, Tebing Keraton ABSTRACTThe importance of multilingualism in tourism activities is due to communication and cultural barriers between managers of tourist attractions and tourists. This study aims to identify programs that have been carried out by managers of tourist attractions in the North Bandung area, Indonesia. This study had been for four months in 2020 and carried out in a tourism area in North Bandung which focused on two iconic attractions, namely the Tangkubanparahu Mountain Nature Tourism Park and the Tebing Keraton. This study used a qualitative approach featuring primary and secondary data. The primary data were obtained through observations and interviews with managers of two tourist attractions., while the secondary data were obtained through previous research, local government policies, and digital media through websites and social media. In the meantime, the method of analysis used qualitative descriptive analysis through the stages of analysis before coming to the field, data reduction, data presentation, and conclusion drawing. The results showed that the tourist attractions of Tangkubanparahu Mountain Nature Tourism Park and Tebing Keraton have multi-language communications through online and offline media. This research is about the Analysis of Development Directions for North Sinjai District in supporting the development of Sinjai Regency. The main problem is How the Direction of North Sinjai District Development Towards the Development of Sinjai Regency. This problem is seen with the physical conditions that arise in supporting the development of sinjai Regency, this study used qualitative descriptive analysis. namely classifying and presenting data in the form of tables, decomposition and pictures and this analysis is carried out to consider the physical conditions that exist in the research location in order to anticipate the development of the North Sinjai District against the development of the Sinjai Regency.

Government regulations regarding health protocols during the Covid-19 pandemic have resulted in many impacts and dilemmatic atmosphere in almost all community activities relating to the economic, social, political, and religious fields. This effect can be seen clearly in all community activities, including in the implementation of wedding ceremonies and receptions. This study tries to identify the impact of these regulations on wedding traditions in the North Coast region of Java, precisely in Winong and Pucakwangi sub-districts, South Pati. The research focuses on two types of activities, namely the process of wedding ceremony and the wedding reception. This qualitative research uses a socio-normative approach. Data were collected through interviews, observation, and documentation which were then analyzed using qualitative descriptive analysis. Interviews were conducted with some prospective bride and groom couples and marriage registrats in the local area. This study found that citizens,  starting from the general public to the social, political, and religious leaders, tend not to care about the provisions on health protocols regulated by the government. This tendency can be seen in the public's response to these provisions at the time of marriage, which can be classified into three types of groups, namely affirmative, conditional-adaptive, and ignorance

This study aims to determine the role of youth in the implementation of the KOTAKU program in Langsa City, to determine the factors that encourage and hinder youth in implementing the KOTAKU program in Langsa City. The analytical method used in this research is a qualitative descriptive analysis method by looking at the role of youth and inhibiting and supporting factors in the activities of the KOTAKU program in Langsa City. This research was conducted in Langsa City by using a sample in several areas in Langsa City that have implemented KOTAKU program activities. The results of research on youth in Langsa City play an active role in the KOTAKU program activities in Langsa City. The driving factor for the KOTAKU program activities is the participation of youth and communities who want their living areas to be free from slum settlements. Meanwhile, the inhibiting factor is the lack of public understanding of the KOTAKU program and the lack of public awareness in maintaining the infrastructure, facilities and infrastructure resulting from the KOTAKU program activities in Langsa City.

This study aims to find out, describe, and analyze the community's political participation in the Regional Head General Elections in Katingan Regency. The research method used is qualitative descriptive. The researcher wanted to describe the form of community political participation and the implementation of socialization in the general election of the Regional Head and Deputy Regional Head in Katingan District. Data sources are Katingan Regency KPU commissioner, Katingan Hilir PKK, and Community who have the right to vote in the Katingan Regency Election. Based on the results of the study it can be concluded that the community was very enthusiastic in participating in the campaign, but was less enthusiastic in giving voting rights. This condition is influenced by socio-economic conditions that cause transactional politics and still lack of public political awareness. Based on the results of this study, it was suggested that the Katingan Regency KPU together with the Katingan District Government continue to carry out socialization and political education for the community so that knowledge, political awareness, and political participation in the community increased. In addition, it should involve community leaders and religious leaders in the implementation of socialization and political education so that it is more effective and efficient, and it is expected that the active participation of the community to play an active role in the Katingan Regency election as a form of the five-year democratic party
