Overcoming stereotypes of traditional employment is one of the biggest challenges in regions with a stable structure of the labor market. This primarily concerns rural areas, where agricultural activities are the main sources of labor places, but at the same time they have a pronounced seasonality and experience the negative impact of the outflow of labor. As foreign experience shows, development of rural tourism as a kind of non-agricultural activity is one of the factors saving, retention and attraction of labor resources in rural areas. However, the development of this factor often requires the implementation of targeted efforts of local and regional tourism bodies. The article is focused on the offering the system of instruments of attraction the rural population to the tourist industry. Development of instruments of involving the rural population in tourist activities is carried out in order to realize the functions of rural tourism as a factor of sustainable development of rural areas. Work with the population is an important aspect of the development of rural tourism. Owners of households have to make sure in the prospects of development of tourism activities in rural areas, and in their ability to create and manage the attractive tourism product; they also have to gain access to the necessary technologies. In this regard, we consider it expedient to offer number of instruments aimed at creating an effective system of involving the rural population in tourism activities. Increasing the involvement of the rural population in tourism activities will significantly expand the range of services, will contribute to solving the most important social issues in the areas of small towns and rural settlements and other municipal entities in the region. This article describes instruments of attracting the rural population to occupations in tourism activity, which includes measures for information and education in the field of rural tourism. Based on the authorial research of the needs of subjects of rural tourism in the methodological support the exemplary program of information and consulting arrangements is proposed.

The paper analyses tourism potential and rural tourism of the Municipality of Andrijevica. Existing tourism and recreation supply is not sufficiently developed and affirmed nor organized and connected both within the scope of the Municipality and with the neighbouring municipalities. One of the prerequisites for tourism development might be good transport infrastructure. However, in the territory of the Municipality of Andrijevica is not adequate. On the territory of the Municipality of Andrijevica, natural and anthropogenic values are distinguished group deployment and characteristics of complexity and complementarily. Natural values are particularly come to the fore, if we know that modern tourism trends emphasize the value of untouched nature. Marketing affirmation of the Municipality of Andrijevica is one of the most important processes that represent a momentum for its tourism development. In this sense, all kinds of tourism propaganda must be enhanced, which affirmed the value of tourism (for example the eco-pasture Štavna), which would lead to a more comprehensive tourism development that would provide a profitable economic performance. Particularly it is very important to encourage and support rapid development of economic activities in rural areas and development of human resources. Furthermore, the economic progress and independence rural settlements of the Municipality of Andrijevica must be improved in accordance with the ecological principles and sustainable development in rural development. In finding a new identity and direction of development of the rural economy, the Municipality of Andrijevica must accept new trends in Europe and the countries that have been through a period of transition, in terms of adapting and complementing so far the role of villages and rural areas within diversified supply and the introduction of tourism as one the essential activities. Such guidelines already exist in spatial and urban plans of the Municipality of Andrijevica, starting as of 2010

The chapter aims at overview of the main approaches to agricultural policies in developed and developing countries and investigation of perspective ways to ensure sustainable rural development in the conditions of liberalization of trade in agricultural commodities and food. The issues of sustainable rural development and main influences of trade liberalization are considered in the light of food security, alternative income opportunities in rural areas, and support of local identities. When analyzing the economic potential of rural areas, the following indicators are studied: natural conditions; assets; general characteristics of labor resources. Some of the indicators, used to be considered as secondary for economic results of agricultural activity, are also considered: living conditions in rural areas; demographic situation; rural social, cultural and leisure infrastructure; access of rural people to modern services of communication, transport, education, medicine, consumer services and other benefits, accustomed for urban citizens.

Rural tourism increases income sources for rural residents, reduces rural population outflow, and preserves cultural traditions. This chapter considers development of agrotourism in a rural region like the Omsk region, and agrotourism potential of each Omsk district is assessed. To assess the agrotourism potential, integral and rating indicators were calculated using secondary data and the assessment of 40 experts. The analysis allowed a rating of Omsk's municipal districts. Based on the results, the Southern forest-steppe zone has the highest potential for the development of agrotourism. Several other districts present good conditions to increase the potential of agrotourism development. Some districts are distinct, but conditions for the development of agrotourism exist in all areas of the Omsk region.

