Improving the organization of technical services in agriculture

To ensure high performance of the agricultural machinery and equipment it is necessary to improve the system of technical service in agriculture through the creation of specialized service centers. Features of agricultural production are such that machinery and equipment implementing its processes are distributed throughout the agricultural enterprises, and mobile machines and units that form the basis of machine-tractor fleet, change their place of deployment as work progresses in certain areas. This situation complicates the maintenance (M) and current repairs (CR) of agricultural machinery and equipment, as their delivery of their service centers or check out of service technician with the necessary tools, equipment and materials directly to the operation of machines and equipment, or temporary storage sites are required. The result is more expensive M and CR and increased losses from downtime, of course these additional costs and losses must be minimized by the rational organization of processes of M and CR. Analytical dependences are got to determine the costs of the M or CR, taking into accounts the embodiment of losses from downtime of serviced machines and the method of its delivery to the service center. Selecting embodiment of M or CR is carried out on a minimum of these costs, for which the algorithm is proposed, comprising determining the costs of the options under consideration to perform M or TP and compare them to avoid irrational choices. These analytical dependence and calculation algorithm contribute to the improvement of the organization of technical services in agriculture.

The objective of the article is to study the possibilities of agricultural production and agricultural processing and search for the prospects of development of the industry of Ukraine. Methodology. The following analyses are carried out: profitability and cost-effectiveness (rate of return) of the agricultural products, the level of consumption of basic food products in Ukraine, availability of agricultural machinery at agricultural enterprises, the structure and growth rate of purchase of agricultural machinery at agricultural enterprises of Ukraine. Results. It is proved that a low level of profitability in the agricultural sector is a significant violation of price parity – there is a deterioration in the ratio of the prices of agriculture producers for sold products, and prices for acquired industrial goods, and for the services of commercial and technical purpose, i.e. there is a situation of non-conformity of revenues and costs of agricultural production. It should be noted that the level of the development of the agricultural complex, first of all, is determined by the quality and volume of food consumed by the population. Practical implications. During the country's independence, the profitability of production of all major products has decreased significantly and negative trends are observed. Comparing the data of 2019 with 1990, we can see that part of the profitable production has transferred to the unprofitable. The analysis of the dynamics of consumption of major food groups over the past two decades shows that for the period from 2000 to 2014 there was an increase in consumption of milk and dairy products by 12%; meat and meat products by 65%; eggs by 86.7%; potatoes by 4%, vegetables and melons by 60.5%; fruits, berries and grapes by 78.5%; fish and fish products by 32.1%; oils by 39.4%. During this period, there was a decrease in the positions of bread and bread products by 13% and sugar by 1.4%. Value/originality. The low intensity of the agricultural sector of Ukraine is largely due to the neglect of the requirements of agricultural machinery and production technology. It is important to apply the required amount of mineral fertilizers, which is one of the important technological requirements for growing crops. Therefore, the effective development of this industry requires a modern, effective and scientifically sound financing program by attracting investment and soft loans.

The law on the five-year plan for the restoration and development of the national economy of the USSR for 1946-50 provided for a significant increase in the volume of agricultural machinery. It was necessary to introduce into agricultural production new high-performance tractors, self-propelled combines, mounted machines with hydraulic control, specialized machines for technical, tilled, forage crops. (Research purpose) The research purpose is in analyzing the achievements of agricultural engineering science in the USSR in 1945-1965. (Materials and methods) Author studied the history of agricultural engineering science development in the USSR in the post-war period on the basis of archival materials and scientific literature. The sources have shown that the creation of new agricultural machinery required the development of research methods, new more effective technologies for design work and the consolidation of efforts of agricultural engineering science, testers and manufacturers of equipment. (Results and discussion) The article presents an analysis of the development of scientific research and technical developments aimed at improving agricultural technologies and agricultural machinery, and intensifying agricultural production. Author have found regional specialized research institutes, specialized design bureaus, and zonal machine-testing stations were established during the period under review. The article notes that the Department of Mechanization of the All-Union Academy of Agricultural Sciences has been significantly strengthened. A crucial role in the development of agricultural engineering science played the leading research institutions in the country, the All-Union Scientific and Research Institute of Mechanization of Agriculture, All-Union Institute of Electrification of Agriculture, All-Union Scientific and Research Technological Institute of Repair and Operation of Machine and Tractor Park, Research Tractor Institute and the National Institute of Agricultural Engineering and Agricultural Universities - Moscow, Azov-black sea, Chelyabinsk, Kharkiv institutes of agricultural mechanization, Rostov and Kirovograd institutes of agricultural engineering. (Conclusions) Thanks to the efforts of academic and university scientists, designers and testers, the latest agricultural machines and equipment were created, the introduction of which made it possible to fully meet the country's needs for food and agricultural raw materials.

