The article considers the problem of evaluation of innovations in the process of enterprise development and formation of its strategy. The role and place of innovations in the global system of effective development of the enterprise and ensuring competitiveness and growth of its market value are shown. The basic positions concerning systematization in approaches to an estimation of innovations in the course of activity of the enterprise are generalized. It is proposed, as an element of the general study of innovative development of the enterprise, to consider and evaluate it from the standpoint of subjectivity and objectivity. The specificity of the study is to distinguish in the management system of innovative development of the enterprise object and subject of management and focus on them. It is proposed to study the innovative activity of the enterprise in the coordinates "subject - object of innovation". Methodological approaches to the assessment of innovative activity of the enterprise are presented. The author's interpretation of the concept of "subjective innovation" is given and its connection and difference with such concepts as "human resource" and "human capital" are shown. Subjective innovation, as an important component of human capital, in its content and importance in the system of competitive development of the enterprise is a key factor of innovation potential and the basis for the formation and implementation of its financial and economic development strategy. A general method of evaluating the concept of "subjective innovation" in the process of enterprise development is proposed. Based on the content of the concept of "subjective innovation", the objective complexity of its exact calculation (at the present stage of development of science) and the possibility of certain tolerances in such calculations in the work it is recommended to evaluate this concept by an expert method. It is determined that the proposed assessment will generally improve and deepen the process of managing the innovative development of the enterprise.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The paper justifies the necessity to improve the mechanisms of venture capital funding in Kazakhstan for sustainable and effective development of the country. The role of venture capital funding in the innovative development of the countries is investigated on the base of study of the experience of such countries as USA, Canada, Europe, India, and China. The recent research works related to the venture capital funding in different aspects are reviewed. The innovative activity and venture investments in the Republic of Kazakhstan were analyzed. The paper investigates the features of venture capital funding in Kazakhstan. The investigation results show that Kazakhstan system of venture investment is at its initial stage of development, and there are no tangible results of venture field development yet. The conducted research allowed revealing the factors limiting the development of venture investment in Kazakhstan, these are: poor systematic monitoring of funds efficiency invested by the national institutes; lack of effective strategies of venture capital funding; low innovative activity and intensity of venture appearance; uncertainty and gaps in the legislative base related to venture financing; absence of tax concessions and preferences not tied to FEZ or technological parks; absence of strong institutional venture investors; low capacity of securities market and scarcity of its instruments. The work suggests a set of measures directed on activation of venture financing. The implementation of the suggested measures assumes the increased control over the effectiveness of quasi-public structures investments and venture incomes, and creation of conditions for venture capital funding development. The research results can be a cut-off point for further investigations in the field of venture capital funding related to the innovative development of the country.

One of the most characteristic features of the modern development of the world economy is globalisation, which has led to a new form of competition created by going beyond one country, establishment and development of a global system of competition that requires good governance. To ensure its viability, an industrial company strives to ensure economic development. The concept of development is one of the fundamental and extremely widespread in various branches of natural, philosophical, social, and economic sciences. In this regard, the formulation of the proposed development strategy is a very important issue. The purpose of this study is to investigate the theoretical and methodological aspects of enterprise development. Risk analysis of the company's development strategy is especially important, since modern companies operate in a dynamic market with a high level of uncertainty in the external environment and are exposed to many risks; therefore, risk analysis of the company's development strategies becomes especially important. The purpose of the study is to investigate and systematise the essence and methods of evaluating the company's development strategy. The literature review demonstrates the level of coverage of the problem of enterprise development. The study investigates the system of management of innovative development of the enterprise, identifies the mechanism of management of innovative activity. The level of innovative development of Ukrainian enterprises is established, and the main factors limiting their innovative activity are identified.

Introduction. Article reviews the current state and key aspects of financial policy in higher education and it’s innovative development in Ukraine. Through education institutions achieved increase of social standards, needs and increase welfare, increase the competitiveness of the state as a whole. Purpose. The purpose of this paper is to determine the characteristics of the development strategy of financial policy of innovative development of higher education and finding ways to improve its implementation. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Today an important form of state regulation of the economy is macroeconomic planning and forecasting. Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.

The article determines a significant importance of knowledge management as a key technology for the development of an enterprise in an innovative knowledge-based economy. The main features of the enterprise development as an open dynamic system are systematized and characteristics of the knowledge economy and innovative economy are determined. Following the above characteristics it is proved that the formation of an innovative economy is impossible without new knowledge and its commercialization, and the basis of the knowledge economy are innovations in various fields of activity. The given types of economies should be further considered not as separate concepts, but as integral components of the innovative knowledge-based economy. The theoretical approaches to the definition of the essence of knowledge management at the enterprise are systematized and their interrelation with the innovation process and innovative development is shown through the creation of new knowledge, increasing the efficiency of innovation development and the formation of innovative abilities of the innovatively active employees. The goals, tasks, functions, principles, stages, methods and methods of knowledge management in innovative knowledge-based economy are considered. The typology of contradictions in the innovative activity of the enterprise is given; the essence of economic, information, technological, organizational, psychological, structural and social contradictions is revealed. Technologies of knowledge management that contribute to eliminating contradictions and innovative development of the enterprise are defined. It is substantiated that different types of contradictions in the innovative activity of an enterprise can be eliminated by means of knowledge management technologies, which, as a result, causes qualitative changes at the enterprise. As the key signs of development are qualitative changes and elimination of contradictions, the use of knowledge management in the conditions of an innovative knowledge-based economy will contribute to the development of the enterprise.

