Gaps in performance: benchmarking of the Czech and Slovak city libraries

Purpose The purpose of this paper is to identify gaps in performance of city libraries from the Czech and from the Slovak Republic engaged in the project Benchmarking of Libraries. The subject of research consists of input and output performance variables of selected 51 city libraries for the period of 2011-2015 and their mutual dependence and influence. Design/methodology/approach To analyse relationships among ten input and four output variables, the correlation and regression analyses were used. Regression analysis was focussed on four output variables – numbers of physical visitors of libraries, numbers of loans, numbers of visitors using the internet in the library, and numbers of registered readers. Interpretation of results was supplemented with classification multidimensional analysis Chi-square automatic interaction detection. Findings Findings reveal that besides others the significant gap in performance was represented by library additions, which means the renewal of library collections. Performance differences were also found between city libraries in the Czech Republic and those in the Slovak Republic. Research limitations/implications This paper evaluates gaps in the performance on representative sample of city libraries. The number of population served among individual selected 51 libraries ranges between 15 and 35 thousand inhabitants. Analysed data are from years 2011-2015. Originality/value The paper analyses, by using statistical methods, data that are generated within the benchmarking project. This methodology proves and reveals causalities among performance indicators of city libraries in an unconventional way.

This paper deals with the development of wage distribution by gender in the Czech and Slovak Republics in the years 2005–2012. Special attention is given to the changing in the behavior of the wage distribution in relation to the onset of the global economic recession. The different behavior of the wage distribution of Czech and Slovak employees during the period is the subject of research. The article discusses the differences in wage level between men and women in the Czech and Slovak Republics. There are the total wage distributions of men and women together, both in the Czech Republic and in the Slovak Republic on the one hand, and wage distributions according to the gender separately for men and for women on the other hand. Comparison of wage levels in the world and the position of wages of the Czech employees in the international context is included, too.

PurposeThis study updates and extends the current work on the issue of accuracy of property valuation. The paper investigates the factors that contribute to property valuation inaccuracy and examines different strategies to achieve greater accuracy in practice.Design/methodology/approachAn online questionnaire was designed and administered on the Australian Property Institute (API) registered valuers, attempting to examine their perceptions on the current state of valuation accuracy in Australia. The variables/statements from responses are ranked overall and compared for differences by the characteristics of respondents.FindingsUsing mean rating point, the survey ranked three factors; inexperience valuers, the selection, interpretation and use of comparable evidence in property valuation exercise and the complexity of the subject property in terms of design, age, material specification and state of repairs as the most significant factors currently affecting valuation inaccuracy. The results of a Chi-square test did not, however, show a significant statistical relationship between respondents' profile and the perception on the comparative importance of the factors identified. Except for valuers' age and inexperience valuers and valuers' educational qualification and inexperience valuers and the selection, interpretation and use of comparable evidence in property valuation exercise. Also, the three highly ranked strategies for reducing the level of inaccuracy are: developing a global mindset, use of advanced methodology and training valuers on market forecasting skills.Practical implicationsIn order for valuers to provide state-of-the-art service to the public and to remain relevant, there is a need to accurately and reliably estimate valuation figures. Hence, the strategies highlighted in this study could be considered in a bid to reduce property valuation inaccuracy in practice.Originality/valueThis study provides an updated overview of the issue of property valuation inaccuracy in the Australia valuation practice and examines the strategies to reduce it.

The article aims to compare important management factors between SMEs in the service sector and SMEs in other entrepreneurship sectors. The study was realized in the Czech Republic and the Slovak republic over SMEs in the service sector and other sectors in 2019-2020. The data were collected from the owners or top-level managers; the total sample used in the study was 822 SMEs. The questionnaire was constructed in an online version and was fulfilled by 240 SMEs in the service sector and 582 other companies in the Czech or Slovak republic. The research hypotheses were evaluated by basic statistics tools: contingency tables, Z-score, and Chi-square test. The results showed that there are significant differences in the agreed attitudes to the statement: "I manage the company for more than 8 hours a day" between the Czech (62%) and Slovak (71%) respondents in the service business sector. Neither nationality nor the business sector is essential determinants in the perception of human capital as the most critical element in the company (8 out of 10 respondents) and the fact that the owner (manager) of the company should regularly evaluate the performance of its subordinates and motivate them to innovate in work processes. The results are interesting for the entrepreneurs themselves and for entities and organizations that help SMEs' business activities in selected countries, respectively, for economic policymakers.