This paper deals with problems of rural tourism development. The works is focused on researching the situation in the area of rural tourism in the Czech Republic, on understanding the attitudes of entrepreneurial sphere and rural population to this entrepreneurship and mainly on the determination of limiting factors that prevent this form of tourism from a more distinctive development. Rural tourism in the Czech Republic is still in the initiating stage of its development and it is not as developed as in some countries in West Europe. This goal has been reached with the help of primary questionnaire inquiry among business and agricultural subjects in rural areas in the individual regions and the detail results of this questionnaire inquiry are enclosed to the following paper. These identified factors were mainly insufficient financial means and at the same time insufficient state assistance connected with this. Insufficient awareness of this support as well as its inaccessibility for small business appears to be a difficulty, too. From the other obstacles, we can mention the current legislation system, bureaucracy, the state of communication and tourist infrastructure, fears of neighbours’ intolerance and losing privacy and also unfamiliarity and little experience.

The article reflects the main statistical aspects characterizing the state of the modern market economy and the tourist industry. The dynamics of tourism development in Russia is analyzed, the potential of which is revealed on the example of the Republic of Tatarstan. The place of rural tourism in the development of rural areas is promoted, which contributes to the improvement of accomplishment of settlements, the development of engineering and social infrastructure; creation of new jobs; reduction of the level of unemployment in rural areas, growth of incomes of rural residents, development of small business, as well as increasing the ecological attractiveness of rural areas; increase the cultural and cognitive level of the rural population; replenishment of local budgets with additional funds. The problems of organization and cooperation in rural tourism have been identified, which impede the effective use of the tourist destination space. The most acute of them are: the underestimation of the importance of rural tourism in solving a number of national and regional problems, such as the preservation of small settlements, the cultural and historical heritage of the territories, rural life, increasing incomes, improving the living conditions of the rural population, streamlining the use of natural objects ; the absence of a national concept and a well-defined national policy for the development of rural tourism; acute shortage of financial and credit resources, difficulties in obtaining land for these purposes; inadequate degree of regulation of issues of interaction between hosts of guest houses with state, controlling, tax authorities.

Abstract The processes of flooding of the territory of settlements cause significant economic damage to the national economy. Up-to-date space information provides research on flooding over large areas. Analysis of the dynamics of flooding in the Khabarovsk Region for 2016-2019 using remote sensing methods and statistical data analysis showed that the optimal software product for processing multi-time satellite images is the MapInfo Professional GIS application. It is established that the dynamics of the areas of flooded land in settlements has similar trends, significantly differing in quantitative indicators. The most favorable year was 2017, when the least amount of land was affected by flooding. In 2019, the amount of flooded land was the maximum. 2016 and 2018 occupy an intermediate position. The proportion of flooded land was the highest in large and medium-sized cities, the lowest in rural settlements, and the small towns occupied an intermediate position due to the landscape and geographical features of the research objects. The relative decline in the value of the territory environmental potential (EFP) was also the highest in large and medium-sized cities, and the lowest in rural areas. According to the years, the increase in the temporary decline in EFP due to flooding and withdrawal from economic use of land is as follows: 2017-2016-2018-2019, which is due to the dynamics of the hydrological and climatic characteristics of these years.

