The Problem of Policy Coordination in a Newly Decentralised Government: A Study of Policy Implementation in the Province of Bali, Indonesia

Abstract The aim of this article is to describe inter government relations resulted from disorganized political change from Autocratic political system to the Democratic one. This purpose is described through a challenge against Governor’s moratorium policy in 2010 made by three Heads of Districts within the province of Bali over the issuance of principle of building permit of new hotels and tourist accomodations. The method by which this research is conducted is exploratory. The research found that the problems of coordination in the policy emanate from a radical change in politics and government from centralised to decentralised government and termination of President Soeharto from the office. The un-coordinated political transition at the national level being faced by Indonesia has brought about serious problems on coordination of inter government institutions of the local governments. In effect, to the large extent, the performance of local governments -as it has been the case in the province of Bali-is contra productive in fulfilling societal needs of public services as well as local-economic development.

During the 1990s, a conventional wisdom emerged, based on literature going back decades, that political decentralization might be among the most effective forces for democratization. If ordinary people could participate in autonomous local governments, democracy would be built from the ground up, ultimately shaping the entire political system. Once decentralization reforms were implemented across the world, however, the results were disappointing. Authoritarianism not only thrived at the local level, it could also undermine democratization at the national level. Thus, local-national transference still held, but sometimes as a poison. In this context, the case of post-Soviet Kyrgyzstan is an anomaly. Here, the relative success of political decentralization—rather than its failure—nevertheless failed to spur democratization at the national level. I argue that this is because decentralization allowed national authorities to appease international donors while they consolidated their own power. Moreover, while decentralization empowered local communities, it did so in ways that personalized local authority and pitted local and national authorities against one another, resulting in intense localism and antagonistic center-local relations that undermined any democratic transference. The case study findings are based on ten months of field research, which includes interviews with local and national officials, ordinary villagers, and representatives of NGOs and international organizations.

This paper aims at describing the experience of the Cities for Entrepreneurs Program (Ciudades para Emprender or CPE) of the National Directorate of Community and Human Capital (which belongs to the SEPYME), National Ministry of Production. This paper starts from the premise that entrepreneurship takes place at the most micro level of the offer and, therefore, is a concept associated with the characteristics of the environment closest to that offer: the local territory. However, there is little history in the country of public policies relating the issue of entrepreneurship with the local management. That is why we take as a starting point the conceptualization of the chosen framework: local governments and the development issue, seen from the perspective of entrepreneurships. Moreover, an overview is given on the structural characteristics of municipalities in Argentina. In addition, some international experiences and attempts to promote entrepreneurship at a national level are analyzed. Finally, the Cities for Entrepreneurs Program (CPE) is outlined, based on a summary of the diagnoses of the Entrepreneurial Ecosystems of the selected cities and the tools used and their execution status at the time of publication of this paper.

It is noted that from the standpoint of sociology, “management — a function of organized systems of various nature — (technical, biological, social), which ensures the preservation of their structure, maintaining a certain state or transfer to another state, in accordance with the objective laws of the existence of this system, which implemented by a program or deliberately set aside”. Management is carried out through the influence of one subsystem-controlling, on the other-controlled, on the processes taking place in it with the help of information signals or administrative actions. It is proved that self-government allows all members of society or a separate association to fully express their will and interests, overcome alienation, effectively combat bureaucracy, and promote public self-realization of the individual. At the same time, wide direct participation in the management of insufficiently competent participants who are not responsible for their decisions, contradicts the social division of labor, reduces the effectiveness of management, complicates the rationalization of production. This can lead to the dominance of short-term interests over promising interests. Therefore, it is always important for society to find the optimal measure of a combination of self-management and professional management. It is determined that social representation acts, on the one hand, as the most important intermediary between the state and the population, the protection of social interests in a politically heterogeneous environment. On the other hand, it ensures the operation of a mechanism for correcting the political system, which makes it possible to correct previously adopted decisions in a legitimate way, without resorting to violence. It is proved that the system of social representation influences the most important political relations, promotes social integration, that is, the inclusion of various social groups and public associations in the political system. It is proposed to use the term “self-government” in relation to several levels of people’s association: the whole community — public self-government or self-government of the people, to individual regions or communities — local, to production management — production self-government. Traditionally, self-government is seen as an alternative to public administration. Ideology and practice of selfgovernment originate from the primitive, communal-tribal democracy. It is established that, in practice, centralization has become a “natural form of government”. In its pure form, centralization does not recognize the autonomy of places and even local life. It is characteristic of authoritarian regimes, but it is also widely used by democratic regimes, where they believe that political freedoms should be fixed only at the national level. It is determined that since the state has achieved certain sizes, it is impossible to abandon the admission of the existence of local authorities. Thus, deconcentration appears as one of the forms of centralization and as a cure for the excesses of the latter. Deconcentration assumes the presence of local bodies, which depend on the government functionally and in the order of subordination of their officials. The dependency of officials means that the leadership of local authorities is appointed by the central government and may be displaced.