Bankruptcy risk is always a constant threat to the SMEs, which determines how long the firms will survive. Since its identification, management, and control vested in the hands of the entrepreneurs and managers. A lot depends on their interpretations and beliefs. Therefore, to investigate this phenomenon, the present study aimed to investigate the attitude of the managers and entrepreneurs towards bankruptcy risk and to draw the conclusion on how the entrepreneurs’ attitude differs among the Czech Republic and Slovak republic entrepreneurs as well. The study was conducted among 822 small and medium-sized companies from the Czech Republic and Slovakia. Chi-square and z-score test methods were used to test for the existence of a statistically significant difference between bankruptcy attitudes among Czech and Slovak entrepreneurs. Slovak entrepreneurs are more likely to regard bankruptcy as a natural part of the business, and they are less likely to identify an entrepreneur’s mistake as the cause of bankruptcy. An important conclusion is that the experience of bankruptcy for entrepreneurs of both countries is assessed as a vital experience gained, which, however, negatively affects the self-esteem of an entrepreneur. This study contributes to the literature by offering insights over the attitude of SMEs’ owners and entrepreneurs about bankruptcy risk in the context of the Czech Republic and the Slovak republic. From the policymakers’ viewpoint, it is imperative to understand the attitude of SMEs’ owners and entrepreneurs to design effective policies aiming to improve entrepreneurs with adequate skills, ability, and state support. The Originality of the paper deals with the entrepreneur’s perception, behaviour, and attitude towards bankruptcy risk in SMEs.

Metode Chi-squared Automatic Interaction Detection (CHAID) merupakan metode segmentasi berdasarkan hubungan variabel respon dan penjelas menggunakan uji chi-square, yang dalam penerapannya perlu memperhatikan keseimbangan data untuk meminimalkan kesalahan dalam klasifikasi. Salah satu pendekatan yang dapat digunakan pada data yang tidak seimbang adalah metode Synthetic Minority Over-sampling Technique (SMOTE). Dalam penelitian ini, metode CHAID dengan pendekatan SMOTE diterapkan pada Angka Kematian Balita (AKBa) di Kawasan Timur Indonesia (KTI). Tujuannya adalah untuk mengetahui variabel-variabel yang mencirikan kematian balita berdasarkan metode analisis CHAID yang diterapkan dan membandingkannya dengan pendekatan SMOTE. Hasil perbandingan menunjukkan bahwa pendekatan SMOTE lebih baik digunakan dengan nilai sensitivitas sebesar 48,3% dan nilai presisi sebesar 75,9%. Variabel yang signifikan mencirikan kematian balita di KTI adalah berat badan saat lahir, jenis kelahiran, status bekerja ibu dan kekayaan rumah tangga, dengan karakteristik utama adalah balita yang memiliki berat badan lahir rendah dan terlahir kembar.

Дослідження присвячено розкриттю сутності інтервального методу та введенню його як дослідницького інструменту культурології. Об’єктом дослідження постає методологія культурології, предметом – інтервальний метод, що сформувався у постмодерністській методології. Здійснено спробу експлікації ключових принципів інтервального методу та обґрунтовування необхідності його використання для дослідження культури. Наукова новизна полягає у введенні інтервального методу у методологічний інструментарій культурології. Зроблено висновок щодо можливості введення інтервального методу у методологію культурології як інструменту багатовимірного аналізу культури. The research aims to disclose the essence of an interval method and its introduction as a research tool for the methodology of cultural studies. The object of research is the methodology of culture, the subject of research is the interval method formed in the methodology of post-modernism. In the article, the author attempts to explicate key concepts of the interval method and justifies the necessity of its use in cultural research. Scientific novelty consists in introduction of the interval method into the methodology of cultural studies. The conclusion is made considering the possibility of introduction of the interval method in the methodology of cultural studies as a tool for multidimensional analysis of culture.

This paper concentrates on the area of special educational support provided to individuals living in homes for people with disabilities in the Czech Republic and presents partial research results illustrating the state of the provision of speech therapy to users of social services facilities falling under the jurisdiction of the Ministry of Labour and Social Affairs. The subject of the research is an analysis of support for the development of the communication skills of pupils living in social services facilities. The partial results of the research outline the approaches employed by the managerial staff of the given facilities in implementing special educational procedures, describe forms of speech therapy provision in homes for people with disabilities, and compare the attitudes of teachers and social services staff to the development of communication with the importance attributed to it by speech therapists and demonstrated by the case studies performed.

The subject of the work is the research on relevant factors influencing participation in the success of brownfield revitalization, especially in the territory of small municipalities. Research has so far dealt with the issue of determining disparities in the municipalities of the Czech Republic, not excluding small municipalities, but their subsequent application has usually been presented in larger cities. The focus on smaller municipalities or cities was usually addressed only in general. The introduction provides an overview of theoretical knowledge in the field of brownfield revitalization. Defining the level of knowledge of the monitored issues is an essential step for the purposes of more effective determination of disparities. Disparities will be determined on the basis of information on localities that have been successfully revitalized. The identified disparities are then monitored in the territory of small municipalities. For the purposes of processing, it was determined that a small municipality or city is an area with a maximum of 5000 inhabitants. Using appropriately selected statistical methods, an overview of disparities and their weights is determined, which significantly affect the success of revitalization. In small municipalities, the issue of brownfields is not emphasized but, in terms of maintaining community strength and reducing population turnover, the reuse of brownfields is a crucial theme.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.
