Fertility Control: Eugenics, Neo-Malthusianism, and Feminism

This article analyzes the preoccupation of eugenics with fertility control—a broad term denoting all methods by which humans seek to induce, prevent, or terminate pregnancy. It also discusses the role of eugenicists in establishing birth control clinics, and to advocate for more controversial technologies of reproductive control such as sterilization and sometimes abortion. It also shows the link between feminist, eugenic, and neo-Malthusian discourses. It begins with the classic definition of eugenics and then indicates that contraceptive information would be offered to married women who are too young, ill, or weak for pregnancy, or who experienced pregnancy too frequently. This article also provides an understanding of the role played by feminism in the social acceptance of technologies of reproductive control. It concludes that eugenic feminists often connected by neo-Malthusian ideas have played a leading role in developing new reproductive technologies.

The article draws a parallel between P. Kulish’s and I. Franko’s disposition to the age-related ideological autorevision. It is argued that, experiencing evolution of the worldview and creative work, revising his own early radical social impulses caused by the ‘national radical stage’ (Franko’s definition) of liberation movement in Halychyna, mature Franko in 1896 – 1907 got closer to the views of P. Kulish, especially those of the late period of his life (1874 – 1897). Like the latter, Franko defended the right to worldview evolution and changing views. These typological coincidences consisted also in the movement from the center-left forces to the right-centered ones; the transition to the primacy of the national idea over the social one; the drastic national self-criticism and simultaneous emphasis on the nation-building and state-building; gradual reorientation from the idea of social revolutionary development of society to evolutionary progress and moderate “means and ways of acting and speaking” (as Franko called it); the warnings against admiring communist illusion, against ochlocracy; and, finally, in the focus on the leading role of the nationally conscious Ukrainian intellectuals in the liberation struggle. Ideological and formal parallels between Franko and Kulish were revealed not only in the letters and journalism, but also in Franko’s practice of grounding his works on the materials of the national, biblical and Christian history and mythology (i. e. literary historicism and mythologism, focused on the present, the future and the author’s personality; symbolic autobiography). Taking an anthropological approach, this article interprets Pagnol's critically acknowledged classic as a reinvention of a carnivalesque ritual practised in France from the late middle ages through the late 1930s, when ethnographers observed its last vestiges. By linking La Femme du boulanger (The baker's wife, 1938) to contemporaneous debates over gender, national decadence, and the definition of French cultural identity, I argue that the film recycles the charivari's long-standing function as a tool of popular protest against social and political practices regarded as detrimental to the welfare of the nation. In the context of the Popular Front, Pagnol's charivari ridiculed divisive partisan politics pitting Left against Right, symbolically purged class conflict from the social body, and created a new form of folklore that served as a focal point for the communitarian ritual of movie-going among the urban working and middle classes. In so doing, the film promoted the ongoing shift in public support away from the Popular Front in favour of a conservative ‘National Union’ government under Prime Minister Edouard Daladier, who in 1938–9 assumed the role of France's newest political patriarch.

The article analyses the cantata “Frau Musica” by the German composer P. Hindemith. This work has come to be widely understood as an example of Gebrauchsmusik in the works of O. Leontieva, K.-D. Krabiel, M. Breivik. Gebrauchsmusik is often identified as utility music, which means that it is created for some specific purpose; but the purpose does not have to be utilitarian. In order to assess the profoundness of the composer’s concept and to clarify specifics of the descriptive term, it is necessary to go back to the basics of the theoretical debates about the social role of art that unfolded in the 1920s. Their main participants were H. Besseler and T. Adorno. A valuable source of information is the programs of music festivals in Donaueschingen and Baden-Baden, where Gebrauchsmusik was evolving as a multi-genre artistic experiment. Hindemith played the leading role in this process. It is also important to understand the reasons that prompted the composer to use M. Luther’s text in the cantata “Frau Musica”.Today the Gebrauchsmusik’s ideas — revitalization of the audience, expanding access to musical education and practical musical activities that evolve collaborative work — have gained the most relevance. According to the author’s hypothesis, “Frau Musica” can be regarded as an illustrative example of a work that combines different views on the nature of musical participation: a spiritual act, a collective work, the highest level of musical accessibility. In this particular composition, Hindemith intuitively found the most promising ways for the development of creative interaction between the composer and the listener, which subsequently led to the creation of a whole corpus of participatory works, including Tod Makover’s “City Symphonies”, Alexander Radvilovich’s “Baltic Music”, Paul Rissman’s “Supersonic”.

