By reinforcing the concept of community, a unique development process has been set off in villages of Orissa, one of the poorest states in India. The fundamentals of the programme require 100% participation from all villagers with clearly defined stakes and mechanisms for institutional and financial sustainability. The programme shows how something as basic as drinking water and sanitation is able to coalesce and bind divergent strands within communities, creating new relationship dynamics between men and women, and different sections of the communities, thereby helping to trigger new strands of development.

Water is a basic need for mankind, but the fact remains that not everyone has access to clean water and healthy adequately, in accordance with its needs. The issue of water and poor sanitation in Indonesia spawn Program Pamsimas. The goal of the Program is to improve the access of Pamsimas drinking water and sanitation for the poor in rural areas and suburbs, as well as enhancing the values and behaviors of healthy living by building/infrastructure and means of providing drinking water and sanitation sustainable community-based and can be adopted by people to achieve the MDGs targets. Based on the results of the study and discussion of the two issues that the formulation is specified, then the obtained results, among other Policy Implementation Program Pamsimas in Trenggalek already running in accordance with the technical guidelines which in practice already refers to the components of the program i.e., community empowerment, the Ministry of sanitation, drinking water supply, and support the management of the commissioning programme. Factors that support the success of the Program Pamsimas in the presence of, among others, Trenggalek Regency method involving the existence of community empowerment, providing innovation and creativity inspires the citizens through group work, compromise bottom up and top down and commitment at all levels. Factors that impede the success of Trenggalek Regency Pamsimas, among others, lack of cooperation, natural condition, as well as the quality of the water resources untapped.

Abstract. Clean water is an indicator of life and quality of human life. It is no wonder that the provision of clean water and sanitation is included in the sixth goal of the 17 items Sustainable Development Goals agreed in the UN General Assembly Resolution by 193 Member States and global civil society on 25 September 2015. Unfortunately this mulya goal has not been fully achieved, especially for residents of Malang Regency. Data released by the Central Statistics Agency (BPS) of Malang Regency shows that households that still use river / rain water as a necessity of life reached 0.44 and 0.54 in 2016 and 2017. Those included in this category are residents of Segenggeng Hamlet, Wonokerso Village Pakisaji District. As a result of the poverty that plagued which was then exacerbated by the contours of the land in their area which required them to dig 50 meters more to obtain ground water. For the process of managing this service, the Mangga 2 Water User Occupation Association (HIPPAM) was formed as a continuation of the Mangga 1 clean water supply program which was established in mid-2010 in the Wonokerso sub-village. The capacity of the built water reservoir can accommodate 15 thousand cubic meters to serve 365 households in 10 RTs and two RWs. However there are several obstacles encountered; (1) Institutional; This community-based clean water mining organization does not yet have a legal entity; (2) The financial administration and administration of the HIPPAM secretariat are simple and not yet neatly archived. (3) Structured formal communication with customers and stakeholders has not been carried out properly. This is evidenced by the large arrears in account payments. Through this Community Partnership Program a draft of the initial draft of the Statutes and by-laws has been prepared by a drafting team representing all elements of the community. They can do this after participating in a series of training activities from authorized sources. Also, the capacity of individual administrators has increased by providing some printed materials as guidelines for working with water services. The performance of the institution is also the case through the provision of a computer that functions for the operational SIM application for payment of drinking water tariffs. Tidak heran kalau penyediaan air bersih dan sanitasi (Clean water and Sanitation) dimasukkan dalam tujuan keenam dari 17 butir Sustainable Development Goals (tujuan Pembangunan Berkelanjutan) yang telah disepakati dalam Resolusi Majelis Umum PBB oleh 193 Negara Anggota dan masyarakat sipil global tanggal 25 September 2015. Sayang tujuan mulya ini belum sepenuhnya tercapai terutama untuk warga Kabupaten Malang. Data yang dikeluarkan Badan Pusat Statistik (BPS) Kabupaten Malang menunjukkan rumah tangga yang masih menggunakan air sungai/ hujan sebagai kebutuhan kehidupan mencapai 0,44 dan 0,54 pada tahun 2016 dan 2017. Mereka yang termasuk dalam kategori ini adalah penduduk Dusun Segenggeng Desa Wonokerso Kecamatan Pakisaji. Akibat kemiskinan yang mendera yang kemudian diperburuk dengan kontur tanah di wilayah mereka yang mengharuskan mereka untuk menggali 50 meter lebih untuk memperoleh air tanah. Untuk proses pengelolaan layanan ini dibentuk Himpunan Pendudukan Pengguna Air Minum (HIPPAM) Mangga 2 sebagai kelanjutan dari program pengadaan air bersih Mangga 1 yang telah yang didirikan pertengahan 2010 di dusun Wonokerso. Kapasitas tandon air yang terbangun dapat menampung 15 ribu meter kubik dapat melayani 365 rumah tangga di 10 RT dan dua RW. Namum ada beberapa kendala yang dihadapi; (1) Kelembagaan ; organisasi pengambangan air bersih berbasis masyarakat ini belum memiliki badan hukum; (2)Administrasi keuangan dan ketata usahaan sekretariat HIPPAM yang sederhana dan belum rapi terarsipkan. (3) Komunikasi formal terstruktur dengan pelanggan dan stakeholder belum terlaksanan dengan baik. Ini dibuktikan dengan banyakanya tunggakan pembayaran rekening. Lewat Program Kemitraan Masyarakat ini telah tersusun sebuah naskah draft awal Anggaran Dasar dan Anggaran Rumah Tangga oleh tim penyusun yang mewakili semua unsur warga masyarakat. Mereka dapat melakukan ini setelah mengikuti serangkaian kegiatan pelatihan dari nara sumber yang berwenang. Juga kapasitas individu pengurus telah meningkat dengan memberikan beberapa materi cetak sebagai panduan kerja layanan air minum. Kinerja lembaga juga demikian lewat pemberian satu komputer yang berfungsi untuk operasional SIM aplikasi rekening pembayaran tarif air minum. This study aims to evaluate the implementation of Community Based Drinking Water and Sanitation Provision III in Cihara Village, Cihara District, Lebak Regency. The theory used is the evaluation theory by Dunn (2003: 610), namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The method used is descriptive with a qualitative approach. The result of this research is that the implementation of the PAMSIMAS III program in Cihara Village, Cihara District, Lebak Regency has not run optimally. Suggestions that become recommendations for supervision from related agencies after the construction of facilities is complete and there are efforts from related agencies to provide awareness to the community about the importance of PHBS, community self-help groups have strategies so that people can participate in the form of in-cash contributions and in deliberations, and the existence of cross subsidies for infrastructure maintenance fees for people who are economically underprivileged.

