Social development scholars and practitioners have long advocated an important role for indigenization and grassroots participation in designing and implementing social development programs. Because of the recognized connection between health and social development, they have increasingly advocated for more indigenous and participatory approaches in conducting health assessments and in the delivery of health programs of relevance to individuals, families and communities. This article presents a rationale for such participatory approaches and the arguments are illustrated by case studies from two different cultural contexts.

In this work we report the results of the documentary analysis of a scholarship program and of the social policy in which it falls, with a double objective: to uncover epistemological and ethical-social deficiencies in its design and operation, and to derive some recommendations for the formulation of policies and programs in the educational field. Methodologically, our first step was to review 13 evaluations of social development programs carried out between 2015 and 2018. The review led us to do a meta-analysis of the evaluations, based on the weaknesses and strengths pointed out by the evaluators. To systematize and make comparisons, we used the Atlas Ti tool (version 7). What stands out in the analysis of the discourse carried out is that the social development policy was not entirely coherent with the purpose established in the corresponding regulations and sought to meet objectives and goals, beyond what was established in the laws. This made the design more complex, made the diagnoses insufficient, made the operation more difficult and moved the programs away from the central objective: overcoming poverty. Furthermore, it is concluded that political will and innovative ideas are not enough for an effective social policy. Good diagnoses are required, based not only on an analysis of the reality that is problematic, but also on a review of available scientific works and articles, and on the results of previous experiences. On this basis, the design of social policy should formulate clear objectives, have a consistent logical and technical structure, and propose viable and precise strategies for action. The same would have to happen with programs derived from social policy.

In this article, I would like to test how accurate is the notion that school is one of the main factors in the social development of Indian communities. According to this view, school education improves the social, political, economic and cultural situation of the Indian peoples of South America. This is a position widely circulated among the national community in the region and is the basis for development programs and projects carried out among the Indians 1.1 would like to examine to what extent this view is correct with respect to the Enepá Indians living in the Venezuelan Amazon. I approach the question of what impact schools have on the development of these communities from an anthropological perspective, and thus from the point of view of Indian social practices. The article consists of four parts. In the first part, I characterize the current socio-cultural situation of the southern E’ñepá and the activities related to school education among them, and introduce the reasons why I chose this people for my analysis. In the second part, I indicate a problem posed by analyses from within the dominant non-anthropological current of reflection on development, and present the anthropological approach to the issues referred to in the articles title. In the third part, I describe the development that is said to result from a school’s operation according to the intercultural education program being carried out among the Enepá. In the fourth section, I show, based on the example of the spread of the practice of writing how, by means of an anthropological approach, one can assess the real impact of the school on the social development of the E’ñepá Indians.

The term ‘empower’ has become ubiquitous within the social development sector. Empowerment has become the answer to most problems, and it is a rare development initiative that does not overtly seek to empower somebody. And yet, the term is used loosely, without regard to the variety of meanings and flavours of power that make it up, rendering it as a standardised and meaningless jargon instead of a subtle and nuanced word with deep implications for development policy and practice. This article looks to understand empowerment in the social development context by exploring its roots in the term ‘power’. It delves into power in its abstract form, in its relationship with structure and agency, in its role in participatory processes and in its function in governance and development. It also goes into the multiple ways by which communities resist power and its imposition upon them. In the process, it explores the thinking of intellectuals such as Riker, Dahl, Lukes, Foucault, Giddens, Olson, de Certeau, Scott and Havel on power and brings these multiple understandings and meanings into a single narrative. It concludes that a single universal definition of power may not be possible given the multiplicity of contexts within which it is used, and that each of these contexts and their underlying assumptions has implications on the usage of the term ‘empower’. It goes on to suggest that those using the term ‘empower’ would be well advised to state their own assumptions on power and the context within which they use it such as, inter alia, is it transferrable via empowerment. Does it exist in an act, or is it universal and always there? Does the empowerment of one necessarily mean the disempowerment of another so that the sum total of power in a community is constant? In the process, the article looks to provide development practitioners with a broad perspective on power so that they use the term ‘empower’ with specificity and precision.

This article explores and examines the social policies implemented in Ecuador, aiming to determine how social programs of education, health and housing impact on social development programs and beneficiary population. For analysis, an econometric model of multiple linear regression is applied, which allows to analyze and demonstrate the relationship between studied variables, in turn, is accompanied by a survey of 146 beneficiaries in communities receiving the programs. The effect of financing such policies – implemented through social programs – has had significant impact on social development programs, as well as on the population receiving them, contributing to well-being and quality of life improvement.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.
