Legal frameworks for urban agriculture: Sydney case study

Purpose This paper aims to examine the planning policy and legal framework governing the creation and operation of urban agriculture in Sydney, Australia’s global city. All levels of urban agriculture are considered – from domestic and small community gardens to large agribusiness – as all make an important contribution to agricultural production in an urban context. Design/methodology/approach Using the Australian State of New South Wales and its capital Sydney, as a focus, the study examines the recent trend of the recognition and re-establishment of agriculture as a desired land use in cities. Three examples are selected for closer scrutiny – Horsley Park Urban Agriculture Precinct, located in the Western Sydney Parklands; City of Sydney’s City Farm, located in the inner suburb of St Peters; and the Western Sydney Aerotropolis Agribusiness Precinct, located at a new airport on the fringe of Sydney. Findings As more city-dwellers embrace urban food production and as city authorities seek to encourage and facilitate farming activities, it is clear that regulatory structures which allow it to happen should be incorporated into urban planning legislation at (in the Australian context) state government level. If cities want to encourage urban agriculture, planning legislation needs to be part of the broader legal framework for enabling it to germinate and thrive. Originality/value This paper explores the emergence of two new types of urban agriculture: first, the multi-functional, small-scale urban farming operation, situated conceptually between a community garden and a full-scale commercial agricultural enterprise, and located spatially in the midst of built-up urban form; and second, the intensive, high tech export-oriented model exemplified by the Aerotropolis Agribusiness Precinct.

Purpose – The article aims to convey the experiences of installing an Espresso Book Machine (tm) into Windsor Public Library. It relates how an extremely high-tech, mechanical and new process was received in a very traditional field. Design/methodology/approach – Windsor Public Library acquired an Espresso Book Machine, and built around it a Self-Publishing Centre which included iMacs loaded with software, a scanner, a comfortable area and a dedicated staff member. Findings – The creativity that arose from the Self-Publishing Centre was not limited only to individual, solitary authors who wanted just to produce their own works. A network of like-minded people formed to give encouragement and support developed, increasing the opportunities for elevating literacy in our community. Research limitations/implications – Limitations are obviously that we are one small community enjoying the benefits of this machine. It is impossible to predict if other communities and geographic locations would enjoy the same success. Practical implications – Practical implications are that even with the advancing tide of ebooks and non-print matter, patrons are still very eager to consume and produce printed materials. Social implications – The technological marvels of the high-tech gear that have been installed would be lost without the people forming communities around the technology. Originality/value – The results of installing the Self-Publishing Centre were very different from what we anticipated. The products and community established here are as awe-inspiring as the machine at the heart of the Centre.

The desire for fresh, local food has increased interest in alternative food production approaches, such as private small-scale agriculture, wherein households grow their own food. Accordingly, it is worth investigating private agricultural production, especially in urban areas, given that an increasing share of the world’s population is living in cities. This study analyzed the growth of produce at people’s homes and in community gardens, focusing on behavioral and socio-demographic factors. Data were collected through an online survey in Detroit, Michigan; 420 citizens were interviewed. The results revealed that trust, attitude, and knowledge affect the growing of produce at home. Involvement and personality are also drivers of community gardening. Regarding socio-demographics, household size affects the growing of produce at home, while gender, age, and income affect community gardening. The findings have valuable implications for stakeholders who wish to foster private small-scale urban agriculture, for example, through city planning and nutrition education.

Small-scale urban agriculture is associated with positive health and environmental outcomes. Previous studies examined factors that drive people to grow foods in urban areas mainly drawing on qualitative data. This research investigates quantitatively what determines consumer preferences for growing foods in community gardens, informing efforts to upscale urban agriculture. We conducted choice experiments in North America and performed latent class analysis of contextual and intrapsychic factors affecting consumers’ preferences for growing foods in cities. Results show that providing tools and guidance are the most important contextual factors affecting community garden participation. The preferences of proponents of growing foods are explained by their high subjective knowledge about growing foods and reasons tied to the benefits of participating in community gardening. Opponents of growing foods at community gardens are characterized by low knowledge. The findings can be used to design policies that promote sustainable food systems in urban areas.

