A Theory of Gender’s Role on Presidential Approval Ratings in Corrupt Times

The rise of female chief executives appears to signal gender progress, but this may not be unequivocally so. This article advances a contextual theory for the role of gender on leaders’ approval ratings, a key measure of “success” and source of executive power. I argue that because of gendered expectations and discourse, female presidents will receive lower approval ratings in contexts of corruption. The study focuses on Latin America, known for its powerful, masculinist presidential regimes and its democratically elected female leaders. I first trace the gendered construction of President Michelle Bachelet’s image as an honest mother. Upon a presidential scandal, higher standards and gendered discourse resulted in deeply disappointed citizens, significantly undermining her popularity. Models of eighteen Latin American countries next reveal a negative impact of being a female—rather than a male—president on approval ratings. Marginal effects plots show that female presidents score worse than their male counterparts in contexts of at least one presidential scandal and higher executive corruption. This article contributes to the growing literature on gender and corruption. It also challenges some conventional wisdom on the pro-women consequences of female leadership in providing a more nuanced account of the role of gender in the executive branch.

Women's Leadership in Islamic Education (Study on Role of Umi Waheeda in Managing Al-Ashriyyah Nurul Iman Islamic Boarding School Parung Bogor). This research found that the most dominant female leadership style shown by Umi Waheeda in managing Pesantren Nurul Iman is the Melati Style, with the main characteristic of simple, polite and wise leadership in all its members. This is also reinforced by the nature of leadership shown by Umi Waheeda with the nature of the mother and iron maden. Umi Waheeda shows maternal traits in directing employees, and has always been a strong and visionary women leader.Another interesting thing found in this study, in the perspective of Umi Waheeda employees, it shows the uniqueness of being a leader so that it becomes a characteristic of female leaders who distinguishes from other leaders including: 1) Umi Waheeda as a strong leader woman, 2) productive leader, by developing various social entrepreneurs; 3) Independent Free Education Initiators, in the sense that without relying on donations from other institutions; 4) The Trusty Leader, by establishing a non-profit institution to provide thousands of orphans and underprivileged people in terms of education, health, and free residence with istiqomah; 5) A progressive leader, provides periodic and continuous progress for the Al-Ashriyyah pesantren Nurul Iman.

This article explores the impact of democratization on the resolution of executive-legislative crises in Latin American presidential regimes. The author studies 27 episodes in which the executive branch closed the legislature or the legislature removed the chief executive from office between 1950 and 2000. It is hypothesized that the democratization of Latin American presidential systems has hindered the ability of presidents to challenge the legislature and encouraged the emergence of congressional supremacy (i.e., the capacity of congress to impeach the president if a serious conflict emerges). Three causal mechanisms account for this outcome: (a) a lower likelihood of military intervention, (b) the elimination of constitutional tools used by authoritarian presidents to dissolve congress, and (c) greater stability in the constitutional environment. After discussing the limitations of conventional maximum likelihood tests, the author assesses this hypothesis using a fuzzy-set qualitative comparative model.

AbstractSince the late twentieth century, numerous Latin American nations have launched efforts to relax presidential term limits, often successfully. This article discusses the conditions under which countries succeed in relaxing term limits. Drawing from bargaining models and reviewing 36 cases, it makes three arguments. First, actors' preferences are fairly predictable on the basis of officeholding: presidents are the most prominent actors pushing for expansion of term limits; opposition parties lead the resistance. Second, power asymmetry, measured by presidential approval ratings, is the best predictor of success, better than ideology or share of seats in Congress. Third, the only hope for stopping popular presidents rests with ruling parties and the courts, but only when the latter are sufficiently independent.

This systematic literature review aimed to analyse the studies on organisational communication, especially female leadership. The data collection was conducted on Google Scholar, Researchgate, and other reputable journals using the following keywords: “female leadership in organisational communication,” “women, leadership and organisation,” and “organisation, leadership and gender.” From these searches, fifty articles were investigated for the role of female leadership in organisational communication perspective. The result indicates that women can carry out their role as leaders in line with the organisational transformations. As leaders, women must be able to become the main communicator in the organisation. The results also reveal that from the perspective of organisational communication, many female leaders use democratic leadership styles. In terms of Role Theory, we found that female leaders can carry out their roles well, thus positively impacting the organisation.

