Based on the Government Regulation No.  38/2017 Concerning Regional Innovation, the government of Indonesia has established an innovation policy for the regional government to improve public services. Therefore, it is the need a study to answer the question, how steps are needed by regional government agencies to carry out initiative and implementation of public service innovation? The purpose of this study, to find out about steps, problems, and solutions for regional government agencies in implementing public service innovation. The research method through the library research method uses a qualitative descriptive method. Data collection techniques using printed and electronic media instruments, websites to collect secondary data which is relevant for this study. Furthermore, a qualitative analysis technique was used to analyze data. The locus of this study was selected through a purposive sampling technique, so the regional government agencies with implemented public service innovation can be selected. This study was conducted in 2019. The results of this study shown, there are variations among regional government agencies in implementing public service innovation. On the one hand, some regional government agencies have implemented both initiative and implementation of public service innovation. While on the other hand, some regional government agencies have not yet implemented initiatives and implementation of public service innovation. Therefore, some regional government agencies need to be made as an innovation laboratory to encourage public service innovation.

Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. Kata Kunci: Inovasi, Pelayanan Publik, Pelayanan Joss Banget Mas, Online Single Submission (OSS).   Effective and efficient services are demands from the community on government agencies in providing their services. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation. In Act No. 23 of 2014 there is a chapter that specifically regulates regional innovation. Mentioned that in the framework of improving the performance of Regional Government, Local Government can innovate. Innovation is all form of renewal in the implementation of Regional Government. Initiatives of innovation can come from regional heads, members of parliament, civil state apparatus, regional apparatus, and community members. This regulation becomes a door for the region to make innovations become increasingly clear. Article 386 of the Regional Government Law expressly states, in the framework of improving the performance of local government administration, local government can innovate. Conceptually Rogers (1961) explains that innovation is an idea, practice, or object that is considered new by the individual one unit of other adoption. The variables affecting the innovation diffusion stage include (1) innovation attributes, (2) types of innovation decisions, (3) communication channels, (4) social system conditions, and (5) the role of change agents. West Java Province serve as an example of a region that successfully implemented local innovation. There are three categories of innovation, namely Governance Governance Innovation, Public Service Innovation, and Sectoral Product Innovation. Governance Innovation Governance, aimed at improving Government performance, apparatus professionalism, and expansion of public participation. While Public Service Innovation is designed to build a quality society and competitive. The Sector Product Innovation is designed to build a robust and equitable economy. This success led to the Governor of West Java awarded as Head of Innovative Region 2017. If West Java Province can apply successful regional innovation, why other regions are still afraid to apply it.

The purpose of this study is to determine the extent of the handling of public complaints management based on E-government in Kendal Regency and the response of the Kendal Regency Government to complaints from the public. This study used a qualitative descriptive research method, while data collection was carried out in three ways, namely observation, interviews, namely interviews with experts or people who understand topic to be researched and documentation study. The results showed firstly that E-government-based complaint handling system at UP4 of the Communication and Informatics Office of Kendal Regency was running optimally. The indicators that can be seen are as of February 2019 as many as 1338 complaints that were submitted to the Public Service Complaints Management Unit (UP4) 1248 have been processed. Second, in the context of implementing e-government in managing complaints, it is included in the scope of Government to Citizens (Government to Society) and also includes the use of Government to Employees services. Third, the types of e-government services in Indrajit (2004: 29-32) are described as divided into three main classes, namely: publish category, interact category, and transact category. In compalint handling system based on e-gove at UP4 Kendal district, it is included in the interact class category, because there has been a two-way communication and interaction relationship between the government and the community. Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

This research was conducted to analyze how modernization affects the implementation of public service administration policies, especially in Kediri, East Java. As is well known, from time to time various aspects of life are required to undergo changes to a more modern direction. The research method used is descriptive qualitative method. Descriptive qualitative research is aimed at obtaining an overview of how modernization affects public service administration policies in Kediri. To obtain the necessary data, the authors used a purposive sampling technique so that the sample taken was more focused, assisted by a review of several related previous studies. The results showed that modernization, especially in the field of technology, was sufficient to influence public service administration policies in Kediri.

