For the second decade, the agro-industrial complex has been receiving significant amounts of state support. At the same time, the issue of its effectiveness is becoming more and more urgent. In various sources, you can find a variety of approaches to assessing the effectiveness of budgetary funds allocated for the development of agriculture. The fact of state support in itself does not guarantee a return in the form of an increase in gross output, attraction of investments in the industry, an increase in wages in the countryside, an increase in tax revenues from enterprises in the industry. The methods of state support must adapt to modern challenges. They should stimulate recipients not for maximum development and subsequent cessation of activities, but for stable and long-term activities. This fine line usually prevents a sharp increase in the effectiveness of state support for the agro-industrial complex. The result of this study is an assessment of the rationality and effectiveness of state support for agriculture in the Chuvash Republic. The existing measures of state support in the Chuvash Republic properly support the development of the agricultural sector: investors have shown interest, fixed assets are being updated, labor productivity and production volumes are growing. But the current system does not quite cope with staffing problems in the countryside. The index of the physical volume of agricultural production, which amounted to 126.4% over the past 7 years, is far from a breakthrough rate. A significant increase in production volumes cannot be achieved with a reduction in the number of employees. Using the correlation-regression method, it was revealed that the growth of the level of wages in the countryside was largely influenced by the labor market laws, and not by state support measures. What is needed is motivating rather than compensatory measures on the part of the state, which will ensure the outstripping growth of wages in agriculture

Abstract Nowadays agricultural production is experiencing certain difficulties that negatively affect the profitability of agricultural organizations. Despite all the efforts of the state and its attempts to support agricultural producers, one can observe a decrease in production volumes of some types of products, as well as a lack of high-tech equipment. These challenges can be solved by improving the tools and by methods of regulating the activities of agricultural organizations. The implementation of new state control scientific approaches, primarily financial and credit, informative consulting and personnel issues of agricultural sector, will help overcome negative trends. The priority task of strengthening the state stimulating role in control of inter-farm relations in the regional agricultural sector is state support for the development of peasant (farm) households and cooperation in agriculture, while maintaining the existing level of support for medium and large agricultural. The article presents an assessment of the effectiveness of public investments in the development of agriculture on the example of the Chuvash Republic, which indicates a decrease in the effectiveness of the selected forms of support for the agricultural sector. There is a growing need to develop new tools to stimulate the innovative development of the agro-industrial complex.

The goal- at present there is no clear concept for the long-term development of infrastructure of agro-industrial complex in the republic, and the degree of support for agricultural sector is inferior to the level of advanced countries, which may lead to a restriction of the population's access to quality food. Methods - abstract-logical, monographic, sociological survey, economic-statistical, analytical. Results - the best world practice of rural entrepreneurship was reviewed. The experience of farmers of the Russian Federation, economically developed countries of the EU, Eastern Europe, advanced Asian States, including Japan and South Korea, is presented. It is indicated that the main condition for preservation and multiplication of the achievements of the AIC of the Republic of Kazakhstan is the socio-economic growth of rural settlements. The authors focus on the issue of ensuring food security - one of the main tasks of the economy of each country, the key areas of implementation of which are public support for agricultural sector, improving the quality of life of rural residents. The activity of agricultural producersis analyzed, problems of development of agribusiness in these countries and Kazakhstan are reflected, recommendations for their solution are presented. Conclusions - the following basic factors contributing to the formation and expansion of entrepreneurship in agro-industrial production are highlighted: improvement of the regulatory and investment base; business management, which implies transformation of the structure and advanced training of specialists of enterprises of agro-industrial complex, as well as the heads of peasant (private) farms. Access to markets is a serious problem for small and medium-sized enterprises in agricultural sector, which has a significant impact on the sphere of agricultural production and processing of agricultural products. The research results can be used in the development of measures to support SMEs in agricultural sector at the regional level.

Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.

Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.

The agro-industrial complex is one of the most important sectors in the economy of any country, and the Russian Federation is no exception. The modern development of the state’s economy largely depends on the level of development of the agro-industrial sector and the efficiency of management activities of its management. For more than 25 years, Russia has been in the process of reforming and transforming the agricultural sector. The level of agricultural development remains quite ambiguous. Stimulating the agricultural sector at the state level is a priority for advanced countries in economic policy, because agriculture is the most important branch of the national economy, which actively involves a diverse set of measures for state support (subsidies, benefits, trade protection, etc.). The existing system of state regulation and support of agriculture in China is based on standard methods used in most countries of the world. The article is devoted to the study of the mechanisms of state support for the agro-industrial complex in China, because it is important to study which structure and organization of agricultural production contributes to the most intensive and balanced development. It is necessary to realize that it is not possible to improve the efficiency of the agro-industrial complex in the short term, so long-term forecasts and programs should be developed. This is especially important in today’s volatile economy. Possible methods of stimulating domestic agricultural producers based on the experience of the country under consideration are considered. As a result of the analysis, positive and negative factors of influence of certain measures for state support of agriculture in General on the country’s economy were identified. The article discusses the main methods of state support for agriculture used in the PRC and the possibility of their application in the Russian Federation. This article is intended for those who work in the field of Finance of the agro-industrial complex.

