Public service innovation is the primary key to good governance development launched in most countries in the world, including Indonesia. There have been many innovative programs carried out by several Ministries, Institutions, and Local Governments in practice. Still, there is no comprehensive portrait related to the tradition of public service innovation. The study aims to obtain a complete description of the public service innovation practices in 2020 using indicators of innovators, types of innovation, goals and achievements of innovation, policy sector and geographical aspects. This descriptive-explorative research type applies an archival method that focuses on secondary data usage, and the results are then analyzed using both Nvivo 12 and SPSS. The result shows that: (1) Innovators are dominated by local governments because the scope of service issues is more varied and specific. (2) The type of policy innovation that is oriented to the process aspect dominates the proposed proposal because of the ease and implementation factor. (3) Most innovation outcomes are in problem-solving, which shows the orientation to problem-solving that is more practical and real impact. (4) The health sector is getting more attention in policy innovation because of the trend of actual needs in the field, making it the primary sector. (5) The institution participants in Java island are much higher than outside Java, showing the imbalance in the quality of human resources

Since the Myanmar central government decentralized some of its power to state and regional governments, few studies investigated the performance of local governments, and no studies investigated the relationships between the types of governance modes and the performance of public service delivery. This study investigates the associations between three types of governance—i.e., hierarchy, market, and network—and the multiple performances of agricultural services in terms of the competing public values of efficiency, effectiveness and equity in southern Shan State. The findings indicate that the three types of governance simultaneously coexist in local agriculture departments and that their associations with the performances of public services differ. Network governance is negatively associated with efficiency, effectiveness, and equity during its initial stage, but these associations become positive when the degree of network governance increases in agriculture departments. In contrast, market governance is positively related to effectiveness and equity during its initial stage; however, increasing the degree of market governance further leads to a negative association with both public service values. This assessment of the performance of public programmes in terms of the trade-offs among public service values contributes to improving the local governance of public service delivery not only in Myanmar but also in other developing countries.

The question of who should provide public services has continued to gain attention among scholars and practitioners. Existing studies on public service delivery have primarily focused on the `make' or `buy' decision, resulting in their lack of knowledge in public/private joint service delivery, especially at the county level. This study fills the research lacuna by incorporating the institutional theory of local governance and government capacity. Using the 2002 ICMA Survey on Local Governments' Alternative Service Delivery, this study examines what factors account for the adoption of public/private joint service delivery in American counties. Probit analysis is employed to estimate county choice of joint service delivery in 2002. Overall, the findings suggest that the reformed political structure has a modest influence on joint service delivery. The findings also suggest that government capacity has negative influence on joint service delivery.

Initiatives of innovation can come from regional heads, members of parliament, civil state apparatus, regional apparatus, and community members. This regulation becomes a door for the region to make innovations become increasingly clear. Article 386 of the Regional Government Law expressly states, in the framework of improving the performance of local government administration, local government can innovate. Conceptually Rogers (1961) explains that innovation is an idea, practice, or object that is considered new by the individual one unit of other adoption. The acquisition of new investors in a municipality is not a direct obligation of local govern-ments but rather one of the indications of the change in the philosophy of municipal manage-ment – from administration (local government) to management (local governance). Time andcost consuming comprehensive proinvestment activities can be implemented only in thosemunicipalities where among the local authorities the spirit of entrepreneurship is alive. G. Gorzelak (1998) indicated that on the local level the leadership quality is the most endogenic factor oflocal success, including luring new investors. To examine the significance and diversity of local authorities’ attitudes in their pro-investment activities in the local governments, in fourteen selected municipalities in Poland a compa-rative analysis was conducted. Pro-investment activities, implemented since 1990, and theireffects, in the form of arrival of new investors, were studied. Our research covered the municipa-lities distinguished by potentially high investment attractiveness which is hardly dependent onthe local authorities’ activities: good transportation availability, considerable real-estate resour-ces that are suitable for potential investors and good availability of qualified labor force. Conse-quently, we excluded the municipalities in which even very intense works of their local authoritiesfailed to develop new opportunities to attract many new businesses

Local government is the hidden leviathan of American politics: it accounts for nearly a tenth of gross domestic product, it collects nearly as much in taxes as the federal government, and its decisions have an enormous impact on Americans' daily lives. Yet political scientists have few explanations for how people vote in local elections, particularly in the smaller cities, towns, and suburbs where most Americans live. Drawing on a wide variety of data sources and case studies, this book offers the first comprehensive analysis of electoral politics in America's municipalities. Arguing that current explanations of voting behavior are ill suited for most local contests, the book puts forward a new theory that highlights the crucial differences between local, state, and national democracies. Being small in size, limited in power, and largely unbiased in distributing their resources, local governments are “managerial democracies” with a distinct style of electoral politics. Instead of hinging on the partisanship, ideology, and group appeals that define national and state elections, local elections are based on the custodial performance of civic-oriented leaders and on their personal connections to voters with similarly deep community ties. Explaining not only the dynamics of local elections, Oliver's findings also upend many long-held assumptions about community power and local governance, including the importance of voter turnout and the possibilities for grassroots political change.

Abstract The aim of this article is to describe inter government relations resulted from disorganized political change from Autocratic political system to the Democratic one. This purpose is described through a challenge against Governor’s moratorium policy in 2010 made by three Heads of Districts within the province of Bali over the issuance of principle of building permit of new hotels and tourist accomodations. The method by which this research is conducted is exploratory. The research found that the problems of coordination in the policy emanate from a radical change in politics and government from centralised to decentralised government and termination of President Soeharto from the office. The un-coordinated political transition at the national level being faced by Indonesia has brought about serious problems on coordination of inter government institutions of the local governments. In effect, to the large extent, the performance of local governments -as it has been the case in the province of Bali-is contra productive in fulfilling societal needs of public services as well as local-economic development.

Development of a territorial community requires efficient use of its capacity taking into account all possible aspects in the course of elaboration and implementation of the development strategy and other local legal and regulative documents. The approach is directly related to maintaining the living activity of a territorial community and should correspond to the interests of population and European standards of state regional policy. In addition to the definition of a community provided by the Law of Ukraine “On Local Governance in Ukraine”, there are also some other. For example, some authors understand territorial community as a single natural and social entity that operates in spatial boundaries of a state and realizes daily needs and interests of population. The paper aims to analyze legal and regulative foundation of the development of territorial communities in conditions of decentralization. The authors analyze current condition of legal and regulative maintenance of local governance reforming in Ukraine in conditions of decentralization of authorities. The paper argues that the major elements of management strategy in CTCs in Ukraine are independence, efficiency, management innovations, quicker and more substantiated decision-making and everything to meet the needs of community’s residents. Management of this sector is grounded on the principles of the provisions of European Charter of Local Self-Government that provides for decentralization of authorities and transfer of resources and responsibilities to local governments. Liabilities of local governments (of consolidated territorial communities) and the mayors are analyzed. The authors prove that in general legal provision of decentralization of local governance corresponds to European requirements and creates reliable ground for practical stage of the reform. The list of issues that require further legal regulation is outlined.