This fortnightly Covid-19 (C19), Conflict, and Governance Evidence Summary aims to signpost the UK Foreign, Commonwealth and Development Office (FCDO) and other UK government departments to the latest evidence and opinions on C19, to inform and support their responses. Based on the feedback given in a recent survey, and analysis by the Xcept project, this summary is now focussing more on C19 policy responses. This summary features resources on: how youth empowerment programmes have reduced violence against girls during C19 (in Bolivia); why we need to embrace incertitude in disease preparedness responses; and how Latin American countries have been addressing widening gender inequality during C19. It also includes papers on other important themes: the role of female leadership during C19; and understanding policy responses in Africa to C19 The summary uses two main sections – (1) literature: – this includes policy papers, academic articles, and long-form articles that go deeper than the typical blog; and (2) blogs & news articles. It is the result of one day of work, and is thus indicative but not comprehensive of all issues or publications.

Do female executives exercise the authority of their office distinctly from their male counterparts? Anecdotal evidence suggests women legislators are likely to govern in a more consensual manner than men. Yet there has been little systematic research extending such claims to women in executive office. Using an original data set, we evaluate one aspect of policy agenda setting—rates of executive decree issuance—among four male–female pairs of Latin American presidents between 2000 and 2014. Female presidents are generally less prone to rule by decree, but this relationship is conditioned by presidential popularity. Female executives with high presidential approval ratings are less likely to rule via unilateral action than similarly popular male executives, but the gendered differences in decree issuance disappear when executives possess low approval ratings. Our findings have implications for understanding the potential benefits of feminine leadership styles for executive–legislative relations and good governance.

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

The urgency of the researched problem is connected with the growing role of mass media in modern conditions leads to change of values and transformation of identity of the person. The active growth of the role of the media, their influence on the formation and development of personality leads to the concept of “media socialization” and immutation in the media. The aim of the study is to outline the possibilities of the process of media socialization in the context of immutation in the media. The methods of our research are: analysis of pedagogical, psychological, literature, synthesis, comparison, generalization. The article analyzes the views of domestic and foreign scientists on the problem of immutation in the media and the transformation of the information space. In the context of the mass nature of the immutation of society, the concept of “media socialization” becomes relevant, which is the basis for reducing the negative impact of the media on the individual.The author identifies the lack of a thorough study of the concept of “media socialization” in modern scientific thought. Thus, media socialization is associated with the transformation of traditional means of socialization, and is to assimilate and reproduce the social experience of mankind with the help of new media.The article analyzes the essence of the concepts “media space”, “mass media” and “immutation”. The influence of mass media on the formation and development of the modern personality is described in detail.The study concluded that it is necessary to form a media culture of the individual, to establish safe and effective interaction of young people with the modern media system, the formation of media awareness, media literacy and media competence in accordance with age and individual characteristics for successful media socialization. The role of state bodies in solving the problem of media socialization of the individual was also determined. It is determined that the process of formation of media culture in youth should take place at the level of traditional institutions of socialization of the individual.The author sees the prospect of further research in a detailed analysis and study of the potential of educational institutions as an institution and a means of counteracting the mass nature of the immutation of society.Key words: immutation, media socialization, mass media, media space, information.

Issues of immigrant political incorporation and transnational politics have drawn increased interest among migration scholars. This paper contributes to debates in this field by examining the role of networks, partnerships and collaborations of immigrant community organizations as mechanisms for immigrant political participation both locally and transnationally. These issues are addressed through an ethnographic study of the Hispanic Development Council, an umbrella advocacy organization representing settlement agencies serving Latin American immigrants in Toronto, Canada. Analysis of HDC’s three sets of networks (at the community, city and transnational levels) from a geographic and relational approach demonstrates the potentials and limits of nonprofit sector partnerships as mechanisms and concrete spaces for immigrant mobilization, empowerment, and social action in a context of neoliberal governance. It is argued that a combination of partnerships with a range of both state and non-state actors and at multiple scales can be significant in enabling nonprofit organizations to advance the interests of immigrant, minority and disadvantaged communities.