The Moscow region is one of the most economically developed regions of Russia. Today, the Moscow Region is the first region in terms of the number of cities, the second region in terms of the population of the Russian Federation and the volume of retail trade, the third – in terms of the scale of the economy, the fourth – in terms of population density. The Moscow region is among the leading regions in terms of the level of education of the population. In the structure of the gross regional product of the Moscow region, a key role is played by: wholesale and retail trade; manufacturing industries; real estate transactions. The main centers of attraction for investments, including foreign ones, are enterprises of the manufacturing sector of the economy. 102 objects have been created on the territory of the Moscow Region to attract investment, of which 3 are special economic zones, 80 industrial parks, 14 technological parks, 6 industrial sites. One of the fastest growing sectors of the region’s economy is agriculture. According to preliminary estimates, by the end of the year, the Moscow region will take the first place in the production of table beets, cabbage and carrots, and the second place in berries and greenhouse cucumbers. In this regard, consideration of the economic aspects of state support for the agricultural sector of the economy on the basis of the current system of regulatory and administrative and economic measures is becoming most relevant. The article gives a brief description of the economy of the Moscow region, provides a list of regulatory documents, as well as a list of administrative and economic measures to support the agricultural sector of the region.

The COVID-19 pandemic has exposed the fundamental flaws in the current system of medical innovation and access to medicines, which require urgent attention from the global community. This is prompted by the experience of the past decades, which has proven that this system was ineffective in securing adequate access to medicines for all. The understanding of the deficiencies of the existing system is crucial today, as it may help to design effective approaches for improving access. This article will also consider mechanisms that may be implemented by governments for the protection of public health. These include short-term mechanisms, such as compulsory licensing and government use, as well as the long-term design of a new innovation model, including state-coordinated research of medicines and open innovation. The current system should be reconsidered to ensure the prompt development of COVID-19 therapy accessible to everyone and full preparedness for the pandemics of the future.

The article discusses measures of state support for the agricultural sector as one of the key areas of activity of the agro-industrial complex in the Russian Federation, analyzes common fraudulent schemes that act against the interests of state policy in the field of support and development of the fundamental directions of the agro-industrial complex. In addition, other types of fraud, common in this area of entrepreneurial and other economic activity, have been investigated. It is concluded that counteraction to such crimes has certain disadvantages. The paper proposes measures to improve the efficiency of disclosing and prosecuting crimes in the field of economic activity committed in the agricultural sector.

The article deals with historical aspects of the cooperative development from primary local forms to national and supranational cooperative structures. The author substantiates differences between cooperative and commercial corporate vertically integrated organizational forms in assigning the final economic result. The main factors of longevity and viability of cooperative forms are identified and substantiated, which include the principles of economic democracy, transparency, and solidarity in cooperatives; the unity of interests of cooperative members as its owners and cooperative services customers; the ability of cooperatives to adapt to rapidly changing external conditions; the impact of cooperatives on price stabilization and food affordability, which characterizes them as both economic and socio-humanistic essence; and solid economic and social connection with communities. The objective conditionality of the state support has been proved for the development of the cooperative movement as a factor in preserving the farming type of economy, promoting the rural population, the development of the rural areas, and strengthening the country’s food sovereignty. The author proves the conformity of cooperative forms of economic activity organization to the principles of sustainable development, which provides them with demand in the future of the agricultural sector. Generalized foreign practice of forming a favorable institutional and legal environment for the cooperative development, their financial support at the formation stage, staffing, and informational and advisory support. The main causes of the slow revival of the cooperative movement in the domestic agricultural sector are explained, and guidelines and ways of their elimination are outlined. Among them, the author identifies as urgent the aligning of domestic cooperative legislation with Western European legal practice and the introduction of long-term state support programs for the development of cooperative movement in Ukraine’s agricultural sector.

One of the most important forms of management in the agro-industrial complex, which shows high rates of its development, is agricultural consumer cooperation. Statistical data of monitoring of the domestic agrarian industry for 2010-2016 testify to increasing the importance of the subjects of small agribusiness in it. Nowadays it is small forms of farming in the countryside, that currently ensure the production of a significant part of agricultural production. In this regard, there are questions on state support for agricultural consumer cooperatives, as well as on the need to develop strategic plans for the development of agricultural cooperation in the regions. The article gives an assessment of the state of modern agricultural consumer cooperation, presents a set of problems, that agricultural consumer cooperatives face in the course of implementing its statutory activities and offers in the state support of such cooperatives, and a plan of measures to stimulate their creation in the territory of the Chuvash Republic for the period 2018-2020 years.