Long-term foreign and domestic experience in agricultural production proves that the intensification of agricultural production, an increase in its efficiency and volumes, an increase in the competitiveness of agricultural products, is impossible without constant modernization of the production and technical base and the introduction of the most modern achievements of scientific and technological progress. Only a comprehensive and systematic technical and technological reequipment of agricultural production, saturation of it with high-tech, high-performance complexes, machines, equipment can provide a significant increase in labor productivity, minimize the cost of all types of material resources with a steady trend of constantly decreasing labor resources in agricultural production. The analysis of indicators of provision with the main types of machines of domestic agricultural enterprises in comparison with different countries of the world is carried out. The article presents the results of the analysis of the most important segments of the agricultural tractor and combine park of the Republic of Belarus.

Many targeted state measures, including the State program for agricultural development and regulation of markets for agricultural products, raw materials and food for the period 2013–2020. (extended by the Ministry of agriculture of the Russian Federation until 2025) and The strategy for the development of agricultural machinery for the period up to 2030, provide for comprehensive equipping of agricultural production as a whole and its individual segments, including livestock and poultry, with modern high-performance machinery and equipment.

Relevance. Combined fungicide Vinkea, WG of systemic-local and contact action, is developed to protect grapes from fungal diseases in agro-industrial complex. It contains two active substances: folpet and a new active substance, benthiavalicarb isopropyl. Objective: hygienic assessment of the safe consumption of grapes and products of its processing, after the treatment of grapes with combined fungicide Vinkea, WG, containing benthiavalicarb isopropyl and folpet as active substances, in order to preserve the health of consumers of these products. Materials and methods. Statistical, full-scale hygienic experiment gas-liquid and high-performance liquid chromatography methods were used. Results. The findings allowed establishing that the fungicide Vinkea, WG active substances residues’ dynamics in grapes and its derived products, when treated in the maximum application rates, abides by exponential dependence. Benthiavalicarb isopropyl is pertained to low hazard substances and folpet – to moderately hazard substances by persistency in grapes. The values of benthiavalicarb isopropyl and folpet maximum allowable (residue) levels in grapes and products of its processing were substantiated. Conclusion. In the real conditions of agricultural production in Ukraine, using existing agrotechnical and agricultural machinery and following the established hygienic regulations, fungicide Vinkea, WG application in vineyards does not pose a danger to the consumers of viticulture products.

Abstract Technical support of producers of agrarian products has always been and will remain a topical issue in realities of agrarian sector of Ukraine. In recent years, integrated forms of agricultural enterprises have become more widespread, which make it possible to increase and renew a machine-tractor park of their participants. In course of study four main technologies of soil cultivation and their impact were considered, an amount of necessary machinery and equipment, energy and labor costs, and impact on quality indicators of soil health. Also, main organizational forms of enterprises that provide equipment rental services or perform fieldwork were analyzed. Proposals were made regarding a merger of existing enterprises into agro technical centers, which would increase an efficiency of their functioning and cover functions of regional self-government. Also, the most common forms of machinery usage by agricultural enterprises were considered.

The article uses methods of statistical analysis, deduction and analogy to consider programs at the Federal, regional and economic levels, which provide for measures aimed at improving the technical equipment of agricultural producers. Particular attention is paid to the acquisition of energy-saving, high-performance agricultural machinery and equipment used in the production and processing of agricultural products. An assessment of the effectiveness of state support for updating the material and technical base of agriculture is given. Based on the results of the study, conclusions and recommendations were formulated.

Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.

 Under the background of the Chinese Household Contract Responsibility System (HCRS), farmers have to pay higher transaction costs and encounter a huge trading risk if they engage in agricultural production only through the market transaction. Since the special properties of agricultural production limit the formation and development of agricultural enterprises, farmer cooperative economy organizations with the main functional characteristics of transaction coordination begin to flourish. By building a new classical economics model, this paper demonstrates the theoretical assertion that the generation of a farmer cooperative economy organization is accompanied by the evolution of the division of labour, the improvement of farmers’ effectiveness and the development of agricultural specialization. Furthermore, this paper does an empirical analysis with the micro-survey data to verify this theoretical assertion. Therefore, this article effectively explains the generation condition of a farmer cooperative economy organization and the internal mechanism of how it promotes the development of agricultural specialization. So this paper provides a strong theoretical and practical evidence for the development of a farmer cooperative economy organization and agricultural specialization.