The past sixteen years have witnessed the proliferation of international commercial courts around the world. However, up until recently, this was largely an Asian and a Middle Eastern phenomenon. Only during the past decade have Continental European countries, notably Germany, France and the Netherlands, joined the bandwagon and started to create new judicial bodies for international commercial cases. Driven by the desire to attract high-volume commercial litigation, these bodies try to offer international businesses a better dispute settlement framework. But what are their chances of success? Will more international litigants decide to settle their disputes in these countries? In this essay, I argue that, despite its recently displayed activism, Continental Europe lags behind on international commercial courts. In fact, although the various European initiatives are laudable, most cannot compete with the traditional market leaders, especially the London Commercial Court, or with new rivals in Asia and the Middle East. If Continental Europe wants a role in the international litigation market, it must embrace more radical change. And this change will most likely have to happen on the European––not the national––level.

The article aims to explore the utility of Europeanisation as a concept to grasp the interactions between national and European levels. The article illustrates how the EU impacts on the national level of policy, polity and the politics of Member States and assesses how the role of nation states within the European political system has changed as a result. First, the existing definitions of Europeanisation are critically assessed, contextualised and delimited. Initially developed for communitised policy areas in the first pillar, Europeanisation is defined as an interactive, ongoing and mutually constitutive process of ‘Europeanising’ and ‘Europeanised’ countries, linking national and European levels. Defining Europeanisation as ‘domestic change’, the article then discusses mechanisms, objects and forms, as well as the criteria and conditions of change. The article subsequently seeks to clarify the validity of the Europeanisation concept in capturing the increasing interwovenness of national and European spheres in intergovernmental policy fields situated in the second pillar of the EU, that is, foreign and security policy. Inherent methodological challenges, mainly due to the deficient delimitation of Europeanisation and the intergovernmental character of this policy field are discussed as well as the particularities of its applicability in this unique policy area.

AbstractWe conducted a longitudinal study involving 734 college students over a three-month period that included the 2008 U.S. presidential election. The study investigated factors such as respondents' personality characteristics and ideological proclivities in predicting perceptions of the major candidates and both stability and change in voting preferences for Barack Obama and John McCain. Previous research on personality and political orientation suggests that Openness to New Experiences is positively associated with liberal political preferences, whereas Conscientiousness is positively associated with conservative preferences; we replicated these results in the context of the current study. Several ideological factors also predicted conversion to Obama's candidacy. These included respondents' degree of self-reported liberalism, perceptions of their parents as liberal (versus conservative), and lower scores on measures of authoritarianism and political system justification (i.e., support for the prevailing system of electoral politics and government). The effects of Openness and Conscientiousness on candidate preferences were statistically mediated by ideological variables, providing further evidence that general predispositions exist that link personality and political orientation, and these are likely to play a significant role in electoral politics. Implications for the integration of “top-down” (institutional) and “bottom-up” (psychological) approaches to the study of political behavior are discussed.

