“Police history” predates the evolution of the “police” as a permanent occupational group within a bureaucratic institution, providing the primary state response to crime and disorder. That was primarily a development of the 19th century and a reaction to the rapid social change of the industrial revolution and rapid urbanization. Prior to 1800, governments maintained order by a variety of means, local and national. One of the key historical debates concerns the effectiveness of these approaches and the degree of continuity between the premodern and modern police models. Around 1800 a small number of distinctively different types of police institution emerged. The French, under Napoleon, instituted the Gendarmerie, a state military police model. It evolved from the “Marechaussee,” which had had a dual military and civil function since the 16th century. The model was exported across Europe by Napoleon. The British developed two models. The first, set up to answer similar challenges to the Gendarmerie in France, was the Royal Irish Constabulary model. It was close to the state military model, but distinctively styled as part of the civil power of the state and subordinated to the Magistracy. The Irish model was subsequently exported to Britain’s colonies and became the basis of forces such as the Indian Police Service. The Metropolitan Police was consciously created as a local force with a uniform that was deliberately different from the military and a mission that focused on prevention of crime rather than the repression of disorder. This state civilian model became the basis for all UK forces on the mainland and the principal influence on the development of East Coast US policing in the 1840s. As the three models have developed and evolved in different political systems over the years since 1800, they have both diverged and converged in various ways. There has been significant convergence in the basic disciplines of policing. However, the governance of the police, the use of force, and the management of public disorder have, in many cases, remained quite distinct in the late 20th and early 21st centuries. This bibliography has been organized by national histories. This is, in some ways, the easiest way to organize the material, but it also presents some difficulties in showing some of the crosscutting issues and challenges.

The activities of military topographers in Western Siberia to provide cartographic information on the foreign and domestic policies of the Russian Empire in Central Asia and Siberia in the 19th century are considered in the article. The role of information in the formation of the Russian Empire is emphasized. The contribution of the state to the organization of the study of the Asian regions of Russia and neighboring countries is noted. The establishment of the military topographic service in Western Siberia can be traced taking into account data on administrative transformations in the Siberian region, and on changes in the foreign policy of the Russian Empire. The participation of military topographers in determining and designating the state border with China is described in detail. The question of the role of military topographers in the scientific study of China and Mongolia is raised. The significance of the activities of military topographers for the policy of the Russian Empire on the socio-economic development of Siberia and the north-eastern part of the territory of modern Kazakhstan is revealed. The contribution of topographers to the construction of the Trans-Siberian railway, the design of river channels and new land routes is revealed. A large amount of literary sources, materials on the work of military topographers of Western Siberia, published in “Notes of the Military Topographic Department of the General Staff” is used in the article.


In the same way that it is possible to understand warfare as organized violence with political ends, it is also useful to think of it as a particular condition of a society: a set of radically transforming experiences of individuals and communities; an unpredictable and chaotic process that defines identities and produces new forms of common life; and the creative space of a particular culture marked by different types of relationships between the members of a community. As can be seen from several historiographical traditions, there is a direct relationship between warfare and the process of state building: the state makes war and war makes the state. The regime established in America from the end of the 15th century to the 19th century can be explained by this relationship between institutional construction and the practice of violence. Like any empire of its time, the Spanish monarchy founded its authority, part of its legitimacy, its fiscal and administrative organization, its bureaucracy, its control systems, and its trade opportunities on the ground of warfare, and with these characteristics informed the slow and problematic processes of conquest, colonization, and subjection of the New World. Approaching Spanish America through both warfare and the military offers two major advantages: on the one hand, learning the history of its institutional, social, political, economic, and cultural development, and on the other, identifying the prolific historiography that has studied it. This bibliographical selection expresses both fields: the history of warfare in Spanish America and its changing historiography. The characteristics, pretensions, contradictions, and flaws of the Spanish institutional framework that for three centuries expanded from the Caribbean and came to dominate immense regions of North, Central, and South America until it entered into crisis and collapsed, leading to the emergence of national states, can be understood from its capacity to mobilize economic and human resources for warfare. Likewise, these very diverse armed forces involved in such processes were historical expressions of the societies that produced them. The studies in this bibliography express the historical complexity of Spanish America from the perspective of organization and experience of warfare. Although the sections are thematic, as far as possible the selection seeks to include in each case the broad spectrum of the three centuries of colonial domination; the sections referring to War Experiences do evolve with a more chronological criterion from conquests to independences and the emergence of national states.

