The journalist’s new job: Digital technologies and the reader-less quality of contemporary news production

This ethnography of digital news-making at a newspaper in Beijing, China, develops the argument that contemporary journalists’ prevalent use of digital information technologies is contributing to the rise of a ‘reader-less’ orientation within the profession. That is, a situation in which journalists increasingly feel that they can no longer afford to be guided by a commitment to meeting the informational interests of an imagined community of readers, but must instead work to advance the representational interests and agendas of various government and corporate organizations. By showing how digital news-making arrangements put pressure on journalists to construct their profession in this manner, and discipline themselves into accepting the reduced forms of socio-political agency that such constructions entail, the essay engages with broader concerns about the media’s changing logics and functions, and suggests that ‘reader-less’ orientations may be an emergent feature of contemporary media production that future ethnographies can fruitfully attend to.

In modern conditions of overall informatization, the majorities of children of older pre-school age actively use gadgets and have access to the Internet. However, just one-fourth of parents demonstrate concerns about digital security. That is why the issues associated with cybersecurity training in preschool education, legislative regulation in ensuring the security and development of children in a digital environment are relevant for present-day pre-school education. The study was based on the activities carried out by teachers and psychologists of the methodology association of the Leninsky district of Yekaterinburg. The methods used in the study involved observations, the analysis of information obtained through counseling and psychological checks, interviews, surveys of instructors and specialists dealing with parents in kindergarten. As a result, we revealed the problems with digital competence among all the participants of the process of upbringing and education and defined the impact of parents on the formation of digital literacy. Of special interest is a new position when the modern parent is given a “relief” from a child with the help of gadgets, which calls for family psychological support on pre-schoolers’ secure use of digital technologies. The main task of working with parents is to shape perceptions of the problems associated with free contacts of the child with information technologies and the necessity to control digital information received by the child.

The present paper presents the results of an author’s research on the influence of social information environment on the speech development and communication skills of five-to-seven-year-old children. It outlines the aspects of the impact of virtual space created through digital information technologies and analyses their effects on children’s speech development. Reasons are given for a discussion on the possibilities for overcoming the communication deficits provoked by the excessive use of electronic media.

A promising way of applying experimental legal regimes in the field of digital technologies to improve the practice of providing public services in the field of ensuring transport security in railway transport is considered. An overview of the work carried out in federal government bodies related to the preparation for the transition to the provision of public services for the approval of the results of vulnerability assessment, transport security plans, certification of transport security forces in electronic form using modern information technologies is presented. The state needs to ensure the regulation of public relations, for which the possibility of interaction between subjects in digital form or using digital technologies is provided. In particular, the necessary legal basis should be created for the provision of public services in electronic form. The most relevant areas of possible application of experimental modes that can improve the quality of public services provided are given. After the transformation of individual administrative processes in the system of agency, relevant proposals for the formation of experimental regimes for the provision of public services for the approval of vulnerability assessments and transport security plans, as well as on the certification of transport security forces can be prepared in the 4th quarter of 2020 – the 1st quarter of 2021.

The study of this issue is caused by the need to identify the conditions that most affect the implementation of its target areas.

The authors investigate into the rules contained in the international treaties, Russian existing laws and judicial routine related to exclusiveness of authors’ rights. The character of social changes in the digital era were specified. Several types of legal relations remain traditional, however in today’s information society has to revise existing laws in which authors rights dominate over information user interests. At the same time, the authors re underprotected from piracy. Legislators have to prioritize in the first place who and from whom must be protected in the information society: the authros from pirates, intellectual property from plagiarism, or the users from actualaccessible information. Secondly, the rights of new knowledge have to be managed and efficient ways to righ t-ful transfer of accumulated knowledge to users have to be found. Implementation of information technologies into libraries and access to digital information resources change radically the quality of library services. The authors challenged themselves with attracting attention to the problems of information society in Russia.

Abstract This paper presents an analysis of the current state of the use of digital technologies by the categorized hotel accommodation providers in the Municipality of Bar. The concept of SMART tourism and the use of digital technologies in tourism implies networking of tourist content throughout the country towards getting “smart experience” from local community and creating “smart business ecosystem”. Hotels at the locations need to take advantage of new technologies and include various business, sociocultural, psychological and educational components. Following was analysed: the quality of the internet presence, the level of networking with the local tourist businesses, the use of logistic innovations in tourism and the intensity of the use of social networks. The goal was to identify the level of current digital recognition and the degree of use of information technologies to point out the unused potential for the development of entrepreneurship in the hotel industry.

Abstract:In the past, in an analog world, libraries—to meet their informational responsibilities—preserved newspapers in analog form and on microfilm. With the emergence of digital technologies, preservation has evolved, and so has the creation of news. These evolutions have challenged libraries to meet their old (and ongoing) responsibilities, and they have faced this challenge by continuing to think of news in the old way: as a commodity to be captured and stored as they have always done it, by themselves, in traditional ways. Today news is not as static as it once was: a version produced for a morning audience; another, modified, for an afternoon or evening audience; each discrete and preservable by itself. News is fluid: it is created and grows as it emerges; and the news media let the information evolve as it evolves in real time. Capturing and preserving this new kind of resource forces libraries and other news-preservation agencies to rethink the old models of operation. Preservation of the news should be done with a new model of cooperation, as the present essay explains.

The article is devoted to the problems of introducing digital technologies in the educational process of training lawyers. The authors' team examines the history of the development of LegalTech in the Russian Federation and abroad, examines questions about the use of information technology in the training of lawyers, the requirements for modern lawyers and what skills they should possess, the requirements for modern teachers and teaching methods. The article reviews the university programs of higher education, as well as additional education (advanced training), aimed at studying digital technologies, and also examines information products aimed at improving the quality of work of lawyers offered by other organizations. The problems of digitalization of education and the introduction of information technologies in the educational process are identified and ways of their solution are outlined. The results of the study are practically relevant for the government, universities and educational centers, engaged in improving the education of lawyers.

The article reveals the features of monitoring functions in education and its main models. In addition, the necessary conditions are considered not only for effective monitoring, but also for evaluating the quality of objective indicators. Special attention is paid to the intensive implementation of digital information technologies in the system of pedagogical measurements, including the possibility of studying educational processes in the online system. A number of positive aspects have been identified that facilitate measurement and control.