The article considers the Kumyk satirical-humorous prose of the last thirty years on the example of the work of its prominent representatives A. Mamaev and G. Konakbiev, highlights its individual trends, content, artistic features. It is noted that in it, with the leading role of small genres, we can see the activation of a short story of an anecdotal form, the weakening of the social component against the background of increased writers’ attention to private phenomena, an appeal to traditional moral values, active operation by such comic means as playing words, transitions from the author's position to the position of characters, dynamic plots, spectacular finals, etc.

Рассмотрены его ранний период эмиграции и работа в г. Белграде (Королевство сербов, хорватов и словенцев) и г. Праге (Чехословакия) (1920-1926 гг.). Проанализированы фундаментальные психологические идеи В.В. Зеньковского в общей, детской и педагогической психологии, сформулированные им в его монографии «Психология детства» (1924 г.) и курсах лекций «Педагогическая психология» (1924 г.) и «Курс общей психологии» (1925 г.) (на основе архивных материалов). Рассмотрены также его научные концепции в области теории и методологии психологии (структура психологической науки, строение душевной жизни, о ведущей роли эмоциональной сферы в психике человека), детской психологии (педологические основы психологии ребенка, задачи и методы детской психологии, проблемы понимания и самостоятельности феномена детства, роль игры в биологическом, психическом и социальном развитии ребенка) и педагогической психологии (социально-психологические основы педагогической психологии, социально-психологические феномены педагогического процесса, классификация социальных ролей ученика и учителя, психология поведения класса). В.В. Зеньковский представляется как оригинальный теоретик и методолог психологии, разработчик основ изучения психики ребенка, создатель социально-психологического подхода в педагогической психологии. Его концепции этого периода могут быть востребованы в настоящее время при решении методологических вопросов психологии, социально-психологических проблем педагогики, проблем социального воспитания личности, при изучении развития психических процессов и личности ребенка. The author refers to the biography and work of the outstanding Russian psychologist, philosopher and representative of the Russian psychological abroad community V.V. Zenkovsky (1881-1962 y.). The early emigration period of his life and work in Belgrade (the Kingdom of Serbs, Croats and Slovenes) and Prague (Czechoslovakia) (1920-1926 y.) is considered. The author discusses the fundamental psychological ideas of V.V. Zenkovsky regarding general psychology, child psychology and pedagogical psychology, which he formulated at that time in his monograph “Psychology of Childhood” (1924) and lecture courses “Pedagogical Psychology” (1924) and “The Course of General Psychology” (1925) (based on archival materials). There are significant scientific concepts of V.V. Zenkovsky in the field of theory and methodology of psychology (the structure of psychological science, the structure of mental life, the leading role of the emotional sphere in the human psyche), child psychology (pedological foundations of child psychology, tasks and methods of child psychology, the problem of understanding and independence of the childhood phenomenon, the role of the game in biological, mental and social development of the child) and pedagogical psychology (social-psychological foundations of pedagogical psychology, social-psychological phenomena of educational process, the classification of social roles of student and teacher, the psychology of class behavior). V.V. Zenkovsky is presented as an original theoretician and methodologist of psychology, pedologist, developer of the basics of studying the child’s psyche and creator of the social-psychological approach in pedagogical psychology. Nowadays the analyzed concepts of the Russian psychologist can be demanded when solving methodological issues of psychology, social-psychological problems of pedagogics, problems of social education of a person, when studying and designing the development of child’s mental processes and personality.

This paper focuses on the semiotic foundations of sociolinguistics. Starting from the definition of “sociolinguistics” given by the philosopher Adam Schaff, the paper examines in particular the notion of “critical sociolinguistics” as theorized by the Italian semiotician Ferruccio Rossi-Landi. The basis of the social dimension of language are to be found in what Rossi-Landi calls “social reproduction” which regards both verbal and non-verbal signs. Saussure’s notion of langue can be considered in this way, with reference not only to his Course of General Linguistics, but also to his Harvard Manuscripts.The paper goes on trying also to understand Roland Barthes’s provocative definition of semiology as a part of linguistics (and not vice-versa) as well as developing the notion of communication-production in this perspective. Some articles of Roman Jakobson of the sixties allow us to reflect in a manner which we now call “socio-semiotic” on the processes of transformation of the “organic” signs into signs of a new type, which articulate the relationship between organic and instrumental. In this sense, socio-linguistics is intended as being sociosemiotics, without prejudice to the fact that the reference area must be human, since semiotics also has the prerogative of referring to the world of non-human vital signs.Socio-linguistics as socio-semiotics assumes the role of a “frontier” science, in the dual sense that it is not only on the border between science of language and the anthropological and social sciences, but also that it can be constructed in a movement of continual “crossing frontiers” and of “contamination” between languages and disciplinary environments.

