Modern theory and practice of faculty and department management are important for training qualifi ed personnel and for Russia’s growing economy. This is associated with the formation and development of market relations, as well as expansion of integration into the world economy.Therefore improving the management and the faculties and departmentsis an urgent problem of any university.Simultaneously a dean and a head of the department must be guided by well-known job descriptions that defi ne the direction of their activities. Faculty and department management consists in the precise impact on the entire staff of the department or faculty, as well as on their individual members (teachers), representing a set of processes for organizing the interaction between managers and subordinates. The subject of faculty and department management is its Head, the sole leader, fully responsible for the functioning of higher levels of control over the activities entrusted to him by the system. The object of management is a whole organizational system of department or faculty that is managed through the management of people. Such groups of people have a number of sustainable features and characteristics of the management processes. Some features of the department or faculty management are off ered for consideration on the basis of practical experience.

This article carried out a detailed scientific analysis of the nature and content of operational search tactics. Analysis of the vocabulary literature suggests that, despite minor differences in the interpretation of the concept of tactics, in general, this term means "an integral part of the art of war that combines the theory and practice of preparing and conducting combat." According to the results of the study, it was established that the theoretical basis for the formation of operational-search tactics was the groundwork of forensic scientists. The author's wording of the concept of “operational-search tactics” is provided as a direction of operational-search activity, formed on the basis of its theoretical principles and practical experience of entities carrying out this activity legally with the goal of fulfilling the tasks stipulated by the Law of Ukraine “On operational-search activity” Based on the analysis of the scientific heritage of scientists, it has been established that operational-search tactics in the theory of operational-search activity can be divided into general and special ones.The questions about the delimitation (ratio) of the tactics of secret investigative (search) actions and tactics of operational search activities are considered. Despite some common signs of tactics for conducting secret investigative (search) actions and operational search activities, it should be remembered that investigation tactics are traditionally considered in the framework of criminalistics, but operational search activities are the subject of the study of the theory of operational search activities. At the same time, it was noted that the tactics of secret investigative (investigative) actions, although individual in their sense, should predominantly be based on the provisions of operational investigative activity, and not criminalistics, at least taking into account the fact that the theoretical and practical operational search tactics worked over the years.It is concluded that both forensic and operational search tactics will require a high-quality update. In particular, the results of a survey of investigators and operational workers indicate the need and desirability of borrowing foreign experience in terms of education and training of investigators and operational units on tactics of identifying, preventing and investigating crimes in the field of high technologies (as noted by 81% of respondents).

The problem of management is complicated with that formal and informal structures are closely bound among themselves and often indiscernible whereas quality and efficiency of interaction of the people involved in management processes is the cornerstone of development of social and economic system. Project management has received significant development in recent decades. The project approach to management is also applied in the field of communication, information technology, and research. The article analyzes the prerequisites for improving the modern theory and practice of project management. Problems and methods of project management in large industrial corporations are considered and the necessity of implementing an information management system designed to automate and maintain management processes. Authors identify the main prerequisites for implementing a corporate project management system: a sufficient level of the company development; limited financial and human resources; simplification of control over the activities of project managers.

The author examines the draft of standard new version (GOST R 7.0.94–2015 “SIBID. Library document acquisitions. Terms and definitions”. The need for ordering terms in the area of collection development and collection studies. Owing to the terminology’s expanding onto collection studies, the standard title has changed from “Library collections. Terms and definitions”. The standard focuses on terms and definitions within the subject area of “library collection studies, library collections”. The vectors of standard drafting are discussed: outdated standardized definitions are edited; processes structure and contents are changed according to the modern theory and practice related to library collections; concept list for library collection characteristics is expanded; new concepts to describe library activities in digital environment are introduced. The draft standard comprises 170 terms and the alphabet index. The author describes Rosstandardregulated approaches toward national standard development [Rosstandard – Federal Agency on Technical Regulating and Metrology]. The new version key provisions and definitions can be used for references and will support further development of new regulations, methodological documents and instructions for library activities, and library collection studies.

The article presents materials of the workshop devoted to the scientific work of an outstanding child psychologist, Olga Mikhailovna Dyachenko. Among the participants of the seminar were both O.M. Dyachenko’s colleagues who worked with her for many years and psychologists from Russian regions and abroad who appreciate her contribution to preschool education. The relevance of Olga Mikhailovna's works for the modern theory and practice of preschool education was strongly emphasized by the participants. The workshop included presentations of experimental studies based on the ideas of O.M. Dyachenko, reports of applying her practical experience in modern conditions in Russia and abroad, and discussions concerning future research. The workshop concluded with stating the the need to preserve and further develop O.M. Dyachenko’s scientific heritage for the modern theory and practice of preschool education

The purpose of the article is to substantiate the feasibility of expanding the educational training program in the specialty "Information, library and archival affairs" through the specialization "manager of digital transformations". The methodology is based on a set of general scientific methods of generalization, systematization, and forecasting. The hypothetical analysis made it possible to apply the concept of convergent education as methodologically appropriate and heuristically fruitful to justify the educational and professional training program for digital transformation managers in the specialty "Information, library and archival affairs". The scientific novelty of the study is that it substantiates the feasibility and practical value of training digital transformation managers in the specialty "Information, library and archival affairs" as a specialist focused on management processes of digital transformations in the subject area of library and archival affairs. Conclusions. Socio-educational effect of training managers of digital transformations can be obtained if the training will be carried out for the subject area of library and archival activities, educational training program will be convergent-oriented, implemented in interdisciplinary links with the theory and practice of digital information management. infrastructure (innovation, strategic, project management) and aimed at developing the digital culture of the specialist as a person ready for creative work in the digital transformation of society. The basic position of the proposed proposal is the focus on management processes for digital transformations in the subject area of library and archival affairs. The manager of digital transformations with education in the specialty "Information, library and archival affairs" is a specialist with special training in the subject area (library, archival affairs), competent in project activities on digital transformations, has a digital culture and developed "digital receptivity". able to effectively participate in the development and implementation of digital transformation strategies and digital development projects.