It is revealed that on the basis of socio-economic relations a system of moral and cultural values ​​of the farmer's professional activity, which is influenced by national peculiarities of agricultural production, as well as the acquired experience and traditions, is formed. The article considers the market transformations of the domestic economy, which resulted in the manifestation of destabilizing factors in the production and sales activity and the possibilities of expanded reproduction. In the study of the activities of farms conducted an assessment of their behavior in the context of medium, large and small business entities. The corresponding calculations have been carried out, which made it possible to conclude that the value of profitability of small farms is subjectively underestimated as a result of shadowing of their production and economic activity. It is argued that the diversification of the activities of farms creates positive externalities, in particular, the preservation of the features of the rural landscape and the creation of jobs in rural areas, reducing pollution and improving the quality of the soil. The average length of employment in the production process is determined, which is 2-3 months in terms of full employment, which requires substantiation of diversification of production activities. It has been established that the shadowing of the activities of members of farms is mainly related to non-agricultural activities, and is conditioned by the peculiarities of taxation of such farms. It is proved that the application of the grading principle of aggregate income will enable the tax payer to be taken into account when calculating the amount of tax, and therefore more consistent with the principle of social justice. It is substantiated that the formation of a strategy of diversification of domestic agricultural production based on the experience of leading countries requires its implementation taking into account national peculiarities and factors of influence. The following main internal and external factors that influence the process of diversification are distinguished: external – the development of the regional economy and the local labor market, the state of their infrastructure; among the internal factors: the level of education, age structure of the population, social capital in the countryside, the position of commodity producers in the industry, which are supported by state programs. Based on the study of rural tourism development opportunities based on FАRM and expert assessments, 37% of farmers can realize the idea of ​​creating conditions for rural tourism on their own, due to the lack of infrastructure of farms and rural areas. Among the main conditions for the development of rural tourism on the basis of farms are as follows: definition of the potential of rural tourism development at the regional level, ensuring the safety of tourists living, working out the schemes of visiting tourist routes, attracting tourists working in the region, organizing a large-scale advertising campaign. The consolidation of municipalities of rural settlements in the Russian Federation has been revealed due to low financial security. The budgetary expenditures in rural municipalities have been analyzed; the dependence of the budgetary expenditures insufficiency for the solution of issues of local importance and stabilization of the rural population has been revealed. A model for assessing the effectiveness of the administrating authorities of rural settlements for possible adjustments of managerial influence in overcoming crisis phenomena in rural areas and involving the population in solving issues of local importance and local development has been proposed.

The study deals with the formation of a model of sustainable and effective development of agriculture and rural areas as the main task of implementing the State agricultural policy. The relevance of the tasks set by the author lies in considering the living conditions in the countryside as an integrated approach to the country's economy in order to diversify the types of activities in rural areas, create new sources of income. The directions representing a new economic paradigm of rural development in Kazakhstan are justified. The ways of implementing a comprehensive policy are shown, which consists in the partnership of public structures, local governments, public organizations and private sector, so that in the future, rural areas will become the most important socioeconomic and ecological subsystem of society. One of the key issues in the development of a model of modernization of the Kazakh countryside - the methodology for assessing the strategy and taken measures are highlighted. It is noted that monitoring of a wide variety of regional situations in rural settlements is of great scientific importance in creating a reliable and objective basis for developing substantiated measures to improve the quality of life of the rural population and determining priorities. The author states that the implementation of the "Auyl - El besigi" program contributes to the development of support and satellite villages, which have the potential to increase the level of life and well-being of rural residents, modernize the social infrastructure of the SNP JSC "Fund for Financial Support of Agriculture" allocated significant amounts to ensure employment of the rural population. The program condition in the funded projects should be startups, proposals for non-agricultural areas of expansion of activities in rural areas.

This article discusses the results of an array correlation analysis ministries and departments relevant statistical indicators in the Russian Federation regions in order to create a typical portrait of a region with rural population high proportion. Comprehensive data of the Federal State Statistics Service of Russia, the Main Directorate of the Ministry of Internal Affairs of Russia, the General Prosecutor's Office of Russia, the Ministry of Education and Science and the Ministry of Health of Russia, which are available in the public domain, were used. The village is characterized by lower wages, availability of labor resources, but also the need for them. The high number of rural population in the region also means an increase in the number of external migrants, tax arrears, an increase in turnover and a decrease in the cost of food products, and an increase in crime. Despite the decrease in the number of medical organizations in rural areas, the provision of rural areas with medical personnel and beds remains high. The village at the beginning of the XXI century is still a supplier of future university entrants.