The availability of clean water is a hope for the community to meet the needs of drinking sources and the availability of proper sanitation will prevent various diseases. So the government collaborates with villages in providing Community Based Drinking Water and Sanitation (PAMSIMAS). The PAMSIMAS program aims to increase the number of clean water facilities for communities in areas with low economic income levels. In the PAMSIMAS program in Tigaherang Village, Rajadesa District, Ciamis Regency, socialization steps are needed to the community to provide an understanding of clean water and sanitation, monitoring of clean water use and transparency of the PAMSIMAS program. To support its implementation, a Web-based Information System for Water Supply and Sanitation (PAMSIMAS) application design is proposed. This information system is expected to be able to optimize the performance and service of clean water for the community. Infertility is a worldwide health issue, but mechanisms of both male and female reproductive toxicity remain to be elucidated. So far, a limited focus has been on potentially harmful environmental factors such as arsenic, which is naturally occurring in groundwater. The objective of this review was to systematically investigate the association between arsenic in drinking water and adverse reproductive outcomes in men and women of fertile age. We conducted a systematic literature search and included case-control studies and cohort studies reporting on decreased semen quality characteristics, increased time to pregnancy, infertility, or spontaneous abortion. In total, 433 articles were screened and ultimately, eight studies were included. Included literature was quality assessed with the Newcastle-Ottawa Scale. Findings were reported in a narrative synthesis. Only one study investigated male fertility. An association between increasing arsenic exposure and decreasing semen quality characteristics was found, as well as an indication of arsenic accumulation in seminal plasma. These findings are, however, at high arsenic levels (>1000 µg/L). No consistent evidence was found to support the hypothesis that arsenic exposure from drinking water is a cause of longer waiting time to pregnancy or spontaneous abortion, being the only endpoints investigated in the included literature. In conclusion; the evidence is sparse and of varying quality, however, it does warrant attention, as it conflicts with existing evidence, mainly from cross-sectional or ecologic studies.

Drinking-water supply and sanitation services are essential for human health, but their technologies and management systems are potentially vulnerable to climate change. An assessment was made of the resilience of water supply and sanitation systems against forecast climate changes by 2020 and 2030. The results showed very few technologies are resilient to climate change and the sustainability of the current progress towards the Millennium Development Goals (MDGs) may be significantly undermined. Management approaches are more important than technology in building resilience for water supply, but the reverse is true for sanitation. Whilst climate change represents a significant threat to sustainable drinking-water and sanitation services, through no-regrets actions and using opportunities to increase service quality, climate change may be a driver for improvements that have been insufficiently delivered to date.
