AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

The reviving of modern economic theory is usually stated starting from the publication of Adam Smith's The Wealth of Natoins, in 1776, although other thinkers who first also gave no small contribution. The main idea put forward by Adam Smith is that competition between various suppliers of goods and buyers will produce the best possibilities in the distribution of goods and services because it will encourage everyoe to do the specialization and increase in capital so that it will produce more value with a permanent workforce. From the Islamic perspective, there are several names that commonly known such, Baqir, Umar Chapra, and Mannan. The purpose of this research is to explore the revival economic though by Abdul Mannan. This research adapts content analysis method, which is a researcher conducts a discussion of the contents of written or edition information in the mass media. The data analysis techniques of this scientific work use literature study techniques, comparative, induction, and deduction. The study began by collecting literature data from Muhammad Abdul Mannan's Concept of Thinking about the Development of Modern Era Islamic economics and Modern Era Islamic Economic concepts in general, (researchers only participated in the discussion). Then proceed with the interpretation that researchers try to understand Muhammad Abdul Mannan's thoughts about the Development of Islamic Economics in the Modern Era. The result of this reseacrh indicates that the revival of Islamic thought by determining basic economic functions that simply cover three functions, namely consumption, production and distribution. Those basics are rooted by Five basic principles rooted in Shariah for basic economic functions in the form of consumption functions are the principles of righteousness, cleanliness, moderation, benefit and morality

This article reviews works devoted to the methodology of teaching orthography (spelling) published in the Russian Language at School journal from 1979 to 2019. The reviewed works cover the following aspects: theoretical (linguistic, didactic, psychological and psycholinguistic) foundations of teaching orthography in secondary school; study techniques and methods for explaining spelling rules; essential characteristics of the various methodological systems for a phased process in studying complex spelling rules; types of developmental spelling exercises; lesson plan description, repetition of spelling topics and systematization of the lessons studied at different levels of secondary education from grades 5 to 11 in accordance with changing requirements of Federal State Educational Standards and respective textbooks for teaching Russian as a native language. The article focuses on the aspect of spelling training and preparing students for mandatory written exams in the Russian (native) language in grades 9 and 11, including the final essay in grade 11. In addition, the article provides a general overview of reviews of textbooks and spelling exercise workbooks for pedagogues and pupils published by methodologists. The research methodology was based on the theoretical analysis of scientific knowledge (problematic, comparative, aspective, recapitulative) and practice-based experience of pedagogues. It is concluded that the reviewed publications (in the indicated period) are relevant for modern readers.

<p><em>Suspects have the right to obtain legal assistance, especially for suspects who are classified as economically disadvantaged in accordance with Article 56 of the Criminal Procedure Code (KUHAP). The facts show that there are many irregularities in the implementation of legal aid, therefore it is necessary to know about the implementation of free legal aid for suspects who are incapacitated at the level of investigation and the factors that become obstacles in the implementation of legal aid. This legal research is an empirical legal research and this research is descriptive in nature. The data used are primary data and secondary data. The techniques used to collect data were document study techniques and interview techniques. Inhibiting factors affecting the implementation of free legal aid for suspects who are unable at the level of investigation can be classified and differentiated into 3 factors, namely, legal substance, legal structure, and legal culture).</em></p><p><strong><em>Keywords: </em></strong><em>Legal Aid, Criminal Cases</em></p>

It has been said before that “No one forgives with more grace and love than a child”. And also no one can compete the child with his outstanding memory which can’t forget deep injuries during childhood, especially when these multiple abuses come from his/her parents and other relatives. Being physically abused, emotionally abused, and neglected from her biological parents and sexually abused from one of her relatives, this 25 years old female, who is a student in the university, suffers from severe depression and very low level of self-esteem. The current research aims at decreasing the client’s depression and improving her self-esteem through case study techniques, assessing her needs, fears, deep feelings and behavior using a variety of methods, including projective tests, life history, interviews and direct observation of her behavior. The researcher will attempt to help this female using the techniques of the “Forgiveness Therapy” which is described by a number of clinicians and researchers as a promising approach to anger-reduction, depression healing and the restoration of general emotional and mental health. About 8% of the human genome is covered with candidate cis-regulatory elements (cCREs). Disruptions of CREs, described as “cis-ruptions” have been identified as being involved in various genetic diseases. Thanks to the development of chromatin conformation study techniques, several long-range cystic fibrosis transmembrane conductance regulator (CFTR) regulatory elements were identified, but the regulatory mechanisms of the CFTR gene have yet to be fully elucidated. The aim of this work is to improve our knowledge of the CFTR gene regulation, and to identity factors that could impact the CFTR gene expression, and potentially account for the variability of the clinical presentation of cystic fibrosis as well as CFTR-related disorders. Here, we apply the robust GWAS3D score to determine which of the CFTR introns could be involved in gene regulation. This approach highlights four particular CFTR introns of interest. Using reporter gene constructs in intestinal cells, we show that two new introns display strong cooperative effects in intestinal cells. Chromatin immunoprecipitation analyses further demonstrate fixation of transcription factors network. These results provide new insights into our understanding of the CFTR gene regulation and allow us to suggest a 3D CFTR locus structure in intestinal cells. A better understand of regulation mechanisms of the CFTR gene could elucidate cases of patients where the phenotype is not yet explained by the genotype. This would thus help in better diagnosis and therefore better management. These cis-acting regions may be a therapeutic challenge that could lead to the development of specific molecules capable of modulating gene expression in the future.