The paper reports on how urban agriculture, as a sharing system, is becoming a way to increase aggregation, grouping, relationships in a local context, which could turn into an educational and emotional resource within the urban context. This paper will examine the design of community gardens within semi-public spaces in didactic context (schools, associations, learning spaces). One of the research objectives is to improve the quality of urban landscapes by answering citizens’ need for social interaction and fostering the role that community plays in it. Through co-design sessions with different communities related to specific schools, the design output aims at the creation of a systemic space made by a vegetable garden and his convivial spaces. This would strengthen internal local connections, and trigger positivity and better learning performances among users. The expected result is a set of design tools and guidelines that allow these realities to deal with the creation of vegetable gardens by defining the layouts, the functions and the experiences.

Purpose The purpose of this paper is to shed light on the potential of ecologically driven urban design interventions to substantiate urban form performance in coping with the increasing flood threats particularly in the Middle East region. The paper applies ecological principles to new urban interventions for pluvial flood adaptation in Muscat city, Oman. The interventions incorporate the physical dimensions of both the natural (topography) and the built environment (urban morphology). The study demonstrates different scenarios in Muscat city in Oman and discusses the different challenges faced at different socio-economic and ecological levels. Design/methodology/approach The paper adopts a case study approach. The methods include semi-structured interviews aiming to gain insight from experts in the field of study about salient physical interventions in the urban context that is potentially going to help mitigating flood consequences. Mitigation scenarios were guided by the participants’ recommendations in the area. Scenarios were tested across two complementary phases using two software packages, the first of which is the pre-processing phase accomplished by using the Aeronautical Reconnaissance Coverage Geographic Information System and the second is the flood analysis phase done by the Hydrological Environmental Center for River Analysis System (HECRAS) platform. The scenarios were evaluated in relation to the successfulness and reliability of physical solutions based on to which extent the flood wave depth and coverage was reduced. Findings The paper provides an alternative resilient holistic approach to achieve socially and ecologically sensitive and less expensive flood mitigation solutions in the Middle East. Originality/value The paper provides a new approach to flood mitigation linking ecological principles to the social dimension of human activities and experience in closely knitted communities.

Fracking has helped to usher in an era of energy abundance in the United States. This advanced drilling procedure has helped the nation to attain the status of the largest producer of crude oil and natural gas in the world, but some of its negative externalities, such as human-induced seismicity, can no longer be ignored. The occurrence of earthquakes in communities located at proximity to disposal wells with no prior history of seismicity has shocked residents and have caused damages to properties. It has evoked individuals’ resentment against the practice of injection of fracking’s wastewater under pressure into underground disposal wells. Though the oil and gas companies have denied the existence of a link between such a practice and earthquakes and the local and state governments have delayed their responses to the unforeseen seismic events, the issue has gained in prominence among researchers, affected community residents, and the media. This case study has offered a glimpse into the varied responses of stakeholders to human-induced seismicity in a small city in the state of Texas. It is evident from this case study that although individuals’ complaints and protests from a small community may not be successful in bringing about statewide changes in regulatory policies on disposal of fracking’s wastewater, they can add to the public pressure on the state government to do something to address the problem in a state that supports fracking.

For the most part, research and policymaking on urban gardening have focused on community gardens, whether in parks, vacant lots, or other public land. This emphasis, while important for many Midwestern cities, can obscure the significance of privately owned land such as front yard and back yard and their crucial connections with gardening on public land. In this case study, we examine how policies and practices related to gardening and the management of green space in two Midwestern cities exceed narrow visions of urban agriculture. The article explores the cultivation of vacant lot gardens and private yards as two modes of property in similar Midwestern contexts and argues that the management of green space is about more than urban agriculture. Instead, we show how urban gardening occurs across public/private property distinctions and involves a broader set of actors than those typically included in sustainability policies. Gardening also provides a key set of connections through which neighbors understand and practice sustainability in Midwestern cities.