The article sought to put the social and political agency of the Trogir Canons in the period from 1300 to 1360 into the wider context of political conflicts that took place between opposing noble factions within the Trogir commune in the 14th century. However, before commencing with the analysis, the author gives a basic insight into the status and infrastructure of the Trogir ecclesiastical organization, situated in its respective Dalmatian- Croatian and Hungarian context. Starting with the normative definition of a Cathedral Chapter, which exists to assist the Bishop and engage in the pastoral care of its human flock, the article compares the idea with the practical dealings of the Trogir Canons. It is highlighted that their dealings were almost primarily concerned with these-worldly matters. On the other hand, and on the basis of tracking several Trogir Canons, namely Jacob son of Peter (Vitturi), John son of Peter (Castrafoci), Stephan son of Michael (Cega), Lampredius son of Jacob (Vitturi), Kazarica son of Martin (Kazarice), Albert son of Marinus (Andreis) and some others, which are heavily exposed in the primary sources, it is argued that the Trogir Cathedral Chapter was not functioning in practice as an independent church corporation, rather than the Canons were in one way or another involved in the factional strifes. More precisely, the considered canons were deeply connected with the noble families, from which practically all of them originated, and sequentially with the informal factions. Therefore, the Canons exploited the existing institutional (corporate) framework and material resources of the Cathedral Chapter in the pursuit of their own individual or factional goals. In that respect, the Cathedral Chapter cannot be considered as an entity separate from the activities of the city lay authorities, regardless of the actual distinction in political and judicial jurisdiction between ecclesiastical and secular institutions. The Case of Trogir provided very fruitful material, which allowed the unraveling of social and political networks and the role of individual participants in the collective (political) agency. In other words, the paper put the focus more on individual agency, and less to structures, bearing in mind that individual agency is exactly that which shapes the institutions in the end.

This chapter proposes the practice of nation branding as a political technology, as an example of neoliberalism in which the definition of national identity, previously assessed primarily by the social sciences and humanities, becomes the domain of business managers and advertising executives, thanks to technologies associated with social media. It explains how the redefinition of social goods, the role of the state, and the role of experts entail the replacement of a more socially driven understanding of identity with an act of commercial prestidigitation by way of nation branding; the pertinent state entities are replaced by advertising and image consultancy firms; and, lastly, scholars of various disciplines are replaced by advertising and PR executives. In short, following neoliberalism, identity is reinterpreted as brand. Identity no longer results from the never-ending and instantaneous negotiation between a multiplicity of parties, representative of myriad aspects relevant to the configuration of individuals and communities, but is rendered instead as the quantifiable, concrete result of a variety of transactions. Through this reformulation, a new relationship is suggested between the idea of nation as imagined community and the reality of the state as a material expression of the concept of nation.

Purpose The participation of society is a valuable aspect of the governability of cities, for it strengthens the citizens’ collaborative component. Such participation, which is seen as social, is considered an essential element for the design of a smart city. This study aims to identify the factors that contribute to social participation in the definition of budgetary instruments’ planning. Design/methodology/approach Concerning the methodological instruments, this study is characterised by a quantitative and descriptive approach and uses a multivariate data analysis with a sample of 235 respondents. Findings The study’s findings identified a framework that portrays elements that collaborate with the social participation in the definition of the public administration’s budgetary instruments, which are considered as elements that are able to develop the role of the popular participation and are characterised by the definition of a smart city by enabling more assertiveness in society’s needs. Practical implications Identification of a framework that brings out elements that are able to develop the popular participation in the definition of budgetary instruments. Then, one scale of elements that contribute to social participation in the definition of the public administration’s budgetary instruments theoretically represented and statistically validated, thus contributing to the continuity of studies on social participation. Social implications Through studies on social participation in budgetary planning, it is possible to guarantee a better allocation of public resources through intelligent governability. Originality/value The research can bring theoretical elements about social participation in the definition of budget instruments for a statistical convergence through the perception of the sample.

In relation to sustainable rural development, the paper starts with the question of its conditions. One of them is social acceptance of various projects or programmes. This issue is joined with the co-ordination of human activities. The mechanism facilitating the co-ordination in contemporary societies is related to social capital. Its concept is outlined through the references to the basic literature about the topic. Using content analysis, based on the quantification of the categories created through the analysis of the literature about the topic, the social capital in selected municipalities is investigated. The main aim of the paper, however, is to show the role of this method in social capital fast identification. Although the approach necessitates further elaboration, it can be considered as the first important step in the practice of development activities. The background of the paper reflects the challenges of the World Bank concerning the elaboration and development of the new methods of measuring social capital.
