The article discusses the features of intercultural communication from the point of view of the philosophy of culture. We study the problem of interdisciplinarity the concept of “communication” in scientific knowledge. As a means of studying intercultural communication is applied axiological, hermeneutical approaches. Examines the impact of the information revolution on the environment and the essence of communication, the problem of perception and understanding. Analyzes the evolution of forms and types of communication, generating a qualitative change in the semantic aspect of the culture. We are comparing the ability of verbal and non-verbal aspects of communication, taking into account features of modern international cooperation, and analyzes the role of “soft power” of musical art as a method of semantic translation of axiomatics and value foundations of culture. An attempt of philosophical analysis of the phenomenon of communication in the field of musical-performing activity of the musician-the pianist as a means of discovering the existential possibilities of the performer and the listener.

The COVID-19 pandemic brought new challenges to the global community, reinforcing the role of public health in society. The main measures to combat it had (and still have) a huge impact on the daily lives of citizens. This investigation aimed to identify and monitor the population’s perceptions about how it faced this period and the impact on health, well-being, and daily life. In this study, we describe the main trends observed throughout the COVID-19 pandemic in terms of mental health status, confidence in the capacity of the health services to respond to the pandemic, and the use of health services by participants. The online survey collected responses from 171,947 individuals ≥16 years of age in Portugal, over a period of 15 weeks that started on 21 March 2020. Participants could fill the questionnaire once or weekly, which enabled us to analyse trends and variations in responses. Overall, 81% of the respondents reported having felt agitated, anxious, or sad during the COVID-19 pandemic; 19% did not experience these feelings. During the confinement period, the proportion of participants feeling agitated, anxious, or sad every day/almost every day ranged between 20 and 30%, but since the deconfinement this proportion decreased. Around 30% reported having more difficulty getting to sleep or to sleep all night; 28.4% felt more agitated; 25.5% felt sadder, discouraged, or cried more easily; and 24.7% felt unable to do everything they had to do, women more frequently than men. Overall, 65.8% of the participants reported feeling confident or very confident in the health services’ capacity to respond to the challenges associated with the pandemic, and this confidence increased over time. Concerning the people who needed a consultation, 35.6% had one in person and 20.8% had one remotely, but almost 44% did not have one due to cancellation by the service (27.2%) or their own decision not to go (16.3%). At this unusual time in which we find ourselves and based on our findings, it is essential to continue monitoring how the population is facing the different phases of the pandemic until it officially ends. Analysing the effects of the pandemic from the point of view of citizens allows for anticipating critical trends and can contribute to preventative action.

The article examines the results of the last Bundestag elections. They marked the end of the Angela Merkel era and reflected the continuation of difficult party-political and socio-economic processes in the informal leader of the European Union. The main attention of the research focuses on the peculiarities of the election campaign of the leading parties and of the search for ways of further development of Germany in the face of urgent economic and political challenges. These challenges include the impact of the coronavirus crisis, the impact of the energy and digital transition to a climate-neutral economy, and the complex international situation. Based on original sources, the author analyzes the causes of the SPD victory and the CDU/CSU bloc defeat, the results of the negotiations of the Social Democrats with the Greens and Liberals, the content of the coalition agreement from the point of view of the prospects for the development of domestic and foreign policy and the economy of Russia's main partner in the west of the Eurasian continent. The conclusion is made about the absence of breakthrough ideas, the consistent continuation of the course started by the previous government for a carbon-free economy and the strengthening of the role of Germany in Europe and the world. For this course, conflicts and problems in achieving the set goals will be immanent due to the compromising nature of the coalition agreements.

On August 26, 2021, with the support of “Voprosy filosofii” was held a “round table”, the participants of which considered it meaningful and relevant to address the legacy of experiencing and philosophical reflection of critical epochs by peo­ple who have fully endured the “breakdown” of being and an anthropological crisis – for comprehending the disturbing changes taking place in modern soci­ety. In this regard, the intellectual biographies of thinkers who felt a colossal shock in the 1920s and who tried to comprehend their local experience as a global are exceptional. In the authors’ focus are ideas and arguments of the philosophers of the Russian Abroad about the crisis of their contemporary culture (Fedotov – Weidle – Landau – Bicilli). The “round table” is an attempt to correlate their experience with the modern reality of the anthropological crisis. The studying intellectuals underlined the death of culture as the main threat to the life of the social organism. The salvation of culture, first of all, depends on the spiritual efforts of people. From this point of view, philosophy has to com­prehend the principles that make it possible to resist the processes of cultural de­struction. And in this regard, the personality of the philosopher is of exceptional importance, his willingness to live and work “as if history would never end, and at the same time, as if it ended today” (G.P. Fedotov). The philosophy of culture forms the ideal of personal choice as a free submission to universal human goals. The relevance of the intellectual and spiritual search of the “Russian Abroad” thinkers can't be overestimated since this crisis continues today, entering ever new, previously unpredictable phases. The struggle for culture continues. There­fore, the intellectual searches of the "Russian Abroad" thinkers are essential to­day. The core of the discussions was three actual topics in the context of their comprehension by the philosophers: 1. The crisis of religious consciousness; 2. The crisis of scientific rationality; 3. Crisis of cultural identity.