The aim of this study is to explain government officials’ communication and coordination intensity on twitter social media while handling the Covid-19 pandemic in Indonesia. This research uses a qualitative content analysis approach towards the official Indonesian government official’s account. The result showed a developed communication and intensive coordination between President Jokowi and the team, in attempt to properly accelerate the handling process. Furthermore, this activity was also achieved with a number of governors. The presidency aimed to build the commitment of central and local government officials, and jointly support the policy implementation to properly manage Covid-19. These communication and coordination activities positively impacted on the high attention of local governments to accelerate the handling in a number of regions. However, the study limitations include the use of Twitter social media data, characterized by the inability to reveal performance of government officials. Therefore, subsequent research is expected to adopt a triangulation analysis approach to data on twitter social media, online media, official government reports, and information from trends in Indonesian cases.   Received: 7 August 2020 / Accepted: 11 February 2021 / Published: 10 May 2021

One of the main purposes of the 2015 Environmental Protection Law (EPL) of the People's Republic of China is to boost the green innovation of the enterprises. Using heavy-polluting enterprises as examples, this paper uses the Difference-in-difference analysis (DDD) technique to analyze the influence of EPL on the green innovation of enterprises under fiscal decentralization and enterprise heterogeneity. Results show that EPL exerts a negative impact on the green innovation of heavy-polluting enterprises at the national level, as well as those in the central and western areas specifically. The only presence of positive motivation for green innovation is being found in the eastern area, although, the motivation seems to be insignificant. The negative impacts have been lasting in the long run, especially for the low-performance enterprises in the central areas. As for the targeted implementation of EPL in China, local governments should make the best use of financial power under fiscal decentralization. This balanced approach is designed to motivate enterprises in different regions with various performance levels to develop green innovation based on their different weaknesses and strengths.

recently has been discussed much by scholars. Accounting reform as one of the primary agendas within this issue was limited to being addressed in terms of the actual process embedded in the internal organization routine. By utilizing a comparative case study of three departments in the regency level of the Indonesian government, this research aims to explore the process of the introduction of accrual accounting in Indonesia which is facing the sedimented process. The research engages the archetype theory to examine the outcomes achieved by the cases here and a set variable of intra-organizational dynamics. The interviews were organized to obtain the perspective of people involved, combined with textual analysis to clarify the interviewees answer. Radical and incremental outcomes were found, yet consistent patterns in terms of commitment, interest, technical capabilities and managerial capabilities were only associated with radical change. The lack of human resources and the role of the leaders in persuading their staff of the value of reform needs to be reshaped to reach a better outcome.Keywords: NPM, Indonesia, accrual accounting, departments

Research background: The paper deals with the quality of life and the impact of the pandemic COVID-19 on people’s lives in Slovakia and in selected region. The concept of quality of life and dimensions of quality of life, which are necessary for its evaluation are mentioned, too. It also describes the current state of the issue in Slovakia and abroad on the basis of the selected indicators, where individual countries of the world are compared. Purpose of the article: There are mentioned approaches to quality of life assessment and to conduct a survey of quality of life in a selected region which deals with the development of the quality of life. The paper deals with the analysis of the current state of the problem in Slovakia and abroad. Various definitions of the term quality of life through several authors and views. Methods: Indices in a global and national level for assessment of selected aspects of objective and subjective quality of life in terms of pandemics COVID-19 are mentioned. In order to assess the impact of a pandemic related to COVID-19 on satisfaction of citizens with several aspects of their lives in selected region is analyzed on the basis of an e-survey. Findings & Value added: The result of the article is a comparison of individual indicators of the subjective quality of life in selected EU member states and the Slovak Republic. A survey of the satisfaction of the inhabitants of selected region with selected areas of quality of their lives connected with the COVID-19 pandemic is carried out in order to monitor and evaluate the quality of life at the level of local governments.