Public service innovation is the primary key to good governance development launched in most countries in the world, including Indonesia. There have been many innovative programs carried out by several Ministries, Institutions, and Local Governments in practice. Still, there is no comprehensive portrait related to the tradition of public service innovation. The study aims to obtain a complete description of the public service innovation practices in 2020 using indicators of innovators, types of innovation, goals and achievements of innovation, policy sector and geographical aspects. This descriptive-explorative research type applies an archival method that focuses on secondary data usage, and the results are then analyzed using both Nvivo 12 and SPSS. The result shows that: (1) Innovators are dominated by local governments because the scope of service issues is more varied and specific. (2) The type of policy innovation that is oriented to the process aspect dominates the proposed proposal because of the ease and implementation factor. (3) Most innovation outcomes are in problem-solving, which shows the orientation to problem-solving that is more practical and real impact. (4) The health sector is getting more attention in policy innovation because of the trend of actual needs in the field, making it the primary sector. (5) The institution participants in Java island are much higher than outside Java, showing the imbalance in the quality of human resources

Abstrak: Tujuan penelitian adalah untuk mengetahui bagaimana perspektif maqāṣid al-syarīʻah terhadap pengawasan internal yang terkandung dalam Peraturan Pemerintah No. 60 Tahun 2008 tentang Sistem Pengendalian Intern Pemerintah. Penelitian dilakukan dengan metode penelitian kepustakaan dengan pendekatan yuridis-normatif yang dipadukan dengan pendekatan maqāṣidī. Hasil penelitian menunjukkan bahwa pengawasan internal secara maqāṣid al-syarīʻah, dianggap sebagai bagian dari al-maṣlaḥah al-ḥājjiyyah, dan berfungsi sebagai wasā‟il (sarana). Pengawasan internal merupakan sarana untuk memudahkan penyelenggaraan pelayanan publik supaya dapat berjalan sesuai dengan aturan yang telah Allah tetapkan. Pengawasan internal merupakan bagian dari pemeliharaan agama dan harta dalam wujud pelaksanaan amar makruf nahi mungkar dan pertanggung  jawaban  terhadap  amanah  serta  pemeliharaan  atas  harta  umum  (public  fund). Sehingga dapat disimpulkan bahwa secara umum konsep pengawasan internal yang diamanahkan dalam Peraturan Pemerintah tersebut telah sesuai dengan apa yang diinginkan oleh syarak, hanya saja masih harus dilakukan penyempurnaan pada sistem pengawasannya agar apa yang diinginkan oleh syarak dapat terimplementasi dengan baik.Abstract: The aim of the research is to find out how the perspective of maqāṣid al-syarīʻah towards internal supervision contained in Government Regulation No. 60 of 2008 About the Government Internal Control System. The study was conducted with a literature research method with a juridical-normative approach combined with the maqāṣidī approach. The results showed that internal supervision by maqāṣid al-syarīʻah, was considered as part of al-maṣlaḥah al-jiājjiyyah, and functioned as wasā'il (means). Internal supervision is a means to facilitate the implementation of public services so that they can run according to the rules that God has set. Internal supervision is part of the maintenance of religion and assets in the form of the implementation of amar makruf nahi mungkar and accountability for the mandate and maintenance of public assets (public funds). So it can be concluded that in general the concept of internal supervision mandated in the Government Regulation is in accordance with what is desired by the sharak, only that improvements must be made to its monitoring system so that what is desired by the sharak can be implemented properly.