Abstract The term soft power, developed by Joseph Nye, is a widely popular concept used to describe efforts to attract rather than coerce as means of persuasion. Language, which is widely viewed as a traditional (not to say extremely important) component of nationhood and a symbol of identity and group consciousness, can be used as an expression of soft power resources within this context. It is apparent that in today’s globalized world, the role of international languages as global means of communication has increased considerably. At the same time, English has become the de facto lingua franca in international trade, academia, technology and many other fields. Against this background, this article examines the impact of language as a soft power resource in the case of the Republic of Azerbaijan, which is a multi-ethnic state located at the crossroads of Europe and Asia. Due to its geographic location, the constant migrations of people who have passed through its territory throughout the centuries, and it has long been a zone of active interaction of languages, cultures and civilizations.

The article considers the conceptualization of the world from the point of view of its methodological paradigm assessment in the context of the globalizing world. A retrospective analysis of the relationship between language and human speech activity is given. The authors explain the role of language as a socio-cultural phenomenon in the formation of worldview systems that develop in the consciousness with the help of minimal units of human experience in their ideal meaningful representation in special concepts, which allows the individual to think within the boundaries of a certain linguistic picture of the world. Analyzes the problems of the functioning of communicative norms with regard to the hierarchy of the spiritual representations of the world. The article attempts to consider the impact of the “blurring” of the information boundaries of the globalizing world on the cognitive abilities of the individual in the nomination, qualification of the subject, phenomenon, process.

The research aimed to identify the extent of the impact of training on the performance efficiency of the school safety coordinator in public schools in Jeddah governorate, highlighting the role of training in raising the efficiency of the school safety and security coordinator in public schools in Jeddah, and aimed at identifying the knowledge gained while participating in training on training efficiency, Identify the level of competence of the safety and security coordinator in public schools in Jeddah and from the point of view of the study sample. The researcher used the descriptive analytical method, as he used the questionnaire as a study tool. The study population consisted of (243) school safety coordinators and (380) school headmasters, students counselors, teachers and safety and security coordinators in public schools in Jeddah Governorate. Among the most important results of the study: the majority of the sample members strongly agree with the terms of the returner from training, the most important of which is to increase the safety coordinator's familiarity with their job duties, the majority of the sample members strongly agree with the phrases of knowledge that I gained during participation in training, among which the most important of which have developed my knowledge and information. The Safety and security Coordinator at public schools in Jeddah undertakes training of students and school staff on training on the evacuation plan which prepared in advance. Among the most important recommendations: Increase and intensify specialized training courses in the field of security and safety, establishing an electronic platform for safety training and courses throughout the year, linking training points of the safety coordinator with some incentives for job promotions.

The authors appeal to the issues relevant to researchers of contemporary culture and art in the field of figurative language of culture, the two-level intertext and paradigm of metavirtualism. The object of research is a figurative, upper layer of two – level intertext, the carrier of the the-saurus of virtual images, constructions and concepts that make up the semantic field of culture. The subject of the research is the property of the image layer of the two-level intertext manifested in mini-mizing the representation of concepts in their translation into material texts of culture. The aim of the work is to substantiate the tendency to minimization of artistic concepts as an objective consequence of the influence of the upper, figurative layer of intertext on the integral process of development of artis-tic culture and to generalize this trend as a law of minimization of representation of artistic concepts. The ratio of the concept and the image associated with never validate of thinking and the idea of consciousness as a two-layer phenomenon, combining the imaginative and the rational (reflective) layer. In contrast to the relatively rigid verbal-reflexive level, the thesaurus of the “upper” (figurative) layer of intertext has a high degree of semantic dynamism, flexibility, and elasticity; these or other images by their very nature can not acquire a strictly defined “meaning”, meaning, rigid and unambig-uous interpretation – their specific manifestations are always and first of all concrete, individual and unique. In this sense, they can be compared with the “archetypes” of K. G. Jung. Researchers of modern poetic texts notice a steady reduction in the average length of the poem from the collection to the collection, a decrease in the number of stanzas, the desire for laconism, which grows into gravitation to poetic miniature. Sometimes they talk about the compression of infor-mation, the increment of meaning, content and at the same time minimize the means of expression, the growth of information capacity of signs. There is an obvious tendency to make the picturesque lan-guage of portrait, landscape, sculpture more laconic. Such a manifestation of conciseness, apparent simplification of the artistic language, minimization is actually aimed at concentrating the viewer on the images generated by the work of art (representation of the concept). This minimization of means of expression, from our point of view, is an objective consequence of the impact of the upper, figurative layer of intertext on the whole process of development of artistic culture, and can be generalized as a law of minimization of representation of artistic concepts. It is also promising to continue and deepen the analysis of the harmonious coexistence of cultural and artistic processes of “minimization” and “expansion” in the framework of the synthesis of arts.