. Human capital theory serves as the scientific basis for development of innovative economics. It is human capital that determines the maintenance of quality parameters of economic growth providing for efficient development of economics of modern states. The purpose of the authors is to justify theoretical and methodological expositions of human capital management in the innovative economics. The latter is regarded as an economic system based on the innovative activity of the business entities and individuals, on the permanent technological enhancement. Such an economic system is developing due to on-going generation of new knowledge. The authors present the results of their copyright study of genesis of system human capital paradigm of innovative economics as a research concept which implements and concretizes a holistic approach to revealing the patterns and causal relationships within the system of human capital of innovative development. The method of the study is based on using monographic method, statistical methods, charts, tables, graphs and other means to visualize the findings. As a result, the authors ascertain the shift in the economic science from classical understanding of how economic growth is impacted by education in innovative economics to considering economic growth as the main driver for development of education. The authors adduce the results of statistical analysis of interrelation between the volumes of technological innovation expenditures, the aggregate level of organizations’ innovative activity and the index of human development on the international level. By means of nonparametric methods the authors discover that the development of human capital, educational potential and the level of innovation development in the regions of Russia are moderately interrelated. The authors come to the conclusion that Russian economics is unique in comparison with other countries due to the combination of the high level of human capital development and low pace of economic and innovative development. As a result, they have found out that, considered as part of human capital management providing for innovative development, investments in education can be more efficient only if science, education and business integrate to train their employees within the context of the new paradigm of interrelation between human capital and economic growth in innovative economics in which investment in innovation and technology is regarded as the main driver of development of education.

The paper proposes a scientific approach to determining the need to develop a strategy for innovative development of the enterprise. Effective management of innovative activity of the enterprise is impossible without understanding the essence, methodology and principles of strategic management of innovative development of the enterprise. This necessitates the study of basic principles, approaches, the correct understanding of which contributes to the effective strategic management of the enterprise, coordination of its efforts to achieve high rates of innovative development. It is noted that the development of innovation in the enterprise is impossible without the developed innovation strategy, which is an important component of the overall strategy of enterprise development. There are the research directions, determined as relevant, such as the issues of innovation activity management of enterprises, identifying the main causes of low innovation activity of domestic companies, improving the innovation activity management system of industrial institutions, which necessitates the formation of a scientific and methodological basis that can realize the ability to describe the process of innovation activity of the enterprises and mechanisms to manage them. These issues are also relevant because in the context of strengthening the course on European integration, the management of domestic enterprises is tasked with identification of the methodological and practical experience of innovative management of the EU countries as soon as possible and harmonization of their policies in accordance with its provisions. The subject of the study is complex research of management of innovative activity of enterprises under self-development. The purposes of the article are a study of the main directions of operation of innovative-active enterprise under self-development; analysis of key indicators of innovation activity of an enterprise; characteristic of the mechanism of innovation activity management of an enterprise in terms of self-development; definition of directions of policy of strengthening of innovation activity with the purpose of increase of efficiency of development of domestic enterprises. To achieve these purposes the following research methods are used: analysis and generalization of theoretical sources and scientific literature; abstract-logical method in the process of theoretical generalizations and formation of conclusions; prognostic and diagnostic; general scientific methods of analysis and synthesis. Results. The article describes the concept of innovation activity of the enterprise and details its main elements. The authors have also formulated the concept of innovative-active enterprise and presented the priority directions of its operation. The basic aspects of improvement of the innovation activity management system of the enterprise under self-development are considered. The key aspects of improving the management system are highlighted: analysis and evaluation of changes in the operation of the enterprise (evaluation of innovation activity); choice of direction of innovative development of the enterprise; development of strategy of innovative operation (definition of priority of directions, their correlation, development of scenarios); control of implementation of the enterprise development strategy. The process of improving the system of management of innovative activity of the enterprise under self-development is presented as a block diagram. The process is considered and the mechanism of innovation activity management is proposed. Practical implications. The article presents the process of managing innovation activity according to the degree of selfdevelopment of the enterprise. The proposed mechanism has practical orientation in forming a set of measures for strategic development of the enterprise. In general, the paper outlines the main tasks for improving the innovation activity management system, the solutions of which will improve the effective functioning of the enterprise.