In a government organization requires their internal control systems due to their system of internal control activities undertaken by government agencies more effective and avoid fraud and keep the business property of parties who are not responsible. The object of this research is the Dinas Pendapatan Daerah Kabupaten Minahasa Utara. The purpose of this study to analyze the effectiveness of the internal control system on the performance of government agencies in the Dinas Pendapatan Daerah Kabupaten Minahasa Utara. The method used is descriptive qualitative. The results showed that the internal control system used Dinas Pendapatan Daerah Kabupaten Minahasa Utara effective and sufficient for compliance with the Internal Control System of the Government that has been set by the government based on Government Regulation No. 60 of 2008, so that the achievement of revenue receipts and the realization of the region in 2015 is said to be very effective.  Artikel ini mengulas Pemenuhan Elemen Necessary Conditions Kecamatan dalam penyelenggaraan pemerintahan umum baik secara nasional dan spesifik diperdalam dengan fakta empiris di Kabupaten Pandeglang, hal itu sebagai konsekuansi dari pelaksanaan Undang – Undang Nomor 23 Tahun 2014. Penelitian dilakukan dengan menggunakan pendekatan kualitatif. Hasil penelitian diketahui, penyelenggaraan pemerintahan umum Kecamatan baik fakta secara nasional serta pendalaman fakta empiris di Kabupaten Pandeglang menunjukan belum cukup tertopang oleh elemen necessary condition diantaranya kepastian atas kewenangan legalnya serta anggaran yang menyertainya. Oleh sebab itu dipandang perlu ada kemauan politik baik itu dari Presiden untuk segera mengundangkan Peraturan – Pemerintah sebagai landasan teknis bagi pemerintah daerah selaku kepala wilayah maupun dari Kepala Daerah Kabupaten/Kota untuk melakukan terobosan agar supaya di masa peralihan implementasi Undang – Undang Nomor 23 Tahun 2014 kewenangan – kewenangan pada bidang kesatuan bangsa, keamanan dan keteriban umum dapat dilimpahkan pada Kecamatan serta Elemen Necessary Conditions lain yang menyertainya diperkuat.     This article discusses the fulfillment of the elements of the sub-district's necessary conditions in the administration of general government both nationally and specifically and deepened by empirical facts in Pandeglang Regency, this is a consequence of the implementation of Law Number 23 of 2014. The research approach used is qualitative. The results showed that in the administration of district general government both the facts nationally and the deepening of empirical facts in Pandeglang district were not sufficiently supported by elements of necessary conditions, including certainty of legal authority and budget. Therefore, there needs to be political will, both from the president, to immediately ratify the Government Regulation as a technical basis for the regional government (Territory) as well as from the Head of Regency / City to make breakthroughs so that in the transitional period the implementation of Law Number 23 Year 2014 powers in the areas of national unity, security and public order can be transferred to the District and the accompanying elements of necessary conditions are strengthened.

This study aims to find out all procedures for the transfer of rights to ex-customary land that have not been certified along with the requirements that must be completed to register the transfer of rights to ex-customary land that has not been certified as well as to find out the problems faced by the people of Ambit Village related to the registration of the transfer of rights to land. former customs and solutions for their solutions. The research method used is field research with an empirical juridical approach that is based on field research and interviews and is adapted to legal conditions. The results of the study can be concluded that the registration of the transfer of rights to former customary land that has not been certified in Ambit Village has been carried out in accordance with the provisions of the government regulation of land registration No. 24 of 1997. There are several problems that arise in the process of registering the transfer of rights to former customary land that has not been certified, such as land parcels that are still in dispute and there is no proof of SPPT PBB payment from the previous owner. It can be concluded that the community must follow the procedure and register their land with complete required documents and pay taxes on time. Abstrak Penelitian ini bertujuan untuk mengetahui seluruh prosedur peralihan hak atas tanah bekas adat yang belum bersertifikat beserta persyaratan-persyaratan yang harus dilengkapi untuk mendaftarkan peralihan hak atas tanah bekas adat yang belum bersertifikat serta mengetahui permasalahan yang dihadapi oleh masyarakat Desa Ambit terkait dengan pendaftaran peralihan hak atas tanah bekas adat beserta solusi penyelesaiannya. Metode penelitian yang digunakan adalah penelitian lapangan dengan pendekatan yuridis empiris yang didasarkan pada penelitian lapangan dan wawancara serta disesuaikan dengan keadaan hukum. Hasil penelitian dapat disimpulkan bahwa Pelaksanaan pendaftaran peralihan hak atas tanah bekas adat yang belum bersertifikat di Desa Ambit telah dilaksanakan sesuai dengan ketentuan peraturan pemerintah pendaftaran tanah No. 24 Tahun 1997. Terdapat beberapa permasalahan yang timbul dalam proses pendaftaran peralihan hak atas tanah bekas adat yang belum bersertifikat seperti bidang tanah masih dalam keadaan sengketa serta tidak ada bukti pembayaran SPPT PBB dari pemilik sebelumnya. Dapat disimpulkan bahwa masyarakat harus mengikuti prosedur dan mandaftarkan tanahnya dengan dokumen persyaratan lengkap serta membayar pajak tepat waktu.