The article presents the most important legal acts regulating the activities of special services in Poland in the years 1990-2018. As part of the political transformation, the Office of State Protection (Polish abbrev. UOP) was set up according to the Act of April 6, 1990. It replaced the previous civil intelligence and counterintelligence. In 2002, the Office was liquidated and replaced the Intelligence Agency (Polish abbrev. AW), and the Internal Security Agency (Polish abbrev. ABW) were established under the Act of May 24, 2002. The AW was created to protect the external security of the state, while the ABW was intended to protect the internal security of the state and its constitutional order. The mentioned Act divided the tasks between those services. Even though preventing and detecting crimes of corruption of public officers was one of the ABW’s tasks, the Act of June 9, 2006, established the Central Anti-Corruption Bureau (Polish abbrev. CBA), giving it the status of a special service, although the CBA performs typical police tasks. On the other hand, the Act of June 9, 2006, on the Military Counterintelligence Service (Polish abbrev. SKW) and the Military Intelligence Service (Polish abbrev. SWW) constituted a legal basis for the operation of both services in place of the liquidated Military Information Services (Polish abbrev. WSI). The article focuses on the services currently operating. The legal regulations constituting the basis for their functioning were analyzed. These are mainly competence acts, to which many amendments were introduced. They resulted, among others, from the implementation of directives and regulations of European institutions, decisions of the Constitutional Tribunal, the introduction of new laws, concerning, e.g., the establishment of the State Protection Service (Polish abbrev. SOP) or changes in the Marshal’s Guard’s powers. Attention was drawn to numerous ordinances amending the statutes, particularly as regards the ABW, and thus reorganizing the structures of offices.

The Alhambra (from al-hamra, meaning “red”) is a complex of palaces and gardens that stands on the Sabika Hill overlooking the city of Granada, in southern Spain (the last remnant of the larger Muslim-ruled territory known as al-Andalus). The original palace was built to serve as the seat of the Zirid dynasty (r. 1012–1090), on even older Roman remains, but little remains of the ancient and Zirid phases. Most of the standing architecture dates to the 13th and 14th centuries and was built under the patronage of the Nasrid dynasty (1232–1492). The patrons who made the biggest impact on the palace-city were the Nasrid sultans Muhammad III (r. 1302–1309), Ismaʾil I (r. 1314–1325), Yusuf I (r. 1333–1354) and Muhammad V (r. 1354–1359 and 1362–1391). Built in phases by them, the Alhambra consists of not one but many palaces, including the so-called Comares Palace, the Palace of the Lions, the Partal, and others of which only archaeological traces remain, all enclosed by a great wall. The Alhambra’s various structures included massive gates, formal reception halls, less formal halls for entertainment, residential rooms and towers, a congregational mosque and smaller oratories, multiple bathhouses, courtyards with central fountains and pools, an aqueduct, gardens, service buildings, and a highly fortified area for the military. Across a ravine stands the Generalife (built between 1302 and 1319), a pleasure palace for the Nasrid sultan and his family. When Granada was conquered by the Catholic Monarchs Isabel and Ferdinand in 1492, the Nasrids were sent into exile and the Alhambra and Generalife became property of the Crown. But, aside from brief visits, the Spanish rulers did not reside at the palace and made few changes to it, with the exception of the enormous palace added by Charles V in 1533. In the 19th century, as the complex attracted more visitors, the government began to restore the crumbling fabric. By 1870 the Alhambra was declared a Monumento Histórico Artístico Nacional and placed under the protection of the state. The complex became a UNESCO World Heritage monument in 1984.

While governments attributed the retention of capital punishment to the threat posed by the IRA, simultaneously they railed at the ineffectiveness of the ordinary courts. The jury had long been vulnerable to outside influences, whether this involved its packing with members supportive of the authorities or its intimidation by subversive elements. A complicating factor, especially in political crimes, was sympathy for perpetrators which could translate into a reluctance to convict. Sometimes the state dispensed with judges and juries and set up special tribunals, staffed initially by army officers, to ensure that prosecutions were secured, and enemies dispatched. The work of these extraordinary courts—the military courts, the Special Criminal Court, and the Special Powers Tribunal—is the focus of this chapter. The role of Seán MacBride and the cases of Seán McCaughey, George Plant, and Patrick McGrath, among others, are discussed.

The article analyses the military themes present in Russian paintings of the 19th century. The battle paintings under discussion underlined the heroism of the tsarist soldiers who participated in the multiple campaigns that Russia fought on land and at sea. They also glorified the governing elites for expanding the territory of the state. At the same time, the most important message conveyed through the canvases, which were commissioned most often by Russia’s rulers, was the might of the Russian Empire.

Abstract This research focuses on the issue of state-minority contestations involving transforming and reconstituting each other in post-independent Sri Lanka. This study uses a qualitative research method that involves critical categories of analysis. Migdal’s theory of state-in-society was applied because it provides an effective conceptual framework to analyse and explain the data. The results indicate that the unitary state structure and discriminatory policies contributed to the formation of a minority militant social force (the Liberation Tigers of Tamil Eelam – The LTTE) which fought with the state to form a separate state. The several factors that backed to the defeat of the LTTE in 2009 by the military of the state. This defeat has appreciably weakened the Tamil minority. This study also reveals that contestations between different social forces within society, within the state, and between the state and society in Sri Lanka still prevail, hampering the promulgation of inclusive policies. This study concludes that inclusive policies are imperative to end state minority contestations in Sri Lanka.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

The state of health of fighters who before the direction in business trip were trained previously in self-control methods at different stages of performance of a fighting task, with a condition of group of the military personnel who didn’t pass preliminary training in energy saving methods is compared.