This work arises from the reflections generated by a post-doctoral study that investigates how history games can contribute to the production and dissemination of representations, pictures, and imaginaries of the past. We understand history games to be digital electronic games whose structure contains narratives or simulations of historical elements (Neves, 2010). The term notion of “border works” is used by Glezer and Albieri (2009) to discuss the role of literary and artistic works that, standing outside the historiographical field and having a fictional character, are forms of the dissemination of historical knowledge and approximation with the past. We want to show how, under the impact of the linguistic turn, the boundaries between history and fiction have been blurred. Authors such as White (1995) and Veyne (2008) found both a convergence with and identification between historical narrative and literary narrative that interrogates the epistemological status of history as a science. These critiques result in an appreciation of fictional works as both knowledge and the dissemination of historical knowledge of the past. We then examine the elements of the audiovisual narratives of electronic games (Calleja, 2013; Frasca, 1999; Jull, 2001; Murray, 2003; Zagalo, 2009) in an attempt to understand their specificity. Next, we investigate the place of the narrative and historical simulations of electronic games in contemporary culture (Fogu, 2009). Finally, we discuss how historical knowledge is appropriated and represented by history games (Arruda, 2009; Kusiak, 2002) and analyze their impact on the production of a historical consciousness or an imaginary about the past.

Статья посвящена вопросам трансформации инновационных процессов для обеспечения эффективного взаимодействия различных участников процесса коммерческого освоения инноваций, влияния и значимости импортозамещения на этот процесс. Инновационное импортозамещение, оказывающее заметное влияние на трансформацию инновационных процессов, требуют значительного финансового обеспечения. Для достижения поставленной цели в статье актуализируются анализа существующей конъюнктуру российского рынка, в том числе рынка венчурного финансирования и грантов, анализа трансформационных процессов, происходящих в экономике, в том числе усиление роли азиатских государств. Для решения поставленных задач данная статья разделена на три раздела и рассматривает три глобальных вопроса. Во-первых, рассмотрен вопрос уязвимости российской экономики и ее зависимость от иностранного импорта и технологий до введения санкций и венчурного инвестирования. Во-вторых, проанализирована политика импортозамещения и локализации и отказа от доллара и оценены ее достижения. В-третьих, рассмотрена и оценена роль азиатских государств в функционировании инновационных процессов с точки зрения вытеснения западного капитала и технологий. The article is devoted to the transformation of innovative processes to ensure effective interaction of various participants in the process of commercial development of innovations, the impact and significance of import substitution on this process. Innovative import substitution, which has a significant impact on the transformation of innovative processes, requires significant financial support. To achieve this goal, the article updates the analysis of the existing conjuncture of the Russian market, including the market for venture financing and grants, analysis of the transformation processes taking place in the economy, including the strengthening of the role of Asian states. To solve the set tasks, this article is divided into three sections and considers three global issues. First, the issue of the vulnerability of the Russian economy and its dependence on foreign imports and technologies before the imposition of sanctions and venture capital investment is considered. Secondly, the policy of import substitution and localization and abandonment of the dollar is analyzed and its achievements are assessed. Third, the role of Asian states in the functioning of innovation processes from the point of view of crowding out Western capital and technology is considered and evaluated.

The purpose of this article is to describe the capacity and role of WHO in dealing with the spread of COVID-19 and to discuss in-depth articles at the stages of policy implementation that specifically discuss the WHO protocol that is applied in dealing with the spread of Covid-19. The implementation of the policy to handle the spread of COVID-19 considers various aspects not only health but also the economic and social impacts resulting from government decision making. In addition, response measures are implemented through the Acceleration of COVID-19 Handling task which is part of the formation of structures, structure is one of the aspects that are considered in Edward III's implementation theory besides communication, resources and disposition because the presence of a structure helps implement policies has a significant effect. on policy implementation. The support of all elements of the government, the private sector in compliance with government and WHO instructions, especially regarding social distancing and physical distancing, will have a big impact in preventing the spread of COVID-19.