India being a democratic and republic country, has witnessed the biggest indirect tax reform after much exploration, GST bill roll out on 1 April 2017.  The concept of this reform is for a unified country-wide tax reform system.  Enterprises particularly SMEs are caught in a state of instability.  Several taxes such s excise, service tax etc., have been subsumed with a single tax structure. it is the responsibilities of both centre and state government to shoulder the important responsibility to cater the needs of the people and the nation as a whole.  The main basis of income to the government is through levy of taxes.  To meet the so called socio-economic needs and economic growth, taxes are considered as a main source of revenue for the government.  As per Wikipedia “A tax is a mandatory financial charge or some other type of levy imposed upon tax payer by the government in order to fund various public expenditure”   it is said that tax payment is mandatory, failure to pay such taxes will be punishable under the law.   The Indian tax system is classified as direct and indirect tax.   The indirect taxes are levied on purchase, sale, and manufacture of goods and provision of service.  The indirect tax on goods and services increases its price, this can lead to inflationary trend.  Contribution of indirect taxes to total tax revenue is more than 50% in India, therefore, indirect tax is considered as a major source of tax revenue for the government, which in turn is one of source for GDP growth.  Though indirect tax is a major source of revenue, it had lot of hassles.  To overcome the major issues of indirect tax system the government of India subsumed most of the indirect tax which in turn gave birth to the concept called Goods and Service Tax.

A city’s potential for food self-sufficiency is expected to increase through the distribution of innovative, high-tech, green agricultural practices of producing food in an urban environment, which can improve the city’s food security due to increased food accessibility in terms of quantity and quality. Aim. Based on the systematization of theoretical approaches and analysis of institutional aspects, the study aims to propose ways to strengthen the city’s food security by improving food supply in urban areas, increasing the socio-economic and environmental sustainability of urban food systems, and changing the diet of urban residents.Tasks. The authors propose methods for the development of urban agricultural production in a large industrial city based on the principles of green economy and outline the range of strategic urban activities aimed at implementing green agricultural production technologies associated with the formation and development of the culture of modern urban agricultural production.Methods. This study uses general scientific methods of cognition to examine the specificity of objectives of strengthening a city’s food security by improving the quality of food supply to the population. Methods of comparison, systems analysis, systematization of information, and the monographic method are also applied.Results. A strategic project for the development of urban agricultural systems through the implementation and green development of advanced urban agricultural technologies is described. Green development mechanisms will create conditions for the city’s self-sufficiency in terms of organic and safe products, functioning of short supply chains, and green urban agriculture.Conclusions. Managing the growth of urban agriculture will promote the use of highly effective, easily controlled, resource-efficient, eco-friendly, weather- and season-independent, multi-format urban agricultural technologies. The study describes actions aimed at creating conditions for stabilizing a city’s high-quality food self-sufficiency with allowance for the growing differentiation of citizen needs.

Purpose This paper aims to develop a better understanding of intergenerational knowledge transfer (IKT) practices by adopting a context-related and comparative perspective. Design/methodology/approach A qualitative case study design involving 83 interviews and non-participative observation in German and Quebec organizations has been chosen. Findings Two distinctive archetypes of IKT emerge from both national contexts: “we-individualizing” (Germany) and “I-connecting” (Quebec), leading to an eightfold taxonomy of IKT practices. Research limitations/implications This research is limited to young and senior workers and to high-tech sectors. Originality/value Comparative and inductive study of IKT, adaptation of IKT practices to national contexts, retaining younger workers. This inductive and comparative study allows a better adaptation of IKT practices to national contexts and therefore a better retention of younger workers.