In the fabrication of welded built-up beams, longitudinal deformation occurs due to welding. As it prevents improvement of productivity and quality, heating for straightening the welding deformation is necessary. Therefore, control of the deformation due to welding and heating is the base for the automatic fabrication of built-up beams. In this study, techniques to control the deformation are developed. Based on the simple formulas for estimation of the deformation proposed in the previous study, a procedure to calculate the required reverse curvatures to straighten the welding deformation is presented and a method to simulate the fabrication procedure is developed. From the simulation of the fabrication procedure it is concluded that, in heating for straightening, deep-heated depth is more economical than wide-heated breadth in yielding the same curvature. To apply the results obtained to automatic fabrication, welding and heating parameters such as welding current, voltage and speed, and heated depth and breadth are selected and fabrication cost is expressed by the parameters, which are optimized under the constraints. According to the optimized results, the higher welding current reduces the fabrication cost. Results obtained through executing the simulation method described herein can be used in the guidance of welding and heating procedures instead of depending on the experience of skilled workers--and this can contribute to an increase in productivity and quality.

The study used a qualitative approach with case study techniques. With the research subject grade V students MI ma'arif NU 1 Kaliwangi. Data collection techniques with interviews, observations, and documentation. Analytics Data uses the Miles and Huberman model. Results showed (a) mature planning before the process of dissection (b) the implementation of creative learning with the image media assisted by the LCD, and Worksheet (c) Self-reliance assessment techniques with direct observation, and system point, (d) The lack of introductory media such as dictionaries changed basic barriers.

Abstract: Waqf law can be categorized as a living law and potential of waqf can be written. The law of the living does not fully comply with regulations. This problem can lead to law-enforcement-representation issues then formulated into the question: How to advocate community against the Waqf Law? It contains public knowledge, public awareness and public obedience. Assuming sharia is natural law, it is eternal and does not change. In the case, sharia is not in accordance with waqf. The provisions of waqf law are obtained through ushul fiqh with analogical deductive reasoning patterns. The rest, the provisions regarding waqf agreement are obtained from human preferences about the general good. Waqf law is based ruh al-hukm, the spirit of teachings, and maqashid al-shariah. It is more important to be developed to be more responsive to people's priorities and needs. Opportunities for enforcement of waqf law are very large, so that at that time the community complied with waqf law. This research is a descriptive study, which analyzes waqf as a system, as well as a subsystem of a wider system. This analysis, explains the process of society from knowledge to aware and finally to be obedient. The data source used consists of library materials both in the form of documents, books, and scientific writings and other relevant information. Data collection is carried out with literature study techniques, with the approval of the principle of relevance and novelty of the information collected. The analysis is content analysis (classification, interpretation and inference findings). Abstrak: Hukum wakaf dapat dikategorikan sebagai the living law. Sekalipun demikian, terdapat usaha-usaha untuk mengaktualisasikan potensi wakaf. Hal ini mengisyaratkan, bahwa hukum-yang-hidup tidak selalu tegak secara teoritis. Sehubungan dengan itu, masalah ini dapat diidentifikasi sebagai masalah penegakan-hukum-perwakafan. Maka masalah ini dirumuskan ke dalam pertanyaan: Bagaimana kepatuhan hukum masyarakat terhadap Undang-undang Wakaf? Penelitian ini difokus­kan pada unsur-unsur mengenai pengetahuan masyarakat (legal knowledge), kesadaran masyarakat (legal awareness), dan kepatuhan masyarakat (legal obidience) terhadap UU Wakaf. Dengan asumsi syariah merupakan hukum kodrat (natural law), sehingga sifatnya kekal dan tidak berubah.  Sekalipun demikian, dalam kasus wakaf, syariah tidak menentukan secara tegas menge­nai wakaf. Ketentuan hukum wakaf diperoleh melalui ushul fiqh, dengan pola pena­laran deduktif analogis. Selebihnya, ketentuan mengenai mekanisme wakaf diper­oleh berdasar­kan preferensi manusia mengenai kebaikan umum (public good). Hukum wakaf lebih didasarkan pada ruh al-hukm, semangat ajaran, dan maqashid al-syariah. Sehingga wakaf lebih memungkinkan untuk dikembangkan menjadi lebih responsif terhadap tuntu­tan dan kebutuhan masyarakat. Peluang penegakan hukum wakaf sangat besar, sehingga pada gilirannya masyarakat patuh terhadap hukum wakaf. Penelitian ini merupa­kan penelitian deskriptif, yakni menganalisis wakaf sebagai sebuah sistem, seka­ligus subsistem dari sistem yang lebih luas. Analisis tersebut, dideskripsikan proses masya­rakat dari tahu menjadi sadar dan akhirnya menjadi patuh terhadap hukum wakaf. Sum­ber data yang digunakan berupa bahan kepustakaan, baik berupa dokumen, buku, dan tulisan-tulisan ilmiah serta informasi lain yang relevan. Pengumpulan data dilakukan dengan teknik studi kepustakaan, dengan menekankan prinsip relevansi dan kebaruan dari informasi yang dihimpun. Adapun analisisnya adalah analisis isi (content-analysis), dengan langkah: klasifikasi data, interpretasi data, serta inferensi temuan.
