Abstract Since the reform and opening up, China’s vocational education has experienced a process of gradual recovery and development, which can be divided into five stages: the recovery and establishment period (1978–1984), the simultaneous development period (1985–1990), the sustained development period (1991–1998), the consolidation and adjustment period (1999–2009) and the strategic development period (2010-present). There are some problems, such as low degree of recognition, insufficient degree of adaptation to industrial development, incomplete school management system and lagging teacher team construction. To better cope with the challenges of the new era, we can accelerate the school-enterprise cooperation and industry-education integration, adapt to the changes brought by digital technology to vocational education, improve the management system of vocational education schools, strengthen the construction of vocational education teachers and other ways to promote the high-quality and balanced development of vocational education.

Globalization of the economy, revolutionary technological changes in production processes, and trade liberalization necessitate the deepening of research on theoretical and methodological aspects of the formation of new models to manage industrial development. The paper highlights a number of theoretical provisions that can serve as conceptual guidelines for the modernization of the industrial management system in Ukraine in the context of modern globalization and technological challenges. In particular, the paper emphasizes that the intellectualization of industrial production necessitates the intellectualization of management processes. The specifics of strategizing the innovative development of the industry are considered. Recommendations for the formation of a "scientific and information shell" of the management system based on the coordination of government, business, educational and scientific institutions, NGOs in the modernization of industrial policy and implementation of a new model of industrial development management are suggested. The basic functions of modernization of the industrial management system (worldview, epistemological, genetic, adaptive, social, economic, ecological, and political) are highlighted. The fundamental schemes to implement the new model of management of industrial development and its intellectualization at the macro level are offered. The importance of the regional level of modernization of industrial development management is noted. In this context, the concept of «smart specialization» based on the idea of taking full account of the benefits and capacity of a particular region, and «good governance» concept is emphasized to deserve special attention.

The research features the development of Krasnoyarsk meat processing industry in the years of political struggle and rule of N. S. Khrushchev. The research objective was to determine the main trends and results in the development of the Krasnoyarsk meat industry during its reform. The work was based on the modernization approach, as there was a new breakthrough of industrial development in Siberia in the period under consideration. After Stalin's death, the control system he created could no longer function. As a result of the political struggle, N. S. Khrushchev came to power and transformed the economic system based on the principle of territorial management. He gave an important place to the development of the food industry. He urged people to catch up and overtake American meat production. The new system opened up new opportunities for the development of remote areas. Local elites were given an important role in the development of the regions. The new management system gave an additional impetus to the development of the meat industry of the Krasnoyarsk territory. The management of the industry was able to use additional finances for the development of enterprises, as well as the capacity of local engineering, construction, etc. As a result, the material base of local enterprises was improved, and the production of finished products increased, which improved the living standards of the local population. The experience, with certain reservations, can be useful today. In the context of the complexity of the geopolitical situation and counter-sanctions in the food industry, rethinking the successes and mistakes of the past can develop a more balanced development policy.

The purpose of this paper is to share online resources available to students at a global level, to include healthcare administration programs and any other course of study. While somewhat daunting in nature, this editorial offers faculty of healthcare administration (and other related programs of study) the opportunity to explore what course materials (of any format) may be posted to commercial external websites by current and/or previous students for ongoing collaboration among academic cohorts. Findings include an opportunity for students in any program, at any level, to post individual and/or copyrighted course materials on public, external websites, often with an underlying motivation of financial remuneration for their efforts. Best practices for identifying individual course resources posted externally to the course are provided, while a potential solution for more effective and productive collaboration within the course and the internal course online learning management system is offered.

A quality management system for vocational educational institutes is a system aimed at ensuring the quality goals of vocational education are achieved to meet the quality standards and develop the quality work. In practice, teachers play a vital role because the key elements in a quality assurance system are strongly related to teachers especially the learning process as the spearhead of the success of vocational education. In addition, most activities undertaken in vocational education involve teacher participation. Therefore, teachers hold a great responsibility in the successful implementation of the educational quality management system. The main point to be emphasized is how a teacher has a suitable common understanding of quality. Understanding the quality drives all activities undertaken by teachers to be quality improvement oriented.

The development and implementation of the strategy has long been the focus of scientists and practitioners. But, despite the extensive scientific Arsenal, the tasks facing economic managers do not become easier. In many ways, this situation is due to the fact that in the face of growing uncertainty, which is typical for any, both developed and developing markets, it is increasingly difficult to imagine the «image of the future» and formulate the strategy goals to subordinate the company’s activities to the achievement of these very goals. In a sense, the correct formulation of the problem of long-term development can serve as a foresight, which is used to identify factors that can have an impact on the economy and society in the medium and long term. However, what is the connection of foresight with the setting of goals of the strategy of the industrial enterprise and the choice of mechanisms for the implementation of the chosen strategy – these questions require answers, without which the scientific base of strategic management will not be complete. An attempt is made to find an answer to the question of what hinders industrial development under conditions when the scale of technological modernization is not accompanied by a change in the structure of production. The solution to this problem is proposed to be sought in institutional transformations, on the basis of a theoretical understanding of the laws that determine the technological development of modern industry and the application of the methods of the theory of artificial intelligence systems. The proposed approaches of economic and technological development of territories, states, industries and individual industrial enterprises will allow the most effective financing of investment programs for industrial development.