This given article reveals the topicality not only of destructive, but also of constructive, as well as hybrid conflicts. Practically it has been done for the first time. It also describes the history of the formation of both foreign and domestic social conflictology. At the same time, the chronology of the development of the latter is restored and presented objectively, in full, taking into account the contribution of those researchers who actually stood at its origins. The article deals with the essence of the socio-psychological approach to understanding conflicts. The subject of social conflictology includes the regularities of their occurrence and manifestation at various levels, spheres and conditions, including normal, complicated and extreme ones. Social conflictology includes the theory and practice of diagnosing, resolving, and resolving social conflicts. It analyzes the difficulties that occur in defining the concept, structure, dynamics, and classification of social conflicts. Therefore, it is no accident that the most important task is to create a full-fledged theory of social conflicts. Without this, it is impossible to talk about effective settlement and resolution of social conflicts. Social conflictology is an integral part of conflictology. There is still a lot of work to be done, both in theory and in application, for its complete design. At present, there is an urgent need to develop conflict-related competence not only of professionals, but also for various groups of the population.

The article is devoted to the organization and activities of the Central Snitch Squad at the Saint-Petersburg Security Department for ensuring the security of the head of state in the Russian Empire. The normative basis for the activities of agents of the Central Snitch Squad and the specifics of implementation of their job descriptions are described in the article. The Central Snitch Squad was a separate division of the Search and Surveillance Service of the Russian Empire, which solved the various and most complex tasks of search-and-surveillance. The Central Snitch Squad operated until the fall of the monarchy in February 1917, but the experience gained by it in fulfilling tasks of national importance continues to be used in modern Russia. At the same time, the issues of the organization and functioning of the Central Snitch Squad have not received a comprehensive analysis yet. One of the activities of the Central Snitch Squad, which has not received proper coverage in historical and legal literature, is the protection of imperial majesties in the Russian Empire at the beginning of the 20th century. Therefore, its regulation and implementation has become the subject of this article. The main and integrating method of research on the organization and activities of the Central Snitch Squad was the method of materialist dialectics. General logical (deduction, induction, analysis and synthesis), general scientific (systemic, structural-functional, typologization) and special (formal-legal, historical-legal, comparative-legal, interpretations of regulatory legal acts, sociological and statistical) methods of legal research were used. It was concluded that the protection of imperial majesties and the highest persons in the Russian Empire was one of the most important areas of activity of the gendarmerie. The simultaneous existence of three different divisions that guarded the emperor ‒ the Central Snitch Squad, the Security Unit and the Security Agency led to duplication of agents activities and inconsistent actions of the units. The Central Snitch Squad of the Saint-Petersburg Security Department has accumulated a variety of search-and-surveillance experience that can be used to solve problems of national importance in modern Russia.

In this article, based on the study and analysis of operational-search legislation, scientific publications, law enforcement practice and the criminal situation in the field of legalization, the operationalsearch counteraction to the legalization of income received from the Commission of tax crimes is considered. The paper focuses on the stages (stages) of laundering, the existing points of view on this account, as well as on the methods of illegal withdrawal of funds abroad. The author of the article aimed to develop scientifically based proposals and recommendations for improving the effectiveness of this type of activity by the territorial bodies of internal Affairs and their divisions of economic security and anti-corruption. It is proposed to put forward and work out operational search versions within the subject of study, as well as to develop, taking into account the methods (schemes) used by criminals to launder criminal proceeds and illegally withdraw funds abroad for the purpose of their subsequent legalization, operational search measures to document their criminal actions. In addition, the author recommends constant monitoring of money laundering methods based on operational and investigative practices. The results and key conclusions formulated in this article can be used in the theory and practice of operational investigative activities of internal Affairs bodies to counteract the legalization of income received from tax crimes.

The importance of the subject of this study is attributable to the need of developing the theory and practice of formation of bank marketing, its features and new trends associated with this concept. Prospects for the development of banks and their ability to quickly and efficiently address new challenges presented by the market can be determined through modern forms, methods of management and creative use of financial marketing opportunities.Aim. The presented study aims to examine the specific aspects, principles, conditions, factors of emergence, and prospects for the development of bank marketing and forms of its management in modern economic conditions.Tasks. The authors identify the major trends and perspective directions in the development of bank marketing in Azerbaijan at the current stage.Methods. As its methodological and theoretical basis, this study uses a systems approach to the analysis of its subject, conceptual approaches outlined in the works of Azerbaijani, Russian, and foreign scientists in the field of bank marketing. These methods are used to determine the essence of bank marketing, present the types and organization of marketing research, and identify the characteristic traits, new forms, and directions for the development of bank marketing.Results. The study uses general scientific methods of cognition in various aspects to identify characteristic traits, trends, and new directions of bank marketing. A review of scientific publications shows that academic papers tend to focus on general conceptual approaches to the practical application of marketing. The authors believe that the issues of organization of a comprehensive bank management system, its implementation based on innovations in the promotion of banking products and services in the financial market, and substantiation of channels for their distribution among consumers are insufficiently explored. This makes the subject of this study extremely relevant due to the inevitable optimization of the organizational structure of banks through comprehensive implementation of the marketing system.Conclusions. Theoretical and practical issues of bank marketing are examined. As a result, the specific features and characteristic traits of this mechanism, conditions and factors for its emergence, and its prospects in the context of the digital economy are analyzed.
